International Environmental Security and limitations of North-East Asian Countries (국제 환경안보와 동북아 국가들의 한계)

  • This paper considers critically the conceptual development of international environmental security, and to explore some limitations which seem to have made difficult the construction of regional environmental governance among North-East Asian countries. The recently emerging concept of environmental security has turned the traditional or realistic meaning of security to the neo-liberal and the political-economic one. On the basis of a reconsideration of these newly developed meanings of security, this paper has reviewed critically some work which have focused on the concepts of environmental regime and of environmental governance. To formulate a true environmental governance, it is suggested that we need a theoretical analysis on the economic and political contexts and a practical development of civil society. From this point of view, the economic structure of labour division, the political tension and military opposition in the region, and the immaturity and exclusiveness of civil consciousness can be pointed out as some limitations of environmental security to be constructed in the North-East Asian region. A true environmental security in this region requires formation of reciprocal economic relationship, development of regional institutions for political trust among countries, and improvement of interaction between non-governmental organizations (NGOs).

Study on the resignation backgrounds of female workers leaving work after parental leave (육아휴직 후 퇴사한 여성의 퇴사과정과 유형에 관한 탐색적 연구 : 여성의 일-가정 양립을 방해하는 배경을 중심으로)

  • This study investigates why some female workers come to decide to leave work after their taking parental leave and subsequently classifies their resignation backgrounds into four ideal types. The current debates on parental leave have mostly focused on clarifying the factors that influence on workers' usage of parental leave. But given that the final goal of parental leave is to help workers return to work after temporary rest for parenting, it is very important to inquire why some workers fail in reverting to their companies after parental leave. Based on in-depth interviews with 8 female workers who leave work after parental leave, this study analyses and compares their previous work-family conditions, reasons for taking parental leave and withdrawing from work, and behavioral patterns after resignation. This article then typifies four ideal types of resignation backgrounds (i.e. penalty by company, evasion from work, decision by family, choice for family). At the conclusion, this paper suggests policy alternatives to diminish female workers' resignation after parental leave and to heighten their work-family balance.

Gender Roles, Accessibility, and Gendered Spatiality (성역할, 접근성, 그리고 젠더화된 공간성)

  • This study attempts to elucidate manifold dimensions of gendered accessibility experiences. How gender roles(household responsibilities) differentiate accessibility experiences between women and men is explored through the comparison of married dual-earner couples' parental status, using the US Portland activity-travel diary dataset with GIS-based geocomputation results of(time-geography based) space-time accessibility. First, this study shows how gender division of labor within the household still permeates current society, despite the widespread belief of the social change toward a gender-egalitarian society. Then, the study pays special attention to the way gender roles structure individual accessibility experiences of women and men differently, and, in turn, the way such accessibility experiences take a form of gendered spatiality. Gendered spatiality is examined through the analysis of accessibility space as well as activity space in order to ascertain women's home-attached and spatially entrapped characteristics. More household responsibilities throughout a day and, even more, the time constraint of picking up children at the daycare centers after work lead women's possible activity space to be more home-centered. The analysis of the spatio-temporal context of accessibility space makes gendered spatiality visible. However, the findings suggest that behavioral outcomes should be understood with an explicit awareness of constraints individuals face. It is because the revealed activity spaces can be not only an outcome of constraint but also an outcome of choice. Behavioral outcomes should not be treated as a straightforward expression of the level of constraints. It is problematic to expect that behavioral outcomes directly mirror the level of constraints. It is also problematic to suppose that the level of constraints can be straightforwardly elicited from revealed behavioral outcomes.

Work-Life Balance Policies in Germany and the Participation of Private Companies (독일의 일·가정 양립정책과 민간 기업의 참여)

  • Traditionally, Germany, a conservative welfare state, has pursued a male breadwinner model based on gender division of labor. For a long time, Germany tried to address low fertility through economic support centered on cash benefits, but it was not successful. In 2007, the German government began to shift the paradigm of family policy for work-life balance under the slogan of "A mix of time policy, income transfer, and infrastructure." When the issue of low birth rates emerged as a national concern in Germany, there was a growing social sentiment that not only the government but also private companies should contribute to increasing fertility by providing family-friendly personnel policies and working conditions. Private companies have been voluntarily improving family-friendly working conditions beyond legal obligations, aiming to secure personnel and prevent turnover. Germany's fertility rate is currently rising toward the European average level in 2023, which can be attributed to the government's work-life balance policies and the participation of private companies. In terms of improving work-life balance policies in Korea, it has been proposed to change the perception of the need for fathers to participate in child care, to make parental leave compulsory for men, to guarantee employment for women after childbirth, to expand child care facilities, and to revitalize family-friendly policies in companies.

  • In case a firm proceeds with TQC the activity of QCC, one of the activities concerned with TQC, is made first of all. There fore, in consideration that TQC could not be successful with the activity of QCC being unsuccessful a firm underlines activating QCC and makes considerable support of the educational discipline. However, as for the data of TQC having been introduced in domestic country no data related to construction industry have been found, all of them being concerned with manufacturing industry and it has happened that some firms of the construction industry make the negative reaction to the activity of QCC. So some of firms including our one have prepared and published their own texts and made them available by utilizing the translated Japanese data which were attained through Japanese construction firms. It is thought that a problem has been caused by the above-stated. While Japanese firms have made R & D of the features concerning to the most basic QCC activity for themselves, Korean ones have just followed and taken advantage of those originated by Japanese without being conscious of the basic idea, and this has caused the consequent failing of QCC activity. In other word, the emphasis of the results only rather than process has brought about the unsuccessful QCC activity.

  • Discussion of Economic Community in East Asia are active. This trend began in the late 20th from the EU and North America's regional economic integration is in response to the movement. East Asia in the late 1990s to the actual for the FTA, it was not very active. As East Asian Economic Community became one of agendas for ASEAN+3 Leaders' meeting since 2004. Japan has been positioned itself as a leading country in East Asia. However, the emergence of China in the East Asian economic community have been changes. Moreover, East Asian countries began concerns over regional economic community with frequent conclusions of FTAs and China is leading the discussion on strengthening economic cooperation in the region. Some of it in terms of economic community in East Asia will not be smooth. First, East Asian countries do not have a common goal. Second, East Asian countries have a lot of diversity. Third, China and Japan are expected to compete in the championship. Therefore, East Asian economic community should be approached in the long-term perspective.

Institutionalization of Care Labor and Differences among Women (돌봄노동의 제도화와 여성들의 차이)

  • This article explores the characteristics of care and care labor which is core keyword of the welfare state and the way of institutionalization of care labor, focusing specially on differences among women. Caring is defined by the expression of morality and labor accompanied by concrete action. But, care labor in the welfare state is defined by "activities involved in caring for the ill, elderly, handicapped and dependent", and I think, that definition is more useful than the narrow one for policy institutionalization. But the latter definition intentionally separates the domestic work from care work. Care labor is considered to be different from the market labor in terms of motivations, but there are some limits in standardization and commercialization of the traits of emotional and moral engagement. Thus, requiring of emotional motivation as one of the job descriptions is not realistic. Welfare state is institutionalizing women's unpaid care work in family through de-familization, and its policy tools are cash benefits and services for care-related, which influence to the female wage worker and fulltime housewife, care receiver and care giver, and polarization of women's class in a very different way. Cash benefits enhances the division of gender labor, polarizes the care laborer and weakens of expansion the care as decent job. The movement of feminist welfare state have a vision of universal service expansion and need the policy list for de-gendering of care labor.

The Extraction of Railroad Alignment Information Using Digital Imagery (디지털 영상을 이용한 철도선형정보 추출)

  • Railroads have been developed as public transportation and made a great contribution to national economic growth. But after the mid-20th century, its qualities have been getting low because of focusing on the investment and development of cars and airplanes. Its role which is getting the excellent merits on the mass transportation, rapid transit, safety, state period, energy efficiency, and prevention of environmental pollution has been reconsidered. Elements of horizontal alignment are needed in the case where the existing railroad lines should be improved or moved. If its design drawing was lost or damaged, it is impossible to recover. It is not easy to repair for it as disasters. We must understand an existing railroad line to bring a function included a basic geography situation. In this study, we acquire, analyze, and process the digital images of the railroad and then reappear shape of three dimension. And we expect to be utilized to construct the facility information by extracting the alignment elements of existing railroad lines reversely.

A Sociological Analysis on Contents of Gender Role in the "Educational Active Program Guidance books in Preschools" ("유치원교육활동지도자료"의 성역할 내용에 대한 사회학적 분석)

  • This study deals with the contents of gender role, using the method of content analysis inquiring total of 40 volumes of the $3rd{\sim}6th$ $\ulcorner$Educational Active Program Guidance Book in Preschools$\lrcorner$ (EAPGP). A lower analysis conviction of gender role was sex division of labor and occupation assortment of the man and woman who gave it and was going to analyze expression for it. The purpose of this study was to make a searching the contents of a gender role in the $3rd{\sim}6th$ EAPGP in Preschools, to offer basics document to the 7th EAPGP. The issues of this study were follows: First, how gender division of labor of man and woman was expressed in EAPGP; Second, how much an occupation of man and woman was expressed in EAPGP; Third, How contents of gender role have been changed in EAPGP. The major findings in this study could be summarized as follows: First, males are described as formal workers and females are mostly seen as housekeepers; second, jobs of males are diversified than those of females; third, gender role discrimination which gives the clues to segregate two sexes tends to be greatly reduced in the 6th EAPGP than in the 3rd, the 4th, and the 5th EAPGP.

An Understanding of the Performance of Teaching in a Science Museum: A Case Study Using the CHAT (교사의 과학관 학습 실행에 대한 이해: CHAT를 활용한 사례연구)

  • There are complex interactions between personal and contextual features in teaching in a science museum. In order to analyze two teachers' holding classes in a science museum, the CHAT (cultural historical activity theory) was used as an analysis tool in a case study. The analyses of the results revealed that both teachers had difficulties teaching in a science museum due to the contradictions among the factors of subject, rules, community, and division of labor in the activity system. Although both teachers had trouble with similar contradictions, there appeared to be different sets of internalization and externalization of such conflicts depending on the difference in the teacher's perceptions and experiences about teaching in a science museum, the passion and the motivation of the teachers. These suggested that efforts should be preceded to foster the activity system providing both emotional and social supports to teachers in order to activate teaching in a science museum. Taking a teacher training course on teaching in a science museum was also found to fail to function as mediating artifacts. The course should provide not only the experience of executing proper teaching strategies for teaching in a science museum and the feedback on their teaching, but also the guidance on how to lead to optimal expansion of the factors in the activity system.
