유럽연합은 1990년대에 접어들면서 미국과의 경제 격차가 점차 확대되자 미국을 따라잡기 위해 리스본 전략을 채택하였다. 이 전략의 목표는 유럽의 정보화를 통한 성장, 고용, 사회적 참여로 요약할 수 있다. 리스본 전략에서 제시된 정보화 모토는 정책과 연구개발을 2개의 기둥으로 하고, 이 두 영역간의 긴밀한 상호협조를 통해 유럽정보화의 시너지를 창출하자는 것이었다. 정책 부문은 리스본 전략에서 출발하여 신 리스본 전략, i2010 전략으로 발전되어 왔으며, 이에 맞추어 연구개발 부문은 FP5, FP6으로 발전되어 오다가 현재는 FP7이 시행되고 있다. 본 고에서는 FP7의 ICT 연구프로그램에서 제안하는 도전과제와 미래기술전략을 소개하는 한편, 그 정책적 시사점을 도출하였다. FP7 ICT 연구프로그램은 유럽이 차세대 ICT 및 그 사용에 있어서 세계 선도 그룹에 들기 위해 극복해야 할 7가지 도전과제를 제안하고 있다. 이들 도전 과제들은 크게 업계의 기술 목표 및 사회경제적 목표 달성을 위한 과제로 이분할 수 있으며, 향후 10년 간의 목표와 성과물을 제시하고 있다. FP7 ICT 연구프로그램 중 '미래 및 새로 부상하고 있는 기술(FET)' 프로젝트는 예상하지 못했던 아이디어와 발전에 효과적으로 대응하기 위하여 '개방형 FET프로젝트'와 '전 방위적 FET 프로젝트'의 두 가지 상호보완적 플랜을 운영하고 있다. 본 고에서는 이들 프로젝트에 대하여 성과목표, 기대효과, 자금지원 및 예산분배계획을 간략하게 소개하였다. 결론부에서는 앞에서의 논의를 토대로 우리나라의 미래 ICT 기술개발 전략 구상시 참조해야 할 정책적 시사점을 제시하였다.

This study examines the social problem-solving R&D policies from the perspective of 'Mission-oriented innovation policy'. To this end, we analyzed the 'second science and technology-based social problem solving plan' in terms of civil society's participation, securing the government's dynamic capabilities, and government's risk investments. The plan introduces an institutional framework for civic participation for social problem-solving innovation, strengthening R&D program coordination and integration, and new innovation ecosystem formation. However, there is a need for a concrete program to overcome a path dependency of existing activities. Otherwise new institutions are likely to be formalized. In addition, in order to derive risk investment, it is necessary to integrate innovation policy with social policy fields such as community care and climate change. It is necessary to establish an policy process that combines the agenda of social policy beyond with R & D policy, and to forms a platform for problem solving, integrates various technologies, industries and resources.

디지털 플랫폼을 기반으로 한 벤처를 성공적으로 육성하려면 빅데이터와 인공지능 알고리즘을 바탕으로 한 비즈니스 모델이 사회적으로 적합한 형태로 수용되어야 한다. 그러나 디지털 벤처가 데이터와 알고리즘 활용에 있어 공정한가에 대한 의구심과 도전이 지속되고 있으며 이와 관련된 연구 노력도 부족한 실정이다. 본 연구는 온라인 유통 플랫폼 벤처로 급격히 성장한 쿠팡이 직면한 도전을 통해 빅데이터와 알고리즘 기반의 비즈니스 수행에 따른 어려움과 이에 대한 이론적 고찰을 시도했다. 쿠팡의 도전을 알고리즘, 빅데이터, 자동 최저가 매칭 시스템, 그리고 오프라인 업체의 비교 데이터 활용에 관한 문제로 정리했다. 이들 각각에 대하여 의무 범위론의 관점에서 문제 해결의 실마리를 제시하였다. 본 연구는 쿠팡의 자체 브랜드 출시를 배경으로 디지털 플랫폼 기반의 벤처 기업이 성장하면서 제기되는 사회적 도전 과제들을 검토함으로써 지속가능성을 유지하기 위한 전략적 고민과 실천적 연구 노력이 뒤따를 필요성을 환기시킨다.

우리나라는 일본이 반도체 산업을 시작했을 때보다 훨씬 어려운 환경속에 성장하여 왔다. 향후로도 많은 어려움이 있을 것이라 예상되나 앞으로 더욱 치열해지고 있는 국제경쟁에 효율적으로 대처하고 2000년대의 정보화 사회에서 국제무대의 중심국으로서의 위상정립을 위하여는 반도체를 포함한 첨단기술산업의 발전이 그 전제가 된다고 볼때 이러한 난관을 하나의 도전과제로 승화시켜 극복해 나가는 슬기와 자세가 우리 모두에게 요구된다 하겠다.

This article reviews studies on the societal challenge and technological innovation. Technological innovation in response to social problems is a relatively recent topic of Innovation Studies. Socially-oriented innovations and policies are different in terms of the goals, innovation processes, and ecosystems when compared with industrial innovation. This study examines the existing research that discusses science and technology innovation from the viewpoint of solving societal problems and discusses the direction of future research. This paper presents major research issues on the characteristics of innovation in societal problem solving, innovation governance, roles and ecosystem of innovators, and relationship between societal problem solving policies and other policies.

In this paper, we have investigated how various companies have tackled the concept of materiality, and reviewed the effect of materiality determination on business strategy and decision making in sustainability reporting. To achieve this, we gather and utilize various guidelines and company's practice cases. Results from the analyses of four case studies provide that most companies conducted a detailed systematic materiality analysis as strategic planning process but held differing approaches. Therefore, successful methodology to determine materiality will need to address common issues and challenges, and set up a new concept in the context of sustainability reporting.

On top of presenting the possibility of expanding the game space to social space through mobile communication, MSNG reinforces the strengths of SNS and the fun of games through closer networks between users. This study empirically verified the effects of the characteristics of MSNG on interactions and user satisfaction by dividing the main characteristics of MSNG into graphics, challenge spirit, and reward, and then dividing the main characteristics of mobile social network service into social interaction and technical interaction. In the results of study, the main characteristics of MSNG such as graphics, challenge spirit, and reward all had significant effects on the social interaction and technical interaction while the social interaction and technical interaction of MSNG also had significant effects on the user satisfaction, so that the hypotheses of this study were all selected. The influence of the characteristics of MSNG on interactions might be because of shared feedbacks through graphics, game tasks, and reward in the performance process of MSNG, and such interactions make diverse people have the horizontal or circular communication, which is led to the increase of user satisfaction.

For Singapore, 2017 was an uneasy year. The presidential election was fraught with controversy since the revised Presidential Election Act allowed only one candidate to be eligible for the election. The bitter feud between Prime Minister Lee Hsien Loong and his siblings shocked many Singaporeans. Succession planning for the next top leadership is still veiled in obscurity. The anti-globalization trend and the increasing pressure to raise the tax have become major challenges for Singapore's economy to overcome. China's continuous diplomatic pressure has called into the question Singapore's pragmatic foreign policy. Although its relations with China were back to normal, Singapore, the ASEAN chair in 2018, is still facing intractable problems in safeguarding ASEAN centrality in the growing US-China rivalry. In the meantime, Singapore has pursued its diversity and equality, heading toward a more matured multi-racial and multi-cultural society in 2017. The first female president, Halimah Yacob, served as a symbolic epitome of Singapore's emphasis on diversity and harmony among different ethnic groups and minorities. This great milestone, however, has largely been questioned by Singaporeans, as it seemed to be a political gesture that only utilized Halimah's double minority in the level of ideologies. The election of the Malay president has led Singaporeans to think about the real equity and equality among minorities, while strongly motivated to move toward a more inclusive society. In 2018, Singaporean leaders will try to resolve many challenging problems by reaffirming leadership succession planning, which is expected to lead Singapore to pursue a more integrated society.

This study examined the factors determining experience of flow in mobile social network games. Built upon the literature on flow experience in the Internet and online games, this study classified the determining factors into three categories. The first category is the content factor which includes graphic design, challenge, and incentive; the second is the device factor including ease of access and ease of control; the third is the social factor including social interaction and community activities. A correlation analysis was conducted to examine the association between each of the seven determining factors and flow experience. Additionally, a hierarchical regression analysis was performed to evaluate which of the selected factors would exert a relatively strong influence on experience of flow. Both analyses reached the same conclusions as follows: Graphic design, incentive, and community activities increase flow experience while challenge and ease of control exert little influence on flow experience. In addition, graphic design was the most influential element in determining flow experience, followed by community activities and incentive, respectively.

근간에 큰 기업체의 대부분은 컴퓨터를 갖추어 관리 정보체제(MIS)의 효율적인 운용을 시도하고 있다. OR/SA 분석으로 과학적인 정책수립 및 경영정책으로 무국적의 기업경쟁에 도전하고 있다. 그러나 실제 실무에 있어서 OR/SA 기법활용이 기대하고 있는 만큼 활발하지 못하며 높이 평가되고 있지 않다. 그 원인의 하나로는 제통계자료의 불충분으로 데타베스시스템이 빈약하여 OR/SA의 결론에 자신이 적어 막상 실제적용에 조심스러운 학문이라는 것과 또 하나로는 공공기관 및 기업체의 의사결정이 장기적인 안정의 시야에서가 아니라 단기적인 편법위주의 수단으로 검토되고 있는 경향이 있기 때문이다. 다소 안정된 선진국가에 있어서도 경제 및 과학발전에 따른 갖가지 사회적 위기에 대하여 미해결인 체 고심하고 있다.(중략)
