Characteristics of High Modernism in the Path of Policy for Urban Parks and Greenbelts under the Kim Hyeon-Ok's Mayoralty (1966-1970), Seoul (김현옥 서울시장(1966~1970년)의 공원녹지 정책 경로에서 나타난 하이 모더니즘 특성)

  • The purpose of this study is to trace the path of policy for urban parks and greenbelts (PUPG) pursued by Seoul Mayor Kim Hyeon-ok, who was a protagonist of Seoul's modernization and to reveal the policy's characteristics. A high modernism perspective was projected to advance his PUPG discussion. High modernism was an unavoidable phenomenon that appeared in post-war urban reconstruction projects and emerged in the form of a belief that the national elite creates the ideal social order and rational planning. Its characteristics were to build with legibility, immediacy, and convenience by power, with private participation and profit creation, while realizing the spectacle of "the city being built". As a high-modernist, Seoul Mayor Kim Hyun-ok's urban planning aimed to deal with the booming population and the expansion of Seoul's territory. Although his PUPG extended the parks to the outskirts of Seoul, he showed a dualistic attitude, diverting parks away from the city center. On the other hand, he induced the participation of the private sector to create parks. However, he showed the other side of modernization, eliminating the placeness and excluding related systems. The path taken by Mayor Kim Hyun-ok's PUPG was started to respond to population growth and resolve the encroachment of parks. The ultimate goal was to accept the realization of urban planning and experiment with non-financial methods. The characteristics of his PUPG reflecting high modernism were: First, elites were represented in the National Land Planning Association, HURPI, and Jang Moon-gi participated; second, legibility was ensured by using east-west and north-south axes, elevation standards, and rational planning. Third, parks were quickly released to respond to the rapid urban change. Fourth, it showed off events and spectacles to attract private capital.

  • The source of value-added creation in modern times has been transformed from material to man's value-added generating power, and ownership of the means of production has been converted from a particular landlord, capitalist to a person with value-added capacity, and a system of capital participation is needed beyond the profit-sharing system or performance incentive system in which workers of an enterprise participate in simple profits if they significantly increase the added value of the company. It is also necessary to introduce our private stock system as a means of addressing the problem of capital bias and for the stable development of capitalism. The purpose of Employee Stock Ownership Plans is to improve the economic and social status of workers and promote labor-management cooperation by allowing workers to acquire and hold shares of the stock company in which the employee ownership association is established through the employee ownership association, but the reality is that our stock ownership system has failed to achieve its purpose due to insufficient protection against the employee. In terms of welfare, the acquisition of our company shares should include active government support for the welfare of workers' ownership on a social welfare level rather than on the logic of the capital market, and in terms of investment, it would not be appropriate to apply the regulation for investor protection to see workers' acquisition of our company shares as 'investment' in the view of workers' willingness to own shares on the stock market. Therefore, as a way to support and deregulate employee's stock acquisition, 1. Expanding direct support, such as tax support, 2. As employee's stock ownership association is being discussed as a division's nature, it is less effective in terms of various management, not investment, and 3.   • In recent years, many people are living in a space limited by rapid global industrial development and economic growth, and rapid urbanization is underway, with the global urban population estimated to be more than 70 percent in 2050. Due to rapid urbanization, government-led smart city models are being developed and introduced to solve various urban problems such as disaster safety, air pollution, water pollution, energy shortage, disease, crime and transportation. However, since ICT technology of public housing is being developed as a type of social overhead capital project, it is necessary to develop micro-smart city projects that residents can feel by developing services such as public safety, living environment, living welfare, and energy management for public housing residents. Therefore, in this paper, the smart platform model of public housing for smart city in the era of the Fourth Industrial Revolution is planned and presented.

Project-based Organization, Embeddedness and Spatial Clustering in the TV Drama Industry (프로젝트 기반 조직의 배태성과 공간적 군집화에 대한 시론적 연구 -드라마 산업을 사례로-)

  • This paper aims to examine the ways in which project-based organizations (PBOs) are embedded in social networks and geographical clustering in the case of TV drama industry. PBOs refer to a variety of temporary organizational forms for the performance of tasks as to integrate diverse and specialized intellectual resources. PEOs as a flexible and innovative mode of organizing knowledge resources are becoming increasingly worthy of attention in emerging the creative economy. Evidence from interviews with core persons of PEOs like producers, directors, and writers reveals that the key operational mechanism of the project form of organization is based on the highly socialized networks via individual's reputation and past experiences. In other words, the project activity in TV drama is embedded in networks which are socially constructed. Also the geographical clustering plays an important role in PBOs and project practices in TV drama are constructed around a high degree of spatial clustering. PBOs are clustering in Kang-nam and Yeouido, where are located in independent production companies and broadcasting stations. It means that the project formation in TV drama requires geographically-clustered networks of human resources, and socially, culturally and geographically embedded latent networks of interpersonal relationships are a necessary condition of POBs in the TV drama industry.

  • 이용자의 경로선택 형태를 모사하는 통행배정모형 결과의 정확도는 교통계획에 상당한 영향을 미친다. 이용자의 경로선택 결정과정에서 가장 중요한 판단기준은 통행시간과 통행요금이다. 그런데 통행요금은 이용자의 경로거리에 따라 다양한 방식으로 부과되므로, 링크를 분석단위로 하는 기존의 통행배정모형은 현실적인 통행요금 반영이 힘들었고 또한 수요예측 결과를 이용한 다양한 분석에서 제약을 받아 왔다. 본 연구는 이러한 배경에서 경로교통량을 도출할 수 있는 경로기반 통행배정모형을 구축하였고, 또한 경로거리에 따라 결정되는 현실적인 통행요금을 반영할 수 있는 알고리즘을 개발하였다. 경로기반 배정모형에서는 GP(Gradient Projection) 알고리즘을 이용하였고, 계산상의 효율성 제고를 위해 K-최단경로 알고리즘 중 MPS(Minimal Path Search) 알고리즘을 이용하였다. 개발된 배정 모형은 현실적인 통행요금을 반영할 수 있으므로 통행배정 결과의 정밀도를 향상시켰을 뿐만 아니라 기존 배정모형에 비해 최적해로의 수렴속도도 개선되는 것으로 나타났다. 본 논문의 배정모형은 경로교통량이 도출되고 통행요금을 반영할 수 있으므로, 통행요금과 통행 거리 관계에 따른 목적함수의 규명과 그에 따른 효과척도를 계량화할 수 있다. 따라서 본 모형은 통행배정에서 실재상황을 보다 현실여건에 맞도록 규명할 수 있고, 기존의 제한적인 효과분석의 문제점을 해결할 수 있으므로 그 활용범위가 넓다. 또한 본 논문은 개발된 배정모형의 적용사례로서 고속도로 수요관리 요금체계 개선방안을 제시하였다. 기존의 고속도로 통행요금 산정 방법은 이론적 근거가 미약했던 반면, 본 논문에서 개발된 배정모형과 고속도로 수요관리 요금체계 개선방안은 고속도로 통행료 결정에 대한 과학적이고 합리적인 분석방법을 제공하였다.한 민감도 분석을 실시한 결과 대안1의 경우 교통량의 변화 및 화물통행의 시간가치의 증가시 사회적 편익이 오히려 감소하였고, 대안2와 3의 경우 사회적 편익이 증가하는 것을 알 수 있었다. 이는 경부고속도로의 화물차량의 구성비에 따라 대안 1의 경우 오히려 화물차의 통행시간이 증가함에 그 원인이 있다 할 것이다. 이상과 같은 결론을 통하여 경부고속도로상의 화물전용차선의 설치시는 수답렬 교통량의 구성비와 구간 평균교통량에 의하여 그 효과가 다르게 나타남을 알 수 있었다. 따라서 물류비용 절감차원에서의 화물전용차선의 설치는 본 연구에서 나타낸 방법과 같이 수단간의 경제적 편익을 고려한 구간별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압주입시험에서도 확인된다.. Finance and Persona: a Philosophical Understanding of Modern Finance (금융과 페르소나(persona): 금융의 정치 철학적 이해)

  • According to F. Nietzsche and A. N. Whitehead, the fatal error of the modern Western ontology is to mistakenly assume that the structure of reality is the same as the structure of language, and to misplace the fictional linguistic subject as a realistic subject. This fictional concept of the subject is the concept of person. This paper will analyze how this fictional concept of person forms the basis for the development of modern finance. The historical period and place of analysis of the paper is England in the late 17th century. At this time and place, the modern form of banking began, and the concept of person was developed philosophically by English intellectuals, especially by John Locke. And at the same time, joint-stock companies and the English nation state acquired their independent abstract personhood. The fictional concept of person has reduced social relations to "exclusive property rights" and "creditor-debtor relations," and this reduction forms the ontological basis of modern finance. In modern finance where property rights and creditors' rights are mixed, property owners excercise exclusive property rights but avoid responsibility for the exercise by being transformed to creditors. Furthermore, property owners' privilege were extended when the modern groups-joint-stock companies and the nation state-who are endowed with eternal and independent personhood are reduced to debtors for the property owners.

Distributive Justice of Common Wealth and a New Universal Welfare Regime: Critique and Transformation of the Wage-Earner Funds Project of Meidner (공유의 분배정의와 보편복지의 새로운 체제: 마이드너의 임노동자 기금안에 대한 비판과 변형)

  • This paper critically studies Meidner's wage-earner funds project. On the basis of this, this paper intends to create new prospects for a universal welfare regime. From the perspective of the welfare system, the funds project is a correction or supplement of the Swedish welfare system of the Swedish model centered on 'redistribution'. However, the funds project shares the ideology of Swedish model and its fundamental premise, I.e. guild socialism and labor-centrism. This paper discusses the limitations of the funds project resulting from this, especially with regard to its three purposes: equalization of property distribution, economic democracy and the correction of excess profit. It then highlights that the alternative to overcome the limitations of the funds project and the Swedish universal welfare system should be based on a new ideology and fundamental premise that is cut off from guild socialism and labor centrism. As an alternative fulfilling this, this paper focuses on theories that suggest that the Common Wealth Fund should be created and basic income should be implemented in the form of dividends as its dividend. As a result, Commons Capital Stock and the basic income as its dividend are presented as alternative prospects for the funds project.

A Structural Framework on Psychological Adaptation and Sequential Changes during the COVID-19 Pandemic (코로나19 팬데믹에 대한 심리적 적응과 연쇄적 변화의 구조 모형)

  • This qualitative study aimed to develop a structural framework that explains the process of psychological adaptation and sequential changes being perceived by Korean people under the COVID-19 Pandemic past year. Setting a tentative analysis frame induced from antecedent literatures about psychological phenomena during the COVID-19 pandemic, the qualitative data were collected from 6 Korean adults by semi structured individual interviews. For the data, content analysis applied from the grounded theory were performed. As a result, the initial framework was extended and revised to describe the psychological phenomena under the pandemic. This paradigm structure includes the process of 'causal factors ⇒ psychological main phenomena ⇒ sequential results' being intervened by personal contextual situations and psychological characteristics, as moderators. The category of causal factors were the COVID-19 pandemic, relevant critical incidents, and social distancing policy. The main phenomena reflected either positive, negative, or complicated experiences. The sequential psychological results included transformation of cognitive system or behavior patterns. Various variables such as psychological sense of community and social responsibility, psychological capability for leisure, and positive psychological capital were found out as moderating factors. In discussion and conclusion, theoretical/practical implications of the results and direction to study in the future were suggested.

An Analysis of Occupations of Korean immigrants in Auckland, New Zealand (뉴질랜드 오클랜드지역 한국인의 생업 분석)

  • The main purpose of this study is to analyse and explain the occupational pattems of Korean immigrants in Auckland, New Zealand, in order to understand how they are adapting to New Zealand society. We analysed the Korean telephone directory from 1992 to 1996 and listings of Korean businesses in the biweekly magazine 'Korea Town'. The bulk of Korean immigration started in 1991 when the New Zealand govemment opened up its immigration doors to non-Europeans. Clearly, recent Korean immigration has experienced exponential growth. The range of Korean's occupations has grown gradually compared to the growth of Korean immigration, from about 20 different kinds of occupations in 1992 to 55 in 1997. In 1992, there were only 37 korean businesses listed, but in 1997, there are about 636-a growth of over 1,600${\%}$. As we analysed all Korean businesses, we found that almost all Korean businesses and occupations have not penetrated the host society economy but reflect typical characteristics of ethnic businesses, in tems of capital, business operation, employees and customers being mainly Korean, Korean businesses are concentrated in the City Centre and North Shore. The concentration in North Shore reflects the concentration of Korean residents in this area, while Korean businesses in the City centre are mostly tourist industries(travel agencies, souvenir shops)and restaurants. The findings of this study closely reflect similar Westem studies on ethnic minority businesses. From this, we can conclude that Korean businesses at the moment reflect the initial stage of Korean communities in New Zealand.

  • Service companies are making constant efforts to gain positive business performance such as customer satisfaction, quality improvement, and valuable management. Compared to other industries, service companies are highly dependent on workers for responding to customers and satisfying various customer needs in terms of business content and type. Thus, the attitude, given, environment, and capacity of the workers who supply service and serve customers are important factors that directly and indirectly influence customer satisfaction and performance. To enhance the performance of organizations and gain competitive advantage, it is important to provide the various forms of social support for workers as service suppliers. In this sense, active interests including the development of personal competence, support for working environment, and providing chances for the development of new services are significant. This study is a follow-up study on the influence of social support for positive psychological capital, creativity, and work performance of service workers. Among the service process matrix, this study targets the workers involved in mass service fields and seeks to examine how support for co-worker influences the performance through self-efficacy. No empirical analysis has examined workers involved in mass service fields. Thus, this study aims to take an approach different from that of previous studies and to suggest more effective human resource management strategies for enhancing the competitiveness of service companies and provide related implications.
