주거부문 행정자료의 인구주택총조사 활용방안

  • 인구주택총조사는 국가통계의 가장 기본이 되는 자료를 생산하는 조사로 거의 대부분의 나라에서 전수조사방식으로 정기적으로 시행해왔다. 그러나 최근 들어 일부 국가, 특히 선진국에서 응답거부가 늘고, 조사대상을 접촉하기 어려운 등 조사환경이 나빠지고 있다. 아울러 조사비용이 급격하게 증가하고 있다. 이에 각 국의 통계청에서는 이러한 상황을 인구센서스에 대한 '근본적인 도전'으로 간주하고 있다(Jensen, 2000). 심지어 독일이나 네델란드에서는 조사환경의 악화로 1990년대 이후 인구센서스를 중단한 상태이다(Bierau, 2000). 조사환경의 악화는 조사의 포괄성과 신뢰성에 대한 문제를 야기한다. 선진국들과 마찬가지로 우리나라에서도 조사환경이 빠른 속도로 악화되고 있다. 더욱이 우리의 경우 읍면동사무소 기능축소로 말미암아 과거 인구주택총조사에서 실제 조사에 도움을 주었던 행정지원이 없어짐에 따라 앞으로 조사의 어려움은 더욱 커질 것으로 보인다. 이렇듯 악화되는 조사환경변화에 대응하여 선진 국가에서는 다양한 형태의 인구센서스방식들이 모색되고 있다. 많은 나라들이 순환형 센서스보다는 행정자료를 인구주택총조사에 활용하는 방안을 모색하고 있으며, 덴마크나 핀란드 등 일부 국가에서는 이미 전혀 조사를 하지 않고 행정자료로 대부분의 인구센서스 통계를 생산하고 있다(Harala, 1996; Gaasemyr, 1999; Laihonen, 1999), 많은 나라들이 행정자료를 활용한 인구센서스 방식을 선호하는 데는 또 다른 이유가 있다. 자료의 측면에서 보면, 행정자료를 활용할 경우 매년 인구센서스 통계를 생산할 수 있다. 실제로 현재 덴마크와 핀란드는 인구센서스에 준하는 통계를 매년 생산하고 있다. 또한 이러한 자료를 바탕으로 지역통계 수요에 즉각 대처할 수 있다. 더 나아가 이와 같은 통계는 전 국민에 대한 패널자료이기 때문에 통계적 활용의 범위가 방대하다. 특히 개인, 가구, 사업체 등 사회 활동의 주체들이 어떻게 변화하는지를 추적할 수 있는 자료를 생산함으로써 다양한 인과적 통계분석을 할 수 있다. 행정자료를 활용한 인구센서스의 이러한 특징은 국가의 교육정책, 노동정책, 복지정책 등 다양한 정책을 정확한 자료를 근거로 수립할 수 있는 기반을 제공한다(Gaasemyr, 1999). 이와 더불어 행정자료 기반의 인구센서스는 비용이 적게 드는 장점이 있다. 예를 들어 덴마크나 핀란드에서는 조사로 자료를 생산하던 때의 1/20 정도 비용으로 행정자료로 인구센서스의 모든 자료를 생산하고 있다. 특히, 최근 모든 행정자료들이 정보통신기술에 의해 데이터베이스 형태로 바뀌고, 인터넷을 근간으로 한 컴퓨터네트워크가 발달함에 따라 각 부처별로 행정을 위해 축적한 자료를 정보통신기술로 연계${cdot}$통합하면 막대한 조사비용을 들이지 않더라도 인구센서스자료를 적은 비용으로 생산할 수 있는 근간이 마련되었다. 이렇듯 행정자료 기반의 인구센서스가 많은 장점을 가졌지만, 그렇다고 모든 국가가 당장 행정자료로 인구센서스를 대체할 수 있는 것은 아니다. 행정자료로 인구센서스통계를 생산하기 위해서는 각 행정부서별로 사용하는 행정자료들을 연계${cdot}$통합할 수 있도록 국가사회전반에 걸쳐 행정 체제가 갖추어져야 하기 때문이다. 특히 모든 국민 개개인에 관한 기본정보, 개인들이 거주하며 생활하는 단위인 개별 주거단위에 관한 정보가 행정부에 등록되어 있고, 잘 정비되어 있어야 하며, 정보의 형태 또한 서로 연계가 가능하도록 표준화되어있어야 한다. 이와 더불어, 현재 인구센서스에서 표본조사를 통해 부가적으로 생산하는 경제활동통계를 생산하기 위해서는 개인이 속한 사업체를 파악할 수 있도록 모든 사업체가 등록되어 있고, 개인의 경제활동과 관련된 각종 정보들이 사업체에 잘 기록 및 정비되어 있어야 한다. 따라서 행정자료 기반의 인구센서스통계생산은 단지 국가의 통계뿐만 아니라 행정조직과 행정체계를 정비하고, 개인과 사업체의 등록체계를 정비하며, 사업체의 개인에 관한 정보를 정비하여 표준화하는 막대한 작업을 수반한다. 이런 이유에서 대부분의 국가들은 장래에 행정자료 기반의 인구센서스통계생산을 목표로 하되, 당장은 행정자료를 인구센서스에 보조적 수단을 사용하는 데 노력을 기울이고 있다. 우리나라의 경우 행정자료를 인구주택총조사에 활용할 수 있는 몇 가지 중요한 기반을 갖추고 있다. 첫째, 1962년부터 시행한 주민등록제도가 있다. 주민등록제도는 모든 국민 개개인을 파악할 수 있는 주민등록번호를 갖추고 있으며 40년 이상 제도화되어 오류가 거의 없는 편이다. 둘째, 세계 10위권 내에 들 정도로 높은 우리나라의 정보화 수준과 2000년부터 시작된 전자정부사업으로 행정자료를 연계${cdot}$통합할 수 있는 기반이 잘 갖추어져 있다. 반면, 우리나라 행정자료 가운데 주거(생활)단위와 사업체를 파악할 수 있는 자료는 매우불완전하다. 대표적으로 인구센서스통계의 주요한 단위인 가구를 파악할 수 있는 수준으로 주소체계가 정비되어 있지 않으며, 많은 사업체, 특히 소규모 사업 가운데 등록되어 있지 않거나 등록오류가 많은 편이다. 이외에도 과세대장, 토지대장 등 많은 행정자료가 아직은 불완전하여 이들을 직접 연계하기에 어렵다. 행정자료를 연계하기 위해서는 모든 자료를 정비하고 표준화하여 실제 행정에 활용하여야 하기 때문에 행정적으로 많은 노력과 시간이필요하다. 따라서 현재는 손쉬운 부분에서부터 인구주택총조사에 행정자료를 활용하고, 앞으로 활용 과정을 거치면서 행정자료를 정비하고 표준화하는 장기적인 방안을 마련할 필요가 있다.

The Factors that Influence Amount and Types of Informal Caregiving to the Severely Disabled Elderly (중증장애노인의 비공식 보호 제공량과 유형의 결정요인 연구)

  • The purpose of this study is to identify and empirically study the factors that significantly influence amount and types of Informal caregiving to severely disabled elderly who have functional limitations. For this research, a set of caregivers living with the severely elderly were surveyed. Among collected data, data for 211 caregivers were used for this study. The results suggest that a variety of factors determine informal caregivers do systematically determine their allocation of time to the provision of elderly care. The results of four OLS regressions using data surveyed are as follows. First, The hypothesized role of income is supported in model 1 of the four regression models. Second, the technological components of informal care production significantly influences caregiving hours include the number of ADLs and IADLS needs help, the number of caregivers in the team, the utilization of formal services. Third, any component of production technology of household goods do not significantly influence caregiving hours. Fourth, the components of preferences significantly influence caregiving hours include caregiver's participation in market work, willingness money to pay market-purchased care for the elderly.

Survey of Natives Resettlement Consciousness in Urban Regeneration Project -Centered on the Re-Maintenance Promotion District of Asan City- (도시재생사업 추진에 있어 원주민 재정착 의식조사 -아산시 재정비촉진지구를 중심으로-)

  • This study is carried out in order to suggest the effective method to enhance the resettlement of natives for re-maintenance promotion district of Asansi. This study is carried out through current status survey, native survey, and examining related laws, and the result of study is as follows. First, as a result of examining the intention of resettlement for the residents and merchants who live in the project district, 84% of residents and 80% of merchants wish to resettle. Second, in order to enhance the rate of resettlement, driving project to satisfy the demands of residents and merchants is needed. For this, house supplying policy and complex design technique for corresponding this tendency is needed because they prefer to live a single houses or housing attached to shopping street of 100 million won valued below as well as apartments,. And new types of business which can activate the function of the old city are needed, but making commercial space where current merchants can constantly do business activities is demanded. Third, the expansion of urban regeneration concept which have economics, society, culture, welfare and community as well as physical environment improvement are emphasized is needed. Fourth, the role of government for urban regeneration should be strengthened, and institutional improvement should be supported. Government needs to constantly support including financial supporting in order for the regeneration of regional city, and especially should scout for the policies which community can be maintained and should support first. For this, utilizing public lands inside project district into leading project, government should utilize into "constructing rental houses for natives", inducing the leading key facilities. Fifth, various plan techniques for the resettlement of natives of other advanced countries should be examined and be achieved.

An Analysis on Income-related Health Inequality of the Aged Applied to EQ-5D (소득계층에 따른 노인들의 건강 불평등 측정: EQ-5D 척도를 중심으로)

  • This study analysed the income-related health inequality of the aged in Korea applied to EQ-5D. Two decompositions were used in analysis. One was the decomposition of income-related health inequality into six different dimensions of EQ-5D, and the other was to decompose it by sub-group such as sex, region, existence of spouse. The results are summarized as follows. First, the health concentration index(CI) of the aged was .0254, which meant that there were pro-rich inequality in elderly people's health levels. The same patterns were also seen in the analysis of different dimensions of EQ-5D such as mobility, self-care, usual activities, pain/discomfort, and anxiety/depression. Second, mobility accounted for 35.8% of total EQ-5D score, most contributing to CI of the dimensions of EQ-5D. The CIs by the dimensions ranged from .0091 for mobility to .0013 for self-care. Third, The decompositions by sub-groups showed that the contributions of sex, region, and existence of spouse to health inequality was similar to each other, all of three sub-groups accounted for 10 % of inequality respectively. Fourth, the inequality within group was higher in female group, rural area, and the aged without spouse. The average health level of these groups was lower than that of the other ones, too. These facts indicated that old women, the aged without spouse, and the elderly in rural area were the most vulnerable groups in health problems. Therefore, it is necessary to pay more attention to health problems of these groups in the policy making of health security and social welfare services.

The Implications and Characteristics of the Policies for Park and Green Spaces in England (영국 공원녹지 정책의 최근 경향과 특성)

  • Recently parks and green spaces contribute not only as a place of leisure but also for environmental welfare, social education, new jobs and $CO_2$ Emissions Reduction. Parks and green spaces are understood as urban infrastructures like roads and rivers. They are also included in social infrastructures like education, culture, and welfare facilities. These changes are applied to policies for parks and green spaces, many governments and local authorities make investments on them. The modification of policies for parks and green spaces in England is a good example about this trend From this view point, this study now deals with the changing process of policies, results, and evaluation. Some implications have been deducted. The first is the inducement in participation in policies and implementation of practices through policy papers. They are more practical than written laws which are composed of abstract sentences and generalizations. Secondly, the status of parks and green spaces is highly raised with the establishment of CABE Space and so on. This organization controls many different policies and programs related to parks and green spaces. Third is the funding for the improvement of parks and green spaces. Fourth, are the short-term measures, such as funding and management, and the long-term measures such as pursuing building of partnership and training. Fifth, the government strives to establish its partnership with the local authorities and communities through a spectrum of support in terms of information, monitoring, and developing good practices among networks. Finally, parks and green spaces are being addressed from multiple directions through the participation of numerous agents like voluntary groups, development companies, communities and so on. Recently, in Korea, the influences of the Sunset Law for Park Site, Landscape Architecture Law, Urban Forest Law, and other related ordinances have encouraged the review on the policies on parks and green spaces needed. However, there are not many studies about them. Owing to these reasons, the cases of England will he helpful.

Quality of life in patients with diabetes mellitus compared with non-diabetic subjects in Korea: The 5th Korea National Health and Nutrition Examination Survey (비당뇨병 환자와의 비교를 통한 우리나라당뇨병 환자의 삶의 질; 제5기 국민건강영양조사(2010-2012))

  • Objective: This study was to evaluate the health-related quality of life (HRQoL) among patients with diabetes in Korea and to compare them with the HRQoL of individuals without diabetes history. Methods: The study subjects were 17,655 adults aged over 19 who participated in the 5th Korea National Health and Nutrition Examination Survey (2010-2012). The EuroQoL-5Dimension was used to evaluate HRQoL. Chi-square test, t-test, ANOVA and multiple regression analysis were performed to test the difference of HRQoL in diabetic subjects and controls. Results: The mobility dimension was the highest reported problem: 36.4% for diabetic subjects. The proportion of any reported problem was significantly high among diabetic subjects compared with two controls in terms of mobility [reference group: diabetic subjects, chronic controls: adjusted odds ratio (aOR)=0.77, 95% confidence interval (95% CI)=0.66-0.91, healthy controls: aOR=0.61, 95% CI=0.50-0.75], self-care [reference group: diabetic subjects, chronic controls: aOR=0.68, 95% CI=0.55-0.83, healthy controls: OR=0.69, 95% CI=0.51-0.94]. and usual activities [reference group: diabetic subjects, chronic controls: aOR=0.85, 95% CI=0.72-0.99, healthy controls: OR=0.79, 95% CI=0.62-0.98]. Also, EQ-5D index were significantly low in subjects with diabetes compared to two controls. Conclusions: Subjects with diabetes had a significantly lower HRQoL compared with two controls. To improve the quality of life of diabetics, it is necessary to study various variables related to the quality of life, and develop and manage various health programs or welfare policies reflecting socio-demographic characteristics and health related features that affect the quality of life.

  • This study takes of youth panel data(2002-2003), there is the purpose to know to youth employed's labor mobility conditions of employment status conversion and examine on factors affecting conversion of employment status. Main analysis result and policy imply, is as following. First, although youth employed's non-standard employment shows some decrease, employment youth hierarchy was construed that youth of our country is consisting very changefully because appear great turnover that is converted by unemployment or Not economically activity population same period. Specially, non-standard employment phenomenon of woman or low in scholarship person appeared notedly, and because phenomenon that is converted by unemployment or Not economically activity population is expose that is deepened, discriminating policy of government dimension is required for employment stabilization of these class. Second, show result that danger to escape to non-standard job risk trap which seeking employment activity of youth class is arranged case or company which is formed by official path is suitable becomes low, must formulate path of employment about youth class and improve qualitative level of employment through suitable job placement education of youth class or function (technology) level. Third, when was construed, but take into account that the although large enterprise have low risk in non-standard job, recently employment of youth class consists very limited, rather small scale business or smaller enterprise's competitive power preferably need to be plan. Finally, danger to non-standard job youth employed's company form is government connection wonder was expose that high, Such result can do that it is difficult by limited research period, but reflect actuality that youth unemployment policy of our country is enforced laying stress on public labor or unregular job employment such as internship system. Therefore, current youth unemployment policy may have to change by employment policy that can secure stable work record by youth class or act as bridge-building that promote conversion by full-time job.

Horticultural Therapy: Job Analysis, Performance Evaluation, and Educational Needs (원예치료사의 직무 및 수행평가와 교육요구 분석)

  • This study was conducted to provide a job analysis for, and assess the job performance of horticultural therapists, as well as examine future educational needs. To this end, a chart developed using the DACUM method was chosen as the appropriate tool for the job analysis of horticultural therapists (Study 1). Based on the chart, a survey using an evaluation form was produced to investigate the current level of job performance and future required level of horticultural therapists (Study 2). A total of 8 duties and 45 tasks were classified to examine job performance, based on analysis of the DACUM Council (Study 1). These duties include A. Decide execution organization for horticultural therapy (HT) program, B. Diagnose and assess clients before starting the HT program, C. Plan HT program, D. Develop HT program, E. Prepare to implement HT program for each session, F. Implement HT program for each session, G. Implement overall assessment for HT program, and H. Develop oneself as a horticultural therapist. Their duties were broken down further into five to eight tasks per duty, totaling 45 tasks. Based on the horticultural therapist job performance sheet developed through this process, an assessment of the current job level of horticultural therapists was performed and future required level were examined (Study 2). The evaluation forms were sent to 779 horticultural therapists with level 1 or 2 certification via email or mail delivery. The analysis of 242 questionnaires (31.1%) revealed that horticultural therapists with level 1 certificates have a significantly higher job performance level for 34 of the 45 tasks. Regarding future required level, 20 out of 45 tasks were assessed as higher for level 1 horticultural therapists than level 2. In addition, a Borich formula was utilized to identify the priority of educational needs for the 45 horticultural therapist tasks. The results revealed the following top three tasks: H1. Receive feedback from the supervisor for the horticultural therapy program; A1. Distribute promotional materials about the horticultural therapy program; and H2. Submit a grant proposal for horticultural therapy program to organizations such as welfare foundations. The results of this study are anticipated to facilitate understanding and improve work conditions for current horticultural therapists or horticultural therapists-in-training. In addition, institutions that train horticultural therapists will be able to use this as basic research to develop a practical training curriculum.

Comparison of Health Status and Activities for the Pain and No-pain Groups in the Elderly (노인의 만성동통 유무에 따른 건강상태 및 일상활동장애 비교)

  • The purpose of this study is to compare health status and activities for the pain and no-pain groups in the elderly. The study subjects included 189 elderly people(65 years and older) living in an urban area. They were surveyed at their homes through interview using a closed-ended questionnaire from Nov. 6th. to Nov. 16th. 1997. The instrument used in the study was selected after carefully reviewing pain-related articles and records well described the characteristics of the elderly. The data were analysed by using descriptive statistics and chi-square tests. The findings were as follows : Of the 189 subjects, 83.6% reported experiencing the pain for the last year. By the age, there were significant differences between the pain and no-pain group(${\chi}^2$=9.572, p=.023). The percentage of the pain complainers was the highest in 80 years and older(100.0%), followed by 70~74(89.1%), 75~79(81.3%), 65~69(76.8%) which presented crude increase according to age. By sex, men had lower pain prevalence(69.5%) than that of women(90.0%). The number of pain complainers was higher in women than men(${\chi}^2$=12.448, p=.023). There were significant differences between the pain and no-pain groups by spouse distribution(${\chi}^2$=10.736, p=.001), educational state(${\chi}^2$=13.020, p=.000), occupation(${\chi}^2$=18.807, p=.000). Pain prevalence in the subjects having no spouse(59.3%) was higher than those having spouse(40.7%), Illiteracy rate was higher in pain group(49.0%) than no-pain group(13.3%). The number of the subjects having occupation(full time or part time) was fewer in pain group than no-pain group. By health status, there were significant differences between two groups(${\chi}^2$=40.055, p=.000). : the pain group showed poor(61.4%), followed by moderate(22.1%), good(16.5%) while no-pain group showed good(64.5%), moderate(29.0%), poor(6.5%). By activities, there were significant differences between the pain and no-pain groups. The pain group was disturbed more severely than the no-pain group in movement(${\chi}^2$=57.829, p=.000), sleep(${\chi}^2$=12.785, p=.000), usual activities(${\chi}^2$=39.196, p=.000), receiving guests(${\chi}^2$=13.163, p=.000), and hobbies and recreation(${\chi}^2$=28.177, p=.000).

Oral Health and Occupational Status among Korean Adults (우리나라 성인의 직업 수준에 따른 구강건강불평등 현황)

  • The purpose of this study was to determine the oral health condition and behavioral status of Korean adults according to occupational status. The subjects were 7,676 adults, aged between 19 and 64 years, who completed both oral examination and questionnaire survey, among those who indicated that they were currently participating in economic activities, according to the data from the Fourth Korea National Health and Nutrition Examination Survey. Occupational class and employment status were selected as measures of occupational status. Complex-samples logistic regression models were used to assess the associations among oral health, behavioral, and occupational statuses. We found a significant occupational class-related difference in the oral health and behavioral statuses of both the men and women. In particular, the prevalence odds ratios of untreated dental caries in manual workers were 1.19 and 1.67 times higher than in non-manual workers, for men and women, respectively. As for oral health condition and behavioral status according to employment status, the health risk in temporary employment workers was higher than that in permanent employment workers. As for the prevalence odds ratios of the risk of dental caries, the highest values were observed for tooth brushing fewer than 3 times per day, not undergoing oral examinations, and chewing difficulty complaints. The risk of dental caries for agricultural, forestry, and fishing workers for both men and women was found to be the highest among other workers. Thus, strategies to promote workplace oral health in the microscopic and macroscopic perspectives should be developed to constantly monitor oral health problems, and to identify vulnerable social groups within occupational groups and the related factors that mediate oral health differences.
