The Study on Welfare bureaucrats' Discretion (사회복지전담공무원의 재량행사에 관한 연구: 동사무소 사회복지전담공무원을 중심으로)

  • The purpose of this study is to examine variation and result of welfare bureaucrats' discretion. To achieve this research purpose, ten welfare bureaucrats participated depth interview. The major findings of this study are as follows. welfare bureaucrats exercised high degree of discretion in the process of implementing public welfare programs. As a result they influenced recipient selection process and the recipients' allowance level. These results suggest that welfare bureaucrats' professional accountability is as important as public welfare programs' institutional standardizations and monitoring to approve the quality of public welfare service. And limitations and implications of this study were discussed with respect to further studies.

  • 한국보건복지인력개발원은 지난 9월 5일 개발원 서래당에서 유시민 장관 초청 사회복지직 공무원 간담회를 개최하였다. 이날 간담회는 유시민 장관, 한국보건복지인력개발원 이태수 원장, 사회복지직 공무원 과정 수강생 40명 등이 참석한 가운데 사회복지직 공무원들이 가지고 있는 현안에 대해 대화를 나누는 시간으로 80여분가량 진행되었다.

Study on Development of Educational Program for Social Welfare Officials' Social Welfare Values (사회복지 공무원을 위한 사회복지가치 교육프로그램 개발 연구)

  • This study was conducted to develop the educational program for enhancing newly hired social welfare and reshuffled officials' welfare value. To this end, it verified social welfare officials' perceptions on welfare mind and value, and drew educational necessity through interviews with professionals and incumbent officials, and thus developed the educational program of welfare value. The findings can be summarized: First, educational contents were designed for them to directly share three factors in social welfare value and also think examples observed in the field. Second, the educational method was organized to share opinions each other through discussions and presentations and provide feedbacks. From the findings, the following suggestion can be found. It is necessary to systematically develop and implement the educational program adjusted for each position from the lowest to the highest, in order for social welfare officials to internalize the fundamental welfare value that they should have.

Public Perceptions of Public Social Workers in Comments of the Internet Media Discussion Rooms after Welfare Embezzlement Cases in 2008 (인터넷 토론방 댓글에 나타난 사회복지전담공무원에 대한 대중의 인식 -2008년에 발생한 복지지원금 횡령사건 이후를 중심으로-)

  • Recently, there were some welfare embezzlement cases of public social workers. The purpose of this study is to explore public perceptions of public social workers by analysing the comments named "datgeul" in the internet media discussion rooms("toronbang") about welfare embezzlement cases of public social workers. The results show that the main discourse about public social workers to perform a dual role as the public servants and social workers on the front line of public social welfare is that they are the victims of both a public official system and welfare administration system. In addition, social workers in public sphere are still recognized as service personnels with sacrifice and commitment rather than as professionals. Finally, the implications of this study were discussed to improve public perceptions of social welfare professionals.

Regional Disparities of Demand and Supply in Welfare Service Delivery (공공사회복지서비스 전달의 지역별 차이 : 서울시 주민센터 사회복지공무원의 기초수급자 관리를 중심으로)

  • This study aims to elaborate differences of demand and supply in welfare service delivery upon regions. For this purpose, in-depth interviews were conducted with 15 welfare bureaucrats from Dong offices among largest and smallest portions of recipients in Seoul. The results indicated that there were significant differences in the proportion of welfare bureaucrats versus welfare recipients (11-450 households) of the National Basic Livelihood Guarantee System, the amount of available private sector resources, and the difficulty of providing visitation counseling upon regions. Research implications were discussed further to address regional disparities of welfare services.

  • The objective of this study is to empirically examine the effect that social welfare officials' awareness of welfare, who play the core role in delivering public welfare service, has on their sense of duty value and duty efficiency. The implications this study suggests are as follows; First, this study has a meaning in that it empirically proved the social welfare officials' awareness level of welfare. Second, this study provided the specific theoretical basis for the approaches and alternatives for the need to improve social welfare officials' awareness of welfare and operate the desirable welfare policy and system, by examining the effect that social welfare officials' awareness of welfare has on their sense of duty value and duty efficiency. Third, we can find the political implication from this study that welfare policy should be established and operated toward the direction of enhancing equalization effect of welfare system, and minimizing free ride or hampering the will to work, if we intend to improve social welfare officials' awareness of welfare. Fourth, this study presented the need to improve the work system of social welfare officials, through the fact that the shorter their work period is, the lower sense of welfare, duty value and duty efficiency they have. Based on the study results above, we suggest the activation of studies on social welfare officials' awareness of welfare, the need to regularly educate social welfare officials about welfare policy, system and value, the need to improve social welfare officials' positive awareness of welfare and their duty performance through deciding welfare policy toward the direction of enhancing social equality and equalization, and the need to improve social welfare officials' work system.

Impact of Emotional Labor on Quality of Service by Social Workers in Public Sector (사회복지전담공무원의 감정노동이 서비스 질에 미치는 영향)

  • Recently, social welfare officers are suffering from a lot of job stress due to increasing work and are carrying out emotional labor. This study assessed the effect of emotional labor on the quality of welfare service through a questionnaire survey on 937 civil servants in Sejong city and Chungcheongnam-do provinces. First, social welfare officers experienced more than average level of emotional labor, and they performed more internal behavior than surface behavior. Second, the services provided by the social welfare officers were higher than usual, followed by tangibility, assurance, reliability, empathy, and responsiveness. Third, deeping acting had a positive (+) influence on service quality among the sub-factors of emotional labor. In other words, the quality of service increases as the emotional state itself changes, On the other hand, deeping acting did not affect service quality. In the future, policy responses to excessive work burden of social welfare officers should be needed and a manual for responding to emotional labor should be provided.

Analysis of Social Welfare Officials' Perception on Quality Service of Social Welfare in Public Sector (사회복지전담공무원이 인식하는 공공복지서비스 질의 수준 분석)

  • The purpose of this study is to investigate practical measures to provide a better welfare services in public sector through analyzing differences according to socio-demographic characteristics about the quality service of public welfare that social welfare officials perceive personally. The questionnaire has been conducted among 401 social welfare officials with 5 factors: tangibles, reliability, responsiveness, empathy and assurances. With the results, the age was the most conspicuous difference in five factors of quality service in general. The quality of welfare service appears lower level as the official works close to community members. Additionally, the analysis shows that social welfare officials have relatively low perception about reliability, responsiveness and empathy. The official in charge of social welfare needs to have a neighborhood-centered value orientation, and be a social worker and official in the field of substantive welfare. Therefore, this study has a meaning to suggest some directions of social welfare transition and basic delivery system by identifying their understanding.

  • This study examines the present conditions and antecedent factors affecting helping professions' cultural competence, focusing on such groups as social workers, teachers, nurses, and social work civil servants. The analysis of data shows that teachers' cultural competence is the highest, social workers, social work civil servants, and nurses are descending order. The study also found significant antecedent factors: (1)individual antecedent factors are age, education, and foreign language skill; (2)work-related antecedent factors are multicultural working hours and working duration; (3)organizational antecedent factors are education/training and organizational support. Finally, the study suggests policy directions and practical implications for enhancing cultural competence.

The Effect of Organizational Fairness of Social Welfare Officials on Organizational Commitment: Mediating effect of organizational support recognition (사회복지전담공무원의 조직공정성이 조직몰입에 미치는 영향: 조직지원인식의 매개효과)

  • The purpose of this study was to verify how organizational fairness affects organizational commitment to social welfare officials, and to examine the mediating effect of organizational support. Social welfare officials have tried to find out what factors can be more adapted to the organization and immersed in the organizational aspect, as overwork and poor working conditions are becoming a problem. As the subject and method of the study, a questionnaire survey was conducted on 172 social welfare officials in P and U cities in northern Gyeonggi Province, and analyzed using multiple regression analysis. As a result of the study, organizational fairness of social welfare officials had a positive effect on organizational commitment, and organizational support had a partial mediating effect. Based on the results of this study, administrative and policy implications for the organizational adaptation and commitment of public officials in charge of social welfare were presented.
