This study is focused on the developing of the telecommunication technique for the analysis on the social changes. We predict, the role increase greatly important foundational society structure of coming twenty-one century. The aim of this article is to criticize the discourses and practices of the appropriate technology for international development cooperation in Korea which focus narrowly on the technologies and are oriented to the providers of technologies. To present an alternative, we will discuss the appropriate technology by the insights from 'socio-technical system' studies which underline not only technological side but also the social, institutional and user's side, and analyze the interactions between them. This research deals with several cases mainly regarding small scale's renewable energy from Laos, Thailand, Bangladesh, Mongolia and Nepal. We put out some suggestions to improve the discourse and practices of appropriate technology in field of international cooperation by Korea.

세계적으로 창업 생태계가 구축되면서 기술창업 분야가 두각을 보이고 있다. 기술창업은 기술력을 통한 지속력뿐 아니라 혁신적으로 변화를 진행시키므로 기술에 대한 투자 동향을 날이갈수록 높아지고 있다. 하지만 기술이 발전하면서 함께 주목되고 있는 분야가 사회적 가치를 가지고 있는 소셜벤처이다. 특히 UN에서 발표한 지속가능한 발전목표(SDGs)의 경우 필수적으로 사업 비즈니스 모델적으로 채택된 분야를 갖고 있어야하며 비재무적성과를 판단하는 기준인 ESG 또한 필수적인 사회적 가치 요소로 떠오르고 있다. 이러한 흐름 속에서 기술 역량을 내세웠을 때와 사회적 가치를 내세웠을 때 투자자들은 어떤 역량과 특성을 더 선호하며 투자 유무가 결정되는지를 분석해보고자 한다. 결국 기술 역량 또는 사회적 가치 둘중 하나를 내세운다는 것은 기업의 이미지를 나타내는것과 같은 의미이다. 이에 기술역량과 사회적 가치가 기업이미지를 유능 또는 따뜻함 중 어떻게 나타나는지 알아보고 투자 유무에 미치는 영향을 보고자 한다. 본 연구에서는 기술창업 기업 기술 범위를 인공지능(AI), 빅데이터, 사물인터넷(IoT), 바이오(Bio)로 총 4개로 분류하였다. 기술 창업의 기술범위를 독립변수로 설정하였으며 기술창업에서 기술역량 또는 사회적 특성을 내세웠을 때 기업이미지가 유능하게 보여지는지 따뜻하게 보여지는지를 알아보고자 한다. 기업이미지가 유능함 또는 따뜻함으로 비춰졌을 때 벤처투자에서 투자 유무가 결정되는지를 검증하고자 한다. 검증 방법에서는 벤처투자자가 아닌 창업교육을 이수하는 대학생들을 대상으로 모의투자를 통해 연구를 진행하고자 한다.

21세기를 흔히 지식정보화 사회라고 한다. 이는 20세기 산업사회가 자본과 노동력을 기반으로 발전된 것에 비해, 21세기에는 지식과 정보가 주요한 생산요소로 작용하고 있음을 의미한다. 따라서 전쟁의 주요도구들도 농경사회의 창과 칼, 산업사회의 탱크, 비행기, 총포등에서 이제는 정보지식과 기술이 사용되기 시작하였다. 또한, 정보지식 사회로 발전할수록 정보 인프라 의존도는 급격히 늘어나기 때문에 컴퓨터나 네트워크와 같은 정보통신 기반체계에 대한 공격은 국가 사회의 존립을 좌우할 수 있는 매우 중차대한 문제로 부상하고 있다. 본 기고문에서는 이러한 혁신적인 정보지식 사회의 전쟁 패러다임의 변화를 수용하기 위한 여러 가지 공격기술과 방어기술에 대한 최근의 경향과 함께 국내외 기술 개발 현황에 대해서 알아보고자 한다.

This research examines the characteristics of the newly emerging 'transformative innovation policy' and discusses the current status and issues of the Korean social problem solving R & D policy. Transformative innovation policy is a new paradigm that aims to transform socio-technical systems to address societal challenges. In this study, we analyzed 'the policy plan for solving social problems based on science and technology'. In the "Policy Plan", efforts are being made to establish new direction of science and technological innovation activities such as emphasis on social values, network formation of innovation actors, and spreading of social impact. But in this "Policy Plan", the perspective of transformative innovation policy is weakly reflected. The Policy Plan refers to system improvement that adds new elements to existing system, but it is not discussing system transformation. In order to develop social problem solving R & D policy from the viewpoint of the transformative innovation policy, it is necessary to construct the innovation platform deliberating vision and prospect for the socio-technical transformation.

Through analyzing papers on digital libraries and the contexts of usage of the term, ‘digital library’, this study investigates that the professional discourses about digital libraries regard them digital technologies. But digital libraries need to be recognized as socio-technical networks which are constructed by social interaction between heterogeneous elements. The study suggested that Social Informatics and a STIN(Socio-Technical Interaction Network) model should be applied to understand and analyze digital libraries as socio-technical networks.
