최근까지 강원도 일대에서는 산불재난으로 큰 곤욕을 치렀다. 본문의 표1의 자료에서 나와 있듯이 2000년대 이후 대한민국은 지속적인 산불재난으로 인해 세대에 걸친 중대한 피해를 입고 있는 실정이다. 이에 따라, 산불재난을 바라보는 인식의 변화가 필요할 것이며, "불가피성의 자연재해"라는 사후조치성 위주의 기존인식을 확장하여 사전조치성 예방 및 준비단계에 관심을 기울일 필요성이 있다고 생각된다.

This study is aimed at looking into the security English ability status and progress plan of security related department students. The status was captured through a questionnaire survey to English proficiency and simple tests on security knowledge. Current status to general English and security English ability was indicated very low and unsatisfactory as a whole, through which individuals and students perceived their need of positive effort. The security personnel for domestic figures and VIPs need to have English communication ability as an international ability, and the security related department students have to improve English communication ability during their college course for smooth post-graduation employment and career preparation. General English ability should be bettered through the diversity of cultural English programs, and systematic learning and effort needed for equipment of ability on specialized security ability, for this, compilation of security English curricula encouraged by each college. It is expected that significance and perception of security English would be conscious and progressive in Korean security related departments, by which more security personnel with international qualifications and abilities would be produced.

According to dictionary, the meaning of protection is "guard and protect" that means protecting the Protectee's safety in case of sudden attack or various accident and Security means all protecting activity including Protectee and place where he is in or will be as comprehensively meaning of safe. As you see in the definition, Protection and security is the act to protect or will to protect from a security-threat act. A security-threat act can be discussed in the range of the concept of a criminal act in Criminal Law. A security-threat act is based on criminal act in Criminal Law, we are going to review such a security-threat act in a point of view in a sphere of learning in today's remarkable a brain-neuro science and cognitive science based on cognitive psychology, and to use an analysis on such a security-threat act to make a foundation for a establishment of the scientific preventive social security countermeasure. To do so, First of all we are going to review a security-threat act based on criminal act in Criminal Law in a point of protection police logic view. Next, we are going to introduce how cognitive science understand about act of man before we analyse a threat act as one of an act of man in cognitive science point of view. Finally, we are going to discuss the need of cognitive scientific analyse in order to establish the Scientific Preventive Social-security Countermeasure at the same time we are going to analyse a threat act in a cognitive scientific view.

Various terrorism in modern society against nation's dignitaries are constantly existing. They damage severely to the society and the nation's security, and they cause disorganizations of social and national rule orders. In order to provide the key figures' perfect protection, the threatening terroizing environment for primary leaders and the route of terrorism should be intercepted. Effective methods of these are summarized as follow. First, recent terrorism against the primary leaders are mostly assassinations, bomb attacks, and suicide bomb attacks, which terminate in a moment. Therefore, security service agents should keep in mind that protection is the best, and government's anti-terrorism agencies should develop policies and set the directions within a new paradigm to the advance anti-terrorism. Second, advance prevention activities against nation's VIP terrorism should be strengthened, such as strengthening security informational activities, constructing cooperative systems of domestic and international facilities, considering continuous system to prevent terrorism, and intensifying safety counterplans of human and material weak points. Third, international cooperative system should be set to apply economical and political sanctions to nations which support terror organizations in direct or indirect ways, and this system needs to strengthen the punishment against terrorists. Fourth, security systems to protect nation's primary leaders should complement, and developing programs for coping with the terrorism and establishing laws for anti-terrorism should be made. Also, educational training of agents who perform anti-terrorism duties should be strengthened, and scientific techniques and equipment for security should be made to protect primary leaders from terrorism.

In modern society, citizens' quality of life aspects of safety and crime prevention activities are actively considering the incidence of crime prevention in advance. It also can be quite important elicit the interest of who community members through effective crime prevention strategies. For crime prevention policies and techniques over time as more scientific and advanced methods are made. Today, A typical crime prevention strategies is private security zones and Crime Prevention Through Environmental Design (CPTED) is a corresponding to the new strategy. CPTED is a diversification can be called a crime prevention approach that emphasizes the principle of natural surveillance, access control, territoriality, activity support, maintenance and management. The defensible space of the space area related to crime prevention setting the activities of private security and CPTED determine. Also, the reality of crime prevention and protection should be considered space. The emphasis on proactive prevention of crime in modern society for the prevention of crime how to approach differing perspectives and disparate aspects of private security and CPTED. Technical and professional areas that overlap to some extent in a homogeneous aspect. Ultimately, CPTED is a crime prevention through space and environmental approach for crime. In addition, Ultimate goal of convergence, crime prevention, with the same or higher is required to study for the area after looking for the characteristics and limitations of private security and CPTED.

A regular aperture occurs between persons controlled and a person governing the society according to national formation and development. A ruler is subdivided into a king, the President, or the highest controller who can feel the uncertainty of ruler's position. To protect those people, it is called guard that used all possible means and ways to protect those people or remove the danger. An opening of guard was related to enhancement of royal authority or centralism. Firstly a military organization had acted for this, but the organization gradually became independent according to it's subdivision and systematization. During the period of the Three States and Unified Silla, the guard was needed new management system by enhancement of royal authority, expansion of the territory, and establishment of centralism. The new management system that organized the group of vassal and Siweebu take charge of guarding the king or serving as private soldiers. In the end of Silla, as a wide range of reformation of government organization, the organization of vassal like Jungsasung and Sunkyosung that developed as not only guard the king and prince but also hold the business writing.

This is the study of efficient security system for candidates for the 17th President. The president election will be held in 20 countries this year. As conflicts between interest groups are expected to emerge, they are afraid of accidental raid in the campaign tour in addition to revival of regionalism and possibility of confrontation between interest groups with issues of anti-FTA In our country. The purpose of this study is to suggest appropriate method through study of security system for president candidate as just 6 months are left for the 17th president election. Also this study covers security environment for the president election, principle of security, and theoretical study for cause of terror, security system domestic and abroad and its analysis and how to provide the efficient security for president candidate. Therefore first, for desirable security the security should be provided by professional org like president security department. Second, combined security for target by current rules should be done. Fourth, total security is necessary to prevent security threats in advance. Third, the public security should be provided for every president candidates. Fifth, example of secret service in America should be studied and economical security should be considered Sixth, we should increase the use of Security Company and martial artists.

Protection is to maximize the protectee's physical security by minimizing the threats and minimizing the damages caused by the threats. From this point of view, the assassination case of Israel's former Premier Yitzhak Rabin who devoted himself to proceed peace process in Middle East, on November 4, 1995, gives us a lot of lessons on protection. At that time, Israeli society was chaotic with anti-Rabin and anti-government demonstrations which is against Rabin's peace process, and they openly threatened to assassinate Premier Rabin. However, Shin Bet, Israeli Protective Agency, didn't reacted against the assassination threats effectively. Also they have to try to secure friendly public to widen the width of selection in case of crisis and to secure the credibility of the organization. They have to prevent harmful activities in advance by securing wide intelligence networks to collect and analyze various protective intelligences and preparing proper protective countermeasures. Intelligence is a basic element in protection and any protective measures not supported by intelligence activities are not useful and effective. Potential attackers study their target thoroughly and make an elaborate plan before their attack. Advance team is required to conduct security measures on a basis of analysis of vulnerability and threat factors, and close protection team should be prepared for the changing situations with crisis-consciousness. Is security, 100% perfection is not possible. However, Shin Bet failed to analyze and approach to the existing threats. They forgot the fact that security environment reflects social situations. Protection agents should be conscious of the fact that today is different from yesterday. So we have to expect what is not expected when not expected.

These days our society, no matter it is individual or community or nation it has diversity big and small trouble and Terrorism, disaster that gives national crisis in many different ways. Before we dont think disaster is big problem in nation crisis but now we have to think seriously and put the disaster problem in nation crisis. Also security terrorism is important in national crisis just same as security of nation and disaster in national crisis management. Specially, attacking national sovereign and the head of the government are still increasingly and if deadly terror happens than nation will get big crisis and can get aftereffect. Accordingly way of development about crisis control in security terrorism, first of all, for make confrontation system because of crisis management, need judical revision about escort law and prevention of terror. Second of all, need exclusion of guard danger element for strengthening guard safe action. Third of all, strengthening education to people so increase ability of conquest in the scene. Finally, security terror not only directly purpose also indirectly purpose increase, need to development about guards way and need a strong will to reduce terrorism, also put emphasis on prevention guards action and before the fact make perfection more perfect in crisis control to removal element of terror.
