This study investigates the information use behavior of Korean youths in a virtual information grounds. The concept of a physical information ground is expanded to include virtual spaces. A variety of hobbies and peer groups of Korean youths are considered to determine the characteristics of these youths. The study was formulated and conducted using group interviews for pretest and a survey given to respondents who are junior high and high school students in Seoul. It is expected that the findings and proposals will be used for planning educational programs and information services in school libraries.

사회의 글로벌화와 다원화로 인한 행정수요가 다양화 되고 정책문제가 복잡해지면서 이를 해결하기 위한 부처 간의 협력이 강조되고 있다. 이에 따라 다부처연구개발사업(이하 다부처사업)의 수요가 확대되고 있는 상황에서, 실무적 측면의 다부처사업 추진체계 설계 및 평가를 위한 가이드라인이 필요하다. 이를 위해, 본 연구에서는 연구개발사업의 목적 및 내용에 따른 추진체계 평가방법을 개발하는 것을 목적으로 하였다. 본 연구에서는 추진체계의 효율성 평가를 위해 거래비용 개념을 도입한 평가방법론을 제안하였다. 추진체계를 도입함으로써 절감할 수 있는 거래비용과 발생하는 조직비용의 값을 비교하여 추진체계의 효율성을 분석할 수 있는 평가방법을 설계하였고, Williamson과 Coase의 이론을 도입하여 각 비용을 측정할 수 있는 대리지표를 도출하고 설문을 설계하였다. 전문가를 대상으로 델파이 조사를 진행하여 도출된 대리지표의 기획 평가 관점에 따른 가중치를 설정하였다. 제안한 평가방법의 적용 가능성을 검증하고 보완사항을 도출하고자 현재 추진되고 있는 4개의 다부처사업에 대한 사례연구를 수행하였다. 본 연구는 다부처사업의 추진체계의 효율성을 사전적 및 사후적으로 평가할 수 있는 방법을 제시하였다는 점에서 의의가 있다.

본 터널 붕락 사례 연구를 종합적으로 분석해 볼때, 시공 공정 중에 발생 가능한 붕괴 및 붕락은 앞서와 같이 과거의 여러 사례들을 토대로 분석함으로서 예측 할 수 있지만, 시공 외적인 요인에 대해서는 사실상 조사, 설계, 시공 중의 오류에 의해 발생되는 것이기 때문에 파악하기 어렵다. 본 터널 붕락사례를 통해 원인을 분석 정리 하면 다음과 같다. (1) 불규칙한 지반구조적 원인 대부분의 터널 붕락을 일으키는 불규칙한 지반구조는 과거 지반구조의 침식 또는 대규모 지반운동 등 지반구조의 급속한 변화에 기인한 것이다. 터널 시공전에 면밀한 사전 지반조사와 선진 보오링 등으로 정확한 지반구조를 파악한다면 이로 인한 터널 붕락은 최소화 시킬수 있다. (2) 기획과 설계단계에서의 오류 충분치 못한 지반조사에 의한 설계 및 부적절한 시공자재 사용등으로 터널 붕락이 발생 될수 있다. 터널 굴착 주변 지반조건과 이러한 지반조건에 적합한 터널 굴착 및 보강공법 등이 터널 설계시 심도있게 검토되어야 할 가장 중요한 요소이다. (3) 시공 및 관리에서의 오류 경험이 부족한 터널기술자의 현장 감독과 현장에서 수집되는 각종 계측자료의 신뢰성 부족과 결과의 재적용 미흡으로 효율적인 계측 및 지반정보를 활용한 정밀 시공이 이루어지지 않는 것도 터널 붕락의 중요한 요인으로 분석되었다. (4) 현장관리 조사서의 표준화 부족 터널굴착공사중 붕락이 발생된 현장의 막장조사결과를 보면 조사자가 임의로 표시를 하여 각 터널별 막장조사결과가 매우 상이할 뿐만 아니라 각 터널별로 기재방법, 양식이 달라서 실제 원인분석에 활용하기가 어려운 것으로 분석되었다.

축산물의 항생제 잔류와 내성균의 출현 등으로 동물약품 안전사용에 대한 국민적 관심이 증가하여 축산 식품의 안전성 향상과 항생제 내성 문제의 해결을 위하여 농림수산식품부 및 보건복지부를 비롯한 관련 정부 부처와 소비자단체의 노력의 결실로 2007년 12월 6개 관련부처는 "국가항생제내성관리종합대책"을 수립하여 수의사처방제의 시행을 권고한 바 있으며, 농림수산식품부에서는 2008년 7월에 "식품안전종합대책"을 통하여 2011년부터 "수의사처방제"를 도입하겠다고 정책을 발표하였다. 지난 7월 12일에는 수의사처방제의 도입을 위한 입법과정의 일환으로 심재철의원의 주관 하에 각계 대표가 참가한 상태에서 국회에서 토론회가 개최되어 각계의 의견수렴의 과정을 거쳤다. 농림수산식품부와 대한수의사회는 수의사처방제의 2011년 도입을 목표로 입법화과정과 사전 준비를 추진하고 있다. 본 연제에서는 항생제를 비롯한 동물용 의약품에 오염되지 않은 안전한 축산물을 공급하여 국민보건 향상에 기여하기 위한 수의사처방제의 도입에 따른 준비를 위하여, 2009년도 농림수산식품부의 용역연구의 결과 중 (1) 우리나라 소 진료 분야 종사 수의사 실태 및 수의사 처방제 도입 시 필요한 소 진료전문수의사 적정 인원 수 예측, (2) 소 진료전문수의사 양성 방안 및 수의사의 질 향상 유지를 위한 재교육 방안, (3) 우리나라의 소 진료 임상체계 개편 및 국가 동물질병 방역정책과 유기적 연계 방안을 요약 정리하였다. 그리고 본 연제는 소 진료전문수의사들이 수의사처방제 추진과정을 이해함으로서 향후 추진될 수의사처방제에 대하여 능동적으로 대처하고 수의사처방제의 추진 과정에서 생길 수 있는 부작용을 최소화하기 위하여 수의사들에게 정보를 제공하기 위한 것이다.

Thanks to the advancement of the related technologies and equipment, today's video contents like movies, animations and soap operas are rapidly expanding their expressible cinematic imagination area. In order to fulfill the elevated visual expectations of audiences and realize exciting storytelling and fantastic world, the fusion of different techniques is actively used, and the reality for visual effects and image synthesis is increasing more and more. Accordingly, recent VFX-oriented movies using CG have a much more complicated production process than before. Therefore, the importance of Pre-visualization, aka Pre-vis is becoming bigger in the planning process for sophisticated design. Pre-vis means that the advance visualization for stories or directing ideas in the planning process before starting production of movies or animations. 3D animated Pre-visualization realizing directors' abstract and ambiguous ideas in 3 dimensional environment in advance is, as a powerful means for visual storytelling, briskly used focusing on the VFX film industry on which the present CG is broadly used, and the role of Pre-vis throughout productions has increased compared to the past. The studies, however, on the role and utility of Pre-vis are not enough. Therefore, this study was conducted on the role of Pre-vis used for present VFX movie productions using the examples of 3D animated Pre-visualization production in which the researcher of this study participated. In this study, the role of the Pre-vis that is subdivided presently, is divided into and 3D animatics and their each role is analyzed with the example images. Through this, the characteristics that Pre-vis should have are clarified and the concept of the advantages and utility led by the use of Pre-vis in productions is strengthened. The goal of this study is to induce active uses of Pre-vis throughout productions after forming consensus about the various roles of Pre-vis and their utility.

With the scale of program management getting larger and complexity, More accurate and precise method for management cost estimate is demanded. However, most of project management cost estimates are based on similar cases and hence can not reflect distinct features of each project. Cost estimate precision is also not up to the standards, and also troublesome to policy-making and budget allocation. Therefore, project typical model for cost estimate of Comprehensive Project Management is developed, and makes it easier to manage level of effort and allocate cost by applying characteristic factor of each project. This study categorized the project package by phase; planning, detailed design, and bid procurement, to develop typical model. And by designating specific level of effort required for each field and rank, the study aims to improve the method for calculating the detailed and objective program cost. Outcome of this study will prevent conflicts between client and contractor, accurately calculate program management contract cost for the client, and become a reference for the contractor to receive rational and practical payments for their work.

An increase of national R&D has brought the growth of research performance such as paper and patent quantitatively. However, the results of technology transfer and commercialization still leave much to be desired in Korea. Therefore, it has to be drawn up a plan for effective management & application of research performance created by public research institutes. We select four leading institutes (two universities, two government-funded research institutes) that performed efficient performance management & application. Then, we analyze the best practices and suggest contributions. The results show that four institutes build up a framework of performance management & application from research planning to technology transfer and commercialization. At an early planning phase, institutes set up definite needs-oriented goals, and prior review as well as prior art search is executed through experts. Besides, they systematically promote strategic patent management, technology marketing, post management, and so forth. For such a performance management & application process, capabilities have to be supported with regard to specialized organization, system, routine. This study can give an hint to improve performance management & application from public research institutes in Korea.

Development of digital media and interest in education bring big progress at digital device of education globally. Especially Interactive GUI design of digital text book to easy to access for teacher whom not friendly with digital device. When plan Digital text book content and design needs methodical design guide for target who students and teachers an in-depth study of the appraisal and method. The results of the research are introduce the design plan as a basic research and giving useful design plan to make digital text book and digital educational media in industrial aspect.

With the rise of the fourth industrial revolution, the importance of establishing R&D strategies to develop ICT technologies such as Big Data, Artificial Intelligence, Robots, the Internet of Objects, and 3D Printing is increasing. In this study, we analyzed the effects of the fourth industrial revolution on society and the present state of the national defense technology planning system, and proposed improvement measures for the utilization of the fourth industrial revolution in the defense industry from the perspective of defense R&D. The current defense R&D strategy focuses on securing the core technologies of each weapon system required by the military through research and development. Under the current system, the role of fourth industrial revolution technology will be confined to some of the weapons systems required by the military. In order to overcome this limitation, we propose a technology roadmap for the future weapons systems.
