Study on Policies for National Cybersecurity (국가 사이버안보를 위한 정책 연구)

  • Republic of Korea is divided into South Korea and North Korea, creating military conflicts and social conflicts. North Korea is conducting cyberattacks against South Korea and has hacked South Korea's defense network. In the world of cyberspace, the boundaries of the borders are becoming obscured, and cyberattacks and cyberterrorism for cyberwarfare operate with digital computing connected to points, time and space. Agenda and manual are needed for national cybersecurity. Also, it is necessary to study national cybersecurity laws and policies that can create and implement nationalcyber security policy. This paper investigates cyberterrorism situation in North and South Korean confrontation situation and damage to cyberwarfare in the world. We also study cybersecurity activities and cyberwarfare response agendas, manuals and new technologies at home and abroad. And propose national cybersecurity policy and propose policies so that '(tentative) The National Cybersecurity Law' is established. This study will be used as basic data of national cybersecurity law and policy.

A strategic Approach for Establishing Korea's Cyber Terrorism Policy : Focusing on the UK's cyber terrorism policy (국내 사이버테러 정책수립을 위한 전략적 접근방안 : 영국의 사이버테러 정책을 중심으로)

  • Recently, in South Korea, security management has been strengthened, but there have been an increasing number of cases where the main infrastructure of the country is hacked in the cyber space. South Korea is equipped with sophisticated information and communication technologies, such as Internet, but is threatened by cyber terrorism of North Korea and terrorist organizations. Nevertheless, there is a limit to how to develop a policy and strategic plan for the country, which is related to domestic terrorism and lacks legal and regulatory facilities, and therefore, in this study, proposed suggestions for building adaptive and efficient policy formulation. Based on the theoretical analysis framework of the Strategic Plan for achieving the objectives of the research, we compared the UK 's security strategy with the national security policy of the domestic government. As a result, several problems were derived: First, the domestic security strategy did not take into account the external environment. Secondly, lack of coordination with domestic cyber security goals setting and strategy is causing ambiguity and confusion. Third, the detailed plan of implementation of national security in each province is designed to ensure that there is a possibility that a mixed side effect between ministries and agencies will arise. Fourth, it was found that there was a limit to prepare the evaluation standards for the evaluation and return of domestic security policies in the country. Therefore, in order to establish a policy for the response of domestic cyber terrorism, we set up a vision from long-term perspectives and concrete targets based on the strategic approach of the security policy, It is necessary to present an assignment and formulate an efficient execution plan. It is necessary to maintain and improve the domestic safeguards in order to be able to complement the problems through evaluation and feedback.

  • The North and South Korea for the peaceful reunification of the Republic of Korea, to lead the transformation and reform, and to complement the policy making and negotiations, there is a need for cyber security policy to practice. This paper explores the definition and overseas cyber terrorism and cyber warfare correspondence, correspondence between the versions of the technology between versions. Analysis of cyber security activities in the North and South confrontation, and research the cyber security policy against the unification. In this study, we compared the unification to build and operate a secure cyberspace from cyber threats and cyber security policy suggestions for ways of rational and legal.

A Trend Analysis of in the U.S. Cybersecurity Strategy and Implications for Korea (미국 사이버안보 전략의 경향 분석과 한국에의 함의)

  • Since President Biden's inauguration, significant cyberattacks have occurred several times in the United States, and cybersecurity was emphasized as a national priority. The U.S. is advancing efforts to strengthen the cybersecurity both domestically and internationally, including with allies. In particular, the Biden administration announced the National Cybersecurity Strategy in March 2023. The National Cybersecurity Strategy is the top guideline of cybersecurity and is the foundation of other cybersecurity policies. And it includes public-privates as well as international policy directions, so it is expected to affect the international order. Meanwhile, In Korea, a new administration was launched in 2022, and the revision of the National Cybersecurity Strategy is necessary. In addition, cooperation between Korea and the U.S. has recently been strengthened, and cybersecurity is being treated as a key agenda in the cooperative relationship. In this paper, we examine the cyber security strategies of the Trump and Biden administration, and analyze how the strategies have changed, their characteristics and implications in qualitative and quantitative terms. And we derive the implications of these changes for Korea's cybersecurity policy.

A Study on Cybersecurity Bills for the Legislation of Cybersecurity Act in Korea (사이버안보법 제정을 위한 국내 사이버안보 법률안 연구)

  • Cyber attacks threaten the national security in this day and age. The government of the Republic of Korea recently released the National Cyber Security Comprehensive Countermeasures as a new cybersecurity policy. But current legal system cannot provide legal basis for the implementation of such measures. The current legal system related to cybersecurity is applied in each sector, thus the governance system in cybersecurity is separate. So there are many problems in the governance system in cybersecurity. To solve these problems fundamentally, it is righter to make a new cybersecurity law than to revise existing laws. Meanwhile, lawmakers proposed some bills in Congress to strengthen the cybersecurity in Korea in 2013. It will increase possibility of legislation of cybersecurity act to make a law through the analysis of these bills and to derive the essential elements from those. and to reflect these in the new cybersecurity act.

  • Since the September 11, 2001, the United States has shift their national security policy for homeland from preventing or/and reducing foreign threats to ensuring domestic security. We learned from recent incident, 1.25 Internet Disaster, that it is urgent to establish cyber security policy for our nation. In this paper; therefore, I analyze the US homeland security policy, the Homeland Security Act of 2002 establishment, and cyber security-related part in this act.

A study on national cybersecurity policy agenda in Korea using national cyber capability assessment model (국가 사이버 역량평가 모델을 활용한 국내 사이버안보 정책 의제 도출 연구)

  • The National Cyber Capability Assessment(NCCA) could be used as meaningful information for improving national cyber security policy because it provides information on the elements necessary for strengthening national cyber capabilities and the level of each country. However, there were few studies on improving cyber capabilities using the NCCA result in Korea. Therefore, we analyzed the result of National Cyber Power Index(NCPI) conducted by Belfer Center of Harvard Univ. by applying modified-IPA method to derive cybersecurity policy agendas for Korea. As a result, the need to set agendas on surveillance and offensive cyber capability and improve the effectiveness of policy implementation for intelligence and defense was drawn. Moreover, we suggested need for in-depth study of each policy agenda deduced from preceding research data as a future tasks. And it is expected to increase practical use of NCCA for domestic policy analysis by developing and using our own NCCA model which considered analysis framework proposed in this study.

  • 미국은 자국을 향한 여러 테러 방법 중에서 사이버 테러리즘이 향후 치명적인 수단으로 발전할 수 있다는 것을 인지하고, 위협에 대비하여 이에 대응할 수 있는 보안기술을 확보하고 안보를 강화하는 데 노력을 기울이고 있다. 본 고에서는 9.11 테러 이후 최근 미국의 사이버보안 분야에 대한 기술정책과 연구개발경향 및 예산 동향을 분석하고, 정책의 도입과정에서의 주요 쟁점 및 우리나라의 사이버보안 정책 수립에 참고할 만한 시사점 등에 대하여 살펴보고자 한다.

  • 미국의 사이버보안 관련 법률은 1987년 컴퓨터보안법이 제정되는 시점이 본격적인 시작이라고 할 수 있다. 1990년대에는 컴퓨터 및 인터넷의 발전으로 정보보안의 중요성이 대두되었으며 법률은 데이터 보호 및 프라이버시 중심으로 제정되었다. 2002년 국토안보부 설립을 위한 국토안보법의 제정을 통해 본격적인 국가 사이버보안 정책을 시작할 수 있는 토대를 마련하였다. 전자정부법(2002) 부속법률인 연방정보보안관리법(FISMA 2002)은 연방기관들의 사이버보안 관련 임무를 구체화하여 국가차원의 사이버위협 대응을 체계적으로 할 수 있었다. 2014년 연방정보현대화법(FISMA 2014)으로 개정되어 지난 10여년간의 시행착오를 바로잡는 노력을 진행하고 있다. 2015년 사이버보안법(Cybersecurity Act 2015), 2018년 사이버보안 및 기반구조보안기관법(CISA 2018)을 제정하여 국가 사이버보안 체계를 획기적으로 발전한 미국의 사이버보안 법률의 추진 현황을 살펴봄으로써 우리나라의 법체계의 발전방향에 대해 고찰해 보도록 한다.

A Study on the Analysis of Trump Administration Cybersecurity Policy: Focusing on Critical Infrastructure (트럼프 행정부의 주요기반시설 사이버보안 정책분석에 관한 연구)

  • The purpose of this study is to understand the cybersecurity policies and critical infrastructure protection of the United States through analyzing Donald Trump's administration executive orders, the national cyber strategy, and the legislation. The analysis has three findings. First, the Department of Homeland Security (DHS) became a main agent in the cybersecurity while the role of the White House was reduced. Second, Trump's administration expanded its role and mission in the policy area by extending the meaning of critical infrastructure. Third, in the case of cyber threats, the government can be involved in the operation of critical infrastructures in the private sector. The opinions of the professional bureaucrats and DHS were more reflected in the direction of the cybersecurity policy than those of the White House. In contrast to Barack Obama's administration, the Trump administration's cybersecurity strategies were not much studied. This study provides insights for improving cybersecurity policies and critical infrastructure protection.
