정보통신 기술, 방송 기술 및 관련 소프트웨어 기술 발전은 수요자가 원하는 서비스를 받기 위해서 정보 제공자에게로 다가가던 종래의 정보서비스 환경으로부터 사이버 공간을 통해서 시간과 장소에 구애받지 않고 서비스를 선택할 수 있는 환경으로의 변화를 촉진시켜주고 있다. 수요자 중심의 개별화된 학습체제에 대한 필요성과 시간과 장소에 제약을 받지 않는 사이버 공간을 통한 교육 기회의 확대는 정보통신망과 방송망을 통해서 다양한 형태의 교육 서비스를 제공하는 사이버 교육의 큰 특징으로 인식되고 있다. 본 발표에서는 사이버 교육 환경 구현에 필요한 제반 요소들을 분석하고, 국내외 사이버 교육의 구체적인 사례를 통해서 사이버 교육이 갖는 문제점을 분석하고, 국내의 경우 사이버 교육의 도입 현황을 살펴봄으로서 사이버 교육이 열린교육을 실현하기 위한 효과적인 교육 방법으로 정착되기 위한 방향을 모색해 보고져 한다.

This Study examines influencing factors such as input, process, and output variables on1 student's satisfaction in cyber-education. That is to study on the effectiveness of input, process, and output variables for cyber-education and how does student's interaction moderate influencing factors and student satisfaction. The study was carried out through literature and empirical study. Questionnaire was used to varify the hypothesis based on which the input-process-output with system models were established. The result of hypothesis verification in this study is as follows : First, learning hour and grade showed a positive influence on the students' satisfaction in learning factors. Second reliant of professor, recognized teaming participate, and contents showed a positive influence on the students' satisfaction in system factors. Third, an interesting findings emerged throughout the analysis, showed that process variables were rather meaning factor than input variables.

The present study purposed to analyze factors affecting the effect of cyber education and training in local civil servants focused on the perception of civil servants in Chungcheongnam-do, and to make suggestions for improving cyber education and training for local civil servants. According to the results of analysis in this study, many of the respondents replied that the effect of cyber education was moderate in general (3.0726 on the average). In addition, the effect of cyber education was significantly different according to age and position. That is, the older civil servants were and the higher their position was, the more highly they perceived the effect of cyber education and training. In addition, the result of cyber education and training was affected most by the community of teachers and learners, and next by the contents of education. In order to improve the effect of cyber education, most of all, the contents of education should be diversified, and furthermore, it is keenly required to expand accessibility to cyber education and to deploy personnel exclusive for cyber education.

정보통신기술의 발전에 따라 사회의 각 분야 역시 빠르게 변화되고 있다. 이중에서도 가장 큰 변화가 일어나고 있는 분야 중의 하나가 교육분야라는 데에는 이견이 없어 보인다. 특히 정보통신기술이 교육분야에 본격적으로 접목되면서 나온 사이버교육이라는 새로운 교육 패러다임은 지금 많은 대학이나 공공기관 그리고 기업 등에서 기존의 오프라인 교육을 보완하거나 대체하기 위한 새로운 교육방법으로 자리를 잡아가고 있다. 그러나 이러한 사이버교육이 너무도 빠르게 교육 현장에 도입되면서 장점 못지 않게 많은 문제점 위해서는 현재 제기되고 있는 문제점의 도출과 이에 대한 적절한 대안의 마련이 요구된다고 본다. 본 논문에서는 우리나라 사이버교육의 현황을 살펴보고 현재 사이버교육에서 제기되는 문제점을 경영자 측면, 학습자 측면, 교수자 측면, 운영자 측면, 인프라 측면, 제도적 측면 등에서 살펴보고 각각에 대한 개선 방안 및 발전 전략을 제시하고자 한다.

인터넷이나 정보 기술을 활용하여 다양한 사이버교육 서비스를 개발하고자 하는 움직임이 국내 컨텐트 업체, ISP, 교육 기관 등을 중심으로 빠른 속도로 증가되고 있다. 본 논문에서는 다양한 사이버교육 시스템 혹은 서비스 구축을 지원하기 위해 개발된 사이버교육 프레임워크에 대해 기술하고자 한다. 이를 위해 다양한 사이버교육 서비스들의 특성을 분석하였으며 이들이 공통적으로 필요로 하는 기능들을 정의하고 정의된 기능들은 인터넷 환경에서 구현하였다. 또한, 프레임워크를 이용하여 새로운 교육 서비스를 손쉽게 개발할 수 있도록 웹기반의 환경 설정 인터페이스를 지원한다. 사이버교육 프레임워크는 IEEE LTSA (Learning Technology Standards Architecture)에서 정의하고 있는 기본 개념, 구성요소, 동작 시나리오를 반영하여 개발되었다.

Korea has constructed a high speed Internet service which is widely used for cyber education by Korean. In composition and operating systems, cyber education is different from off-line education. Colleges have to analyse factors related to active education and make the factors have optimal effect for cyber education. In this paper, we meet the needs of the present trends, arrange and classify activation factors of cyber education. In addition, to improve effective operating systems of cyber education, we survey, and analyse participants' satisfaction ratings. The result of the survey is used in our proposal for promoting cyber education.

In the age of knowledge informationization, various educational programs utilizing cyber education were introduced to schools, corporate education, military service, lifelong education facilities as well as public education and training programs. In the case of the national government officials, the education and local government officials, which are organized by cyber center in the national civil service personnel development center, are organized by 15 cities and provincial public service training institutes. In 2008, it became to be mandatory for them to receive education and training over a certain period of a year through the introduction of the regular learning system of public officials, and cyber education got active in the education and training of public officials. The purpose of this study is to suggest the development plan of cyber education based on the results of the analysis of the trainees of the civil servants of Chungcheongnam-do who participated in the cyber education in the viewpoint of the public education and training system.

미래 사회는 사이버 교육 시스템 발전과 수요 증대로 대학 및 전문 교육과정이 오프라인 환경에서 온라인 교육과정으로 환경 변화가 급속히 진행되고 있는 반면에 해상분야는 통신시스템 제약으로 온라인 교육시스템 도입에 어려움이 많다. 사이버 대학 교육시스템 제도를 해양계열에 도입하고자 하는 취지는 승선하면서 즉 경력을 쌓으면서 학위나 자격증을 더 취득함으로써 업무 효율을 증대하고 경쟁력을 강화코자 함이다. 평생교육원과 사이버 해양수산대학 설립 필요성을 조사한 결과에서도 선원을 비롯 해양수산 및 조선분야 관계자를 위해 사이버 학위과정은 단계적으로 도입 필요성을 제시하고 있다.

We designed the template system for cyber education, which is a software infrastructure for knowledge information society. First, we defined the common functions of our system based on the design principles of cyber education and working results of international standardization group. Second, we think that template system will make a big role in order to deploy the cyber education system. Therefore, we designed the template system for cyber education. Our designed template system is able to implement cyber education system easily such as normal education, technical education, re-education, private education etc. Therefore, This paper describes the practical use environment, configuration of system components, design technique, expected effects on our cyber education template system.

As the cyber threats become more sophisticated and intelligent, the cases of cyber-infringement accidents are rapidly increasing. As a result, awareness of the importance of cyber security professionals has led to many cyber security-related educational programs. These programs provided with education curriculum aimed because cyber security workforce and job-based cyber security education research are not properly done. In this study, we developed a new cyber security education curriculum that defines and reflects cyber security personnel and knowledge system. In this study is not composed solely of the education contents related to the defenses emphasized in the existing education curriculum, but developed education curriculum to train a professional and balanced cyber security manpower by adding education contents in the attack field.
