The purpose of this study was to derive policy priorities for fostering the biopharmaceutical industry. In this study, the urgency and importance of the policy to foster the biopharmaceutical industry in Gyeonggi-do was investigated, and the priorities of the policy in the biopharmaceutical industry were analyzed through IPA analysis. As a result of the study, the top priority support tasks for the biopharmaceutical industry promotion policy were 'R&D support', 'Expert training', and 'commercialization support'. As a result of deriving policy priorities for each biopharmaceutical sector, 'R&D support' and 'Expert training' were found to be high in common, and differences in policy priorities for each industry such as cell therapy products and advanced bio-convergence products were confirmed. Also, as for the policy demand, R&D funding support, clinical trial support, and commercialization funding support were found to be high. Based on these results, the government's policy to foster the biopharmaceutical industry was supported with a focus on 'R&D support' and 'Expert training', and policy implications were drawn that customized support is needed in consideration of the characteristics of each industry field.

정부가 고령화, 인구감소, 경기침체의 대안으로 새로운 일자리 창출에 관심을 집중한지 이미 오래다. 오랜 취업난과 수명 증가로 인해 창업은 이제 선택이 아닌 필수가 되었다. 정책적으로 직업으로서 창업가가 대우받는 시대가 된 것이다. 하지만, 아직도 국민 의식 저변에는 창업에 대한 불안과 두려움이 깔려있다. 이러한 인식 제고를 위해 다양한 교육과 정책들이 끊임없이 나오고 있지만, 여전히 창업에 대해서는 망설이게 되는 부분이 크다. 이러한 창업에 대한 두려움과 어려움을 극복할 수 있는 가장 확실한 방법은 경험해 보는 것인데, 직접 경험하는 것 외에도 문화적으로 다양한 창업경험을 접할 수 있다면 막연한 창업에 대한 불안감과 두려움을 조금이나마 해소할 수 있지 않을까? 문화계발효과이론을 응용하여 드라마를 중심으로 연구해 보고자 한다. 본 연구는 드라마 선호도가 사업의지에 미치는 영향에 관한 것으로, 그 동안 많이 연구되어 온 기업가정신과, 사업동기, 경험을 중심으로 진행하였다. 따라서 본 연구에서는 기업가정신과 사업동기가 사업의지에 미치는 영향을 재확인하면서, 창업에 대한 직·간접 경험이 실제 창업의지에 영향을 미치는지 검증하고, 거기에 더해 매스미디어의 하나인 드라마 선호도가 기업가정신과 사업동기, 경험에 조절효가가 있는지를 검증하고자 한다. 정부의 창업지원정책이 홍수처럼 쏟아지는 지금도 개인의 창업과 폐업은 꾸준히 수치를 늘려가고 있다. 과연 기존 정부의 창업지원정책만으로 계속 현 상황을 이어가야 할지, 아니면 창업지원과 더불어 사회 전반에 걸친 문화적 지원도 뒷받침된다면 실제 창업에 가장 큰 영향을 미치는 사업의지를 보다 더 확실하게 키울 수 있으리라 생각된다.

Financing, manpower support and tax are the most popular tools for policy for small and medium enterprises (SMEs). This paper, however, will introduce information analysis support for SMEs and will prove that can be a good tool. The information analysis support means the support of technology and market information for the technology development or commercialization of SMEs. Therefore, the support is a customized one. In the theory domain, we adopt and prove two theoretical grounds as an SMEs policy such as market and system failure. In the policy tool domain, we suggest four requirements to be an SMEs policy and prove the tool to satisfy these requirements. All the data and proofs are from a government research institute called K.

As the need for improvement of transparency and fairness in the selection of national R&D projects has been continuously raised, we analyzed the impact on the evaluation selection results by evaluation indexes for The land transportation technology commercialization support project and searched for ways to improve indexes using the analysis results. As for the research data, it were applied as selection results of new R&D projects and evaluation indexes in two fields(SME innovation and start-up) in 2021. Logistic regression analysis is used for the influence of each evaluation indexes on the evaluation result, and for the regression model, evaluation indexes with low influence are removed in advance through artificial neural network multiple perceptron analysis to improve the reliability of the analysis results. As a result of the analysis, in the field of SME innovation, the influence of the evaluation index on the workforce planning was the lowest and the influence of the appropriateness of commercialization promotion plan was the highest. In the start-up field, the influence of the evaluation indexes for technology development suitability, marketability, and suitability for carrying out the project were estimated to be similar to each other, and the influence of the technology evaluation index was found to be the lowest. The analysis results of this thesis suggest the need for continuous improvement of selection and evaluation indexes, and by using the analysis results to select a fair R&D institution according to the selection of appropriate indexes, it will be possible to contribute to deriving excellent research results and fostering excellent companies in the field of land transportation.

한미 FTA 등 개방화의 물결 속에 우리 축산물이 경쟁력을 갖기 위해서는 품목별로 차별화된 전략이 필요하다. 농림부는 제품의 '이름을 내걸고' 정면 승부하는 브랜드 축산물의 생산ㆍ유통을 통해 시장차별화 및 국내산 축산물의 경쟁력 제고를 꾀하고 있다. 특히 규모화ㆍ전문화된 생산조직을 중점적으로 지원ㆍ육성해 축산농가의 안정적 판로확보 및 소득보장에 힘쓴다는 계획이다. 지난 5월에는 축산물 브랜드 37개 경영체에 대해 1천43억을 지원하는 내용의 2006년 축산물 브랜드사업 지원대상 경영체 및 지원금액을 확정했다. 브랜드 난립을 방지하기 위해 금년도까지만 신규 축산물브랜드 경영체를 선정, 2013년까지 집중지원해 우수 브랜드로 육성하는 것을 골자로 하고 있다.

It is hard, but important to evaluate and select a new service model for the public sector, accompanying unexpectable risk. The purpose of this study is to build and develop the evaluation framework of public projects and to present a project evaluation system which is more rational and methodical. The evaluation framework has been developed by calculating the evaluation criteria and weights resulted from an interview with an expert group and Analytic Hierarchy Process(AHP). Moreover, market-oriented characteristics, technology-oriented characteristics, service development capabilities and policy-oriented characteristics were predominantly chosen as the evaluation items. The re-evaluation of the app development support programs was conducted to check the feasibility as an evaluation system influencing the performance of firms. The result of an evaluation system proposed by this study showed better evaluation performance than previous ones, better predicting the actual business performance. Currently, though the policies of the public sectors and support programs focus on the outcome and performance management, the result of this study shows the importance of project selections. Also, implications of the study are discussed.

Environmental R&D management system has been analyzed with LCA method. Based on the analysis, we found the following four elements were essential for improving effciency of environmental R&D management system: establishment of an information clearinghouse that collects and distributes information on the status of the domestically owned environmental technology, Periodic survey of the environmental technology demand to give guidance in selecting the environmental R&D project that are to be subsidized, dissemination of information on the technology transfer and commercialization assistance program, and increased funding as well as the expansion of project categories eligible for R&D subsidy.

본 연구에서는 감리인들의 행태적 능력과 전문성 등의 특성이 SI 프로젝트에 미치는 영향을 분석하였다. 43 개 중앙행정기관의 정보화담당 공무원 58 명을 대상으로 연구한 결과, 감리인들의 행태적 능력과 전문성이 개발프로세스지원, 프로젝트관리 그리고 프로젝트 지원영역에 관계를 가지는 것으로 나타났고, 이중 행태적 능력이 개발프로세스지원, 프로젝트관리 그리고 프로젝트지원 영역에 유의한 영향을 미치는 것으로 나타났다. 한편 감리인들의 특성을 2 개 집단으로 구분하여 수행한 차이검증 결과 모든 영역에 대해 유의한 차이가 있는 것으로 나타났으나, 프로젝트 지원 부분에 대해서는 차이가 나타나지 않았다.

The article concerns the relationship between the animation festival and the regional cultural industries. In particular, the article studies the WAF(Web Animation Festival) case, in which has hold since 2004 by the Gwangju Information & Culture industry Promotion Agency in the city of Gwangju. The WAF case will be examined in terms of the promotion of the selected web cartoons and animations in the festival competition. As a result, the competion festival has been managed in connection with the support programs for the promotion of the regional cultural industries. In the process, the Gwangju Information & Culture industry Promotion Agency has sought to connect the selected arts works with the CEOs in the field of content business and media business. The article concludes the WAF need to be reestablished in the context of the development of the Gwangu cultural industries cluster and the reinforcement of the international exchange and networking through the grand project of Asian Cultural Capital Gwangu.
