The government has implemented policies to increase university technology commercialization while supporting university research over time. This paper adopts the neo-institutional theory and examines the effect of change in the government research funds that universities have received overtime on the change in their technology commercialization performance. It also investigates a location (Seoul metro or others) effect on the relationships. Using latent growth curve modeling (LGM), which is widely used for time-varying analysis, this study longitudinally analyzes 138 universities in South Korea over the past nine years from 2009 to 2017. The results indicate that the growth in the annual government research funds that universities attain affects the growth in the economic value of technology transfers. In addition, the relationship is stronger for universities in Seoul metropolitan areas than those in other areas. The relationships are intact with one-year lagging effects. The findings help understand the effectiveness of government R&D policies for promoting technology commercialization.

The proportion of investment in national R&D projects in construction and transportation has been increasing continuously; in terms of the size of R&D projects, there are many medium- to large-sized projects of over KRW 10 billion. However, in spite of such continuous increase in R&D investments, there are many technologies developed but not commercialized, i.e., the quiescence of technology. Accordingly, it is necessary to link the R&D results to commercialization by expanding the scope of R&D projects. In this context, this study presented objective reference prices to be used in contracting/transacting technology and implementing commercialization strategy by conducting technology valuations against on-going research projects with earnings approach, and by estimating value of patented technology. Sum of free cash flow (business value) that can be generated during the life of the technology was estimated as KRW 512 million by reflecting a discount rate of 16.34% to convert it into the present value. In addition, the technology value was computed as KRW 227million by applying a technology factor of 44.39% to the above value. Based on the technology value estimated in this way, it is necessary to establish industrialization and commercialization strategy of the technology.

Even though papers and patents generated by public research institutions including universities are continuously increasing in Korea, commercialization of research outputs is significantly lower than developed countries. Therefore, it is very important to improve the effectiveness of technology licensing offices(TLOs) of universities. In this study, we study effects of the patent manager dispatch program(PMDP) of the Korean Patent Office(KPO) on the performance of TLOs. KPO has dispatched patent experts to selected TLOs under the PMSD since 2006. Based on data of 126 TLOs, we analysed whether the PMSD has improved the performances of beneficiary TLOs. We tested two related hypotheses: (1)Whether or not a TLO received the dispatch service had effects on its performance? (2)Were early beneficiaries more effective than late beneficiaries or non-beneficiaries because of cumulative learning effects? The main findings are as follows. The past experience in itself did not improve performances of beneficiary TLOs. However, early beneficiaries were better than late beneficiaries or non-beneficiaries, that is, some learning effects might help the beneficiary TLOs improve their performances.

Due to the variety of processes that are mainly influenced by the modification of law and regulations, it is difficult to propose a formal procedure of urban renewal projects. In addition, conflicts among various participants and stake-holders have made urban renewal difficult to manage. Needs for new systems to support management of this type of projects have been raised. This system should enable users to manage program aspects as well as projects given that the urban renewal consists of several projects. According to analysis of current context, the requirements of the system are classified as follows: a method to create flexible systems to cope with various process; functions to provide data on cost and schedule; user-friendly visualized tools enhancing understand of non-experts or less-experienced participants. This paper summarizes the background, requirements, concept and model of the system. Currently, prototype systems have been developed. Regarding outputs presented so far, potential benefits of the system are presented as well.

한국과학기술정보연구원(KISTI)에서 구축 운영하고 있는 온라인 아이디어사업화 플랫폼은 창의적 아이디어의 발굴 육성 확산을 통해 국민의 아이디어를 가치화하는 아이디어사업화 지원 플랫폼으로, 창의적 문화와 창업 확산의 중요한 역할을 수행하고 있다. 본 연구에서는 온라인 아이디어사업화 플랫폼의 PC환경 웹사이트와 모바일 이용자 형태를 분석하여 모바일 환경에 간소화된 핵심 메뉴구조와 최적화된 UI/UX, 모바일 장치의 특성을 활용한 모바일 웹 서비스 구축으로 언제, 어디서든, 자유롭게 서비스를 이용할 수 있는 방안을 제시하고자 한다.

The paper employs a resource-based approach to analyze the relationship between institutional resources and faculty-led startup formation and performance in South Korean four-year universities from 2017 to 2021. The author proposes nine hypotheses to explain how institutional resources or systems affect the number of faculty startups, their employee numbers and the revenue of faculty-led startups, and compare four different groups of university resources for cross-college variation. The findings suggest that institutional factors impacting faculty-led startup performance differ from those impacting other categories of startups. Universities should provide a more favorable environment, including flexible personnel policies and accompanying startup support infrastructure, to encourage faculty-led startups. In contrast, it is more effective for better performance of faculty startups, in terms of their job creation and revenue, to have more financial resources and good paper publications. The results also suggest that university technology-holding companies are crucial for increasing the number of professor startups and their performance. These findings have implications for both university and government policymakers, who aim to facilitate greater participation of professors in startup formation and commercialization of technology.

Education support programs in underdeveloped countries are important parts of Korea Official Development Assistance (ODA). Even though Education aid for underdeveloped country is increasing every year, expectations of underdeveloped countries for educational cooperation is not enough. Korea's remarkable economic growth is essential to technical education and training that has been investing in fact. Currently, in the underdeveloped country it is needed human resources development for poverty reduction and national economic development. The purpose of this study is to suggest a strategic approach method for technical education support maximizing the effectiveness in the economic development of recipient countries.

In order to minimize occupational accidents at worksites, the government is proposing and operating various safety and health policies. The safety and health management capabilities of domestic workplaces vary greatly depending on the size of the workplace, and in particular, safety management is difficult in workplaces with fewer than 50 employees, resulting in a relatively high accident rate. Therefore, the government is operating the safety and health technical support project for small business sites to establish safety and health in small business. In this regard, this study provided a plan for substantiating the safety and health technical support project. through the condition survey of the workplace.

Although the investment scale and the qualitative performance of national research and development project in Korea have been increased, the practical use of the performance is still insignificant. Thus it becomes more important to understand and analyze factors that affect commercialization of national R&D project. Most of prior literatures have done with qualitative research rather than data-based analysis; however, mostly focusing on influential factors in between R&D inputs and outputs and it remains as limitation. The important key to avoid the limitation in this study is using data-based analysis of factors (such as research performance, types of research institution, scale of the government fund, project structure, competency in the researcher, and technical field) that affect commercialization with the case of the Competitiveness Enhancement in Material and Component Industries. As a result, patents performance, scale of the government fund, and technical field turned out to be influential factors of commercialization. On the other hand, research performance, types of research institution, project structure, and competency in the researcher did not show statistically significant results. To increase commercialization in project scheme, process, and assessment of national R&D project, including the Competitiveness Enhancement in Material and Component Industries project, it is required to design scientific research with better understanding of causal relationship.

본 시스템은 1997년부터 추진된 지역정보화 사업의 추진 과제인 $\boxDr$과학기술정보시스템$\boxUl$ 과 $\boxDr$중소기업지원 정보시스템$\boxUl$ 을 확대 발전시키고 시스템 운영의 효율화를 도모하고자 DB를 통합하여 확대 재 구축함으로써 서비스 수준을 한 단계 높이고 고객 중심의 정보 이용 활성화 차원에서 추진되었다. 기 구축되었던 $\boxDr$과학기술정보시스템$\boxUl$ 과 $\boxDr$중소기업지원정보시스템$\boxUl$ 은 정보화를 통한 지역경제 발전에 일익을 담당하고자 관. 산. 학. 연이 참여한 지역정보화 사업이다. 이번에 확대 개발된 $\boxDr$과학산업종합정보시스템$\boxUl$ 은 연구개발정보센터로부터 자금 지원을 받아 구축한 시스템으로 크게 과학기술정보, 무역지원정보, 기업정보, 기업지원정보, 인력정보, 도서관정보, 시민광장 등을 중심으로 구성하였다. 특히 지역 기업체의 해외 마케팅 강화를 위한 무역지원정보는 상품전시관, 무역/거래알선, 무역통상정보 등 지역기업활동 지원 및 수출진흥을 도모하고 지역경제 활성화에 기여토록 하고자 한다.
