현 정부의 주요 정책 중 하나가 일자리 창출이며 소상공인을 포함한 중소기업의 창업을 통한 일자리 창출의 효과는 이미 여러 연구와 기사를 통해 소개된바 있다. 소상공인과 중소기업의 창업을 활성화하기 위해 정부 지원책이 지속적으로 이어 지고 있으나 창업과 환경개선 등을 위한 직접적인 정책자금의 지원은 의존 성향을 심화시킬 수 있고 자생하려는 의지가 약화될 수 있기에 정부에서는 이를 방지하기 위해 자금지원과 컨설팅을 병행하는 정책을 추진하고 있으며, 소상공인과 중소기업의 경쟁력을 높이는 방안으로서 규모의 경제효과를 얻을 수 있는 조직화. 협업화의 중요성에 대해 주목하게 되었다. 그러나 지금까지의 소상공인과 중소기업의 조직화, 협업화에 대한 선행 연구들과 정부 정책은 주로 음식업과 소매업종을 중심으로 성공적인 조직화. 협업화 모델을 연구하여 제시하는 수준에 머무르고 있다. 본 연구에서는 다양한 업종과 업태를 대상으로 소상공인과 중소기업의 조직화. 협업화 확대 적용 방안과 확산 및 기능 활성화 모델을 탐색적 연구를 통하여 도출해 보고자 한다.

This Study conducts a survey of ICT SMEs participating in 'ICT Government Sponsored Loan Project' for researching general demands on Government sponsored loans and studies successful company case by inspecting background of R&D, performances, impacts, prospects, episodes, etc. Actually, survey results show that ICT SMEs demand more of Government sponsored loans and that stable financing is a core factor and the most difficult task for successful R&D. In conclusion, these results implicate that Government has to create new policies for competitive ICT SMEs to recover financial stability through developing and commercializing technologies.

정부의 배추, 무 포장화 시범사업을 계기로 우리조합은 2006년 9월 19일부터 20일까지 골판지포장 배추의 확산을 모색하기 위하여 배추시범출하사업을 추진하였으며, (사) 전국농산물산지유통인중앙협의회, 농림부, 골판지원지업계의 협력을 받아 성공리에 마무리 지을 수 있었습니다. 아시다시피 정부에서 지원한는 배추 포장화시범사업은 김치원료인 배추의 위생성 확보와 거래의 투명화 실현 및 도매시장 내 하역시스템의 완성이라는 목표를 정하여 추진되고 있기 떄문에 장기적으로 골판지포장화가 유일한 대안이라는 점은 인정되지만, 포장화제도 초기에 골판지 소재가 선호되지 않는다면 그 물당 등 대체재와의 지루한 경쟁을 각오해야 할 것입니다. 따라서 골판지포장업계와 관련업계에서는 조기에 골판지포장배추의 시장 정착을 위한 협력과 관심이 반드시 필요하다는 판단에 따라 금번 시범 출하사업과정에서 파악된 문제점과 개선과제 등 참고자료를 다음과 같이 게재하오니, 귀 업무에 활용하시고 골판지포장배추 소비운동 등에 적극 참여하여 주시기 바랍니다.

생명공학은 질병, 환경, 식량, 에너지 등의 인류가 당면한 문제들을 해결할 수 있는 유일한 방법으로 주목을 받고 있으며, 생명공학산업은 미래 경제를 이끌 성장동력으로 부각되고 있다. 또한 생명공학 산업은 세계적인 경기침체에도 불구하고 '19년에 4,273억달러(연평균 5.7% 성장)에 이르는 등 지속적인 성장을 전망되고 있으며, 생명공학산업은 국민적 관심이 높을 뿐만 아니라 향후 관련 산업의 세계 시장이 빠르게 성장할 것으로 기대되고 있다. 이러한 생명공학산업 성장이 국가 경제발전의 원동력으로 주목받으면서 주요 선진국을 비롯한 세계 여러 나라에서는 생명공학 분야의 글로벌 시장을 선점하기 위해서 생명공학 분야 지원 법제도를 신설하거나 기존의 생명공학 관련 법제들을 개정하여 생명공학 분야에 기술개발, 투자지원 등을 하고 있다. 하지만 우리나라의 경우, 생명공학 분야의 기술개발, 투자지원, 기술의 사업화 등 생명공학 분야의 육성을 지원할 수 있는 관련 법률들이 미비하다. 또한 생명공학 분야의 일반법이라 볼 수 있는 생명공학육성법은 R&D 중심의 규정들이 대부분이며, 목적과 용어가 시대에 맞지 않고 생명공학 기술개발 활성화를 위한 규정과 생명공학 분야 사업화를 위한 창업, 기술이전 등의 규정, 그리고 인력양성 등과 같은 기반조성을 위한 규정들도 미흡한 실정이다. 따라서 생명공학 분야의 글로벌 시장에서의 경쟁력 향상과 국내 생명공학 산업의 활성화를 위해 R&D에서 산업화까지 전(全)단계를 체계적으로 육성 지원할 수 있도록 현행 생명공학육성법의 개정이 요구되어진다. 이에 본 논문에서는 생명공학육성 관련 법제들의 현황을 파악 진단하여, 생명공학 분야의 지속적인 성장을 위한 생명공학육성법의 개선방안을 제시하고자 한다.

Standards boost technological innovation by promoting information sharing, compatibility, stability and quality. Identifying groups of companies that particularly benefit from these functions of standards in their technological innovation and commercialization helps to customize planning and implementation of standards-related policies for demand groups. For this purpose, this study engages in profiling of SMEs whose R&D objective is to respond to standards as well as those who need to implement standards system for technological commercialization. Then it suggests a prediction model that can distinguish such companies from others. To this end, decision tree analysis is conducted for profiling of characteristics of subject SMEs through data mining. Subject SMEs include (1) those that engage in R&D to respond to standards (Group1) or (2) those in need of product standard or technological certification policies for commercialization purposes (Group 2). Then the study proposes a prediction model that can distinguish Groups 1 and 2 from others based on several variables by adopting discriminant analysis. The practicality of discriminant formula is statistically verified. The study suggests that Group 1 companies are distinguished in variables such as time spent on R&D planning, KoreanStandardIndustryClassification (KSIC) category, number of employees and novelty of technologies. Profiling result of Group 2 companies suggests that they are differentiated in variables such as KSIC category, major clients of the companies, time spent on R&D and ability to test and verify their technologies. The prediction model proposed herein is designed based on the outcomes of profiling and discriminant analysis. Its purpose is to serve in the planning or implementation processes of standards-related policies through providing objective information on companies in need of relevant support and thereby to enhance overall success rate of standards-related projects.

국가연구개발사업의 성과제고가 과학기술계 주요 이슈로 부상되면서 사업의 경제적 성과창출에 초점을 둔 기술이전 및 사업화에 대한 요구가 높아지고 있다. 국가연구개발사업에 대한 종합적인 서비스를 제공 하는 NTIS는 국가연구개발성과를 부가가치 창출로 연계시킬 수 있도록 지원하기 위해서 우수유망기술정보 서비스를 도입하였다. 우수유망기술정보는 국가연구개발과제에 대한 최종평가 결과가 우수한 과제의 연구성과(기술) 중 기술이전·사업화의 가능성이 있거나 후속연구를 통해 기술이전 사업화가 가능한 기술을 칭한다. NTIS에서는 2008년부터 우수유망기술정보 DB를 구축하였고 관련 서비스를 제공하고 있다. 본 논문에서는 우수유망기술정보서비스와 관련된 국내외 현황에 대해서 조사하였고 그에 따른 시사점을 제시하였다. 국가연구개발사업에 대한 대내외 환경변화 및 공익적인 사업성격을 고려하여 NTIS 우수유망기술정보서비스의 활용과 관련한 현황을 파악하였고, 개선점을 도출하였다. 더 나아가서 향후 효과적인 활용을 위한 방안을 도출하였다.

Hardware, software, networking to Digital Contents. Most of the Small and medium IT Enterprise strategy shift of R & D system. In 2001, IT Small and medium size manufacture occupied 3.8% of Gross Domestic Product. IT industry R&D Program and Excellent Information Technology R&D Program support rate $54{\sim}60%$ of computer, software and contents for Information Technology R&D, when the Technology of R&D input to market need to development for about 3 years. Most of the Small and medium IT Enterprise strategy priority find out from computer, software and contents.

The average life expectancy in Korea was 62.3 in 1970 and 82.3 in 2016, which increased by more than 20 years and it's expected to enter super-aged society after passing through the aged society. The poverty, loneliness, inactivity, and disease which were called as four problems of senior citizens have become social issues. Thus, the project for creating job opportunities for the elderly(Project supporting social activity of seniors) was carried out as the senior welfare policy. First purpose was to help the elderly engage in society actively, make their income and build up health while preventing the problems of the aged and reducing social cost as well. The second purpose was to help them live healthy later lives through various jobs. This study aimed to investigate whether the project for creating job opportunities for the elderly increased quality of later lives through health promotion and healthy later lives while engaging in the society, rather than making income according to its purpose, by conducting the survey before and after participating in the project for creating job opportunities for the elderly. It's expected to see this study could contribute to making more opportunities for the senior citizens to engage in the society continuously, rater than making money.
