Construction Management tends to create a formal procurement resulted from recent legislative procedures system in domestic construction industry. However, the fact that construction Manager(CMr) has been chosen, in practice, under a poor circumstance in selecting and discriminating specialty requires the more optimal procedures. Therefore, in this research, we analyze the existing shortcomings. the various procedures, influence factors, and the criteria to be considered in selecting and evaluating CMr. Also. this study suggests the improved method based on the facts above. To accomplish the construction project successfully, it is one of the advanced schemes to choose an adequate CMr needed to the project through the precision in the formation and application of the procedure as well as the suggested criterion in selecting CM.

KT의 이번 Let's KT 사업은 포탈사업자, 콘텐츠사업자, 솔루션사업자 등을 대상으로 가입자 관리와 인증, 결제 과정을 KT의 Let's KT 홈페이지를 통해 별도의 가입절차 없이 한번의 로그인으로 손쉽게 이용할 수 있도록 지원하는 것이 골자다. 업계에서는 KT가 '새로운 KT만들기'의 일환으로 Let's KT 사업을 통해 국내 인터넷 비즈니스의 구심점으로 나서고자 하고 있으며 이를 통해 새롭게 KT의 위상을 확립하려 하는 것으로 평가하고 있다.

The purpose of this study is to set up the GIS Audit methodology through the definition of standard procedure ailed GIS Audit criteria and the result of preliminary study about the GIS Audit. the frame of GIS Audit criteria and the result of preliminary study about the GIS Project and check the GIS Audit methodology is to define a standard process of GIS Project and check the GIS Project according to the standard process. We named the method as CASP(GIS Audit Standard Procedure). GASP method means doing Pilot Project for setting the sample standard procedure(named Prototype) of total GIS Project process, and checking the activity to fulfill the prototype. GASP method is advanced method for GIS Audit to analyze the full range of GIS Project and characteristics of GIS contents.

절충교역은 국방과학기술의 다양한 획득방법 중의 하나로써 국외로부터 무기체계를 구매할 경우 반대급부로 핵심기술, 방산물자 및 부품 수출 등을 획득하는 국제무역거래의 한 특수형태이다. 우리나라는 방위산업의 발전과 국방과학기술력 향상을 위해 1983년부터 절충교역을 추진하여 오고 있다. 절충교역은 일반적인 상업 무역거래와는 달리 절충교역 추진국가가 기술 수혜국으로서 소기의 목적을 달성하여 성공적인 기술이전을 완수하기 위해서는 절충교역 추진과장상의 운영의 묘미가 절실히 요구된다. 따라서 우리나라는 그동안 절충교역 추진 효율성을 강화하고 실패사례를 줄이기 위해 절충교역 추진 목적과 정책을 전략적으로 개선하여 절차화 표준화해오고 있다. 최근 방위사업청 개청 이후 절충교역 추진 정책의 방향을 목표지향 성과지향적으로 설정하고 다시 한번 제도를 개선하여 적용하고 있으나 아직까지 정책적 방향성에 부합하는 실무적 절충교역 추진 모델은 미흡하여 여전히 개선의 여지가 존재한다. 따라서 본 연구에서는 절충교역 제도의 완성도를 높여 우리나라의 국방과학기술력 향상과 방위산업 육성을 위해 필요한 기술을 최대한 확보할 수 있도록 하는 선순환 구조의 한국형 절충교역 추진 모델을 개발 제안한다. 제안하는 한국형 절충교역 추진 모델은 현행 제도에 대한 심층적인 분석을 통해 도출된 개선 필요사항을 보완할 수 있도록 전체 절충교역 추진절차를 식별(Detecting), 확보(Securing), 이전(Transfer), 활용(Applying), 확산(Diffusion)이라는 다섯 단계로 나누고 각 단계의 성공적인 목적 달성을 위한 제도적 개선 방안을 제시한다.

The purpose of this study is to derive the linkage between urban regeneration and district unit planning, in order to supplement the limitations of the spread of the effects of individual urban regeneration projects. To this end, institutional changes and previous studies with theoretical backgrounds were reviewed, the urban regeneration strategic plan and district unit plan cases in the spatial scope of Jeju Island were analyzed, and a unified administrative procedure to strengthen linkages was proposed. In addition, when selecting priorities for active regions, we reviewed how to use the indicators of involvement of residents, which enabled the project to be performed smoothly by grasping the participation of residents and the elements of complaints. Also a hypothetical target site was set up and suggested how to establish a district unit plan by type. Depending on the circumstances and environment of the site, the use of the land use plan and the regulation and mitigation of the district unit plan may be appropriately used to expect the inhabitants to expand their participation and revitalization. This study suggests ways to revitalize decayed areas beyond systematic urban planning in connection with systematic plans, to improve administrative procedures, and to promote bottom-up projects.

Apartment Reconstruction project causes lots of conflicts among stakeholders who don't have professional knowledge on a complicated work-flow In case these conflicts occur, the project might not be well by the damage passed to parties, and so the project cost might be increased, the project might be delayed and hazy as well if the conflicts are not resolved quickly. However, the damage would be indirectly and directly brought to the main parties in apartment reconstruction project because the conflicts aren't managed. Thus, an effective conflict assessment should be preceded, and a process and a system for managing the conflicts should be developed to prevent and settle the conflicts. The purpose of this study classifies the conflicts which are occurred on each phase of the project based on principal facts, and presents the process to develop conflict management system through conflict assessment to each stakeholder.

The aim of this study is to analyze problems with regional development projects by examining their actual conditions and to propose measures to promote such projects based on the size of local cities. To achieve this goal, problems associated with regional development projects were analyzed, and measures for their promotion were derived by dividing these projects into planning, strategy, policy, and institutional sectors according to the size of local cities. The problems identified with regional development projects include diversification leading to similar and overlapping projects, lack of participation by local experts, top-down government structure for designating and supporting regional development projects, and insufficient budget. In order to address these issues, local experts have suggested differential measures based on the size of local cities. Specifically, in the planning sector, it was proposed that economic, cultural, social, and welfare functions be expanded and reorganized primarily around small and medium-sized cities, and that long-term strategies be established for regional large cities through various partnerships and step-by-step procedures. In the policy sector, it was suggested that the implementation of bottom-up development under the leadership of local governments should be focused on small and medium-sized cities, and that the transition from a specific industry-oriented policy to a corporate growth policy needs to be established around large cities. Finally, in the institutional sector, it was recommended that a performance evaluation system for the use of financial resources and a system for expanding financial resources should be established primarily in small and medium-sized cities.

After the revision of Private Investment Law in January 2005, BTL is introduced to expand the social infrastructures as a major business procedure. Especially, the size of the public educational infrastructure ordered by each city education office is increased by 45% compared to last year, so it is major in BTL Project. However, in the process of practicing BTL Project by now, there are a lot of problems specially in the public educational infrastructure. As a result, this study gives the solutions in the process of BTL Project, the CM models to support the Education Office${\square}{\square}$job and the suggestions for the working scope of the participating construction companies.

본 논문에서는 하천정비에 있어 구상, 계획, 설계, 사업, 운용 유지관리의 각 단계에 따른 대응에서 의사 합의 형성의 목적과 논의의 대상을 정하고, 객관적이며 합리적인 합의 형성 방법을 선택하는 모델로서 "안전", "이용", "환경" 이라고 하는 3요소 모델을 제안하고자 한다. 종래의 제도로써 계획의 절차, 환경평가, 행정소송, 의회제도에 새로운 대응으로써 공공사업의 구상 단계에 있어서 주민 참가 절차 등을 고려하고, 다양한 이해관계자의 의향을 조정하고, 원할한 합의 형성을 추진하면서, 대상 사업 등을 사회적으로 바람직하게 끌어가기 위한 합의 형성에 관한 종합적인 producer의 필요성을 논한다. 끝으로 이 모델에 의거한 4대강 정비사업에 대한 예비 전문가 그룹의 의사결정의 관점을 합의 형성 이론과 테크닉으로써 분석결과, 4대강 정비사업에 대하여는 3요소간의 우선순위가 "안전", "환경", "이용" 의 순으로 나타나고 있어, "이용" 에 우선순위를 둔 경부대운하 사업에 대한 시민들의 우려를 뒷받침하고 있다. 또, 전통적인 유역하천에 대하여는 "환경" 이 큰 비중을 차지하고 있어 시민의 환경에 대한 높은 관심을 표현하고 있다. 끝으로 이러한 새로운 패러다임을 파악하기 위한 3요소 모델의 의사합의 형성내용을 하천정비사업이나 관리에 적용하여 실현시키기 위하여 하천정비사업에도 "유니버설디자인" 수법의 도입을 제언한다.

The apartment reconstruction project is making some problems, such as delay of lack specialty, conflict between project owners and cost increasing etc. The enforcement process of project are very complicated, the term of project is long and too many project owners are participating. For this reasons. it is always in the face of uncertainty. To promote the reconstructing project successfully. we need to make risk management process to get rid of uncertain factors which occur in forwarding the reconstructing project This study has for its objects. First, suggest the best way of risk analysis to manage risk factors systematically and efficiently recognized in The Apartment reconstruction protect. Second, furnish basic data to build the risk managing system of The apartment reconstructing project.
