국토해양부에서는 차세대 국가 핵심역량으로 u-Eco City 사업을 추진하고 있다. u-Eco City 사업에서는 u-Eco City 구현을 위한 다양한 기술이 개발되며, 개발된 기술을 testbed에 적용하여 실제 현장에서의 적용가능성을 검증하는 내용을 포함하고 있다. 본 연구과제는 지방자치단체나 건설업체가 Eco City 를 구축하고자 할 때 활용할 수 있는 u-Eco City 구축 가이드라인 제시를 목적으로 하고 있다. 'u-Eco City 구축 가이드라인'은 6차년도에 걸쳐 진행될 예정인데, 본 연구는 2차년도에 해당되는 연구이다. 2차년도에는 'u-Eco City 구축 가이드라인 프레임웍 개발'을 목표로 하며, 주요 연구내용은 1차년도에 추진되었던 'u-Eco City 구축 가이드라인 기초연구'를 토대로 u-Eco City 구축의 단계를 정립하고, 각 단계별 세부내역을 체계화하며 세부단계별로 수행해야 할 업무를 표준화하는데 있다.

When managers predict exact construction cost at early stage and design phase, they can reduce construction cost in a more efficient way than to predict at construction stage. But present of public construction cost estimation and management almost after the construction documents design phase. Therefore, construction cost management in the early stage and schematic design phase to generally use approximate estimating is not correct. Accordingly, this study analyze problem of current cost estimating method and a concrete cost plans make using case information of actual cost to analyze in schematic design phase. Possible to check going on the suitable design, this study conducts the preliminary research for the development of cost estimating model.

In the current domestic design-build contract, design and construction are separated due to prohibition of outside work. but instead the design-build contract adopts a method of fulfilling each assignment as a joint venture, which makes it difficult for participants to communicate each other and often require changes of design. also, It is difficult to performance efficiency project that they don't want to share useful information related to design and construction. In this study suggests how to maxmize the effiency of the project by proposing a process model connected with an efficient partnering and constructability in a deign development phase of design-build constract.

As remodeling project is progressed in the constraint which is utilization of existing resource, the subject of remodeling and extend of construction are affected by the correlation between building element. Therefore, this research analyze the correlation between component of building element in the design phase and proposed the diagram model for correlation between building element and proposed selection method of alternative plan for optimized combination of building element in remodeling project.

국방정보체계는 종류가 다양하고 대규모로 추진되기 때문에 소프트웨어 개발을 위한 사업관리에 어려움이 많이 따른다. 더구나, 현재 국방정보체계의 사업관리는 자동화시스템을 이용하여 체계적으로 실시하지 않고 수동으로 처리하기 때문에 많은 문제점이 야기되고 있고 현재의 소프트웨어 개발 표준인 ISO 12207을 수정 없이 그대로 대규모 실시간 국방정보체계의 소프트웨어 개발사업에 적용하는 것도 한계가 있다. 따라서 본 논문의 목적은 효율적인 국방정보체계 소프트웨어 개발 사업관리를 위해서 국방정보체계별로 적절한 개발 생명주기 모델을 선정하고, 각 단계별로 사업관리자가 수행할 태스크를 식별하는 등의 도메인 지식을 개발하여 궁극적으로 국방정보체계 사업관리용 전문가 시스템을 개발할 때 활용함과 동시에 국방정보체계 사업관리의 일환으로 최종 산출물에 대한 품질을 높일 수 있도록 체계적인 시험평가 방안에 대한 도메인 지식도 개발하여 사업관리용 전문가 시스템 구축 시에 활용하고자 하는 것이다. 이를 위해서 국방정보체계의 소프트웨어 개발 사업관리에 영향을 미치는 요소들을 식별하고 이를 이용하여 국방정보체계 소프트웨어 개발 사업관리를 위한 전문가 시스템을 구축할 수 있도록 생명주기 모델 선정을 위한 도메인 지식, 생명주기 각 단계별 세부활동을 위한 도메인 지식, 시험평가 방안선정을 위한 도메인 지식을 개발하여 제시하였다. 본 논문에서는 이러한 도메인 지식을 전문가 시스템 개발도구에서 지원되는 각종 에디터에 사용되는 형태나 IF A, THEN B 형태로 개발하지 않고 사업관리용 전문가 시스템의 지식베이스에 포함될 지식들을 식별하는 것을 중심으로 개발하였다. 즉, 본 논문에서는 국방정보체계 사업관리용 전문가 시스템 개발의 필요성과 가능성을 검증하는 용역연구과제로써 프로토타입 혹을 완벽한 사업관리용 전문가 시스템을 개발한 것이 아니며, 전문가 시스템 개발 시 가장 어렵고 중요한 지식베이스 모듈속에 포함될 도메인 지식을 개발하는 것이 이 연구의 목적이다. 이러한 연구는 궁극적으로는 이러한 도메인 지식이 국방정보체계의 사업관리를 위한 전문가 시스템의 지식베이스 모듈 구축 시 기초/기반 및 핵심 지식으로 활용될 수 있을 것이다.

한국형발사체개발사업은 대형복합시스템 사업이며, 장기간에 걸쳐 개발이 진행되는 사업이다. 따라서 사업적, 기술적 측면의 불확실성과 위험 등이 존재하며, 이를 적절히 관리 통제하지 못하면 비용 상승, 일정 지연 및 기술성능 요구조건 등의 불만족을 초래한다. 따라서 개발사업 초기단계에서부터 일정, 비용, 기술성능 및 위험관리 등을 위한 종합적 사업관리시스템 구축 및 운용은 개발사업 성공의 주요 관건이다. 현재 한국형개발사업단에서는 이러한 요구조건을 만족시키기 위한 일환으로써 일정 및 비용에 대한 효과적 관리시스템인 EVMS(Earned Value Management System)을 구축하여 운용 중에 있으며, 한국형개발사업에 맞는 최적화된 EVMS을 구축하기 위하여 시스템 커스터마이징 작업을 수행 중에 있다. EVMS의 구축과정에서 가장 고심했던 문제는 WBS 개발과 성과(Earned Value) 측정방법의 선정이었다. WBS의 경우, 개발초기단계에서부터 사업 전체를 포괄하는 완벽한 WBS을 개발하는 것은 상당히 어려운 문제이다. 그러나 사업초기에 존재하는 불확실성 및 위험에도 불구하고 개발을 계속 진행해야 하는 상황은 개발 현장에서 자주 접하게 되는 문제이다. 이러한 문제를 해결하기 위해서 적용하는 유용한 기법이 연동계획하기(Rolling Wave Planning)이다. 한국형개발사업을 위한 EVMS 구축과정에서도 이와 같은 문제에 봉착하게 되어 WBS 개발 시 연동계획하기(Rolling Wave Planning)기법을 적용할 예정이다. 성과(EV) 측정방법의 경우, 퍼센트완료기법과 마일스톤+퍼센트완료기법 등을 선정하여 적용 중에 있다. 현재 연구개발사업의 특성을 고려하여 우선 퍼센트완료기법을 적용하여 성과를 측정하였으나, 성과측정 결과의 주관성 문제로 인하여 마일스톤+퍼센트완료기법을 적용하여 성과(EV) 측정 결과의 객관성을 최대한 확보 할 예정이며, 최종적으로 한국형개발사업에 최적화된 성과측정 기법을 개발할 예정이다.

As Urban Regeneration is being carried out, stakeholders are most likely to have disagreements on their interests. Besides, dispersion of numerous communication routes and obscure decision processes aggravate the situation. Eventually, fragmented decision-making processes and complex structure lead to inefficient outcome and delay of projects. This paper is a study on decision-making support not only helps the program manager have more efficient and optimum decision, but also provides alternatives for Urban Regeneration. This study is conducted as follows. Firstly, the project process and the decision-making structure among stakeholders in Urban Regeneration are analyzed, and then the current status of decision-making in Urban Regeneration project is classified. Secondly, with literature study on "Gateway Review", the decision-making gateway review process in Urban Regeneration is defined, and then the "Gateway Review Elements" are listed. Thirdly, to establish gateway review process, this paper presents a check points, namely gate which supports a program manager to monitor and to control the program management in Urban Regeneration. Each gate has several supporting tools such as diagram of critical decision points relation, scheme of stakeholder, checklist. Fourthly, the proposed concept is verified by experts who have been carefully selected to provide their respective reviews. Finally, decision-making support gateway review system is modified based on their critiques and suggestions.

The construction project manager must clearly carry out the activities of each construction stage specified in the 'Task Description'. In this study, 'design change' and 'completion process' were classified as core tasks in consideration of the frequency and importance of tasks. And, by analyzing the actual construction project, the task contents for the core work were standardized. This laid the foundation for the ordering office, construction project management technicians, and builders to clearly understand the business areas of construction project management and fulfill their responsibilities for their respective tasks.

The defense venture support program supports development so that it can be applied to the defense sector based on their technology and ideas to revitalize the private advancement of small and medium-sized enterprises to the defense sector. Since 2015, it has been operated with contributions from the Defense Acquisition Program Administration and has supported 84 projects. Moreover, it is an early stage in which results have been derived after 2018. In this study, the R&BD efficiency derived according to the budget for each project was compared using data envelopment analysis and classified and analyzed according to the characteristics of each project to identify the performance factors for each outstanding project. Based on the analysis results, this study considered support plans for efficient support programs and continuous performance creation in the future. As a result, it is expected that the effectiveness of the defense venture support project will be strengthened, and excellent performance will be expanded based on this study.

This study intends to find efficient support methods for small and medium-sized businesses (SMBs) especially in the increasingly important mobile sector. We investigated regarding perceptions of mobile sector-specific support programs and their current state of usage, and perceptions of the new mobile market and the present conditions of each stage of production based on analysis of a survey that included 204 respondents in each SMB to achieve this goal. Concretely, detections through this research were the reasons for non-selection of support businesses, the future prospective mobile business area, the company's own first-preference item and the reason for the preference, plus new mobile areas of willingness to apply the company's own product and its own first-preference item, and the reason for the preference. In addition, we found out covering costs and revenue size of the maximum-revenue product for each stage (from the first to the fourth stage), the kind of a product's execution method connected to the product (e.g. self-production, outsourcing to another company to produce a product), and the execution method for pre-products. We can suggest a policy regarding efficient support alternatives for SMBs related to the mobile sector thanks to these findings.
