Generally, construction management is classified into two categories in the construction industry; CM for fee and CM at risk, most project is executed by the construction supervision including construction management in CM for fee field in Korea. The division of work scope is complicated among construction manager(CMr) and difficult to implement the construction management efficiently by CMr. in this case. Therefore, it is desired to apply the specialized Project Management Information System(PMIS) systematically include construction management procedure. We propose the future development of construction management on construction site based on the analyzed problem with PMIS and guideline and CM concept on construction site, composition of CM procedure through this Jeonju World Cup Stadium CM project.

As the construction industry gets specialized and complicated gradually, the number of participating organizations increased, and also the necessity of construction management(CM) is getting bigger because construction scale is becoming bigger. However, in spite of the increase in necessity, its activation through performance measurement and evaluation is very insufficient compared with advanced countries. Therefore, a checklist for CM by construction stage using AHP method in the current study is for efficient CM for successful completion of a project by dividing CM affairs by construction stage and checking performance degree by stage. If the CM checklist by construction stage, the final result of the study, is used by all the parties concerned such as construction managers, orders, designers, constructor, etc., it will be possibile to improve work efficiency of project management and produce a final outcome corresponding to the goals of a project.

Construction Management tends to create a formal procurement resulted from recent legislative procedures system in domestic construction industry. However, the fact that construction Manager(CMr) has been chosen, in practice, under a poor circumstance in selecting and discriminating specialty requires the more optimal procedures. Therefore, in this research, we analyze the existing shortcomings. the various procedures, influence factors, and the criteria to be considered in selecting and evaluating CMr. Also. this study suggests the improved method based on the facts above. To accomplish the construction project successfully, it is one of the advanced schemes to choose an adequate CMr needed to the project through the precision in the formation and application of the procedure as well as the suggested criterion in selecting CM.

원자력발전소의 건설은 부존 에너지원이 한정되어 있는 한국의 현실에서 볼 때 당연히 필요하다 할 것이다. 원자력발전소 건설의 특징은 높은 건설비와 장기간의 건설기간으로 설명 될 수 있 는데 이러한 건설사업을 순조롭게 운영관리하고 고도의 기술과 지식을 활용하여 원자력발전소의 안전성을 확보하기 위해서는 필수적으로 전문용역업체인 A/E회사의 사임운영과 설계엔지니어 링에 적극 개입하도록 하여야 한다. A/E회사는 사업의 운영관리에서부터 시작하여 설계 및 엔지 니어링과 구매관리등 전분야에 걸쳐 전문기술자들을 동원하여 전력회사의 요구에 상응하게 일을 처리할 뿐 아니라 발전소 소유주인 전력회사에 부당성과 가치성을 평가하여 줌으로써 적절한 사업계획과 목표관리를 수행하도록 돕는다. 특히 원자력발전소 설계 및 엔지니어링은 광범위한 기술분야가 합쳐서 이루어지는 결정체로써 기계, 전기, 토목, 건축, 핵공학등의 관련기술자들이 사업책임자(P.M)와 기술책임자(P.E)의 통솔하에 일관성 있게 일을 수행해 나간다. 본 해설에서는 이러한 A/E의 복잡하고 다양한 설계 및 엔지니어링의 내용을 상술하였으며 현재 원자력발전소 A/E회사의 기능과 역할을 알리고 이러한 기술업무의 조속한 국산화를 위해 경주되고 있는 노 력들을 단편적으로 소개하였다.

Owner's participation on a construction project can alter the success of a construction project. In general, success of a construction project is measured by project schedule and cost decrease without considering the role an owner has in a project. As a result, this research developed a framework for the project evaluation form and after extracting a total of 9 project critical success factors (CSF) and 27 sub-CSF. AHP method was utilized to evaluate the importance factor of each CSFs. Setting a goal for each CSFs at the beginning of a project and comparing the values at the completion of the project utilizing the project evaluation form will allow a systematic evaluation and management of a project. Solution Map was introduced and Solution Tool was suggested in order to utlize the evaluation results effectively. In the future studies, various project cases needs to be supplemented for further verification and a solution based on the evaluation result needs to be developed that can be applied to construction projects.

To enlarge the international competition and construction productivity, the domestic construction market attracts the private capital and expands the facility of :iocial Overhead Capital(SOC). However, the application of the business system used at the public project didn't utilize the effect of social overhead capital. It caused problems that parties' business was inefficient and their allotment of the risk was inadequate. This paper presents the course to reorganize the business system which the coincides with the origin aim of the SOC. For the reformation of the supervisor's work scope and business system and the government's overall project management, in other words, this paper proposes the professional organization to replace the superintendence and the formation of optimal business system. This paper confirms the privity of contract among parties of SOC project and parties' work scope and system between relative laws and concession agreement that government made a contract with Special purpose Company (SPC).

교토의정서(Kyoto Protocol)의 발효로 전 세계적으로 에너지절약형 산업구조로의 전환 및 신재생에너지 개발 등의 온실가스 감축을 위한 노력이 활발하게 진행되고 있으며, 우리나라 또한 온실가스 저감을 피할 수 없게 되었다. 특히 선진국(Annex I)의 구속력 있는 감축목표를 규정하고 있는 교토의정서의 의무이행에 유연성을 부가하기 위해 교토메카니즘이 채택되었다. 교토 메카니즘은 CDM(Clean Development Mechanism), JI(Joint Implementation), ET(Emission Trading)로 이루어져 있으며, 이 가운데 CDM 사업은 선진국(Annex I)과 개발도상국 non-Annex I)간 공동 협력 사업으로 non-Annex I 국가인 우리나라가 참여할 수 있기 때문에 국내 기업 및 정부의 관심이 높아지고 있다. 이러한 CDM 사업을 수행하기 위해서는 적용 가능한 CDM 사업 방법론이 필요하며, 방법론이 없을 경우 CDM 사업 방법론을 개발하여야 한다. CDM사업 방법론에는 레이스라인, 추가성, 배출 감축량, 모니터링 등에 대한 구체적인 방법이 제시되어야 하고 사업 수행자는 사업의 타당성 확인 및 검증을 위해 방법론을 정확히 이해해야 한다. 따라서 본 CDM사업 방법론 연구를 통해 CDM사업 수행 및 방법론 개발을 위한 주요 항목의 이해를 돕고 국내 CDM 사업의 활성화를 도모하고자 한다.

This study analyzed the changes of welfare and labor market status of participants of Self-sufficiency Support Program in Korea thorough of analysis follow-up data which were collected about the experiences and changes of participants of the program in Gyeonggi province in 2005. As the results, many of participants exited from the program within five years, and hardly anyone depends on the welfare or the program, also there is very little the revolving door phenomenon. Whatever, the program have positive effects the changes of welfare and labor market status of them. Also, self-sufficiency communities, the small enterprises are started by more two participants and aim the economic independence of them and contribution to social economy have played important role for their persistent work and economic self-reliance. The people exited from the program, however, hardly succeed in exit from the welfare and their economic conditions still are not good. Therefore, we have to arrange the program for the participants' self-sufficiency, and we rather have to effort to secure their economic well-being than emphasize the immediately employment or establishment a business.

국가인적자원개발 컨소시엄사업은 고용보험법과 근로자직업능력 개발법에 근거하여 고용보험기금을 재원으로 하여 운영되는 사업으로서 고용보험기금을 재원으로 하기 때문에 고용보험료를 납부하는 기업이나 교육생은 전액무료로 수강이 가능하나 경영진의 무관심과 근로자의 필요성 인식 저조, 시간 지리적 제약 등의 이유로 일부 분야에서는 어려움을 겪어 왔다. 본 연구에서 소개하는 사례는 보건산업 분야 국가인적자원개발 컨소시엄사업을 운영하고 있는 한국보건복지인력개발원 사례이다. 한국보건복지인력개발원 역시 초기에는 기업의 참여도 저조 등으로 교육에 어려움을 겪었으나 조직혁신과 수요자 니즈 충족을 통해 급속한 성장과 성과를 내고 있다. 한국보건복지인력개발원은 컨소시엄사업을 수행하기 위해 기관 위상 제고 및 조직 안정화 노력을 하였고, 교육 참여기업 및 교육생 수요에 기반한 교육과정 개편, 사업 운영 조직 및 인프라 개편 등 사업 운영 혁신을 통해 교육확대 등 교육사업 성과향상의 결과를 보여주고 있다. 이에 본 혁신사례는 국가인적자원개발 컨소시업사업은 물론 정부지원 교육훈련사업 전반에도 적용될 수 있을 것으로 판단된다.

기후변화로 인한 다양한 문제는 전 세계적인 사항이며, 그 중 물과 관련한 사항은 가장 큰 문제로 주시되고 있다. 물 관련 인프라와 산업이 미비한 국가에서는 다양한 방법을 통해 자국의 물 공급 등 수자원 문제를 해결하려 하고 있으며, 이는 국내에서 물 산업의 해외진출 기회로 작용하고 있다. 본 연구에서는 해외 수자원 인프라 구축으로 인한 실제적인 효과성을 분석하고자 스리랑카 Galle 광역시 상수도 사업을 대상으로 하여 다양한 효과적 측면 중 사회적 측면인 지역주민의 삶의 질 향상, 경제 활성 기여, 성 인지도 제고, 지속가능성 제고에 대해 평가하였다. 지역주민의 삶의 질 향상은 현지의 통계자료 분석, 관계자 면담 등을 통해 취수시간 감소 및 깨끗한 물 공급 달성과 수인성 질병 감소를 조사하였으며, 경제 활성화 기여는 관련 문헌조사와 주민을 대상으로 한 설문조사를 통하여 그 여부를 파악하였다. 성 인지도 제고는 관계자 면담 및 설문조사를 수행하여 여성가사노동 감소 및 여성의 경제활동 참여 증가정도 및 기여도를 분석하였다. 지속가능성 제고는 관련 정책 개선여부에 대하여 조사 및 분석을 수행하였다. 분석 결과 깨끗한 물 공급이 사업 착수 전보다 원활해 졌으며, 수인성 질병 중 하나인 이질 환자가 감소되어 삶의 질이 향상되었다고 사료된다. 또한 상수도 사업을 통한 기간시설의 용수공급이 원활해지고 용수부족 해소 및 관광산업 등 서비스산업 활성화를 촉진시킴으로서 경제 활성화에 기여했다고 판단할 수 있다. 성인지도 제고에 대한 분석은 원활한 물 공급으로 인하여 여성의 물 관련 가사노동 감소에 기여하였으나 여성의 사회참여 기여에 많은 영향을 미치지는 못한 것으로 사료된다. 마지막으로 상수도시설 확충으로 인하여 용수보급률이 증가하고 이에 따라 관련제도를 개선하여 담당 기관의 재무건전성을 제고시킴으로서 지속가능성을 향상시켰다고 할 수 있다. 스리랑카 Galle 광역시 상수도사업의 이러한 성공적인 결과는 해당 국가의 개발정책과 높은 의지와 인구가 밀집되어있고 인구에 비해 급수보급률이 낮은 지역, 관광서비스 산업 밀집지역이 사업대상지로 선정된 요소가 작용하였다고 할 수 있다. 본 연구 결과를 통해 추후 해외 수자원 사업 진출 시 해당국가의 개발정책의지와 대상지역의 현황, 사업으로 인한 다양한 영향력을 고려한다면 성공적인 사업을 수행할 수 있을 것이다.
