The purpose of this study is to explore the issues and alternatives in the promotion of space and exhibition support projects in visual arts, and to suggest an applicable direction of the government grant program. For this study, FGI and in-depth interviews were conducted in the direct beneficiaries of the grant program, the staff of the grant program, and the group of visual arts expert. As a result, the deliberation and selection of the support project should be carried out with sufficient time in consideration of the specificity of the support project. And the project requires to divide into two kinds of the projects based on the understanding of the social role and differentiation of non-profit exhibition spaces and private art museums. For the grant application and assessments, a long-term support is necessary to bring the capability and issues in efficient allocation of the budget, flexibility of budget item, and the budget shortfalls. Furthermore, the reliability between the grant program and beneficiaries needs to form a healthy partnership, and the evaluation criteria and eNARADOEUM system should be more practical and rationally established. Through this analysis, the implications of understanding the specificity of visual arts support projects, establishment of sustainable visual arts creation policies, and budget utilization were derived. Consequently, cultural and artistic support projects were directed to place more emphasis on efficiency than control, direction considering the position of consumers than suppliers, and long-term business planning rather than short-term perspective.

Successful implementations of domestic public construction projects have been increasingly concerned with the efforts to improve the inefficient execution. However, the existing factors causing the inefficient execution have been repeatedly occurred in many projects. This is because the previous studies have been concentrated on identifying the factors without in-depth analysis and systematic prioritization. This study has clarified the characteristics of the inefficient public construction projects, identified the causes, constructed their hierarchical structure, and analyzed the impacts on them. In particular, the critical factors causing the inefficient execution are prioritized by the outcomes derived from the questionnaire surveys, which is limited to the pre-construction stage. They are utilized in prioritizing the institutional and political improvements. However, in the future, the analytic and detailed guideline for remedying the factors causing the inefficient execution of a project should be studied, and their analysis will be extended to the construction stage.

As the environment and rivalry of Regional Agricultural Cooperatives(RACs) becomes more unfavorable, the pressures to enhance organizational performance are strenghthened. Existing studies suggest efficiency improvement through resource sharing(RS) to fix the issue. In this context, I intend to find if RS still increases organizational performance in another form of organization on the basis of 132 business units(BUs) of 45 RACS. According to empirical results, resource similarity between BUs and resource level of BU increases RS respectively, and RS increases BU's performance. The RS also has mediating effects on similarity and resource level into performance. But the overall resource level of RAC has no influence on RS and there is no mediating effect. My contribution is to confirm the efficacy of RS in half-profit organization and to verify determinants and performance implications of RS.

This study analyzed investment effects for Practical Field Studies conducted by the KOPIA (Korea Program on International Agriculture) centers, which are part of the ODA project operated by the Rural Development Administration. Focusing on the productivity and effectiveness factors of each project, a questionnaire survey was sent to each KOPIA center associated with each project. The results demonstrated the production and profitability of farms participating in the pilot project were significantly improved compared to those of farms that did not participate in the project. Also, in the satisfaction results of taste, nutrition, and freshness, the participating firms could significantly improve them when being compared to those of non-participating farms. It is highly expected to contribute to improving the operational effectiveness of Practical Field Projects conducted in Africa based on the results of each project's performance and economic feasibility. This study also can lead to a change in the social perception of ODA projects by raising people's awareness of ODA projects.

한국광학기기산업협회에서는 광학업체들의 R&D사업을 지원하기 위해 '광학 신기술 품질 인증사업'(이하 품질인증사업)를 실시하고 있다. 품질인증사업은 광학업체가 개발한 신기술을 전문위원회가 성능, 안전성, 신뢰성 등 엄격한 품질기준으로 평가해 광학업체들의 기술개발 촉진 및 경쟁력 강화를 도모하는 프로그램이다.

현재 대한민국 사업(IT Project)수행 시 다양한 관리 방법론이 연구 활용 되고 있다. 그러나 다양한 사업(IT Project)관리 방법론을 적용한다 하더라도 효과 효율성 측면에 대한 실증분석이 필요하다. 왜냐하면 그러한 방법론으로 비용적 측면에서 효과 효율 성을 발휘할 것인지 측정이 없었기 때문이다. 본 논문에서 시뮬레이션 하는 비용측정은 사업초기에 책정한 비용과, 분석/설계가 끝나는 시점의 비용, 사업 종료 후 비용을 측정할 것이다. 이때, 사업관리의 위험관리요소와 통합비용감리모델을 제시하여 감리점검항목을 도출할 것이다. 이를 통하여 효과 효율 성을 도출할 것인지 검증할 것이다. 효과 성 및 효율 성이 본 논문에서 제시한 통합비용감리모델을 통하여 비용에 대한 누수 및 과다산출이 도래를 막을 수 있는지 논하고자 한다.

방사성폐기물관리시설의 부지 확보사업이 계속 난항을 겪자 정부는 부지확보와 그에 따른 지역개발사업을 촉진하기 위하여 방촉법을 제정하였다. 이를 근거로 '95년 2월 굴업도를 방사성폐기물 관리시설지구로 고시하고 시설지구 개발사업 및 주변지역지원사업계획을 수립, 사업을 추진하게 되었다. 시설지구의 토지매수업무 및 주변지역 지원사업을 법적절차에 따라 수행하던 중 '95년 10월 굴업도 주변에서 활성단층이 발견되고 12월 시설지구 지정고시가 해제되어 사업이 원점으로 돌아가게 되었다. 그동안 수행했던 굴업도 프로젝트의 사업추진경위를 살펴보고 추진과정에서 발생한 문제점들을 분석하여 신부지 확보시 고려되어야 할 부지확보절차, 지역지원사업 및 지역홍보 등의 개선방향을 제시하였다.

국가의 미래지향적 정책을 위해서는 무엇보다도 이를 선도해나아갈 핵심인재의 확보가 매우 중요하다. 이러한 핵심인재 확보를 위해 각 부처에서는 지역 R&D 인력양성과 관련된 사업이 진행 중에 있다. 지역 R&D 인력양성사업의 전담기관은 시기와 목적에 따라 변경될 수 있으며, 변경될 때마다 사업목적과 수단이 부합하는지를 점검하기 위하여 사업성과를 객관적으로 분석 및 평가하고 그 결과를 새로운 사업계획 설계에 반영할 필요성이 제기되어 왔다. 그러나, 지역 R&D 인력양성사업은 전담기관 및 사업의 성격에 따라 성과분석 모형을 다르게 적용해 왔으며, 객관적 성과 분석 프레임워크가 부재하다. 따라서, 본 논문에서는 인력양성사업의 특성을 파악하여 객관적으로 분석 및 평가에 활용할 수 있는 성과 분석 모형을 설계하고자 한다.

하천은 이수, 치수 및 환경의 기능을 수행하며 국가의 생활과 문화의 발전에 기여한다. 현재 전국에는 총 3,836개의 하천이 존재하며, 우리 실생활에 밀접한 연관을 맺고 있다. 각 부처 및 지자체에서는 하천유역을 개발 및 복구하기 위한 사업을 추진 중에 있으며, 각 사업의 평가를 시행하고 있다. 환경부의 경우 수질개선 및 수생태계 복원을 목적으로 하는 '생태하천 복원사업'을 수행하고 있으며 '지속가능한 하천사업 환경영향평가 가이드라인'을 통해 사업의 적절성 및 사업효과를 평가하고 있다. 또한 본 평가를 토대로 매년 "자연환경대상" 공모전을 개최하여 기술적 사회적 평가 및 대내외적 홍보를 진행하고 있다. 행정안전부는 재해예방 및 환경개선, 수질보전을 목적으로 하는 '소하천 정비사업'을 수행 중에 있으며 매년 "아름다운 소하천 가꾸기 공모전"추진을 통해 소하천정비 예산으로 추진한 사업들의 평가와 시상을 진행 중에 있다. 국토교통부의 경우 물 관리 기본계획인 '물수자원장기종합계획(2001-2020)', '제4차 수자원장기종합계획(2011-2020)'을 토대로 지방하천의 재해예방 및 수생태계 복원목적의 '지방하천정비사업 종합계획'을 수행 중에 있으며 하천재해 예방사업, 수계치수사업 등의 5가지 세부사업들을 포함하고 있다. 또한 하천관리 전문가와 지역주민을 평가단으로 구성하여 평가를 진행하고 있다. 위와 같이 각 부처는 하천유역의 환경개선 및 재해예방을 위해 여러 하천사업을 진행 중에 있으나 각 기관별로 사업의 평가기법 또는 평가절차가 통일되지 않고 상이하게 진행되고 있다. 또한 국토교통부의 경우 하천사업의 사업계획부터 사후평가까지 사업의 전 절차에 대한 명확한 평가기준이 마련되지 않고 있어 효율적인 사업평가가 어렵다는 문제점이 지속적으로 제기되고 있다. 따라서 본 연구에서는 하천사업의 특성을 고려한 평가기법 개발을 통해 사업의 적절성 및 효율성을 제고할 수 있는 방안을 제시하고자 한다.
