Ever expanding overseas construction is one of the most important issues for Korean construction companies. Among these issues, strategies for overseas plant construction have widely been discussed, because the plant construction has features of low competitiveness and high ripple effects when compared with other construction sectors. In this sense, the purpose of this research is to evaluate the CM capability of Korean construction industry for overseas plant construction. Fourteen construction business functions and four techniques were defined first. Based on these functions and techniques, CM capability was quantified for As-Is (2013), To-Be (2018) and Gap analyses. Findings of this research reveal that 1) capability for construction is quite competent, 2) capabilities for planning, design management, contracting, and risk management are found to be relatively low, where higher value can be added. In addition, it is found that R&D needs to be extended to develop systemized management techniques. It is also required to secure specialists and original technologies at national industrial level.

Korea e-government sets the goal of reaching the full integration stage. In this study, we propose a role model of the National Informatization Agency which is a fundamental organization for achieving the goal. The National Informatization Agency assumes full charge of support functions needed for consistent and efficient accomplishment of all the e-government projects, and those functions include e-government planning, project administration, national IT resource operation, national standards management, and project audit and evaluation. The proposed role-model is expected to be a theoretical basis for innovative government at informatization.

Recently, construction industry demands have been changed by domestic construction circumstances such as high-technology, mega-projects, and the complexity of construction. In order to deal with the change of such a domestic construction circumstances, the Ministry of Construction and Transportation (MOCT) has introduced advanced delivery methods. However, the advantages and disadvantages of the advanced delivery methods have not been effectively applied for previous projects. The reason for this is that the "Reviewing Standard for the Large-scale Construction Bidding Method" has not reflected enough prcject characteristics when the delivery method is selected in the project planning phase. Therefore, this paper proposes the Analysis on the Impact Factors of Delivery Method for Multi-Family Housing Projects.

This study was conducted to develop a tool to investigate and analyze the educational effect of the school space innovation project, which is being promoted on a large scale at the national level. In order to analyze the educational effect of school space innovation, it is first necessary to analyze the structure of the space altered by the school space innovation. Research and analysis should be possible, so a user survey tool was developed for this purpose. It is expected that the survey tool in this study can be used for pre-investigation in the pre-planning stage of the school space innovation project and as a post-evaluation tool for investigating and analyzing the educational effects of space innovation.

The domestic CM business market has continued to grow, but its size is relatively small yet in comparison with the total size of the domestic construction industry. Evaluation of CM projects was conducted through questionnaire surveys. Both clients and CM firms showed positive satisfaction levels. Nevertheless, the clients' satisfaction levels were relatively low in safety management, cost management, and document and information management. Superior areas of CM tasks were time management and recovery scheduling, quality control and technical instruction, and design value engineering. On the other hand, inferior areas of CM tasks were claim analysis and dispute resolution, cost estimation, and life cycle costing. Both entities have agreed with the positive effects of CM involvement in terms of cost saving, time reduction, quality improvement, and safety incidents prevention to at least 0~5% extent.

Gyeongbu high-speed railway project which comprises the construction of the new line with 417.5km between Seoul and Busan is one of the biggest national projects with approx. 20-trillion-won project cost. The construction was started in June 1992 and afterward phase I (between Seoul and Daegu) was opened in April 2004 and phase II (between Daegu and Busan, 169.5km) is scheduled for opening in the end of October 2010. It is assured that the opening of the entire sections of Gyeongbu high-speed railway will significantly increase productivity and efficiency by improving the land utilization with the promotion of personal and material exchanges induced by the reduction of travel time between regions. Especially, Gyeongbu high-speed railway will be the opportunity to boost speed-up of Korea railway.

기획재정부는 공사의 분할 분리발주 관련규정 등을 정비하고 최저가낙찰제 확대유예 등의 내용을 담은 국가계약법 시행령 개정안을 지난 11월 8일 입법예고 했다. 이 법안은 20일 동안 업계 의견을 수렴한 후 법령안 심사 및 차관 국무회의 등을 거쳐 공포될 예정이다. 이번 국가계약법 시행령 개정안은 그동안 대한설비건설협회가 전사적으로 추진해 온 분리발주 법제화와 최저가낙찰제 연기 방안을 담고 있어 건설업계의 관심이 집중되고 있다. 분할 분리발주 규정은 분리발주가 보다 활성화 될 수 있도록 대상을 구체화했으며, 사업의 계획단계부터 분리발주 가능 여부를 판단토록 개선됐다. 또한 300억 이상에서 100억 이상으로 확대될 예정이던 최저가낙찰제 확대 방안은 오는 2015년까지 2년간 유예되고 최저가낙찰제 대체 방안으로 종합심사제가 제안되는 등 정부의 입 낙찰제도 개선 방향의 가닥이 잡혔다.

최근 글로벌화를 지향하는 국내 스타트업 중에 사업기획 단계에서부터, 법인설립, 현지마케팅 등을 해외에서 시작하는 해외창업 스타트업이 늘고 있다. 또한 4차 산업혁명의 진전에 따라 각종 IoT·센서 등에서 발생하는 대량의 데이터가 데이터 기반 산업·경제활성화를 견인하는 원동력으로 작용할 전망이다. 해외창업은 언어 장벽, 이질적 문화와 제도 등으로 성공하기 어려움에도 불구하고, 성공사례들이 종종 파악되고 있다. 따라서, 이런 사례가 파악되고 있는 미국, 인도, 일본, 싱가포르 등 4개국에서의 해외창업 성공사례들을 질적 분석을 통해 성공요인을 도출하고 해외창업 활성화 전략을 제시하였다.

In Korea, there are around 30,000 cardiac arrest patients annually. Gradually the number is increasing. Against this background, CPR education and publicity programs were expanded nationwide, but the rate of witness CPR by the general public was 4.4%, which is significantly lower than the 20%~70% rate in other countries. Therefore, in this paper, we analyzed the factors affecting the performance of CPR by witnesses who discovered cardiac arrest patients. Based on the results, an application planning and development study was conducted to provide users with correct cardiorespiratory response tips and step-by-step CPR guidelines to help users effectively assist in increasing the rate of CPR by general eyewitnesses.

Recently, BIM (Building Information Modeling) technique is being considered as a critical delivery condition for the public projects according to the increase of best practices by practical application of BIM. However, since existing BIM studies are focused on the design and construction phases, those results are not considering the life cycle of a construction project. Therefore, this study suggests an integrated BIM operation process that enables an application of BIM for each phase of a construction project from planning to maintenance phases and develops an integrated BIM system based on the suggested methodologies. This study developed basic BIM functions and its application process by analyzing information systems in each project phase for a bridge construction project. Besides, this study performed case study and survey analysis for construction managers to verify a practical applicability of the developed system. Therefore, it is expected that the integrated BIM system is going to be utilized as a 3D-based integrated information management system considering life cycle of construction projects.
