The Effect of Private Tutoring Expenditures on Academic Performance: Evidence from Middle School Students in South Korea ('학교교육 수준 및 실태 분석 연구: 중학교' 자료를 이용한 사교육비 지출의 성적 향상효과 분석)

  • This paper examines the effect of private tutoring expenditures on academic performance of middle school students in South Korea, using data from "Analysis of the Level of School Education and Its Actual condition: Middle School". In the face of endogeneity of private tutoring expenditures, the paper employs an instrumental variable (IV) method and a nonparametric bounding method. Using both methods we show that the true effect of private tutoring on middle school students remains at most modest in Korea. The IV results suggest that a 10 percent increase in tutoring expenditure for Korean, English and math raises a student's test score of the subject at the largest by 1.24, 1.28, and 0.75 percent, respectively. The bounding results also fail to show evidence that an increase in tutoring expenditure leads to economically and statistically significant improvements in test score.

Analysis of Polarization in Software Private Education (소프트웨어 사교육의 양극화 현상 분석)

  • This study analyzed the polarization of software education by analyzing the relationship between the average monthly total private education expenditure, software education expenditure, and academic achievement. For this purpose, data were collected and analyzed by surveying 2,780 parents of elementary school children nationwide. The results of this study are as follows: First, there was a statistically significant difference in children's academic achievement depending on whether or not they participated in software education. Second, the higher the children's academic achievement, the higher the percentage of participation in software private education expenditure. Third, there was a significant positive correlation between total private education expenditure and software-related private education expenditure. Fourth, although not statistically significant, there was a positive correlation between software private education expenses and academic achievement. In this study, software education provided by public education is not sufficient. For this reason, participation in private education and the amount of expenditure are increasing, and there is a gap in improving the main competencies of students according to household income.

Bayesian quantile regression analysis of private education expenses for high scool students in Korea (일반계 고등학생 사교육비 지출에 대한 베이지안 분위회귀모형 분석)

  • Private education expenses is one of the key issues in Korea and there have been many discussions about it. Academically, most of previous researches for private education expenses have used multiple regression linear model based on ordinary least squares (OLS) method. However, if the data do not satisfy the basic assumptions of the OLS method such as the normality and homoscedasticity, there is a problem with the reliability of estimations of parameters. In this case, quantile regression model is preferred to OLS model since it does not depend on the assumptions of nonnormality and heteroscedasticity for the data. In the present study, the data from a survey on private education expenses, conducted by Statistics Korea in 2015 has been analyzed for investigation of the impacting factors for private education expenses. Since the data do not satisfy the OLS assumptions, quantile regression model has been employed in Bayesian approach by using gibbs sampling method. The analysis results show that the gender of the student, parent's age, and the time and cost of participating after school are not significant. Household income is positively significant in proportion to the same size for all levels (quantiles) of private education expenses. Spending on private education in Seoul is higher than other regions and the regional difference grows as private education expenditure increases. Total time for private education and student's achievement have positive effect on the lower quantiles than the higher quantiles. Education level of father is positively significant for midium-high quantiles only, but education level of mother is for all but low quantiles. Participating after school is positively significant for the lower quantiles but EBS textbook cost is positively significant for the higher quantiles.

  • Education is important in Korea and English education takes a huge part of it. Korean Education can be divided into public and private. A number of households expend money on private education. Therefore this study examines the relationship between private education expense and the grade of college entrance examination. As results, there is a positive effect between them and also a positive effect between the total mount of time of private education and the grade of college entrance examination.

  • In this study, we conducted a survey on 12,000 parents of general high school students to analyze the users of EBS lectures the CSAT(College Scholastic Ability Test) and the reducing effect of private educational expenditures. Most of parents encouraged their children to study the EBS lectures, and actually the students listened to the EBS lectures. Also, there were a lot of suggestions which the EBS lectures helped to reduce private educational expenditures. 25% of whole respondent was reduced their private education expense, and 65% of them answered that educational opportunities were provided uniformly by the EBS lectures. Finally many of them opposed to the monetization of EBS lectures with internet.

  • This study examines trends by school level, region, subject, and type centered on elementary schools when private education is perceived as a social problem due to the overheating of private education and its over-dependence. This study aims to provide a direction to ease the school mathematics education and meet the expectations of school mathematics education. As a result of this study, in mathematics subjects, the graph of private education expenses for mathematics subjects was not affected by the period and showed a somewhat consistent linear trend. In other words, we found that the private education cost of the mathematics subject was solid compared to other factors, and was not significantly affected by external variables, and was consistent. It is meaningful to examine the trends of private education costs in mathematics subjects with a comparison between the past and present and to grasp what factors and how they have changed and developed.

Inequality of the Household Private Educational Expenditures by Income Classes (가계의 소득계층별 사교육비 지출 불평등)

  • This study investigates inequality of the private educational expenditure using the Family Expenditure Survey of 1990, 1996, 1998, and 2000. The major results are: first, inequality of the private educational expenditure has been relived between 1990 and 2000; second, despite decrease in household income right after the Korean economic crisis, the private educational expenditure has been increased in the households having middle and high school students; third, the gaps in the private educational expenditure between income groups are mainly due to the differences in the spending levels of the private education rather than differences in the percentages of households who spend any in the private education; fourth, in 2000, the gini coefficient of the private educational expenditure among households having elementary school student is 0.4832, and 0.6468 among households having middle and high school students; fifth, 30% of the households having middle and high school students who show the highest level of the private educational expenditure occupy 80% of the total private educational expenditure made by the whole households.

The Effect of Public Care Service for Elementary School Children on Private Education Participation and Private Education Expenses (초등아동 대상의 공적 돌봄 서비스 제공이 사교육 참여 및 사교육비에 미치는 영향)

  • The research results can be summarized in two ways. First, it was confirmed that the provision of public care services for elementary school children had a statistically significant effect on the reduction of children's participation in private education. Second, it was confirmed that the provision of the services had a statistically significant effect on the reduction of children's private education expenses regardless of the mother's economic activity status. Based on this, this study drew the following policy and practical suggestions. First, it is necessary to expand the provision of the services in order to reduce the burden of childrearing of 'working mothers' raising elementary school children. Second, it is necessary to improve quality of the services. To do this, policy-wise, integrated management of services and improvement of treatment of service providers must be made. In the field, it is necessary to improve quality of the services by providing worker education and supervision.

The effects of private tutoring expenses, parents' monitoring.affection, their children's learning value and self-regulated learning abilities on middle-school boys's and girls' academic achievement (부모의 사교육비 및 감독.애정, 자녀의 학습가치와 자기조절학습능력이 학업성취도에 미치는 영향: 중학생의 성별 비교를 중심으로)

  • This study aimed to explore the effects of private tutoring expenses, parents' monitoring affection, their children's learning value and self-regulated learning abilities on middle-school boys' and girls' English Math academic achievement. The subjects were the 3rd middle-school 1,123 students taking the private tutoring of English and Math who participated in the Korea Child Youth Panel Surveys(KCYPS). The data were analyzed with descriptive statistics, correlations and hierarchical regressions. The main results of this study were as follows. Firstly, regardless of middle-school students' sex, as monthly average private tutoring expenses were more, the levels of parents' monitoring, and their children's learning value self-regulated learning abilities were higher, so middle-school students' academic achievement was higher. Secondly, regardless of middle-school students' sex, their self-regulated learning abilities were the highest predictors of English Math achievement. Also, their learning value and parents' monitoring influenced middle-school boys' English Math achievement in order. On the other hand, monthly average private tutoring expenses influenced middle-school girls' English Math achievement. Furthermore there were no moderating effects of parents' monitoring affection, their children's learning value and self-regulated learning abilities between monthly average private tutoring expenses and middle-school boys' and girls' English Math achievement. Finally, based on the results, the importance of parents and Home Economics was suggested in attaining middle-school students' higher academic achievement. Especially, Home Economics can play an important role of enhancing middle-school students' self-regulated learning abilities and learning value necessary for middle-school students' higher academic achievement.

The Effects of School Characteristics on Private Education Expenditure (사교육비 지출에 영향을 주는 학교 특성의 분석)

  • Using Korea Education Longitudinal Study and administrative school data, this paper analyzes school characteristics that influence the demand for private education. Among other findings, it should be noted that private education expenditure tends to be decreased when student evaluation of teacher effectiveness is high, the average education level of teachers is high, and individualized education is offered through subject-based classroom. These results suggest that the demand for private education could be dropped by a better quality and high effort of teachers, which would be attained through an improved education system for teaching profession and student-oriented teacher evaluation. In addition, ability grouping within school via subject-based classrooms with different levels appears to be helpful to overcome uniformity of school equalization system without inducing an increasing demand for private education.
