  • Lately, trend is change to concept that management traffic of ship is magnified gradually to near shore waters from harbor. Therefore, introducing the AtoN AIS technology that install AIS in the ground station, lighthouse, bouy, sea facilities etc.. that is support equipment for safety sailing of ship and safety security of harbor and ship administration. The operation and maintenance of AtoN AIS are required to efficient method. With this actuality, sea advanced nation They has been apply for developing AtoN AIS equipment that is connected equipment of technology standard in IALA. Because of it is expected to depend equipment in income, that is required to domestic technology of the AtoN AIS. This paper is targeted to development that is suitable automation AtoN AIS equipment in environmental peculiarity for construnstrunstrAtoN operating administration center. It has been realization the interface module for control and monitoring system and the communications protocol for information interchange.

  • In line with the increased usability of utility pipe conduits in urban areas, construction and R&D activities of utility tunnel, incorporated with the shield TBM method, are actively under way. The utility tunnels are installed through underground excavation, and thus are relatively weak in terms of construction safety. However, hazards associated with the utility tunnel construction have not been properly identified, despite the introduction of a policy to the 'Design for Safety' for the purpose of reducing accident rates in the construction industry. Therefore, in this study, following the derivation of hazards associated with utility tunnel, these hazards were then used as the basis to uncover key safety hazards requiring extensive management in a field, which were then used to conduct a risk assessment having applied the matrix method so that the results can be utilized in risk assessment during the stages of utility tunnel planning, design, and construction, while also serving as a data reference.

  • Buildings that have been long neglected can suffer severe durability reduction due to factors such as rebar rust and concrete quality deterioration resulting from exposure to outside air. Furthermore, the issues associated with these suspended buildings, including safety accidents, social crimes, and environmental pollution, are becoming increasingly serious. This study investigates the current status of these buildings in the Jeju area, identifies the problems, and examines the durability of the structure in a specific location to assess the possibility of future use. Aesthetic surveys(visual and slope inspections) as well as non-destructive tests(compressive strength tests, neutralization tests, and rebar detection tests) were conducted to assess durability. The analysis revealed that the structure maintained satisfactory durability and the building's condition was good in comparison to the years of neglect.

  • Food allergies are common and accidents occur annually. However, many people lack knowledge of the severity of allergies and food ingredients. Allergy-related applications currently on the market have problems such as providing information by relying only on certain certified products, food ingredients, and barcodes. This design plans a customized service application for food allergy patients. In this application, after extracting the text of the image using OCR technology, the food ingredients were read and displayed in large letters. In addition, if the user selects an ingredient that cannot be consumed through filtering technology, the restricted food is quickly and conveniently shown when searching for food ingredients. Finally, when scanning a barcode or searching for a product, food ingredient information is provided through barcode scanning and search engine technology that provides ingredient information of the product. Therefore, the purpose of this paper is to design an app in which users with food allergies can easily check food ingredients and avoid allergic reactions using databases and various information search methods.

  • Since the end treatments of guardrails installed on domestic roads have the shapes which can easily penetrate and turnover a vehicle, the occupant can be subjected to severe injury when a vehicle impacts the end treatments. In this study, the criteria of performance evaluation for end treatments are suggested which are suitable to domestic road circumstances. Based on the investigation for the installation and studies instances of end treatments, the mechanism of end treatments is examined and the new end treatment suitable to domestic road circumstances is suggested. The suggested end treatment was verified by computer simulation using d LS-DYNA programs and satisfied the suggested performance evaluation criteria for end treatments. And the developed end treatment was verified by full-scale vehicle crash test and satisfied the following three primary appraisal factors of the suggested performance evaluation criteria for end treatments; occupant risk criteria, structural adequacy, and after-collision vehicle trajectory. This study is the first to develop end treatments considering the occupant safety in Korea. Therefore, If the developed end treatments is installed on roads and highways, it can be expected that it will reduce the grave situation of end treatment accidents and increase the safety of roads.

Safety Oimate Practice and its Affecting Variables in the Chemical Process Industry (화학공정산업에서 안전문화 이행과 영향 변수)

  • The major purpose of this paper to identify safety climate practices, and to find the affecting variables that influence to the difference in the level of safety climate between plants and employees. And this paper attempted to find the interventions for improving safety climate in the chemical plants. The questionnaires were developed from literature review, especially made by HSE(Health and Safety Executive) in the UK and distributed to managers and workers. The frequency analysis was applied for identifying the level of safety climate. The affecting variables(plant size, accident occurrence, accident experience, injury experience and severity, and length of employment) are tested through analysis of variance(ANOVA). The results of frequency analysis showed that both managers and workers recorded generally high level of safety climate, and the major underlying problems are inadequate H&S procedures/rules, pressure for production, and rule breaking. According to the outcomes of ANOVA, the variable 'length of employment' is the only variable which makes the level of safety climate different. From the survey of safety climate practice, this study finds the level of safety climate and three major underlying problems in safety climate factors of the responded plants, and presents two interventions for improving safety performance. Despite of these outcomes, the applied factors are remained questionable for reflecting as the best ones for identifying safety climate in the chemical industry. In addition, the bias caused by self-report exist in the reliability of the response, and the equivalent size of respondents.

  • Recent accidents caused by toxic chemicals and the social problems caused by frequent. As of 2010, there are more than 100,000 types of deadly toxic chemicals being distributed throughout Korea, and severely intoxicated patients along with an enormous number of patients can be induced at the time of an accident involving deadly toxic chemicals. Internationally, the seriousness of large-scale disasters due to a NBC disaster (nuclear, biologic and chemical disaster) is being highlighted as well. So, we obtain the information of the RFID tag attached to a glass bottle with containing the toxic chemical to transfer the data to the smart device has been studied a system that can monitor the status of the toxic chemical in real time. The proposed system is the information was sent to the main system using a zigbee communication by recognizing the tag vial containing the toxic chemical with the 13.56MHz bandwidths good permeability. User may check the information in real time by utilizing the smart device. However, the error of the system for managing the toxic chemical generates a result that can not be predicted. Failure of the system was detecting the error by using a comparator as this can cause an error. And the detected error proposed a duplex system so that they do not affect the overall system.

A Study on Software Implementation for Validation of Electronic Navigational Chart Regarding Standard Check for S-10X Data (S-10X 데이터 표준 검사를 위한 전자해도 검증 소프트웨어 구현에 관한 연구)

  • With recent technological advances in the shipbuilding industry, vessels have been improved in size and performance. As a result, an accident such as grounding, caused by a single ship-to-ship collision, could lead to a large-scale maritime disaster. Considering the seriousness of the situation, the international community has been consistently updating the standards for Electronic Navigational Chart(ENC) to improve the maritime safety. S-57, the existing ENC standard governed by the International Hydrographic Organization(IHO), includes standards for generating conventional binary-type ENC data sets. The S-57 standard, however, has not been updated since the release of Version 3.1 in December 2000. Since then, the standard has failed to reflect technological development regarding maritime spacial information, which has been consistently improving. In an effort to address this concern, the IHO designated S-100, i.e., the next-generation ENC production standard. S-100 differs from S-57 in data exchange type. Contrary to the conventional ENC standards, which use binary-type data, S-10X, based on the next-generation ENC standards, uses ENC data composed of Feature Catalogue, Portrayal Catalogue, and GML. Considering this fact, it is necessary to update S-58, the ENC validation check standard, or designate a new standard for ENC validation checks. This study is developed own software to implement validation checks for new types of data, and identified improvement points based on the test results.

  • '공포의 값비싼 대가(The High Cost of Fear)'는 공개된 자료 중 동료 평가를 마친 최신의 자료와 간단한 계산 방법을 통해 한국의 탈원전 정책이 가져올 경제적, 환경적 영향을 분석한 보고서이다. 우리는 탈원전 정책이 다음과 같은 영향을 미칠 것으로 예측한다. ${\cdot}$천연가스 구매에만 최소 매년 100억 달러의 비용이 들 것이다. 이는 한국 평균임금인 연소득 29,125달러를 받는 일자리 343,000개에 해당하는 금액이다. ${\cdot}$비용의 대부분은 연료 수입에 사용될 것이며, 한국의 무역 수지가 악화될 것이다. ${\cdot}$한국의 부족한 재생에너지 자원을 고려할 때, 상당한 양의 화석 연료를 추가로 사용하게 될 것이다. ${\cdot}$LNG 발전소가 석탄 발전소를 대체하지 못하고 원자력발전소를 대체하면서 대기 오염으로 인한 조기 사망자 수가 증가할 것이다. ${\cdot}$한국의 전도유망한 원전 수출 산업이 아예 붕괴되거나 큰 타격을 입을 것이다. ${\cdot}$평균적 미국 자동차의 연간 주행거리를 기준으로 150만대에서 270만대의 미국 자동차가 배출하는 배기가스의 양만큼 연간 탄소 배출이 증가할 것이고, 한국은 파리기후협정에서 약속한 탄소 배출 감축 목표를 달성할 수 없게 된다. 본 보고서는 현재 계획된 탈원전 정책의 역사적 사회적 배경을 분석하여 다음과 같은 결론을 도출하였다. ${\cdot}$'그린피스(Greenpeace)', '지구의 친구들(Friends for the Earth)' 등 막대한 자금 지원을 받는 해외 환경단체들은 탈원전 거짓 정보의 근원이며, 이들은 저렴하고 풍부한 에너지라는 개념을 반대한다. ${\cdot}$후쿠시마 원전 사고와 그 여파의 주된 원인은 일본 원자력산업계의 오만과 원자력에 대한 과장된 집단 공포이다. ${\cdot}$반핵 진영의 논리에는 산업계와 정부에 대한 불신과 원자력, 방사선에 대한 몰이해가 반영되어 있다. ${\cdot}$반핵 진영은 후쿠시마 사고를 2014년 한수원 납품 비리 사태의 심각성을 과장하는 데 사용하고 있다. 2014년의 비리 사태는 한국 원자력 규제기관의 독립성을 증명했으며, 2016년의 경주 지진은 2011년 후쿠시마에서 쓰나미와 노심 용융을 초래한 동일본 대지진의 1/350,000의 크기밖에 되지 않는다. 본 보고서는 한국과 타국가의 반핵 운동이 주는 교훈을 다음과 같이 정리하였다. ${\cdot}$어떠한 국가도 에너지 자원 최빈국인 프랑스나 한국 같은 국가조차도 탈원전 '전쟁'에서 자유롭지 않으며, 이는 전 세계적으로 원자력산업이 쇠퇴하는 원인이다. ${\cdot}$원자력산업계, 정부, IAEA 등은 한국과 세계 여러 국가에서- 문화적, 제도적, 재정적 원인으로 원자력산업의 보호와 확대라는 목표를 달성할 수 없다. ${\cdot}$원자력산업을 구하기 위해서는 새로운 비전과 새로운 제도, 그리고 새로운 리더십이 필요하다. ${\cdot}$원자력의 근원적이고 혁신적인 비전 원자력 인본주의(atomic humanism)에 대한 재조명이 필요하다. ${\cdot}$원자력을 지키고 대중과 소통하기 위해 과학 연구단체, 대학교, 사단법인, NGO 등의 새로운 기관들을 후원해야 한다. ${\cdot}$공포를 조장하는 반원전 세력에 맞서 공포를 극복해야 하고, 대중의 공포를 극복해왔던 다른 기술들의 사례에서 교훈을 얻어야 한다.

Location Classification and Its Utilization for Illegal Parking Enforcement: Focusing on the Case of Gyeonggi (불법주정차 단속을 위한 지역(장소) 분류 및 활용 방안: 경기도를 중심으로)

  • Due to economic development and increasing gross national income, the number of automobiles continues to rise, leading to a serious issue of illegal parking due to limited road conditions and insufficient parking facilities. Illegal parking causes significant inconvenience and displeasure to people and can even result in accidents and loss of lives. The severity of accidents and their consequences, related to the growing number of vehicles and illegal parking, is escalating, particularly in the metropolitan areas. Consequently, efforts are being made to address this problem as a cause of social issues and come up with measures to reduce illegal parking. In particular, half of the public complaints in the metropolitan area are related to illegal parking, and the highest physical and human damage occurs in Gyeonggi. Thus, this study aims to use machine learning techniques based on data related to illegal parking in Suwon city, Gyeonggi, to categorize regional characteristics and propose effective measures to crack down on illegal parking. Additionally, practical, social, policy, and legal measures to decrease illegal parking in the metropolitan area are suggested. This study has academic significance in that it solved the problem of illegal parking, which is mentioned as one of the social problems that cause traffic congestion, by classifying regional characteristics using K-prototype, a machine learning algorithm. Furthermore, the results of this study contribute to practical and social aspects by providing measures to decrease illegal parking in the metropolitan area.
