Traffic Accident Damage Severity of Old Age Drivers by Multilevel Analysis Model (다수준분석모형을 이용한 고령운전자 교통사고 피해 심각성 분석)

  • This study analyzes traffic accident severity of old age drivers in fourteen cities and counties of Jeonbuk Province. It is assumed that traffic accident effecting factors have two staged structure by personal and driving environment and urban characteristics. Multilevel Analysis Model is used under the assumption of hierarchical characteristics to analyze factors effecting severity. As the driver's age increases after sixty-five years old, accident damages become severe. The drunk driving is likely to make traffic accident damage more severer. The number of fatal accident by old age drivers is about three time more than by no old age drivers. Old age drivers have higher number of night traffic accidents but severer ones in daytime. Old age drivers show the higher number of traffic accidents but severer ones in fine weather. Wet road surface also influences damage severity and especially old age drivers show higher serious damage and fatal than no old drivers.

  • The Hebei Spirit oil spill incident occurred in December 7, 2007 and caused approximately $12,547k{\ell}$ of crude oil spillage along 370km off the west coast of Korea. Due to the astronomical and irrecoverable damage to the marine ecosystems and the overall living standards of the residents, the oil spill incident has been notoriously named as the "worst oil spill incident" occurred in Korea. Nevertheless, though almost a decade has passed since the tragic incident in Korea, it appears that compensation and recovery efforts seem not close to satisfaction and the local residents are still struggling with various negative impacts incurred by the incident because of critical cleavage among the interests of the relevant parties to the incident. In this paper, the analysis of Hebei Spirit oil spill incident regarding two aspects was carried out; First, meticulously analyze the practical and statistical data of the incident to precisely examine the fundamental causes for its occurrence to further prevent the reoccurrence of such disastrous incident; and the second, comprehensively inspect reasons for the protracted and inefficient damage recovery and victim-oriented compensation. To be specific, this study observed the levels of compensation against damages from the incident, and the adequacy of it in terms of ultimately and inclusively addressing financial, social and ecological aspects based primarily upon the legal verdicts, and statistical and empirical surveys.

LPG충전소의 BLEVE현상에 따른 피해 분석

  • 도심지내에 위치한 부천 LPG충전소 사고 조사를 통하여 가장 피해효과가 큰 탱크로리 폭발에 따른 결과를 분석하였다. 분석범위는 BLEVE 현상에 의한 방출열과 과압이 충전소 주변에 위치한 구조물이나 인체에 미치는 영향을 대상으로 실제 현장조사를 통하여 수집된 피해결과와 이론적인 모델(PHAST-Process Hazad Analysis Software Tools) 분석 결과를 비교하였다. 부천 LPG 충전소 폭발 사고의 피해효과는 방출열의 경우 두 가지 모두 큰 차이를 보이지 않았으나 과압의 경우, 실제 피해는 이론적 모델 분석결과의 약 15%정도에 해당하는 축소된 거리에서 나타났다. 또한 충전소 인근에 위치한 구조물에 대한 피해효과는 부분적으로 과압에 의한 균열 및 붕괴 현상보다는 열 효과에 의한 콘크리트 강도 저하와 성상변화가 크게 나타났다.

Survey and Analysis of Impact of Hebei Spirit Oil Pollution Incident on Surrounding Environment (허베이스피리트호 유류오염사고가 주변환경에 미치는 영향조사 및 분석)

  • According to the Hebei Spirit incident, 12,547kl of crude oil was spilled into the sea and a total of approximately 40,000 households was damaged. Also, eleven cities and counties including "Taean" were designated as a Special Disaster District by government. Large oil pollution incidents cause severe impact on the change of the surrounding environment as well as destruction of the natural environment of damaged areas. This study analyzes the impacts on the surrounding environment of damaged areas caused by Hebei Spirit oil pollution incident, focusing on the largest damaged county called Taean. Survey was performed with items which are changes in population and local economy, effects on public health, social conflicts and etc. The result of analysis can be used as an important factor to forecast the impact on a damaged area in case of future oil pollution incidents and to establish effective policy of government.

  • Expresway traffic accident is fatal accident by high speed, especially human injury is a great social issue. This paper aims to identify characteristic differences of highway accidents that involve human injuries or not. To analysis the elements that affect the two types of accidents used the logistic regression model. The analysis showed that human injury accident rate is increased in case of straight road, flat, or cut-slope areas, barriers, male driver, and older driver. These results provide the ground for actions to counter the problems. By discovering factors for accidents leading to fatality, this study can provide important implications for authorities that establish highway safety measures and policies in preventing human injuries or deaths from car accidents.

  • 복잡한 현대 문명 생활을 영위하는 가운데 각종 위험물질이 날마다 생산되어 운반되어지고 있다. 이러한 위험물질이 운반되는 과정에서 위험물사고발생은 불가피하다. 위험물사고는 발생확률은 낮지만 일단 사고발생시 인명, 환경, 재산피해가 심각하기 때문에 가능한 한 피해를 최소화하기 위한 대책이 필요하다. 본 연구에서는 공로수송에 있어 위험물질운송에 따른 경로별 위험도 분석을 위한 모형을 개발하고, 본 모형에 기초하여 계산된 링크별 위험도를 낮추기 위한 대책을 제시하였다. 각 링크별 위험도를 계산하기 위해서는 링크별 교통량, 사고 데이타 및 위험물질별 사고시 피해영향규모 등을 결정해야 하는 바, 이러한 작업은 사실상 수작업으로 불가능하다. 이를 자동적으로 수행하는 방안으로 지리정보시스템을 활용하였다 또한, 여러 가지 위험물질별 위험도 분석에서 위험물사고 저감대책, 위험물사고시 피해최소화 대책 등 일련의 작업을 하나의 시스템에서 이루어지도록 하는 의사결정지원시스템 형태의 위험물수송관리시스템으로 개발하였다. 최종적으로는 위험물질 중 대부분을 차지하는 석유.화학물질을 가장 많이 다루는 지역인 울산지역을 시범지역으로 선정하여 본 연구에서 제시한 모형을 적용해 보았다.

  • Consequence analysis using an ALOHA program is conducted to calculate the accidental impact ranges in the cases of hydrogen leakage, explosion, and jet fire in a hydrogen fueled combined cycle power plant. To evaluate the effect of weather conditions and topographic features on the damage range, ALOHA is executed for the power plants located in the inland and coastal regions. The damage range of hydrogen leaked in coastal areas is wider than that of inland areas in all risk factors. The obtained results are expected to be used when designing safety system and establishing safety plans.

  • To achieve the safety management of an industry by using practical consequence analysis, parameters affecting damage area and financial loss by gas release accident were analyzed at pressure vessels containing flammable gas. As a result, the total financial loss cost was largely effected by the business interruption cost, and it was considered for equipment type and materials, process properties, and circumstances. Also, the consequences of the financial loss must be practically used more than the consequences of the damage area in industry.

  • In the study of traffic safety, the analysis on factors affecting crash severity and the understanding about their relationship is important to be planning and execute to improve safety of road and traffic facilities. The purpose of this study is to develop a hierarchical binomial logistic model to identify the significant factors affecting fatal injuries and vehicle damages of traffic crashes on freeway. Two models on death and total vehicle damage are developed. The hierarchical structure of response variable is composed of two level, crash-occupant and crash-vehicle. As a result, we have gotten the crash-level random effect from these hierarchical structure as well as the fixed effect of covariates, namely odds ratio. The crash on the main line and in-out section have greater damage than other facilities. Injuries and vehicle damages are severe in case of traffic violations, centerline invasion and speeding. Also, collision crash and fire occurrence is more severe damaged than other crash types. The surrounding environment of surface conditions by climate and visibility conditions by day and night is a significant factor on crash occurrence. On the orher hand, the geometric condition of road isn't.
