A Study on the Development of the Response Resource Model of Hazardous and Noxious Substances Based on the Risks of Marine Accidents in Korea (위험도에 기반한 HNS 방제자원 모델 개발에 관한 연구)

  • Reviewing the statistics of harbor shipment of hazardous and noxious substance and the past spill accidents of HNS enabled us to assess the potential risks of transportation of HNS through the major harbors in Korea. Ulsan, Yeosu, Daesan port are relatively evaluated high risk in fire, health and environment disaster. Through the analysis of domestic preparedness to HNS accidents, the supplement of expertise resource to respond the vulnerability of the explosion, the fire and the physiological hazard, is required. Based on this risk assessment and review of the advanced case of Japan in building up HNS response system, a resource model at a national level was proposed which differentiates the sea areas for the proper allocation of resources to respond effectively to HNS accidents in the future.

Analysis of the Effect of Traffic Safety Investment on Traffic Accident Reduction Using Panel Data (패널자료를 이용한 교통안전투자 종류별 사고감소 효과)

  • There are many investment budget drafts in the filed of a road traffic safety. The traffic safety budget is spitted into following three major areas: 1) traffic safety facility (Engineering), 2) traffic enforcement (Enforcement), and 3) traffic safety education & public relation (Education). The three area are known as so-called 3E policy. This study investigates the effect of the investment in the 3E policy on the reduction of traffic accidents analyzing the data annually collected from the 15 local governments during 1992 to 2007. The analysis employing the traffic accidents as the dependent variable reveals that the effect of the investment is higher if same amount of investment is made on areas of the traffic safety education and public relation than the area of facility improvement. The similar conclusions are resulted from the separate investigation of traffic accidents data by 6 different types. All the results consistently indicate that the current traffic safety investment being primarily made on traffic safety facility needs to shift to the areas of traffic safety education and public relation budget.

  • A variety of general purpose polymer products such as polyethylene (PE), polypropylene (PVC), polyvinyl chloride (PVC), polystyrene (PS) and polyurethane (PU) are widely produced and used in the industrial field. Many industrial accidents have occurred due to fire and explosion at the manufacturing site. In order to prevent such accidents, it is important to collect and analyze accident cases that occurred in the past to identify the characteristics of accidents and to use them to prevent the same kind of accidents or similar accidents. In this study, the accident distribution characteristics of general polymer manufacturing process were examined by using SPSS based on the database of the industrial accident statistics system operated by the Korea Occupational Safety and Health Agency. These results can be used to prevent accidents in the general-purpose polymer product process and ensure the safety of the process.

인공위성의 VTS 적용 연구 : 선박 탐지 및 분류

  • 해양공간의 효율적인 활용과 해상사고 예방을 위하여 해상교통 현황 파악이 필요하다. 이를 위해서는 해상에서 운항하는 선박에 대한 면밀한 모니터링이 선행 되어야한다. 때문에 본 연구에서는 선박자동식별장치(Automatic Identification System, AIS)와 선박패스(V-Pass)를 활용하는 기존 모니터링 방법에서 나아가, 위성 자료를 활용한 연안 선박감시 방법을 해상교통관제(Vessel Traffic Service, VTS) 센터에서 활용하기 위한 방안을 제안한다. 위성 자료는 광범위한 영역에 대하여 다양한 정보를 획득할 수 있는 장점을 지니므로, 부산항 연안에서 수집한 AIS 데이터와 함께 딥 러닝 기반 선박 탐지 및 분류 모델에 활용함으로써, 보다 개선된 모니터링을 기대할 수 있다. 이를 활용하여 미식별 선박들의 출현 위치를 분석하고 나아가 선박의 종류를 예측함으로써, 상세한 해상교통 현황 파악 및 예측을 기대할 수 있다. 향후에는 선박의 종류 뿐 아니라 각 선박의 해상활동을 분석함으로써, 보다 체계적이고 실용적인 해양공간활용 계획수립에 도움이 될 수 있도록 개선할 계획이다.

  • 해양수산부(장관 윤진숙)는 위험물의 분류기준을 국제기준과 동일하게 적용하고 위험물질 운송에 따른 안전성 제고를 위해 "위험물 선박운송 기준"을 개정하여 시행한다고 밝혔다. 개정된 기준은 국제적으로 적용되는 "국제해상위험물규칙"(IMDG Code)의 최근 개정내용을 반영하고, 위험물 및 화물구역의 종류별 방화장치 요건을 강화하여 위험화물로 인한 선박의 화재 및 폭발 사고가 감소될 것으로 기대된다. 특히, 위험물 운송 용기를 용기의 종류, 재료 및 형태별로 구분하고 외관, 구조 및 성능검사로 세분하여 위험물 용기 검사체계를 효율화함으로써 민원인의 편의를 도모하였으며, 또한, 국제기준에 따라 자동차를 일반선박이나 컨테이너에 수납하여 운반하는 경우 위험물로 분류되어 위험물수납 검사대상이 된다. 본 고에서는 "위험물 선박운송 기준" 일부 개정(안)에 대해 살펴보도록 한다.

  • 최근들어 경제활동의 증가로 대부분의 성인들은 몇 장의 신용카드를 소지하고 있을 것이다. 이에 따른 신용카드의 도난 분실 사고는 카드사의 문제가 되고있다. 기존의 탐지 시스템은 도난신고 등의 일반적인 탐지와 갑작스런 사용 액수의 증가를 탐지하여 도난 분실 카드를 판별하였다. 이것은 소액의 부정거래탐지가 어렵다는 단점이 있다. 본 논문에서 제시하는 탐지 시스템은 outlier 기법을 사용하여 training set을 만들고 시간가중치와 거리기반 도표를 이용하여 도난 분실 카드를 탐지한다. 금액, 시간 도표에서 거래요구시간의 차를 계산하여 가중치를 주고 장소, 소비종류 도표에서는 training set에서 얻은 자료인 저녁 8시를 기준으로 소비종류의 배열을 바꾼다. 제안된 시스템은 소액의 부정거래 탐지에도 우수하고 이전의 시스템보다 정확함을 장점으로 한다.

Study on the Ship Fire Analysis According to Explosion Hazard (폭발의 위험성에 의한 선박화재의 사고사례 분석)

  • This study analyzed recent cases of ship fires explosions and investigated their problems and coping plans. Through analysis on the statistical figures, it was found that our nation's situations of maritime accidents by kind during the period of 2009~2013 showed the ratios of ship accidents caused by fires explosions was the highest in 2012 with 7.58% (55 cases) followed by year 2009 with 3.39% (34 cases), year 2010 with 3.39% (25 cases), year 2011 with 6.03% (57 cases) and year 2013 with 6.74% (43 cases), which indicates a steady increase in the number of ship accidents. Majority of reasons for ship fires explosions were lack of safety awareness. Since those accidents happen on the sea, fires, once they happen, tend to get serious due to absence of on board & nearby fire extinguishing facilities, public fire service's uneasy access to them and great influences of natural factors such as wind and etc. Ship fires explosions are special cases unlike what happens to general edifices. So, their coping plans should focus on preventive measures since the damages those cases bring about can be detrimental. For this reason, it's necessary to research precise evacuation plans, develop ship structure & materials reinforcing fire resistance to secure more time for evacuation and enhance people's safety awareness by implementing thorough safety training.

Development of Risk Assesment Index for Construction Safety Using Statistical Data (통계자료를 활용한 건설안전 위험도 평가지수 개발)

  • In 2017, the ratio of the number of victims and deaths in the construction industry was the highest with 25.2% and 29.6%, respectively. Especially, as safety accidents at construction sites continue to increase, the economic loss is greatly increased too. Therefore, in order to prevent safety accidents in the construction work, the safety risk assessment index by type of construction was developed, and the main results of this study are as follows. First, 17 factors related to safety accidents at construction sites were derived through survey and interview survey, and this study suggested 9 items(process, type of construction, progress rate, contract amount, number of floors, safety education, working days and weather) throughout the expert advisory meeting. Second, the risk assessment index for safety accidents was developed based on the ratio and intensity of safety accidents. Third, to verify the risk assessment model, the construction safety risk assessment index by type of construction was derived by surveying and analyzing the statistics of the construction accident. In addition, the risk strength was calculated by dividing human damage caused by construction safety accidents into those killed and injured. The risk assessment index based on the frequency and intensity of safety accidents by type of construction is expected to be utilized as basic data when assessing the risk of similar projects in the future.

A Study on Characteristics Analysis of Swell Wave Accidents and the Establishment of Countermeasures in the East Coast (동해안 너울 사고 특성 분석 및 대응방안 수립)

  • In this study, we collected cases of accidents caused by swell in the east coast of Korea from 2013 to 2017. The location of the accident, the season, the type of coast and the type of damage were classified and the correlation between the accident and the wave data was analyzed by collecting the observation data of the nearby area at the time of the accident. Also, based on the results of the coastal disaster vulnerability assessment of Korea Hydrographic and Oceanographic Agency, the vulnerability grades of swell accidents area were evaluated. In swell accident area, the average grade of the wave exposure index was 4.91, the wave sensitivity index was 3.87, and the wave impact index was 4.90. As a result, most of the swell accidents occurred in the 5 grade (very vulnerable level) of the wave impact index, and the area of the east coast (78.7%) of the same 5 grade was classified into five types according to the wave sensitivity index result. Finally, a countermeasures was taken for characteristics of each type.

  • 기존의 이진논리는 애매모호한 인간의 지식을 표현하는데 많은 여러움이 있었다. 컴퓨터의 사고를 보다 인간에 가깝게 하기 위해 0과 1의 이진논리가 아닌, 0과1 사이의 실수로 애매모호함을 표현하는 Zadeh의 퍼지집합이론이 제안되었다. 이를 기초로 하여, 실제로 여러 종류의 퍼지 연산들을 수행하는 퍼지프로세서들이 개발되었으며, 퍼지 컴퓨터를 실현시키기 위한 연구가 활발히 진행되고 있다. 본고에서는 퍼지논리에 기초하여 퍼지정보처리(Fuzzy Information Processing)을 수행하는 대표적인 하드웨어 시스템인 퍼지 컴퓨터와 퍼지 컨트롤러 (fuzzy controller)에 대해 알아보고 다단계 퍼지 추론을 수행하는 퍼지 메모리 모듈(fuzzy memory module)의 기본인 퍼지 플립플롭에 대해 알아보고자 한다.
