Examining the Association of Poverty Status Transition with the Causal Relationship between Drinking Problem and Depression (음주문제와 우울 간의 인과관계와 빈곤상태 변화의 연관성 분석)

  • The present study aimed to analyze possible causal relationship between drinking problem and depression. In addition, The study examined if poverty status transition is associated with the causal relationship between drinking problem and depression. The study sample consisted of 3,976 adults who have participated in both the first and the second wave survey of the Korea Welfare Panel Study. The causality between drinking problem and depression was analyzed using Latent Difference Scores (LDS) model, which was established in McArdle & Hanagami (2001). Furthermore, it was examined if poverty status transition (represented by four subgroups: poverty-sustained group, poverty-escaping group, non-poverty-sustained group, poverty beginning group) would influence the causal relationship between drinking problem and depression. The major findings are as follows. The result of a LDS model analysis using the entire sample shows that depression at the first wave predicts significantly the change of drinking problem between the first wave and the second wave and also drinking problem at the first wave predicts significantly the change of depression between the first wave and the second wave, which can be interpreted as there is reciprocal causal relationship between depression and drinking problem. In poverty status transition subgroup analyses, the reciprocal causal relationship between depression and drinking problem is held in the poverty-sustained group while depression is a cause of drinking problem both in the poverty beginning group and in the non-poverty-sustained group. However, there is no significant causal relationship between depression and drinking problem in the poverty-escaping group. All these findings indicate that the direction of causality between depression and drinking problem can be varied according the poverty status change, which provides a comprehensive explanation to inconsistent research findings from previous cross-section studies of the relationship between depression and drinking problem.

The Effects of The Minimum Wage On Working Poor's Poverty-Exit Possibility (최저임금이 근로빈곤 탈출에 미치는 효과)

  • This paper explores whether or not a minimum wage increase can do much to alleviate working poor. For this purpose, I analyze transitions from working poor to working non-poor and to unemployment or non-economically active states, using KLIPS (Korea Labor and Income Panel Study). This study uses the multilevel multinomial logit model to control unobserved individual heterogenous characteristics. It finds that a minimum wage increase tends to cause a higher probability of transitions from working poor to working non-poor. It is also discovered that a minimum wage increase is not negatively related with the persistence of the working state. It is concluded that minimum wage increases are likely to be effective in improving the living standards of the 'working poor'.

  • The main purpose of this paper is to attempt an alternative measurement and analysis of poverty considering income as well as time in order to present an effective antipoverty policy. Based on Korea Welfare Panel Study (2005), the income poverty, time poverty, and double poverty of household in which householders were under 60 years were measured. Moreover this paper found that households experiencing the time poverty might be faced with additional income poverty because of the necessity to purchase care services in the market to compensate for the time. As a result of the analysis, income poverty rate is 9.5%, time poverty rate is 15.7%, and time-adjusted income poverty rate is 10.8%. And low-educated single parents with young children are more likely to experienced income as well as time poverty. Therefore, this paper proved that the 'welfare to work' policy without considering situations in household could be faced with the limit. Furthermore, this paper suggests that social welfare policy should aim at minimizing the tradeoffs among different works and activities, and then support to improve the quality of life.

  • In recent years, it seems that a considerable stratum of working poor as a new urban poverty among labor population within large cities has been generated, deepening socio-spatial conflicts. This paper is to bring focus on the working poor which can be seen as a newly emerged special problem intermingling labor and poverty. It first begins with a consideration of definitions on the working poor, then discusses on the internal relationship between labor and poverty problems by analyzing causes of the generation of the working poor and looking into actual conditions of working poor from both static and dynamic perspectives, and finally considers existing policies for supporting the working poor, suggesting some alternative policy tasks for resolving the problem of the working poor.

The Effects of the transfer Income on Poverty Decrease of Grandparents-grandchildren Households: Comparing Grandparents-grandchildren with Living Alone, Couple, and Living with Adulthood Children (조손가구 이전소득의 빈곤감소 효과: 조손가구, 독거노인가구, 노인부부가구, 자녀동거가구 비교)

  • The purpose of this study is to examine income composition elements, poverty rate, and the effects of the transfer income on poverty decrease comparing grandparents-grandchildren households with living alone, couple, and living with adulthood children. Data come from the first(2005) and the second(2007) Korean Retirement and Income Study(KReIS) and the effects of poverty decrease is examined through reconstruction of LIS income definition. The main findings are as follows. First, the total income of the grandparents-grandchildren in 2006 is the lowest and about one-fourth of the households living with adulthood children. Second, the labor income of all households are increasing but the only grandparents-grandchildren's labor income is decreasing. Third, three of ten in grandparents- grandchildren households are in poverty, the poorest households's type is the grandparents-grandchildren in 2006. Fourth, four of ten in grandparents-grandchildren is able to escape poverty after including private and public transfer income. Especially, the effects of the public transfer income in grandparents-grandchildren households is lower in 2006 than in 2004, thus the role of public income security is strongly needed. Existing research was that the poorest type among the elderly group was the living-alone households, but this results show that grandparents -grandchildren households are the poorest group. Thus, income security policy is highly needed for poor skipped-generation households.

Socioeconomic Characteristics of Poverty by Types of Household with Children: Comparing Male-headed, Female-headed, and Dual-parents Household (유자녀가구 유형별 빈곤의 사회경제적 특성연구: 남성한부모가구, 여성한부모가구, 양부모가구 비교분석)

  • The purpose of this study is to investigate the economic deprivation of male-headed or female-headed households. Household having children under the age of 18 are categorized into three types according to the gender of household head: male-headed household, female-headed household, and dual-parents household. The findings from data, for this study came from the Korean Labor Panel Study in 2003. The analysis shows that the household's age, education, residence types, etc are key explanatory variables in determining whether to be in poverty. While the public income transfer is most effective in reducing poverty in female-headed households, the private income source is relatively more useful among male-headed families. Since single-household families are particularly at risk, public policy makers should pay special attentions to developing and expanding welfare-to-work programs which provides work incentives to overcome relative poverty and community networks on child care.

A Study on the Characteristics of Poverty of North Korean Settlers: A Comparison with the South Korean Poor (장기 정착 새터민의 빈곤특성 연구: 남한 빈곤층과의 비교 고찰)

  • The purpose of this study was to analyze the phenomenon of poverty among North Korean settlers in Korea in terms of its magnitude, the severity, and its determinants by comparing it with the South Korean poor. The data used for this analysis were the second Korean Social Welfare panel data for the South Koreans and the third longitudinal study on North Korean settlers in the South. The average household income of the North Korean settlers reached about 70% of the South Korean counterparts. The percentage of the North Korean households that earn 200% of the poverty line was about the same as the South Koreans, which indicates the improvement of the economic status of the long-term settlers in the South. However, the North Korean settlers below 100% of the poverty line were twice as much , and those under 50% of the poverty line were 8 times more than their South Korean counterparts. Despite the improved economic status of the long-term North Korean settlers in the South, those who still live below the poverty line tend to remain in poverty, which is chronic and severe. The determinants of the North Korean settlers' poverty were identified as age, number of household members in employment, alcohol problem and health satisfaction level. Policy implications were discussed in conclusion.

Study on Poverty of the Middle Aged Men Living in Chokbang Area (쪽방거주 중고령 남성의 빈곤 사례연구)

  • This study examines the poverty progress and its factors which drove the lives of the middle-aged men in Chokbang area. The observed examples are the retired government officials and the self-employed who have been classified as the ones in the economically-middle class but currently as the welfare recipients. According to the results of in-depth interview and observation, the poverty of the observed has undergone the progress of trigger, worsening, breakup, desperation and stabilizing stages. The poverty factors found in this study could be categorized into two factors; circumstantial factors(bankruptcy after IMF, debt guarantee for relatives) and inner factors(the participants' behavior and characteristics). The circumstantial factors worked mainly in the trigger stage and the inner factors contributed to worsening economic crisis and facilitating the progress. According to the result, this study suggests not only individual-scale measures such as encouragement of familial bond or medical treatment of the alcoholism but also social measures including proper regulation of shark loan and opportunity supply to exit from poverty.

A Study on the Active Economic Activities by the Job Program to Overcome the Poverty of the Elderly in the Aged Society (고령사회 노인빈곤 극복의 일자리사업을 통한 적극적 경제활동 방안 고찰)

  • This study regards the need for jobs to overcome the poverty of the elderly in an aged society, and as well as researches ways to participate in active economic activities in old age. The results of the study are as follows. First, the legal system needs to be improved. In addition to institutional support for the expansion of jobs for the elderly, improvement of awareness of the elderly and reinforcement of infrastructure such as a delivery system are required, and a legal basis for this is needed. To this end, occupations targeting the elderly must be selected first, and legal procedures must be prepared by the government. Second, there must be social consideration and support for the elderly. Extension of the retirement age plays an important role in enhancing employment for the elderly. Along with the improvement of the legal system, social consideration is required. Therefore, since the elderly policy without social consensus is bound to fail, various support methods that can lead to social support must be devised. Third, the elderly must have a sense of poverty and willingness to rehabilitate themselves. Elderly people should not only ask for their children and social support. The elderly must be able to find a way to become the economic agent themselves. To do this, a basic awareness of the elderly poverty consciousness is needed, and a change of awareness to escape the poverty of the elderly is necessary. Therefore, the elderly need to be self-reliant, and they must choose jobs according to their own abilities. In conclusion, the elderly job program is a part of income increase that solves the poverty of the elderly in the aged society, and the elderly are required to actively participate in economic activities.

A comparison of rubber smallholder livelihoods in Cambodia and Laos (캄보디아와 라오스의 소규모 고무 자작농 생계에 관한 비교 연구)

  • 메콩 경제권(GMS)의 다양한 개발 현장 속에서 고무 나무로부터 채취하는 라텍스는 캄보디아, 라오스를 포함한 인도 차이나 반도 국가들 사이에서 주요 농업 활동으로 주목 받고 있다. 그러나 캄보디아와 라오스의 대형 플랜테이션은 여러 부정적인 결과들을 낳고 있다. 토지 점유, 계약 농업을 통한 착취 등으로 인해 역설적으로 농촌의 빈곤은 증가하고 있고 해외 투자자에 대한 재정적, 기술적 의존이 심화되고 환경 파괴가 일어나고 있다. 이러한 점들로 인해 소규모 자작농들에 주목할 필요가 있다. 고무 자작농은 고용을 창출하며 토지 점유를 방지한다. 본 연구는 캄보디아와 라오스의 소규모 고무 자작농들의 생계를 비교하며 고무 호황으로 어떠한 이득을 얻고 어떠한 형태로 생계를 개선할 수 있는지를 연구한다. 본 연구는 캄보디아의 Tboung Khmum 구역과 Somsanouk 마을의 사례 연구를 바탕으로 하였다. 실증적인 분석은 세 가지의 이론적 틀을 바탕으로 하였다. 미시-생계 연구, 글로벌 가치사슬 그리고 GMS에 대한 연구들이다. 실증 분석의 초점은 생계의 변화상과 결과(고용 창출과 빈곤 탈출)이다. 전체적으로 소규모 고무 자작농은 전망이 밝았으나 앞서 언급 된 문제점들로 인해 농촌 문제를 모두 해결할 수 있는 수단은 아니다. 중요한 유사성은 소규모 고무 자작농의 사회경제적 공헌이다. 연구 지역 두 곳에서 자작농들은 고무 농사는 생계를 개선하는 데에 좋은 수단이라고 답하였다. 그럼에도 불구하고 낮은 교육 수준은 그들의 생계 전략을 불안정하게 하고 있다. 양쪽 지역에서 응답자들은 다른 주민을 따라 고무 농사를 시작했다고 대답했으며 경제, 환경적인 위험에 대해 충분히 인지하고 있지 못하였다. 이와 관련한 다른 유사점으로 소규모 자작농들을 지원할 수 있는 정부의 개입이 없었다는 것이다. 자금 조달은 고무 농사의 심각한 애로 사항 중 하나였다. 명확한 차이점으로 Tboung Khmum의 자작농들은 중개 상인에게 계약 관계를 맺지 않고 라텍스를 판매했으며 Somsanouk의 경우에는 고무 가격이 국제 시장의 영향을 받음에도 가장 높은 가격을 제시하는 상인에게 농민 전체가 같이 판매를 하였다. 이러한 현상은 GMS 내에서 이루어지고 있는 근대적인 경제 현상 에 농촌 공동체들이 다양하게 연결 되고 있음을 재확인한다. 게다가 Somsanouk 마을에서는 사이짓기를 하는 경우가 없었다. 이는 투자자들이 생산량을 극대화하기 위해 자작농들에게 사이짓기를 장려하지 않았기 때문이다. Tboung Khmum 마을의 경우 고무와 더불어 고무 이전의 주요 작물이던 카사바를 같이 재배했다. 요약하면, 자작농에 의한 소규모 고무농업은 (비록 농촌의 모든 어려움을 해결할 수는 없지만) 토지점유 등 부정적 현상이 나타나는 대규모 플렌테이션에 비해 유의미한 일자리를 창출하는 등 미래를 위한 보다 나은 대안이 될 수 있다. 농촌 생활의 질을 개선하기 위해서는 7년 간의 고무 생육기간 동안 농가가 감수해야 하는 사회-경제적 불안정성을 해결하고 대안적 소득원을 마련할 필요가 있다
