The public assistance scheme plays more important role in income maintenance for poor elders than the public pension does due to insufficient coverage of the public pension resulted from late introduction of it in Korea. However, only limited numbers of poor elders are financially protected by the public assistance contrary to the general perception that the elderly population most benefits from public aids. Based on data set of 2000 from the Korean Labor and Income Panel Study, this study analysed the size, composition and characteristics of poor elders excluded from the public assistance, and determinants of the elderly's participation in it. Findings of the study can be summarized as follows: (1) More than half of poor elders are excluded from the public assistance although their economic status is similar with that of recipients, which may cause income reversal between recipients and non-recipients. (2) It was identified that non-recipient poor elders especially those with same income level of recipients of the National Livelihood Guarantees(NLG) are actually in desperate need of public aids considering their serious financial conditions. (3) Participation in public assistance among the elderly is more affected by socio-demographic factors that reflect family conditions than by economic factors, which is mostly caused by the strict eligibility criteria of the public assistance that reinforces family duty of financial support for elderly relatives in Korea. Policy implications for more effective income security for poor elders include revising inappropriate eligibility criteria of the NLG concerning family obligations, expanding the coverage of the old age allowance for poor elders to near-poor elders, and providing work opportunities to non-recipient poor elders to supplement their income deficit.
The purpose of this study is to identify the convergence factors affecting the unmet health needs of the indigent elderly. The data the study is the Korean medical panel of 2011 and the parameters belonging to each factors were selected based on the Anderson model. We analyzed the general characteristics using frequency analysis and the correlations between variables using cross analysis. Finally, logistic regression analysis was conducted to examine the factors affecting unmet health needs. The indigent elderly with no education and elementary school graduates were 1.5 times more likely to experience unmet health needs than the poverty elderly with high school graduates. The indigent elderly who does not work for income, who were employers and self-employeds were 1.5 times more likely to experience unmet health care need than unpaid family workers. The indigent elderly with disabilities in activites of daily living were 2.9 time more likely to experience unmet health care needs than the indigent elderly with no disability in activites of daily living. The results of this study confirm that the increase in the economic burden of medical care for the indigent elderly can lead to the unmet health needs.
Because of low amounts of pension benefit, the Basic Pension of Korea has played a very limited role in reducing the high poverty rates of the elderly. Based on an empirical analysis of the poverty alleviation effect of alternative pension amounts, this paper shows that although the higher basic pension amounts help to reduce the absolute poverty rate of the elderly, it cannot significantly reduce the relative poverty rates. Authors contends that the main objective of the basic pension should be targeted to combat the absolute poverty level. This paper also argues that in order to reduce the relative poverty level of the elderly, the benefit level of National Pension should also be increased.
This paper examines the impact of the Basic Pension scheme in terms of poverty reduction and income distribution among elderly households by focusing on the differences in the household type. It compares the data before (2013) and after (2016, 2019) the introduction of Basic Pension by using Household Income and Expenditure Survey data. Empirical analyses indicate that, first, the overall income and the public income transfer of the elderly households increased during the period compared. Second, the poverty rate was considerably higher for the elderly living alone than for other household types. The government policy led to poverty-reduction for all types of elderly households, wherein the effect was most profound in the case of elderly living with spouse. Third, income distribution improved for all types of elderly households, though maximum margin was observed in the case of the elderly living alone. Fourth, according to the multivariate logit regression, the Basic Pension had a positive impact on reducing the risk of poverty (defined as below 40% of median income) among the elderly households.
The purpose of this study is to examine income composition elements, poverty rate, and the effects of the transfer income on poverty decrease comparing grandparents-grandchildren households with living alone, couple, and living with adulthood children. Data come from the first(2005) and the second(2007) Korean Retirement and Income Study(KReIS) and the effects of poverty decrease is examined through reconstruction of LIS income definition. The main findings are as follows. First, the total income of the grandparents-grandchildren in 2006 is the lowest and about one-fourth of the households living with adulthood children. Second, the labor income of all households are increasing but the only grandparents-grandchildren's labor income is decreasing. Third, three of ten in grandparents- grandchildren households are in poverty, the poorest households's type is the grandparents-grandchildren in 2006. Fourth, four of ten in grandparents-grandchildren is able to escape poverty after including private and public transfer income. Especially, the effects of the public transfer income in grandparents-grandchildren households is lower in 2006 than in 2004, thus the role of public income security is strongly needed. Existing research was that the poorest type among the elderly group was the living-alone households, but this results show that grandparents -grandchildren households are the poorest group. Thus, income security policy is highly needed for poor skipped-generation households.
This study regards the need for jobs to overcome the poverty of the elderly in an aged society, and as well as researches ways to participate in active economic activities in old age. The results of the study are as follows. First, the legal system needs to be improved. In addition to institutional support for the expansion of jobs for the elderly, improvement of awareness of the elderly and reinforcement of infrastructure such as a delivery system are required, and a legal basis for this is needed. To this end, occupations targeting the elderly must be selected first, and legal procedures must be prepared by the government. Second, there must be social consideration and support for the elderly. Extension of the retirement age plays an important role in enhancing employment for the elderly. Along with the improvement of the legal system, social consideration is required. Therefore, since the elderly policy without social consensus is bound to fail, various support methods that can lead to social support must be devised. Third, the elderly must have a sense of poverty and willingness to rehabilitate themselves. Elderly people should not only ask for their children and social support. The elderly must be able to find a way to become the economic agent themselves. To do this, a basic awareness of the elderly poverty consciousness is needed, and a change of awareness to escape the poverty of the elderly is necessary. Therefore, the elderly need to be self-reliant, and they must choose jobs according to their own abilities. In conclusion, the elderly job program is a part of income increase that solves the poverty of the elderly in the aged society, and the elderly are required to actively participate in economic activities.
The purpose of this study is to examine the trajectories of multi-dimensional poverty in the process of transitioning from middle age to old age, and to identify the factors that influence them. Using the Korea Welfare Panel Data(2006 ~ 2018), we examined the trajectory of changes in multi-dimensional poverty for 13 years by prospective elderly and middle aged group aged 55 or older in 2006 through the potential growth model. Multidimensional poverty is divided into seven dimensions in four areas: economy (income, employment), environment (residential), health, social culture (leisure, family relations, and social relations). The results showed that the level of multi-dimensional poverty decreased with time, and the overall poverty level was higher than that of the pre-old and the average. As a result of analyzing the condition model with the independent variable, the variables affecting poverty change were found in the order of spouse free and educational level for the elderly and gender and education level for the elderly. In other words, multi-dimensional poverty is gradually improving, but the rate of change and the variables that affect each age group are different.

This study aimed to address the effect of poverty on depression and self-rated health in older adults living alone in Korea. In addition, this study identified the mediating effect of social participation on the poverty-depression and poverty-self-rated health relationships. The researcher conducted a secondary data analysis using the 6th wave of the Korean Longitudinal Study on Aging. The final sample was 1,093 older adults living alone. Using structural equation modeling, standardized coefficients of each path were analyzed. Then, the statistical significance of the mediating effect of social participation was addressed via analyzing direct, indirect, and total effects. Results show that older adults under poverty were more depressed and had a lower level of self-rated health than their counterparts. Moreover, frequent participation in religious gatherings, social gatherings, and leisure activities decreased depression in older adults living alone. Moreover, religious gatherings, social gatherings, and alumni meetings were positively related to self-rated health om older adults living alone. Significant mediating effects appeared in poverty-social gathering-depression, poverty-social gathering-self-rated health, and poverty-alumni meeting-self-rated health relationships. Based on the results, the researcher also discussed implications for social work practice.
This paper investigates the determinants of household splitting and offers the implication on relative poverty. Household splitting is more likely among high-income households, and also ensued by an increase in the number of job holders and household income, which indicate that household splitting has the nature of a normal good. A counter-factual analysis suggests that the relative poverty rate ould have been only one-third to one-eighth of the actual rate among the old households if they had lived together with their children. These results indicate that the social policy toward the old households without due consideration on the children's financial capability is quite likely to bring about the inefficiency of wasting tax money on essentially non-poor households.
미국사회에서 노인의 거주지 적응양식은 인종간에 차이가 크다. 일반적으로 소수인종노인은 백인 노인에 비하여 자녀와 함께 사는 경향이 강하다. 이에 대하여 문화적 입장에서는 소수인종은 백인에 비하여 가족부양규범이 강하다고 주장한다. 다른 한편 경제적 입장에서는 소수인종은 그들의 생애를 지배하는 빈곤 때문에 규모의 경제를 통하여 가계비용을 줄이기 위하여 확대가족을 유지할 수밖에 없다고 주장한다. 본 연구는 노인이 질병과 빈곤에 적응하는 방식에 있어 인종간 차이를 검토함으로써 기존의 경제학적 논의와 문화적 논의의 적합성을 검정하는데 목적을 두고 있다. 이를 위하여 노인의 거주지 적응에 대한 문화적 영향과 관련하여 두가지 가설을 검정하고 있다. 첫째, 소수인종 노인은 백인노인에 비하여 빈곤과 질병상황에서 가족으로부터 더 오랜기간 보호를 받는지를 검토한다. 둘째, 소수인종 노인은 백인노인에 비하여 건강이 악화될 때 더욱 신속하게 가족으로부터 보호를 받을 수 있는지를 검토한다. 분석을 위해서 1984년에서 1990년기간 동안 실시된 "고령화에 대한 종단적 조사(Longitudinal Survey on Aging)"를 이용하여 마르코비안 다중생명표 모형과 사건분석을 수행하였다. 본 연구결과에 따르면 소수인종 노인은 가족부양규범의 문화적 이점을 그다지 크게 다지고 있지 않다. 인종간 사망력과 시설입소의 차이를 통제할 때, 소수인종 노인은 백인노인에 비하여 보다 흔하게 자녀동거에서 단독거주형태로 혹은 그 반대방향으로 거주지 변화를 경험하고 있다. 백인 노인은 소수인종에 비하여 질병상태와 관련하여 자녀와 동거하는 경향이 더 강하다. 사망력과 시설입소의 인종간 차이를 통제할 때 소수인종노인이 백인노인보다 쉽게 자녀동거에서 단독거주로 이행하는데 이는 소수인종에서 가족부양체계가 불안정함을 의미한다. 또한 빈곤시에 소수인종 노인은 백인노인에 비하여 쉽게 자녀와 떨어져 살게 된다. 이러한 결과는 소수인종 노인에 대한 가족의 지원은 그 가족의 경제적 제약속에서 매우 안정적이지 못함을 시사한다. 못함을 시사한다.
