A Study on the Definitions of Employment Status to Measure Employment Structure Changes and Their Sizes (고용구조 파악을 위한 고용형태의 분류와 규모 추정)

  • One of the most pronounced phenomenon among the changes in the 1990s' Korean labor market is the growth of the share of temporary and daily workers. Yet, it is still not clear exactly how the phenomenon should be interpreted. In order to look into the phenomenon, the paper introduces various definitions of employment status based upon multi-dimensional classification criteria and estimates their sizes using the EAPS Supplemental Survey of August 2000 by the National Statistical Office of Korea. According to the data set, the share of temporary employment by the OECD standards is 17.6% which is higher than most European countries but not far away from them unlike some popular claims. Further, it is shown that the high proportion of temporary and daily workers among the employees, currently above 50%, is possibly due not only to the increased employment instability but also to the widened differentiation among workers in terms of fringe benefits such as the retirement pay and social insurances.

한국기업(韓國企業)의 초과근로시간(超過勤勞時間)과 신규고용간(新規雇傭間)의 상대적(相對的) 노동비용(勞動費用)

  • 본(本) 연구(硏究)의 목적(目的)은 우리나라에 장시간근로가 행해지고 있는 데 원인을 규명함에 있다. 이를 위하여 초과근로시간(超過勤勞時間)과 신규고용간(新規雇傭間)의 상대적(相對的) 노동비용(勞動費用)을 비교 분석하였으며 분석방법으로는 이론모형(理論模型)의 활용(活用) 대신에 수식(數式)을 이용하여 비용을 직접 계측(計測)하였다. 분석을 위하여 근로자(勤勞者)는 소득을 증대시키기 위하여 기업의 초과근로시간을 받아들이는 것으로 가정되었다. 통계자료는 노동부의 각종 공식 발표통계와 기업별(企業別) "서베이" 자료를 사용하였다. 분석결과에 따르면 우리나라 전체로 볼 때 초과근로시간(超過勤勞時間)에 따른 노동비용(勞動費用)이 신규고용(新規雇傭)의 경우에 따른 비용의 72%에 달하였다. 초과근로시간으로 인한 노동비용(勞動費用)이 상대적으로 낮은 주된 이유는 기업(企業)의 임금체계상(賃金體系上) 정규임금(正規賃金)의 비중(比重)이 낮고 비임금노동비용(非賃金勞動費用)이 높은 데 있었다. 한편 산업별(産業別)로는 섬유(纖維) 의류(衣類) 신발 등 비교적 노동집약적(勞動集約的)이며 저임금부문(低賃金部門)이 집중되어 있는 산업에서 신규고용(新規雇傭)에 대한 초과근로시간의 상대적(相對的) 노동비용(勞動費用) 비율(比率)이 낮게 나타났으며 기업별(企業別)로는 규모가 클수록 이 비율이 낮게 나타났다. 이러한 결과에 의하면 기업의 임금체계를 점차 기본급(基本給) 위주로 바꾸어 나가고 실업보험제(失業保險制)를 도입하여 기업으로 하여금 근로시간(勤勞時間)보다는 고용수준(雇傭水準)을 경기변동에 맞추어 조절하도록 도와주는 것이 바람직하다.

Gender Wage Differentials in the Arts and Cultural Sector (문화예술분야에서 성별임금격차 분석연구)

  • Recently the arts and cultural sector is drawing attention as a new growth engine of the Korean economy. The paper is empirically analyzed on the gender wage differentials in the arts and cultural sector and specially focused on decomposing the wage differentials between the manufacturing sector and the arts and cultural sector. Our results may be partly useful for explaining the existing phenomenon of the arts and cultural sector in Korean labor markets, for example, young, highly educated, part-time contracts, less gender discrimination, etc. The results might provide somehow the policy directions of reducing the gender wage differentials.

  • 본 논문은 고용서비스 기관의 서비스 품질과 사용기업의 관리능력이 파견직 근로자의 조직만족과 사용 기업의 업무성과 개선에 대해 미치는 영향을 실증분석 하였다. 이를 위하여 본 논문은 서울, 경기지역 근로자 파견기업. 사용기업, 파견직 근로자를 설문조사를 실시하여, 근로자 파견기업 81부, 사용기업 83부, 파견직 근로자 79부 중 응답에 문제없는 파견직 근로자 79를 분석 사용하였다. 수집된 설문자료는 빈도 분석, 요인분석, 신뢰도분석, 위계적 회귀분석 등에 의해 분석되었다. 본 논문의 독립변수는 파견기업의 서비스 품질이며, 통제변수는 사용기업에 대한 만족도, 파견기업에 대한 만족도, 성별, 연령, 학력, 직위, 근무경력으로 구분하였다, 또한 중속변수는 업무성과의 개선, 직무만족이다. 분석결과는 첫째, 파견직에 대한 인식이 긍정적일수록 업무성과가 개선된다. 둘째 파견회사의 전문성이 클수록, 서비스능력이 좋을수록 업무성과가 개선된다. 사용기업의 적극성(관리능력)이 클수록 업무성과가 개선되는 것으로 나타났다.

A Study of the Employment Condition and Labour Experience of Elementary After-School Care Teachers: A Case of Gwangju Metropolitan City (초등돌봄교사의 고용형태와 노동경험에 관한 연구: 광주광역시 사례를 중심으로)

  • This study examines the employment conditions and labour experience of elementary after-school care teachers in South Korea. Based on the empirical data collected through in-depth interviews with after-school care teachers in Gwangju Metropolitan City, the study considers multifaceted problems faced by after-school care teachers in their workplace. The after-school care class is part of educational policies initiated and rapidly expanded by the Ministry of Education, resulting in the substantial increase of non-regular school workers. The irregularization of after-school care teachers illustrates that the common problems faced by female non-regular workers, such as social discrimination, exclusion and inequality, are also transplanted into the typical public sector. In the case of Gwangju Metropolitan City, during the past two years there have been evident increases both in under 15-hour short time contract care teachers and outsourcing of care classes. Temporary part-time contract care teachers suffer relentless job insecurity and experience poor working conditions, exclusion and discrimination within the workplace and labour alienation. In order to minimize the organized resistance of care teachers, school authorities implicitly individualize and isolate care teachers through hierarchization, the division of labour and the spatial division of classes between indefinite and temporary contract teachers.

Effect of Side Friction on Consolidation Test of Normally Consolidated Kaolinite Slurry (정규압밀된 연약점토의 압밀시험시 측면 마찰의 영향)

  • Side friction is often neglected in the analysis of the results of a consolidation test when the specimen has a high ratio of diameter to height. As the height of a specimen increases, however, side friction becomes important. This paper presents an investigation of the effect of side friction on consolidation test results for normally consolidated kaolinite slurry. Consolidation tests were performed to obtain settlement, pore pressure, compressibility, and hydraulic conductivity of kaolinite slurry. The compressibility relationship is corrected for side friction using a modified form of Taylor (1942) analytical solution. Numerical simulations using the CS2 piecewise-linear model are compared with settlement and excess pore pressure measurements. Experimental results show improved agreement with a modified CS2 model in which the effect of side friction is considered. The numerical and experimental results indicate that the side friction is an important factor affecting the rate of consolidation as well as the compressibility relationship for the specimen.

The Effect of Regular Workers and Non-regular Workers on the Subjective Health Status (정규직 및 비정규직 근로 형태가 주관적 건강상태에 미치는 영향)

  • Purpose: This study was aimed to examine the effect of employment status upon the subjective health status. Methods: The data of the study were from the 11th Korean Labor Panel Data, obtained by using a face to face interview method. These data were analyzed by ANOVA, t-test and multiple regression using the SPSS program. Results: There was a significant, statistical difference on the subjective health status according to employment status. The subjective health status of non-regular workers was lower than that of the regular workers. The significant predictors of the subjective health status of all subjects were economic status, age, gender, education, marital status, drinking, employment status, and egular work time. The significant predictors of the subjective health status of workers were age, economic status, gender, and education. The significant predictors of the subjective health status of non-regular workers were age, economic status, marital status, gender, education, and regular work time. Conclusion: These results indicate an association between the subjective health status and employment status. The subjective health status may be affected by instability of temporary employment. The additional research to clarify the role of employment instability is recommended. Research on social policy to resolve health inequalities is recommended.

  • This research examines the effect of perception of creating shared value (CSV) activity on the organizational commitment and job satisfaction of non-permanent (part-time) employees in order to understand the importance of CSV. In order to accomplish this study, 559 questionnaires were used for final analysis. SPSS 25.0 was used for statistical analysis. The analysis revealed that perception of corporate CSV activity had a positive effect on job satisfaction of non-permanent(part-time) employees. In particular, it had a positive effect on the relationships between the perception of CSV activity and organizational commitment, as well as organizational commitment and job satisfaction. The mediating effect of organizational commitment and the moderating effect of self-efficacy also had a positive effect. The implication of this study is that the perception of corporate CSV activity plays a crucial role in the current service landscape. Therefore, it is recommended that companies conduct a range of CSV activities and create an inclusive system and organizational culture that encourages active participation of non-permanent employees.

Effect of Wage Peak System on Labor Market Integration of Senior Workers base on Age Integration Paradigm (연령통합적 관점에 기초한 임금피크제의 고령근로자 노동시장 통합 효과)

  • This study stemmed from the notion that effects of wage peak system were investigated exclusively on management efficiency from the perspective of workplace. As a way to overcome the limitation of previous studies, This study examined the effects of wage peak system on age integration of senior workers. Quantitative analyses with data from workplace panel survey were executed. Results revealed that percent of workers aged 50 and over was significantly higher in work places that implemented wag peak system than that of those did not. Also Average year of employment for full time workers was higher in work places that implemented wag peak system than that of those did not, suggesting that wage peak system was related to labor market integration of aged workers in some ways.
