An Analysis of Velocity Patterns and Improvement Effect after Application of Domestic Roundabout Design Guidelines (Focusing on Busan Metropolitan City) (국내 회전교차로 설계지침 적용에 따른 속도패턴과 개선효과 분석 - 부산광역시를 중심으로 -)

  • To find out if modern roundabout is still effective under drivers behavior and driving conditions in Busan Metropolitan City, the effects before and after introduction of roundabout were analyzed. According to analysis on velocity profile at roundabout, velocity deviation decreased, and average vehicle speed was close to design speed. As a result, it has been confirmed that most roundabouts were properly built. In terms of traffic operation, average vehicle speed improved by 87.2% when a traffic intersection was replaced by a roundabout. therefore, it has been found out that the introduction of roundabout has a positive effect on increasing vehicle speed by reducing traffic congestion. In addition, annual benefits expected from the replacement from a traffic intersection to a roundabout were KRW 872 million as follows; KRW 410 million in traffic communication, KRW 39 million in transportation safety, KRW 255 million in energy saving, KRW 95 million in reduction of air pollution and KRW 73 million in reduction of traffic signal installation cost. In other words, if 10% (193 spots) of all traffic intersections (1,926 spots in total) in Busan City are replaced by roundabouts, the municipal authority would be able to save about KRW 168.3 billion. According to analysis on the benefits expected from the installation of roundabouts compared to the investment cost for traffic intersections, about KRW 679 million could be saved per roundabout. Considering 10% of all traffic intersections in the City of Busan, about KRW 131 billion could be saved annually. The traffic accidents in roundabout usually occur because drivers aren't aware of right-of-way rules. Once the right-of-way rules settle, the number of traffic accidents would significantly decrease. In addition, it is urgent to promote education and campaign for drivers, pedestrians and bikers on the roundabout.

  • 본 논문은 난방에너지부문에 통합수요관리정책을 추진할 경우의 효과를 분석하기 위해서 난방기술별 비교우위 및 난방방식간의 전환효과를 분석하였다. 냉방공급방식으로는 전기냉방, 가스냉방, 빙축열 냉방을 채택하였으며, 동일한 냉방서비스 공급에 대한 1차에너지소비량, 이산화탄소배출량, 그리고 연료비용을 비교분석하였다. 또한, 에너지원별 에너지가격정책에 따른 가격왜곡현상의 유무에 따른 영향을 시나리오에 기초하여 분석하였다. 본 연구의 시나리오 분석을 통해, 전기냉방수요의 20%를 가스냉방수요로 전환할 경우에 연간 3,141억원의 사회적 편익이 발생할 수 있음을 확인하였다.

  • 국내에서는 전력산업의 규제가 점차 완화되면서 전력시장은 새로운 틀이 형성되어지고 있다. 전력시장의 구조개편후 각 전력회사들은 그들의 판매수익을 높이기 위하여 행동하게 될 것이다. 즉 그들의 부하를 적절하게 조절함으로써 한계비용이 평균비용보다 낮게 유지되도록 하여 이윤극대화를 추구해 나갈 것이다. 따라서 전력회사들은 수요측의 관리가 과거 어느 때 보다 필요하게 될 것이며, 어떻게 하면 부하곡선의 피크치를 억제할 것인지 생각하게 된다. 이러한 것을 해결하기 위해 전력회사들은 그들의 소비자 대부분을 수요관리 프로그램에 참여시키 부하관리를 할 것이며 이를 통해 피크치 부하를 억제시켜 한계비용을 줄이려할 것이다. 소비자들을 수요관리 프로그램에 참여토록 유도하기 위하여 전력회사는 여러 가지 인센티브를 제공하게 되는데, 소비자들은 이러한 인센티브를 받아 프로그램에 참여할 것인지를 선택하게 된다. 본 논문에서는 전력회사가 수요관리 프로그램을 실행할 때 어떤 효과를 얻게 되고 참여자들이 느끼는 순이익은 어떻게 될지를 고려하게 될 것이다. 이러한 것들은 전력회사 입장에서는 수요관리 프로그램을 실행하는 것이 그들에게 이익을 가져다 줄 것인지를 말해주며 소비자들은 그들의 프로그램에 지속적으로 참여할 것인지를 선택하게 될 것이다.

An Economic Feasibility Study for the Slow Food Expo in Korea (산업연관분석을 통한 슬로푸드박람회의 경제적 파급효과 추정)

  • The purpose of this study is to examine feasibility of the 'Master Plan of 2013 Slow Food Expo(2013 AsiO Gusto), Korea' and to analyze the following economic effect. To this end, we used existing data and statistics, and estimated the demand by means of survey for people's traveling and questionnaires for ordinary Koreans. For examining financial feasibility for hosting the Expo, BC ratio (Benefit-Cost Ratio) and NPV (Net Present Value) was applied. For estimating the economic effect following the Expo, the effect on all over the country and the Gyeong-gi province was analyzed, using the MRIO (Model of Regional Input-Output). Specifically, with the net effect of Expo, the economic feasibility test shows 1.04~2.15 BC ratio with 10% free admission, and 1.02~2.27 BC ratio in Finance analysis. Furthermore, the Expo feeds through Gyeong-gi (including Nam-yang-ku) regional economies with production induction effect, value-added induction effect, and employment induction effect. The amounts of regional effects are 373.6~738.7 billion won, 166.2~327.4 billion won, and 1,971~2,009 persons, respectively. Also, the "2013 Slow Food Expo, Korea" was analyzed profitable in general. Residents in Nam-yang-ju expects the Expo to bring vitalities into their hometown. The Expo is highly related to the positive economic effectiveness of Nam-yang-ju.

Cost Analysis of Fall Accidents in Domestic Construction Industry (국내 건설산업의 추락재해 비용 분석)

  • This study analyzed the direct costs of fall accidents, which have the highest accident rate, for domestic construction industry workers. Firstly, the average insurance payment per person due to fall accidents in the construction industry is around 19 million won (18,971,000 won). Given that the average number of workers suffering fall accidents over ten years is 5,863, the total cost of losses from fall accidents is about 1.1 trillion won (111,360,000,000 won). Secondly, a cost-based economic feasibility analysis was done to develop nonstructural preventive measures for fall accidents. Since there was no data expressing the costs and effects of preventive measures in terms of monetary value, the economic feasibility analysis was attempted with a focus on how much the newly introduced preventive measures can reduce the accident loss costs due to fall accidents. Thirdly, if the accident loss size is grasped and the preventive measures for the causes of fall accidents are developed and strictly implemented, the insurance fee that can reduce the accident loss costs can be determined. Further study is needed to estimate the benefit of the accident loss cost reduction seen from the cost-based approach method.

Environmental Improvement Effect and Social Benefit of Environmental Impact Assessment: Focusing on Thermal Power Plant (환경영향평가를 통한 화력발전소의 환경개선 효과와 사회적 편익)

  • This study was carried out to measure atmospheric environmental improvement effect and estimate its social benefit of thermal power plants through Environmental Impact Assessment (EIA) for quantitative analysis about operational performances of EIA. In this study, 'EIA outcome' is defined as whether or not the system is implemented, therefore, environmental standard to be followed by each project and consultation contents were compared. In total 60 cases of thermal power plant construction projects that have been consulted over the past 10 years since 2010, major air pollutants have been significantly reduced after the implementation of EIA. The $PM_{10}$ reduced annual 3,745 tons, $NO_2$ by 74,569 tons, and $SO_2$ by 37,647 tons, which were estimated at approximately 240 billion won~5 trillion 967 billion won per year for social benefit. This means the total cost of power plant operations will be cut to 7 trillion 192 billion won~178 trillion 994 billion won over a 30-year period. The reduced amount of air pollutants emitted by energy generation facilities across the country is worth 50%, and its economic value is larger than the annual Current Health Expenditure in Korea. This is meant by the fact that all projects are subject to uniform criteria under the existing relevant regulation, but that each project plans are optimized according to the characteristics of target areas and projects through the process of EIA.

Economic Assessment of the Heat Recovery from Incineration Plants Based on Regression Analysis (회귀분석을 이용한 소각장의 소각열 회수 경제성 분석 연구)

  • This study aims at providing an economic assessment for incineration plants which recover heat during its incineration process. In this study, Life Cycle Cost(LCC) of incineration plants is performed based on each regression analysis formula for construction cost, operation cost, and heat generation in order to compare economic feasibility. The result shows that the incineration plant recovering waste heat while processing 80 tons of waste per day increases both initial investment and operation cost but this type of an incineration plant has economical predominance from the recovered waste heat over the one that does not recover heat when being operated for more than eleven years if the retrieved heat replaces the use of LNG. And its payback time reaches more than 19 years in case of selling heat and performing emission trading.

The Study on the Economic Effects of Advanced Water Treatment by using CVM (CVM을 이용한 고도정수처리의 경제적 효과 분석)

  • This paper attempts to measure the economic benefits of advanced water treatment in five cities (Goyang, Paju, Gumi, Gimcheon, Chilgok), which are supplied water from Goyang and Gumi filtration plant. We used the dichotomous choice contingent valuation method to estimate WTP. Parametric interval-data model are used to obtaining the mean WTP estimates. The results show that the mean of additional WTP for advanced water treatment services were estimated to be KRW 231.3 and KRW 231.2 per $m^3$ using model with covariates and without covariates, respectively. Given the water supplies of Goyang and Gumi filtration plants ($59.675m^3/y$ and $93.734m^3/y$), the economic benefits of those advanced water treatments can be expected to be KRW 13.8 billion and KRE 21.68 billion. And the calculated B/C ratios are 3.7 and 2.1 when a lifespan of facility is 10 years. Advanced water treatment should be introduced in terms of the economic benefits and costs. Thus, this results can be useful in water policy decision-making.

  • Recently, it is expected to significantly increase the defense budget by acquiring large-scale weapons systems to enhance defensive capabilities. In order to secure funds needed to acquire such weapons systems, it is necessary to improve the efficiency of the defense budget. In addition, interest in economic factors affecting the domestic economy such as export opportunities and employment creation are increasing, as well as budget reduction of the defense acquisition business. In order to respond to these demands, this study conducted cost- benefit analysis and examined economic ripple effects in the implementation of defense procurement projects. However, research on economic analysis methodology considering characteristics of defense acquisition projects is still in its early stage. This study proposes a methodology to analyze the economic feasibility of defense acquisition projects and conducted a case study on the economic feasibility of the ${\bigcirc}{\bigcirc}$ guided missile project which is being prepared against local provocation. The proposed economic analysis method provides the cost-effectiveness analysis that has been performed in many weapon system acquisition projects in connection with the more general cost-benefit analysis method. This study contributes to the establishment of an improved theoretical methodology for weapon system acquisition projects.

The Economic Cost of the Fair Online Platform Intermediary Transactions Act: A Comparative Case Study (디지털 플랫폼 규제의 경제적 비용: '온라인 플랫폼 공정화법(안)' 사례 연구)

  • On September 28, 2020, the Korea Fair Trade Commission introduced a proposed bill entitled the "Fair Online Platform Intermediary Transactions Act." We quantify the impact of this proposed act on Naver, Korea's major digital platform. Finding a proper control unit is not an easy task in social science studies. We overcome this caveat by constructing a synthetic version of Naver using Abadie & Gardeazabal's (2003) synthetic control method. It appears that the economic cost of the proposed act is not negligible at all. Naver's opportunity loss amounted to 16.18% of its market capitalization (approximately 8.5 trillion won in comparison with its pre-regulation market capitalization). Any regulation-based approaches to resolving digital platform issues have both promises and pitfalls. The results highlight that regulatory bodies should carefully gauge the impact of such regulations, as we have seen with Naver's case.
