  • The purpose of this study is to perform the reliability-corrected development cost estimation of the launch vehicle at the conceptual design phase. In order to estimate the launch vehicle development cost, the estimation method based on the independent variable such as the rocket performance and dry mass has been mainly implemented up to now. This approach has made the approximate cost estimation possible, however, the cost variation according to the reliability requirement could not be reflected. In this paper, the cost estimation methodology that introduces the reliability factor in addition to the performance and mass in the TRANSCOST model is presented in order to improve the limitation of current cost estimation method. The development cost of KSLV(Korea Space Launch Vehicle)-II is estimated on the basis of this newly implemented concept with reliability as an added parameter.

A Gompertz Model for Software Cost Estimation (Gompertz 소프트웨어 비용 추정 모델)

  • This paper evaluates software cost estimation models, and presents the most suitable model. First, we transformed a relevant model into variables to make in linear. Second, we evaluated model's performance considering how much suitable the cost data of the actual development software was. In the stage of model performance evaluation criteria, we used MMRE which is the relative error concept rather than the absolute error. Existing software cost estimation model follows Weibull, Gamma, and Rayleigh function. In this paper, Gompertz function model is suggested which is a kind of growth curve. Additionally, we verify the compatability of other different growth curves. As a result of evaluation of model's performance, Gompertz function was considered to be the most suitable for the cost estimation model.

  • 소비자예치금제를 도입하는 경우 적정예치금을 설정하기 위해서는 용기재활용에 따른 소비자 불편비용의 산출이 필요하다. 본 논문에서는 폐음료용기에 의한 외부효과를 내재화하는 정책적 수단의 하나인 소비자예치금제 동에서 소비자의 용기반환에 따른 불편비용을 추정하는 방법 및 실험적 분석결과를 제시하였다. 비시장재화의 가치평가에 널리 응용되고 있는 가상적 가치평가법(Contigent Valuation Method)을 이용하여 용기반환시 보상받고자 하는 수취의사액, 즉 불편비용에 상응하는 액수를 추정한 결과 용기반환장소 까지의 거리가 멀어짐에 따라 소비자의 불편비용은 증가하고 용기 하나당 평균 16원의 불편비용이 발생하는 것으로 나타났다.

  • Most information systems are component-based and developed by outsourcing, and developed software is maintained integrative. However, studies on cost measurement indicators and cost estimation model have not been performed sufficiently, which are foundational to enhance the productivity and efficiency of maintenance. This study suggests indicators to measure maintenance cost for component-based software and examines maintenance cost estimation model of component software by the measurement indicators suggested. In order to generate the indicators to measure the component-based maintenance cost, the previously proposed indicators are summarized comparatively. To estimate the measurement indicators of component-based software, it makes a comparison of the previously proposed indicators and arranges them. We classify the measurement indicators by how to apply according to maintenance types of component software and then we propose the cost measurement indicators. Moreover, we propose the cost estimation model according to the maintenance types of component software using the suggested measurement indicators suggested. With the suggested estimation model, a case study is performed and its validity is verified.

A Study on Estimation of Human Life Cost Occurred by Traffic Accident (교통사고 인명피해비용 원단위 추정에 관한 연구)

  • 본 연구의 목적은 1995년 우리 나라에서 발생한 교통사고의 인명피해비용을 추정 하는 것이다. 인명피해비용추정을 위한 방법론으로는 인적 자본법을 사용하였다. 인적자본 법의 기본이 되는 미래손실생산량의 계산은 임금을 기본으로 하지 않고 GNP를 기준으로 삼는다. GNP 상승률을 8.14%로 고정하고, 성장률에 대한 할인율의 비를 0.92, 0.94, 0.98 로 정하고, 이에 따른 할인율은 0.17, 0.15, 0.10으로 계산된다. 따라서, 각각의 비율에 따 른 총 인명피해액은 1조 2천억원, 1조 5천억원, 2조 6천억원이 된다. 또한, 평균인명피해액 을 구하면, 1억 2천 5백만원, 1억 5천 3백만원, 2억 5천 5백만원이 되며, 비용-편익 분석 을 위한 추정된 총 주행거리당 원단위 비용은 각각의 경우, 5원, 6원, 10원으로 산정 되었 다. 본고에서 추정한 총 주행거리당 원단위 비용은 도로 안전시설물 투자전 평가에 도움을 줄 수 있으리라 기대된다.

Estimates of Cases and Social Economic Costs of Foodborne Salmonellosis in Korea (우리나라에서 발생한 실제 살모넬라 식중독환자수 추정 및 사회경제적 손실비용 추계)

  • From 1993 to 1996, 1,500 cases of foodborne disease was reported annually in Korea. Salmonellosis were 55.1% of the reported bacterial fordborne disease cases. However, in general, it is estimated that the reported incidence of salmonellosis represents less than the real incidence. This study showed that salmonellosis estimates 177,000 cases (about 150 times of reported cases) costing 5.9 billion won in Korea. Only medical costs and productivity losses were included in the estimate of costs of the 177,000 cases estimated to occur in 1996. This estimates were considerably difference to U.S.A. in cases and costs, but not significantly difference in cases/population (%), expense/GDP (%). Understanding the social economic costs of foodborne disease will be endorsed risk assessment as a necessary method for evaluation and improving food safety regulatory programs in Korea.

  • Accurate software cost estimation is essential to both developers and customers. Most of the cost estimating models based on the size measure methods, such as LOC and FP, are obtained through size estimation. The accuracy of size estimation directly influences the accuracy of cost estimation. As a result, the overall structure of regression-based cost models applies the power function based on software size. Many growth phenomenon in nature such as the growth in living organism, performance of technology, and learning capability of human show an S-shaped curve. This paper proposes a model which estimates the developing effort by using the growth curve. The presented model assumes that the relation cost and size follows the growth curve. The appropriateness of the growth curve model based on Function Point, Full-Function Point and Use-Case Point, which are the general methods in estimating the software size have been confirmed. The proposed growth curve model shows similar performance with power function model. In conclusion, the growth curve model can be applied in the estimation of the software cost.

  • 수자원사업에 따른 수질개선편익은 사업으로 인해 저감되는 오염원의 양을 예측하고, 그에 따른 수질개선효과를 계량화한 값이며, 이는 곧 해당사업의 가치로써 정의된다. 이러한 수질개선편익을 산정하기 위한 방법에는 개인의 지불의사를 추정하여 가치를 추정하는 조건부가치측정법(CVM)과 해당 사업에 따른 효과를 기술적 방식으로 대체할 때 소요되는 비용을 시행사업의 가치로 평가하는 방식인 대체비용법을 들 수 있다. 현재 조건부가치측정법은 다양한 분야의 사업에 대한 가치추정법으로 널리 쓰이고 있으나, 해당사업의 가치에 대한 공학적이고 직관적인 해답을 줄 수 있는 대체비용법의 적용성은 아직까지 미미한 실정이다. 이에 본 연구는 수질개선편익을 중심으로 대체비용법의 분석절차와 적용성을 확인하고자 하였고, 이에 대한 사례연구로서 댐증고사업을 대상으로 하였다. 수질개선편익과 같이 환경적 질을 높이는 사업은 대상사업의 가치를 추정하는 데 많은 어려움이 있으며, 기존에 주로 사용된 조건부가치측정법과 더불어 대체비용법을 이용한 검토는 보다 객관적인 의사결정을 지원하는 데 도움을 줄 것으로 판단된다.

Practical Model to Estimate Road User Cost for Bridge Maintenance Strategy (교량 유지관리 전략 수립을 위한 실용적 도로이용자비용 추정 모델)

  • The road user cost in indirect costs as well as direct costs such as the inspection/ diagnosis cost and the repair/reinforcement cost should be considered as one of the important items in the life-cycle cost-effective design and maintenance of the bridges. To estimate the road user cost, this paper formulates the road user cost as a sum of the user delay cost and the vehicle operating cost considering the detour effect. A numerical traffic simulation and a regression analysis are performed to develop a regression model due to a time delay. The proposed regression model is applied to the generation of the maintenance strategy based on the life-cycle cost and performance, and its effectiveness and applicability is investigated. The road user cost has a great influence on establishing the maintenance strategy, and the proposed regression model could be successfully utilized to estimate the road user cost of a bridge.

  • Due to the increasing trend of operation and maintenance cost (O&M cost) of infrastructure, the accurate estimation of O&M cost is crucial part to the government. Recent literatures pointed out that gradual climate changes such as average temperature changes, average precipitation changes, and etc. have significant impact on infrastructure O&M cost. This research is intended to develop a long-term O&M cost prediction model of road facilities by considering the impacts of average temperature changes. For this end, the climate change scenarios of Intergovernmental Panel on Climate Change (IPCC)'s $5^{th}$ report are adopted to structure the impact of average temperature changes by using binomial lattice model. The proposed framework is expected to regional government in supporting decisions for road O&M cost.
