Improvement of funeral home services in preparation for national disasters (국가재난대비 지정 장례식장 서비스의 개선 방안)

  • As new disasters such as COVID-19, MERS, and earthquakes appear in modern society, the nation's ability to manage uncertain risks is becoming more important. The government is promoting a disaster safety management policy closely related to daily life by reinforcing on-site response capabilities. Therefore, in order to respond more effectively to disasters that have recently been enlarged, complicated, and delocalized, there is a limit to only disaster-related organizations in the public sector. It is necessary to check it and find ways to develop it. In the event of an unpredictable national disaster or infection, the government needs disaster safety management measures closely related to daily life. Accordingly, as an efficient response and strategy such as procedures and methods for funeral support at the scene of a national disaster were needed, a designated funeral home was introduced. In the event of a major disaster, a large number of casualties that exceed the daily work level of the relevant department occur and rapid changes in relief, medical care, funeral and administrative procedures occur accordingly. The purpose of this study is to derive basic operating directions and prompt funeral support plans for funeral homes designated for national disaster preparedness.

The Research of Process High Alarm Priority Analysis for Efficient Emergency Response (효율적인 비상대응을 위한 Process High Alarm의 Priority 분석)

  • The purpose of this study is to check the priority control status of the current operation process alarm by comparing the priority of the alarm set up in PV high trip point, which is being installed and operated in the domestic petrochemical industry, with the criteria presented in ISA 18.2 International Standard or EEMUA 191 Guidelines. In the event of a process problem, excessively set high alarm is provided to the driver in a short period of time, making it difficult to identify the alarm that needs to be handled first. As a result, it is likely that the operator will not be able to carry out appropriate actions within the specified time frame, and many cases have been reported leading to unexpected process shutdowns or process accidents. Therefore, this study aims to introduce international standards related to alarm management and identify the level of alarm control used at the domestic petrochemical industry site to inform potential risks that may occur in the petrochemical process of the national industrial complex in the future and suggest ways to reduce risk factors. A study on Fire Case and Countermeasure of Tourist Hotel (관광호텔의 화재손해 위험관리방안 - 화재발생현황과 대형화재사례 분석 중심)

  • Tourist hotels are equipped with facilities such as accommodation and restaurants, exercise, recreation. Unspecified guests, visitors and management of tourist hotels are very vulnerable on the casualties and property losses due to fire peril exist. In this study, we analysis that the fire statistics status of tourist hotels from 2001 to 2010. And the 15 cases of a large hotel fire are reviewed. The total number of fires on hotel are consist of a hotel rooms fire(33.2%), a restaurant kitchen fire(11.8%). And the major causes of the fire are an electrical fire (40.8%), a cigarette fire (14.5%) and a hot-work fire (9.2%). In case study, the fire wall defect and combustible materials are major fire loss causes for 10year. Each tourist hotels are needed a development of suitable fire risk management and a field operations. A hotel is required an active fire risk management on a preventive inspection, an education and training, and a preventive maintenance. It is necessary that a fire wall maintenance to prevent of the spread of a fire and a sprinkler installation of whole area to protect fire. And it is very important an emergency response for evacuation of guest, and operate emergency procedures on a fire or emergency situation.

A Neural Network-Based Tracking Method for the Estimation of Hazardous Gas Release Rate Using Sensor Network Data (센서네트워크 데이터를 이용하여 독성물질 누출속도를 예측하기 위한 신경망 기반의 역추적방법 연구)

  • In this research, we propose a new method for tracking the release rate using the concentration data obtained from the sensor. We used a sensor network that has already been set surrounding the area where hazardous gas releases can occur. From the real-time sensor data, we detected and analyzed releases of harmful materials and their concentrations. Based on the results, the release rate is estimated using the neural network. This model consists of 14 input variables (sensor data, material properties, process information, meteorological conditions) and one output (release rate). The dispersion model then performs the simulation of the expected dispersion consequence by combining the sensor data, GIS data and the diagnostic result of the source term. The result of this study will improve the safety-concerns of residents living next to storage facilities containing hazardous materials by providing the enhanced emergency response plan and monitoring system for toxic gas releases.

  • Since 2015, small and medium domestic enterprises that treat more than a certain quantity of chemical substances in accordance with the Chemical Substance Control Act are obliged to submit an off-site impact assessment and risk management plan. In order to reduce the administrative and economic burden of the risk assessment, its impact was determined. Toxic leaks of nitric acid, methanol, and acetic acid were estimated and the correlations (between them?) were calculated. In addition, the correlations of this study were used to compare the KORA results according to the accident scenarios of the actual workplace and the extent of the damage as a function of distance in the case of toxic leaks. In this study, the correlation formula of the materials can be used to quickly determine the damage distance in the event of the accidental leakage of materials in the road or workplace, and to prepare emergency plans and respond to emergencies more quickly.

  • The Republic of Korea Navy has deployed naval fleets in the East, West, and South seas to effectively respond to threats from North Korea and its neighbors. However, it is difficult to allocate proper missions due to high uncertainties, such as the year of introduction for the ship, the number of mission days completed, arms capabilities, crew shift times, and the failure rate of the ship. For this reason, there is an increasing proportion of expenses, or mission alerts with high fatigue in the number of workers and traps. In this paper, we present a simulation model that can optimize the assignment of naval vessels' missions by using a continuous time absorbing Markov chain that is easy to model and that can analyze complex phenomena with varying event rates over time. A numerical analysis model allows us to determine the optimal mission durations and warship quantities to maintain the target operating rates, and we find that allocating optimal warships for each mission reduces unnecessary alerts and reduces crew fatigue and failures. This model is significant in that it can be expanded to various fields, not only for assignment of duties but also for calculation of appropriate requirements and for inventory analysis.

A Study of Explosion Risk Assessment for Designation of Dangerous Goods Transshipment Pier at Ulsan Port (울산항 위험물 환적부두 지정을 위한 폭발 위험성 평가에 관한 연구)

  • The explosion of a chemical tanker ship during cargo transshipment via double-banking at Ulsan Port, resulted in major damage including fires involving nearby ships. As a follow-up measure to prevent the recurrence of similar accidents, the 'Safety Management of Dangerous Goods in Port' was established, and the designation of a transshipment pier for dangerous goods is required given the risk of explosion and the impact on major facilities in the port. This study evaluated the Fire & Explosion Index of major transshipment cargoes in Ulsan Port to design a transshipment pier based on the Explosion Risk Assessment. Based on the results of Fire & Explosion Index evaluation of styrene monomer and benzene, severe explosion risk was confirmed, and the exposure radius was calculated. Based on the results of the exposure radius, the risk range for each major pier was calculated, and 12 terminals were proposed as transshipment pier candidates considering port facilities, surrounding dangerous facilities, and residential aspects. Since the results of the study suggest transshipment piers based on the risk radius alone, maritime traffic safety, pier and mooring facilities, safety facilities and accessibility for emergency response should be considered comprehensively to designate actual transshipment piers.

Flood Risk Mapping with FLUMEN model Application (FLUMEN 모형을 적용한 홍수위험지도의 작성)

  • Recently due to the typhoon and extreme rainfall induced by abnormal weather and climate change, the probability of severe damage to human life and property is rapidly increasing. Thus it is necessary to create adequate and reliable flood risk map in preparation for those natural disasters. The study area is Seo-gu in Daegu which is located near Geumho river, one of the tributaries of Nakdong river. Inundation depth and velocity at each time were calculated by applying FLUMEN model to the target area of interest, Seo-gu in Daegu. And the research of creating flood risk map was conducted according to the Downstream Hazard Classification Guidelines of USBR. The 2-dimensional inundation analysis for channels and protected lowland with FLUMEN model was carried out with the basic assumption that there's no levee failure against 100 year precipatation and inflow comes only through the overflowing to the protected lowland. The occurrence of overflowing was identified at the levee of Bisan-dong located in Geumho watershed. The level of risk was displayed for house/building residents, drivers and pedestrians using information about depth and velocity of each node computed from the inundation analysis. Once inundation depth map and flood risk map for each region is created with this research method, emergency action guidelines for residents can be systemized and it would be very useful in establishing specified emergency evacuation plans in case of levee failure and overflowing resulting from a flood.

An Intelligent CCTV-Based Emergency Detection System for Rooftop Access Control Problems (옥상 출입 통제 문제 해결을 위한 지능형 CCTV 기반 비상 상황 감지 시스템 제안)

  • With advancements in artificial intelligence technology, intelligent CCTV systems are being deployed across various environments, such as river bridges and construction sites. However, a conflict arises regarding the opening and closing of rooftop access points due to concerns over potential accidents and crime incidents and their role as emergency evacuation spaces. While the relevant law typically mandates the constant opening of designated rooftop access points, closures are often tacitly permitted in practice for security reasons, with a lack of appropriate legal measures. In this context, this study proposes a detection system utilizing intelligent CCTV to respond to emergencies that may occur on rooftops. We develop a system based on the YOLOv5 object detection model to detect assault and suicide attempts by jumping, introducing a new metric to assess them. Experimental results demonstrate that the proposed system rapidly detects assault and suicide attempts with high accuracy. Additionally, through a legal analysis of rooftop access point management, deficiencies in the legal framework regarding rooftop access and CCTV installation are identified, and improvement measures are proposed. With technological and legal improvements, we believe that crime and accident incidents in rooftop environments will decrease.

A Study on Standardization of UPS (Uninterruptible Power Supply) for Traffic Signal Controller (교통신호제어기용 무정전전원장치 용량기준 연구)

  • Unlike the past, modern urban intersections have dramatic growth in size and utilizations. As a result, continual traffic signal control is essential. Hence the individual or regional electrical blackout may bring about uncontrollable traffic congestion. Late summer of 2011 a regional blackout brought about traffic nightmare not including time and revenue loss associated with this disaster. Due to this disaster our national police agency and other government agencies are in process of introducing an UPS (uninterruptible power supply) system into essential intersections. This study estimates the power consumption necessary to sustain at least 2 continuous hours for a standard four-legged intersection. Prototype was studied using these standards. The field experiment of prototype showed positive results and was able to meet standard guidelines set forth. Prototype tested was able to meet standards in medium to large capacity of traffic size.
