A Study on the Emergency Response Procedure of Unmanned Light Rail Transit (LRT) against Fire Accident (화재 사고에 대비한 무인 경전철의 비상대응절차에 관한 연구)

  • This study is to prepare the emergency response procedures for an unmanned LRT (Light Rapid Transit) which is being commercially operated recently. This emergency response procedure adds several particular characteristics which happens in the hardware and software aspects at the unmanned LRT in addition to the present emergency response procedures. The emergency response procedure has to conform to the emergency response planning. For doing that this emergency response procedure includes three important sub systems. First of all, the functional emergency response system has been developed. Secondly, Standard Operation Procedure (SOP) is suggested for the better and faster emergency response between emergency response personnel and institutes. Thirdly, emergency response training and drilling system is also provided for emergency response personnel. Finally, a software program for emergency response training and drilling will be developed and suggested to be used for the emergency response personnel.

  • SOLAS, SAR 등 국제협약에서는 선박에서 발생할 수 있는 비상상황에 대비할 수 있도록 규정하고 있다. 이를 위해 선박소유자는 선박 안전관리체제를 수립하고, 선장은 비상배치표를 게시하고 훈련을 실시하고 있으며, 수색구조 기관에서는 위기관리 계획을 수립하고 지속적으로 훈련을 수행하고 있다. 이러한 비상대비 절차들은 경험자들과 전문가들이 모여 작성하였으나, 실제 이를 위한 정량적인 평가방법은 미비한 실정이다. 이 연구에서는 기존의 비상대응 절차를 분석하여 시나리오를 작성하고 평가 모델을 구축하기 위한 기초연구를 수행한다.

  • The generation, verification and validation of Emergency Procedures for Nuclear Power Plant is a difficult and complex process. Atomic Energy Control Board(AECB) requires that emergency procedure and plan be produced before obtaining the Operating License, that is, detailed plans and procedures to handle emergency situations for both on-site actions and off-site actions be developed. In this report Emergency Operating Procedures Standard for Canadian Nuclear Utilities which makes reference to U. S. practices and the current direction of emergency procedures for CAN-DU reactors are reviewed and compared based on scope(events covered), methodology (event-oriented or symptom-oriented or hybrid) and format(method of presentation) preponderantly, and an attempt is made to integrate these procedures and as a result the recommended strategy for Wolsong unit 2, 3, & 4 is presented as event-specific procedures, generic procedures(when event is not diagnosed) and whose format is combination of logic diagram and text.

  • The purpose of this study is to define emergency response procedures by BDMS [Building Disaster Management System] when earthquake occurs on long-span bridge structures. The study is about developing a computer-based algorithm for various earthquake intensities that works with the System. Presently, long-span bridge disaster prevention relies on closed-system centered on human intervention alone. However, this study combines IT technology and internet-based open system creating a more practical system. Additionally, assigned duties and tasks are clearly defined to all personnel involved in various disaster situations using the Active Action Diagram(AAD) techniques. Also, the design of 3-dimensional view assists to determine the appropriate initial response in times of earthquake and other disasters. The combination of the existing manual emergency response procedures and the scenario-based (IT) response system being developed will create an efficiency and fast response actions in times of emergencies.

  • Temporary residence in disaster scenarios emergency response system designed for utilizing emergency incident types identified through the rapid emergency response procedures and proper application of the resulting accident is very important in order to minimize the damage. In this study, emergency disaster expected to analyze the potential for accidents, the possible accident scenarios emergency disaster preparedness These were derived on the basis of temporary residence in the emergency scenario, the scenario for the emergency response and recovery measures were derived. In addition, each event of an emergency response scenario to be taken during the emergency response requirements for emergency response to a step-by-step behavior was defined by the subject. In addition, subject-specific, step-by-step emergency disaster scenarios emergency response is quick and can be done in a comprehensive foundation was laid.

  • 정보처리기술이 발달함에 따라 원자력시설에 대한 사이버침해 가능성이 갈수록 높아지고 있다. 방사능방재법 및 관련 법령에 의거하여 국내 원자력시설은 각 시설 별 사이버사건 비상대응 절차를 수립하고 절차의 유효성 및 비상대응조직의 대응역량을 제고하기 위한 목적의 주기적인 사이버사건 대응훈련을 실시하고 있으며, 규제기관의 독립적인 훈련평가 결과를 통해 많은 개선사항이 도출되고 있다. 본 논문에서는 현행 원자력시설의 사이버사건 대응훈련 체계를 분석하여 사이버사건대응 훈련 정책의 개념에 대해, 국내·외 기준에 따른 사이버사건 대응훈련 정책의 요소를 식별하여 이를 개선하기 위한 구체적인 규제방안을 제시한다.

  • Since emergency response training for maritime safety and safety education of maritime education institutions are conducted based on the set scenarios and education contents, there are limitations in the reduction of human error and response to various situations. Although there is a need for improvement, there is no way to improve response capabilities by assessing existing education training and securing diversity in situations. This study proposes a theoretical procedure analyzer method to model the diversity of situations for the improvement of emergency response training. This paper defines the human and system theoretical procedure analysis model (HSTPA) based on the organic relationship of the source and system. The limitations of the existing training were derived by analyzing the errors that each component could produce and applying them to the fire response training scenarios requiring vertical reporting systems and responses. The segmentation and inspection of training scenario considerations applying the proposed HSTPA model is believed to help create diverse and realistic scenarios in emergency response training and education, and improve the situation judgment understanding and response capabilities of the subjects.

A Study on the Emergency Response Empowerment for Captain Based on the Analysis of Maritime Accidents (사고분석을 통한 선장 비상대응 역량강화 연구)

  • Maritime accidents are always accompanied by human/property damages. If management level ship's of icers properly respond to emergency situation in a correct manner based on knowledge required by international conventions, when maritime accidents occur, it will be possible to minimize such human/property damages. To improve the ability to deal with maritime accidents, this study analyze maritime accident cases to identify which competencies ships' officers' were lacking, compared the emergency response competencies required by international conventions, analyzed various emergency management manuals of shipping companies and carried out questionnaire surveys to suggest improvements of emergency response capability for ship's master. Through the analysis of maritime accidents, it was identified that management level ship's officers lacked competencies regarding damage stability and intact stability, and that the training for emergency response required by international conventions had been insuf iciently carried out. In addition, even though emergency management manuals of ships were generally adequate, it has been identified that there were limitations in terms of practical use of emergency response manual. Therefore, based on the questionnaire, this study proposed the expansion of emergency response training required by international conventions based on use of simulators, and the development of guidelines or manuals for effective and efficient response in emergency situations.
