A Study on the Effect Analysis and Improvement of Cardiopulmonary Resuscitation on Life-rafts (구명뗏목에서의 비상대응 심폐소생술의 효과 분석 및 개선에 관한 연구)

  • Offshore working environments such as ships, offshore oil and gas plants, and offshore wind turbines are isolated and directly exposed to rough seas, which pose high risks of safety accidents. Therefore, all workers in offshore plants should be able to cope with emergency situations and must be qualified according to relevant laws and regulations such as the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) and Offshore Petroleum Industry Training Organization (OPITO) standards. In particular, marine workers should be able to perform cardiopulmonary resuscitation (CPR) in isolated locations or enclosed and confined spaces such as those in life-boats, life-rafts, rescue-boats, etc. Because the floor material is made of rubber, it may be difficult to perform chest compressions in life-rafts used to escape from emergency situations in ships or offshore plants. Chest compressions performed on life-rafts may reduce the accuracy of CPR and increase fatigue for those providing aid. To measure the accuracy and fatigue of those performing CPR in life-rafts, 15 experimenters with more than five years of experience as first aid instructors were exposed to different CPR environments in a marine safety training center equipped with an artificial wave generator. The results showed that the accuracy of CPR in the classroom was 99.6 %, but that in various life-raft environments was only 84 %. T-verification of the two sites confirmed the reduced accuracy of CPR performed on life-rafts. CPR on life-rafts should be performed in groups of two and with the use of automated chest compression devices.

  • 본 논문에서는 화재 및 재난 발생 시 재난관리솔루션을 활용한 통합방재시스템의 구축에 대한 내용을 서술하고 있다. 크고 작은 재난 관련 사건, 사고들이 끊이지 않고 있고 사건, 사고 발생시 효과적이고 신속한 대응 또한 요구되고 있다. 빠르게 변화하는 세상과 맞물려 건축물들도 과학기술의 발전과 더불어 점점 더 복잡해지는 양상을 보여주고 있으며 재난과 관련된 시설들도 다양화, 밀집화, 고도화 되고 있는 추세이다. 이러한 시설들을 효율적으로 관리하고 제어할 수 있는 솔루션의 필요성이 증가하고 있다. 또한, 이에 따른 위험도가 증가되면서 건축물의 관리자는 다양한 정보처리(소방, CCTV, 출입통제, 침입방지 등), 전문 기술, 관리 능력의 고도화가 요구되고 있다. 화재 및 재난 발생시 중요 역할을 하는 소방시설 및 관련 시설들이 상호 연계 없이 개별적으로 운영 된다면 소화활동 및 피난에 혼란을 주어 피해를 가중 시키게 된다. 따라서 재난 및 비상사태 발생 시, 피해 확산을 감소하기 위해서는 첨단화된 재난관리솔루션인 PSIM을 활용한 통합방재시스템 구축을 통해 화재 및 재난을 예측 예방하고 실시간으로 상황을 파악하여 골든타임을 확보하고 컨트롤타워 역할을 효과적으로 수행하게 해야한다. 재난관리솔루션을 활용하여 효율적인 운영 및 관리함으로써 위험 절감, 사전 계획수립을 통한 신속한 대응, 효율적 연동을 통한 재난대응효과 향상 및 비용절감의 효과가 기대된다.

Improvements on the Status of Fire Fighting Facilities and Teacher's Fire Safety Awareness about Special School (특수학교 소방시설 및 지도교사의 화재안전의식 개선방안)

  • 장애학생들이 생활하는 특수학교의 경우 화재 발생빈도는 낮지만, 장애인은 초기 대응능력과 피난능력이 현저히 부족하므로 화재 발생 시 막대한 인명피해를 초래할 수 있다. 장애인의 안전한 피난을 위해서는 초기 소화설비와 피난에 필요한 경보설비, 피난설비의 설치 및 운영 그리고 피난보조자의 역할과 책임이 중요하기 때문에 특수학교를 대상으로 하여 소방시설의 설치 및 운영, 피난보조자의 화재안전의식에 대해 조사하였다. 그 결과 Fail-safe 원칙에 따라 2방향 이상의 피난이 가능해야 하지만 6개교 중 5개교가 평상시 안전을 이유로 비상구에 자물쇠를 채워 통행이 불가능하였고, 특수학교 교사들 중 피난시 교사들의 역할분담에 대해 54.2%가 모르고 있었으며, 피난보조자에 대해서도 64.5%가 모른다고 답하였다. 또한 소화기와 옥내소화전을 실제 사용해 본적 있는 교사는 각각 32.2%, 7.9%로 조사되어 화재발생시 초기소화를 담당해야 하는 교사들의 소화설비의 사용 경험이 부족한 것으로 나타났다.

Dispersal Polymorphisms in Insects-its Diversity and Ecological Significance (곤충의 분산다형성-그의 다양성과 생태학적 의의)

  • Dispersal polymorphism in insects Is a kind of adaptive strategy of the life history together with the diapause, consisting of the “long-winged or alate forms” of migratory phase and the “short-winged or apterous forms” of stationary phase. Dispersal polymorphism is a polymorphism related with the flight capability, and has three categories ; the wing polymorphisms, flight muscle polymorphisms, and flight behavior variations. Phase variation is another type of dispersal polymorphism varying in morphology, physiology and wing forms in response to the density of the population. The dispersal migration is a very adaptive trait that enables a species to keep pace with the changing mosaic of its habitat, but requires some costs. In general, wing reduction has a positive effect on the reproductive potential such as earlier reproduction and larger fecundity The dispersal polymorphism is a kind of optimization in the evolutionary strategies of the life history in insects; a trade-off between the advantages and disadvantages of migration. Wing polymorphism is a phenotypically plastic trait. Wing form changes with the environmental conditions even though the species is the same. Various environmental factors have an effect on the dispersal polymorphisms. Density dependent dispersal polymorphism plays an important role In population dynamics, but it is not a simple function of the density; the individuals of a population may be different in response to the density resulting different outcomes in the population biology, and the detailed information on the genotypic variation of the individuals in the population is the fundamental importance in the prediction of the population performances in a given environment. In conclusion, the studies on the dispersal polymorphisms are a complicated field in relation with both physiology and ecology, and studies on the ecological and quantitative genetics have indeed contributed to understanding of its important nature. But the final factors of evolution; the mechanisms of natural selections, might be revealed through the studies on the population biology.

A Study on Changes in Seafarers Functions and Manpower Training by the Introduction of Maritime Autonomous Surface Ships (자율운항선박 도입에 따른 선원직능 변화와 인력양성에 관한 연구)

  • This study is based on Degree of Recognition and AHP surveys for experts, this study investigates changes in the demand of seafarers in response to changes in the shipping industry environment in which Maritime Autonomous Surface Ships(MASS) emerge according to the application of the fourth industrial revolution technology to ships, and it looks into changes in seafarers' skills. It also analyzes and proposes a plan for cultivating seafarers accordingly. As a result of Degree of Recognition and AHP analysis, it is analyzed that a new training system is required because the current training and education system may cover the job competencies of emergency response, caution and danger navigation, general sailing, cargo handling, seaworthiness maintenance, emergency response, and ship maintenance and management, but jobs such as remote control, monitoring diagnosis, device management capability, and big data analysis require competency for unmanned and shore based control.By evaluating the importance of change factors in the duties of seafarers in Maritime Autonomous Surface Ships, this study provides information on seafarers educational institutions response strategies for nurturing seafarers and prioritization of resource allocation, etc. The importance of factors was compared and evaluated to suggest changes in the duties of seafarers and methods of nurturing seafarers according to the introduction of Maritime Autonomous Surface Ships.It is expected that this study is meaningful as it systematically derived the duties and competency factors of seafarers of Maritime Autonomous Surface Ships from a practical point of view and analyzed the perception level of each relevant expert to diagnose expert-level responses to the introduction of Maritime Autonomous Surface Ships.

  • In order to prevent chemical accidents caused by human error, a chemical accident prevention and response training program using advanced technology was developed. After designing a virtual process based on the previously built pilot plant, chemical accident response contents were developed. A part of the pilot facility was remodeled for content realization and a remote control function was given. In addition, a DCS program that can control facilities in a virtual environment was developed, and chemical process operator training (OTS) that can finally respond to virtual chemical accidents was developed in conjunction with AR. Through this, trainees can build driving skills by directly operating the device, and by responding to virtual chemical accidents, they can develop emergency response capabilities. If the next-generation OTS like this study is widely distributed in the chemical industry, it is expected to greatly contribute to the prevention of chemical accidents caused by human error.

  • 한반도 기후변화 경향은 이미 기상 생태 환경 수자원 등 광범위한 부분에서 감지되고 있다(기상청, 2011a, 2011b). 현재까지의 연구에 따르면 한반도 기후변화에 따른 영향으로 강우패턴은 첨두강우가 7월에서 점차 8월로 이동 변화하는 것으로 전망되고, 양적으로 연강수량은 점차 감소가 전망되면서도 극한 값은 발생빈도와 크기가 점증할 것으로 전망되고 있다. 그래서 그간 기존댐에 대한 재평가(1998, 2010, 2012)와 발생 가능한 최대강우량 설계기준으로 기존 댐의 여수로 배제 능력을 증대시키는 비상여수로 설치 등 기존 댐 시설위주의 효율적인 기후변화 대응 또는 적응 방안을 시행해 왔다. 그러나, 기후변화로 인한 기상 상황은 전에 발생한 적이 없었던 새로운 기상이변과 재난을 가져오고 있다. 이에 기상 변화에 하나의 시설로서 대응 하던 방식에서 한 번의 기상이변이 유역 전반에 걸쳐 재난을 발생하는 최근의 상황에 맞추어 수자원 시설을 계획하는 방식에 대한 변화의 필요성 있다고 생각하였다. 이에 장래 전망되는 기후변화를 감안하여 이수와 치수 시설의 가뭄과 홍수에 대한 대처 능력을 유역 차원에서 평가하는 방법을 찾아보고자 한다. Robust 하다는 것은 어떤 상황에서도 작동이 되는 것을 말하는 강건한 계획으로, 이와 같은 시설 계획을 위해서는 먼저 현재의 시설물에 대한 회복력을 판단하는 평가가 있어야 할 것이다. 따라서, 용수공급이든 홍수 재난이든 회복력(복원력)에 대한 평가를 하고, 대안에 대한 로버스트 의사 결정 방법(RDM: Robust Decision Making)을 적용하여 우수한 대안을 찾으면 강건한 시설계획 수립이라는 절차가 될 수 있다고 판단하였다. 본 연구는 회복력(복원력)을 갖는 로버스트 의사결정방법에 대한 과거 연구 조사를 기초로 하여 연구 수행 절차를 마련한 후에 장래 한반도 기후변화 시나리오를 시범 유역에 적용하여 수자원 시설의 복원 또는 회복력을 분석하고, robust 의사결정방법을 적용함으로써, 향후 로버스트 수자원 시설 계획이 어떻게 이루어져야 하는지와 함께 이수와 치수 시설의 종합적인 계획 등에 대한 개념적인 절차와 방법의 제시를 도모하였다.

A Study on Minimum Cabin Crew Requirements for Korean Low Cost Air Carriers

  • In recent 3 years, Korea's low-cost airlines have expanded their areas of passenger transportation not only to domestic market but also to Japan, China, Southeast Asia and US territory as a total of 6 companies (8 airlines including small air operation business carriers). Currently, three more airlines have filed for air transportation business certification as future low-cost carriers, and this expansion is expected to continue. To cope with the aggressive airline operations of domestic and foreign low-cost carriers and to enhance their competitiveness, each low-cost airline is taking a number of strategies for promoting cabin service. Therefore, the workload of the cabin crew is increased in proportion to the expansion, and the fatigue directly connected with the safety task performance is increased. It is stipulated in the Enforcement Regulations of the Korea Aviation Safety Act that at minimum, one cabin crew is required per 50 passenger seating capacity, and all low cost carriers are boarding only the minimum cabin crew. Sometimes it is impossible for them to sit in a floor level emergency exit for evacuation, which is the main task of the cabin crew, and this can cause confusion among evacuating passengers in the event of an emergency. In addition, if one of the minimum cabin crew becomes incapacitated due to an injury or the like, it will become a serious impediment in performing emergency evacuation duties. Even in the normal situation, since it will be violating the Act prescription on the minimum cabin crew complement, passengers will have to move to another available airline flights, encountering extreme inconvenience. Annex 6 to the Convention on International Civil Aviation specifies international standards for the determination of the minimum number of cabin crew shall be based only on the number of passenger seats or passengers on board for safe and expeditious emergency evacuation. Thereby in order to enhance the safety of the passengers and the crew on board, it is necessary to consider the cabin crew's fatigue that may occur in the various job characteristics (service, safety, security, first aid)and floor level emergency exit seating in calculating the minimum number of cabin crew. And it is also deemed necessary for the government's regulatory body to enhance the cabin safety for passengers and crew when determining the number of minimum cabin crew by reflecting the cabin crew's workload leading to their fatigue and unavailability to be seated in a floor level emergency exit on low cost carriers.

  • Airport GIS is a comprehensive information system to improve security and efficiency of airport. At the initial stage to make it real, the current status of domestic and international regulations along with relevant standardization bas been reviewed. Gimpo Airport becomes a test-bed to get some ideas about how to bring the airport GIS into workflow by building service model and basic design based on current status and demand analysis of the airport. The 6 service models primarily brought into the project are as follows: (1) Local vehicles safety management in airside, (2) Intelligent traffic control between flights and vehicles at main cross points, (3) Dynamic safety management against FOD in airside and breakage on pavement, (4) Special support vehicle management such as deicing remotely controlled, (5) Response and support for fire vehicles and ambulances of signatory institutions in emergency. The upcoming research topic aims at drawing a specific design and building integrated system in the future.
