A sample survey design for service satisfaction evaluation of regional education offices (지역교육청 수요자 만족도조사를 위한 표본설계에 관한 연구)

  • A sample survey design is suggested for the service satisfaction evaluation of regional education offices based on the sample size of 2009 Gyeongnam regional education offices's customer satisfaction survey. The sample design is developed to fit the goal of evaluation of individual regional offices and allocate at least the minimum sample size to each city or county in Gyeongnam to achieve the goal of the survey. The population is stratified according to the regions and the types of schools, and the sample of schools is selected with proportional to the size of classes within each stratum. Finally, each sample student is selected according to two-stage cluster sampling within each sample school. Weighting averages, weighting totals and so on can be evaluated for analysis purposes. Their variance estimates can be evaluated using re-sampling methods like BBR, Jackknife, linearization-substitution methods, which are generally used for the data from a complex sample.

A Method of Profit Allocation for Sharing Economy among Companies Considering the Transaction Costs (거래비용을 고려한 기업 간 공유경제에서의 이익 배분 방안)

  • Currently, many enterprises are trying to allocate the investment costs and risks through collaboration, and strengthen their competitiveness by sharing their resources and gains. Intercorporate sharing economy, a type of intercorporate collaboration, refers to the economic activity to share the idle resources of enterprises and enhance their efficiency. For a successful intercorporate economy with the participation of various stakeholders, there is a need to establish the clear allocation method of gains. Accordingly, this study suggested three methods-the MST method that can apply transaction cost incurred when forming a coalition for sharing economy; the average of transaction cost incurred by each participant, and the Shapley Value application method for the transaction cost incurred between the participants. In addition, this study also suggested gain allocation methods such as the "Equal distribution of gain" method, a gain allocation method based on the Cooperative Game Theory, the the "Proportional distribution of gain" method, and the Shapley Value method that takes in consideration the transaction costs.

Allocation Methods for Port Incentives at Gwangyang Port (항만 인센티브 배분방법 설계 - 광양항을 중심으로)

  • This paper aims to review the fairness of carriers' incentive schemes at Gwangyang port in 2010 and to show the desirable incentive allocation rules using the proportional and egalitarian rules under cooperative game theory. The carriers' incentive schemes at Gwangyang port in 2010 did not meet the no-envy and the efficiency, and satisfy the symmetry axiom. According to the research findings, the equal surplus method satisfies the axioms of equity, efficiency, symmetry, and progressivity. However, the uniform losses method meets the axioms of equity, efficiency, symmetry, and regressivity. We use a single allocation criterion of the total throughput to show the regressivity and the symmetry principles into the incentive scheme instead of using multiple criteria such as total throughput, increased volume, and coastal volume. The uniform losses method based on the total throughput can distribute the incentive amount according to the intent of the incentive schemes. Hence, we need to establish a rationing system to allocate reasonably the total amount of different types of incentives, avoiding the temptation to adjust the volume shipped between the ports of carriers considering the efficiency of allocation.

A Stratified Multi-proportions Randomized Response Model (층화 다지 확률화응답모형)

  • We propose a multi-proportions randomized response model by stratified simple random sampling for surveys of sensitive issues of a polychotomous population composed of several stratum. We also systemize a theoretical validity to apply multi-proportions randomized response model (Abul-Ela et al.' model, Eriksson's model) to stratified simple random sampling and derive the estimate and its dispersion matrix of the proportion of sensitive characteristic of population using the suggested model. Two types of sample allocations (proportional allocation and optimum allocation) are considered under the fixed cost. In efficiency, the Eriksson's model by stratified sampling are compared to the Abul-Ela et al.' model.

  • Stratified random sampling is a powerful sampling strategy to reduce variance of the estimators by incorporating useful auxiliary information to stratify the population. Sample allocation is the one of the important decisions in selecting a stratified random sample. There are two common methods, the proportional allocation and Neyman allocation if we could assume data collection cost for different observation units equal. Theoretically, Neyman allocation considering the size and standard deviation of each stratum, is known to be more effective than proportional allocation which incorporates only stratum size information. However, if the information on the standard deviation is inaccurate, the performance of Neyman allocation is in doubt. It has been pointed out that Neyman allocation is not suitable for multi-purpose sample survey that requires the estimation of several characteristics. In addition to sampling error, non-response error is another factor to evaluate sampling strategy that affects the statistical precision of the estimator. We propose new sample allocation methods using the available information about stratum response rates at the designing stage to improve stratified random sampling. The proposed methods are efficient when response rates differ considerably among strata. In particular, the method using population sizes and response rates improves the Neyman allocation in multi-purpose sample survey.

수출시장다변화(輸出市場多邊化)를 위한 2단계(二段階)쿼타배분제도(配分制度)의 경제효과(經濟效果)

  • 대부분의 수출자율규제실시국(輸出自律規制實施國)들은 총(總)쿼타의 일부를 개방(開放)쿼타로 할당하여 수출단가(輸出單價)와 비규제국(非規制國) 수출실적(輸出實績)에 비례하여 배분하는 2단계(二段階)쿼타배분제도(配分制度)를 택하고 있으며 이는 수출자율규제(輸出自律規制)에서 오는 수출소득(輸出所得)과 수출물량(輸出物量)의 감소를 수출시장다변화(輸出市場多邊化)를 통해 줄이려는 정책적(政策的) 노력(努力)으로 해석된다. 본고(本稿)는 부분균형분석(部分均衡分析)을 통해 비규제국(非規制國) 수출실적(輸出實績)을 개방(開放)쿼타의 배분기준(配分基準)으로 하는 2단계(二段階)쿼타배분제도(配分制度)가 기본(基本)쿼타에만 의존하는 단일(單一)쿼타배분제도(配分制度)보다 비규제국(非規制國) 수출물량(輸出物量)을 증가시키고 이에 따른 수출소득(輸出所得)의 변화는 비규제국(非規制國) 수입수요탄력성(輸入需要彈力性)에 의해 결정됨을 보인 반면 개방(開放)쿼타를 얻기 위한 기업의 경쟁행위가 비규제국(非規制國) 수출가격(輸出價格)을 한계생산비(限界生産費) 이하의 수준으로 하락시켜 자원배분(資源配分)의 비효율(非效率)을 초래할 수 있으며 이는 바로 GATT규정(規定)에 위배되는 덤핑사례(事例)를 유도할 수 있음을 보였다. 따라서 수출(輸出)쿼타배분제도(配分制度)를 운용함에 있어서 자원배분(資源配分)의 효율(效率)과 국제무역환경(國際貿易環境)에 미치는 영향 등을 충분히 고려해야 할 것이다.

Cost Allocation among Local Governments for Environmental Infrastructure: A Case Study of Sewage Treatment Plant (환경기초시설의 지자체간의 협력적 운영을 위한 합리적 비용배분: 하수처리장사례를 중심으로)

  • This study explores methods of allocating costs incurring from construction of environmental infrastructure among local governments involved in the project. Principles for equitable cost-allocation are reviewed, and pros/cons associated with different methods are examined. Proportional Allocation method, Shapley Value method, SCRB (Separable Cost-Remaining Benefits) method are applied to a case of swage treatment plant in Gyeongnam province region, Korea. It is found that the SCRB method produces the most equitable result, followed by Shapley method. The Proportional Allocation method, although easy to understand and simple to calculate, is found to be skewed in favor of small town.

An Additive Stratified Quantitative Attribute Randomized Response Model (층화 가법 양적속성 확률화응답모형)

  • For a sensitive survey in which the population is composed by several strata with quantitative attributes, we present an additive stratified quantitative attribute randomized response model which applied stratified random sampling instead of simple random sampling to the models of Himmelfarb-Edgell's additive quantitative attribute model and Gjestvang-Singh's. We also establish theoretical grounds to estimate the stratum mean of sensitive quantitative attributes as well as the over all mean. We deal with the proportional and optimal allocation problems in each suggested model and compare the relative efficiency of the suggested two models; subsequently, Himmelfarb-Edgell's model is more efficient than Gjestvang-Singh's model under the condition of stratified random sampling.

A sample design for the survey on actual state of SMEs (중소기업실태조사를 위한 표본설계)

  • In 2009 the former three surveys on small and medium enterprises were combined into one survey to reduce the response burden of enterprises. In this report, we study a sample design for 2009 survey on actual state of small and medium enterprises (SMEs). However, the differences between the manufacturing industries and knowledge-based service industries are so large that we need to consider separate populations in the survey. The total sample size is decided as 10,000 in new survey design for integration. We allocate the sample sizes for the first stratum based on CV and then allocate the sample sizes for the second stratum using root proportional formula. Also we calculate survey weights and propose the formula for the estimators as well as standard errors using weights for each characteristic.

  • 2001년에 실시할 $\ulcorner$국민건강.영양조사$\lrcorner$를 위한 새로운 표본설계를 하였다. 본 표본설계에서는 표본의 대표성을 높이기 위해서 기존의 표본가구수는 유지하면서 표본조사구를 증가시키고 새로운 지역 층화변수를 추가로 도입하였다. 또한 추정량의 추정오차 공식을 유도하여 추정의 신뢰성을 측정할 수 있도록 설계하였다.
