Regional Disparities and Balanced Development Strategy in North Korea (북한의 지역격차와 균형개발전략)

  • 본 연구는 북한의 지역격차를 분석하고, 상대적으로 낙후된 지역에 대한 개발전략으로서, 북한의 경제발전을 위해 확대.설치가 불가피한 경제특구와 연계하여 지역균형개발전략을 모색해 보았다. 북한의 지역간 인구성장 분석에 의하면, 북한은 지역균형개발정책에도 불구하고, 종주도시 평양과 여타 지역간에 극심한 지역격차를 보이고 있다. 따라서 앞으로 경제특구는 낙후된 지역 즉, 평양을 제외한 여타 지역에 고르게 입지하는 전략이 요구된다는 점을 가조하였다. 그리고 경제특구는 북한의 보유자원 관점에서 노동집약적인 가공공업형 경제특구와 관광형 경제특구로 나누어 추진되는 것이 바람직하며, 입지 후보지로는 신의주.남포.해주.청진.김책.함흥.원산 등의 지구는 가공공업형 경제특구로, 금강산.백두산.묘향산 등의 지구는 관광형 경제특구로 적합하다고 제안하였다.

An Evaluation of N.Korean SEZs through Comparing with China's and Vietnam's Initial Cases (중국과 베트남 초기 경제특구와 비교를 통한 북한 경제특구 평가)

  • North Korea(NK) has designated the special economic zones(SEZs) since the first one in Rason. But, why have the SEZs in NK still not been developed successfully? This study comparatively evaluated the SEZs in China, Vietnam and NK, with respect to 'context/purpose', 'development/management system', and 'location/infrastructure.' NK's strategies for the SEZs were different from those of China and Vietnam in terms of historical context and development purpose. China and Vietnam chose the market opening policy aiming to reform their national economy, while NK tried the opening policy without the economic reform. This difference made NK's decentralization and location strategies marginal. In spite of the positive land system and tax benefit of NK, the strategies couldn't make a successful result. The implications of this comparative study are as follows. Firstly, NK needs to establish a strategy for the SEZs in accord with the comprehensive and long-term plan for economic development and 'trustworthy and substantial market-systems' being compatible with outside world. For that, NK has to secure the regime stability in political and diplomatic dimensions. Secondly, NK has to carry out policies of decentralization and location of the SEZs more positively. Thirdly, in order to solve the problem related to lack of infrastructure capital, NK needs to utilize a BOT scheme.

North Korea's Special Economic Zones Strategy in the Kim Jong-Un era: Territorialization, Decentralization, and Chinese-Style Reform and Opening? (김정은 시대 북한의 경제특구전략: 영역화, 분권화, 그리고 중국식 개혁개방?)

  • This paper examines the implications of North Korea's Special Economic Zone (SEZ) strategy since the early 1990s in terms of the shifts in both North Korea's economic system and geopolitical order on the Korean peninsula. Specifically, it analyzes the shifts in North Korea's SEZ policy in three different aspects-North Korea's unique territorial logic, stress on decentralization, and comparison with Chinese reform and opening-up. Based upon this analysis, this paper criticizes a linear approach to understand North Korea's economic transformation from isolation to opening-up, and explores the dynamics of North Korea SEZ strategy in various dimensions. It contends that North Korea's SEZ strategy is neither an inevitable choice from economic difficulty nor an adoption of Chinese model of reform and opening up. Rather this paper focuses on the geopolitical logic and local development imperatives underlying SEZ strategy.

두만강지역(地域)의 에너지 자원개발(資源開發)에 관(關)한 연구(硏究) -전력산업(電力産業)을 중심(中心)으로-

  • 본 연구는 두만강지역의 에너지 자원개발에 관한 연구에서 전력산업을 중심으로 다루었으며 연구범위는 연변 조선족 자치주 수도 연길과 러시아의 군사항 블라디보스톡 그리고 북한의 청진을 잇는 대삼각지대(Tumen River Economic Development Area: TREDA)로 하였다. TREDA내에 2020년의 국가별 총전력수요는 중국 9,052 Gwh, 북한 8,989 Gwh, 러시아 15,662 Gwh이며, 1991년-2020년간의 년평균 증가율은 중국 8.4%, 북한 5.9%, 러시아 3.1%로 전망된다. 따라서 발전소 건설계획은 3개국(중국-북한-러시아)전력계통연계 방안이 가장 경제적인 것으로 나타났으며, 송변전계통은 각국이 주파수가 상이하여 전력계통의 연계가 경제적, 기술적으로 타당성 검토가 곤란하나 계통연계시 기존 설비의 보완 및 설비운용면에서 제도적 보완책이 필요한 것으로 사료된다. 전기요금은 국가에서 통제, 결정하여 왔다. 그러나 두만강개발특구는 자유무역경제특구이므로 시장경제체제에 의한 발전소 건설 계획을 전제로 한 한계비용이 68원/Kwh일때 자원의 효율적 배분과 사회 후생을 극대화할 수 있다는 것이다. 단기적으로 TREDA사업초기에는 환경설비를 갖춘 재래식 석유 및 석탄화력 발전소가 투자 부담면에서 유리하나 향후 환경규제를 대비하기 위해서는 원자력발전의 건설도 환경영향을 최소화할 수 있는 방안으로 모색될 수 있을 것이다.

Operating Strategies for Education and Training Programs for Nurturing North Korean Construction Workers (북한 건설기능인력 양성을 위한 교육·훈련 프로그램 운영 전략)

  • This study was conducted to pave the way for the development and operation of education and training programs to nurture skilled North Korean construction workers. Such programs would help to meet the expanded demand for setting up infrastructure, which is the backbone of the two Koreas' economic cooperation and mutual development. To achieve this initiative, the targets and scopes of education and training were determined by classifying business types for education and training purposes by construction sector. Furthermore, each education and training course and their allocated time frames were analyzed. Issues related to inter-Korean economic cooperation in the border area were also analyzed to determine regional characteristics. Education and training programs were thus classified into three types of infrastructure units: society, industry, and life infrastructure units. Social infrastructure units are the common demand of the whole border area, including construction of roads, railways, and harbors, as well as inspection and maintenance. Industrial infrastructure units are programs for industrial facilities centering on the designated special economic zone in the western part of the border area. Life infrastructure units are programs for infrastructure facilities such as large, complex facilities and residential facilities for the eastern tourist belt side.

Status and Participation Plan of Economic Coorperation in Border Region of N.Korea and China (북·중 접경지역 경제협력 현황과 참여방안)

  • North Korean leader Kim, Jung-Il visited Beijing, China, May 2010, when he made a common recognition with Chinese President Hu Jintao on construction of the Rasun SEZ and the Hwanggumpyong-Wyhwado SEZ for development of Economic cooperation between N.Korea and China and accelerating establishment of SEZs in N.Korea. However, after N.Korea's third nuclear test on Feb. 2013, the relationship between N.Korea and China became a little worse. Recently, three nations' border region near Rasun in N.Korea is reconsidered that it is very important place for collaboration between and among 2, 3 or 4 countries, S.Korea, N.Korea, China and Russia. This thesis examined these changes of cooperation and plans among the countries near the border region and proposed some measures for participation of S.Korea on the projects in the Rasun region.

  • 한국천문연구원에서는 남북 천문분야 과학기술협력 활성화를 위하여 전파천문학을 포함하여 몇 몇 천문학 분야에 대한 협력방안을 모색하고 있다. 전파천문학의 경우, 현재 운영중인 한국우주전파관측망(KVN)의 확장을 통한 남북협력 방안을 고려하고 있다. KVN 초기 계획에서는 북한의 평양과 나진-선봉 경제특구 인근에 2기의 전파망원경을 건설하는 것이 고려되었다. 현재 3기의 전파망원경 구성된 KVN에 북한 2기가 추가된다면, 3배 이상의 기선수 증가와 2배의 분해능 향상, 그리고 전체적인 VLBI 감도가 30% 이상 증가할 것으로 예상된다. 특히, KVN의 가장 큰 특징인 고파수 VLBI 관측은 현재 협력 가능한 전파망원경이 거의 전무하기 때문에, 이러한 확장을 통하여 독보적인 전파간섭계 시스템 구축과 함께, 이를 활용한 과학연구에 크게 기여할 수 있을 것으로 생각된다. 본 발표에서는 남북 전파천문학분야 협력의 현실과 미래를 전망해보고, 가능한 방안을 논의하고자 한다.

A Study on Determinants of Korean SMEs' Foreign Direct Investment in Gaeseong Industrial Complex & Vietnam (중소기업의 개성공단 및 베트남 직접투자 결정요인 연구)

  • The purpose of this study is to analyze the direct investment decision factors in the Kaesong Industrial Complex and Vietnam, and to contribute to the creation of domestic jobs and the revitalization of the inter-Korean economy. According to the analysis, most of the Kaesong Industrial Complex and Vietnamese investment companies are entering the complex for the purpose of utilizing cheap labor, cheap factory locations, sales/development of local markets, and bypass export production bases in third countries. This can be divided into production-efficient investors using differences in production price such as labor costs and market-oriented investors to sell and expand the local market, which seems to be consistent with global direct investment patterns such as Nike, Apple, and Amazon. However, even if the North Korea-U.S. denuclearization talks ease or lift sanctions, Vietnamese investors' willingness to invest in the North Korea has been most burdened by the possibility of closing special economic zones due to political risks. Last but not least, it is important to note that those willing to invest in North Korea are mostly smaller enterprises in textiles, sewing, footwear and leather industries-those that benefit from low-cost labor. Since their size is small, they need policy support in financing, especially in the early stages of their business. Even after they grow past the early stages, those without collateral would still need state guarantee letters to get financing. Thus, it is worth considering to use the Inter-Korean Cooperation Fund to compensate commercial banks for bad loan loss or for low-interest loans for smaller SMEs. The interviews with SMEs found that red-tape is one of the biggest difficulties they face. Thus, it is recommended that a one-stop service agency should be established to cover all processes and issues related to inter-Korean economic cooperation to eliminate redundancy and expediate government support for SMEs.
