교육의 새로운 방향은 가상 학교나 WBI와 같은 교육적 활용분야로 확대되고 있으나, e-Learning 상에서 이뤄지는 평가의 응시자에 대한 신뢰 확보는 어려운 상황이다. 기존의 인증이란 사용자가 E와 Password를 타인에게 공개하지 않는 한 본인임을 인증하였다. 하지만 온라인상에서 시험 응시자는 본인의 ID와 Password를 타인에게 알려주어 대리시험이 가능하게 함은 물론 시험문제의 공유 또는 다수의 응시자가 한 곳에 모여 문제를 풀어 감으로서 평가에 대한 신뢰도에 의문을 갖지 않을 수 없게 되었다. 이에 인터넷으로 원격조정이 가능한 PC카메라와 얼굴인식 프로그램 그리고 원격제어프로그램을 이용하여 응시자를 인증함으로써 부정행위를 원천적으로 봉쇄하고, 감독자가 언제 어디서나 웹을 통하여 쉽게 감독할 수 있도록 LMS 기능의 보완이 요구된다. 본 논문을 통해서는 채팅기능을 통한 상호 대화가 가능하고 응시 장면을 동영상으로 압축 저장하여 사후 감독이 가능토록 함으로서 e-Learning상에서의 평가 및 학사관리의 공정성 및 신뢰도를 높일 수 있는 방안을 제시하였다.

지난 2020년 전 세계적으로 코로나 19 확진자가 급증하자 세계보건기구(WHO)는 코로나 19 대유행을 선언하였다. 이러한 질병의 확산을 막는 방안으로 다양한 시험들이 비대면 시험으로 전환되면서 부정행위에 대한 우려가 있다. 또한, 이러한 상황에서 비대면 시험을 진행하고자 할 때 참조할 만한 체계가 없는 것이 현실이다. 이러한 상황을 고려하여 감염병 확산 이후로 불가피하게 진행될 비대면 환경에서의 감독 및 시험 방식에 있어 4단계의 거버넌스를 제시하고자 한다. 해당 거버넌스는 시험에서 사용되는 활용도 및 빈도수와 시험 감독 강도에 따라 4단계로 정의된다. 각 단계의 거버넌스들은 기존의 비대면 시험 방식과 코로나 19 이후의 시험 방식에 대한 비교 및 조사와 여러 시험 형식의 특성을 고려하여 제시된다. 제시된 거버넌스는 비대면 시험을 준비하고 시행하는 기관, 기업 및 학교들의 참조 모델이 될 것으로 기대하며, 비대면 시험의 "효율성"과 "공정성"을 확보하는 데에 기여할 것을 기대한다.

Sports events are not copyrighted and sports organizer's profit from sports events is not subject to intellectual property law in our legislation. Most other countries, except for France, do not also recognize sports organizer's profit as an intellectual property right. For this reason, legal grounds protecting sports organizer's profit must be found from current law such as tort law or Unfair Competition and Trade Secret Protection Act. It is irrefutable that these laws play a significant role in protecting sports organizer's profit by imposing restrictions on taking unfair advantage of others' efforts or investment. Nevertheless, protecting sports organizer's profit through such laws has its limits because sports events and relevant information outside the protection category of intellectual property law are considered as public domain. Therefore, introduction of sports organizer's intellectual property right through legislation will serve to faithfully protect sports organizer's profit. Even countries where spectator sports industry is fully in force actively discuss the issue of introducing sports organizer's intellectual property right. Intellectual property law, like other laws, is keenly subject to international trends due to market globalization and sensitively responds to the trends. I believe that further discussions are highly required about the introduction of sports organizer's intellectual property right that properly reflects international trends.

최근 모바일 게임서비스의 이용자가 증가함에 따라 스미싱 등 결제부정행위에 악용되는 사례들이 증가하고 있다. 이에 따라 안드로이드 환경에서 동작하는 스마트폰 내 모바일 게임 서비스에 대한 보안 요구사항이 게임앱 개발사, 게임서비스 제공사, 유통플랫폼 기업들에 요구되고 있다. 모바일 게임 서비스 보안은 PC 상에서의 게임보안과 어떤 차이점들이 존재하며 모바일 게임 내에 존재하는 취약점들의 유형은 어떤 것들이 있는지 살펴보고, 이에 대한 대안 및 기술적 한계를 살펴보도록 한다.

앞으로 영업정지, 등록말소, 휴 폐업 등 부적격업체의 공공조달시장 입찰참가가 원천적으로 사전 봉쇄되고, 나라장터 시스템 밖에서 일어나는 입찰담합 등 불법행위도 관계기관 공조를 통한 상시 감시체제 속에서 색출된다. 조달청은 '나라장터 리노베이션 프로젝트의 일환'으로 나라장터를 통한 전자입찰시 입찰참가자격이 없는 부적격업체의 입찰참가를 사전에 차단하기 위해 나라장터에 입찰차단시스템을 구축하고, 불법전자입찰 징후 분석시스템도 한 단계 업그레이드하여 지난 10월 1일부터 가동에 들어갔다.

기업결합에서의 경쟁제한성을 판단하는데 있어 지리적 시장의 범위를 획정하는 것은 매우 어려운 문제이다. 지리적 관련시장을 세계시장으로 획정하는 경우 국제시장의 정치, 경제적 복잡성을 무시하는 결과가 될 뿐 아니라 반경쟁적 행위를 허용하게 되는 위험이 있음도 부정할 수 없다. 그러나 오늘날 국제화가 진전되고, 특히 IT기술 등의 발전에 힘입어 지리적 관련시장이 확대되는 추세에 있는 점은 부인하지 못할 것이다. 독일의 경우 지리적 시장범위가 독일국내를 벗어날 수 있는 근거규정을 아예 입법화한 것도 이러한 추세를 반영한 결과의 하나가 아닌가 생각된다. 세계시장이 인정되기 위해서는 어떤 요소가 충족되어야 하는가에 대한 국내외의 사례분석이 필요하다고 본다.

서울시는 앞으로 제휴 금융기관을 통해 모든 공사대금을 원도급(종합건설업체)대금과 하도급(전문건설업체)대금으로 분리해서 지급한다. 또 공사대금 지급상황을 실시간으로 확인할 수 있는 시스템을 구축, 하도급대금 미지급이나 지연지급, 현금수령 후 어음지급 등 부정, 부당행위를 예방키로 했다. 서울시는 지난 1월 19일 금융기관 2곳과 연계한 '하도급 대금지급 실시간 확인시스템'(hado.eseoul.go.kr) 구축을 완료하고 본격 시행에 들어간다고 밝혔다.

스마트폰 보급의 확산으로, 어플리케이션 마켓 및 다양한 인터넷 기반 서비스가 활성화되었다. 그러나 모바일 악성코드로 인한 공격 및 피해가 증가하고 있고 향후에는 더욱 지능화된 다양한 형태의 악의적 행위에 의한 정보 유출, 불법 과금, 부정 사용 등과 같은 보안 위협 일어날 것으로 예상된다. 본 논문은 스마트폰에서 보안사고의 사례와 취약점을 분석하고 대책 방안을 위한 연구 방향을 제시하고자 한다.

Maintaining active users who repeatedly share high-quality knowledge is critical for the success of online Q&A sites. This study suggests two paths that lead to active users' continuous knowledge sharing: 1) elaborated decision process, represented by continuance intention, and 2) automated cognitive process, represented by past behavior. The direct and moderating effects of continuance intention and past behavior were verified by analyzing subjective intention data and objective behavior data of 333 active users of Naver Knowledge-iN. Using Cox proportional hazards regression and negative binomial regression, the influences of continuance intention and past behavior on two types of continuous knowledge sharing were examined. The results showed that only past behavior was significantly influential on knowledge sharing continuance and as to the frequency of knowledge sharing, both continuance intention and past behavior's influences were significant. It was also confirmed that past behavior negatively moderates continuance intention's effect on the frequency of knowledge sharing. In order to maintain active users' continuous knowledge sharing, it is important to habituate knowledge sharing through repetitive knowledge sharing behavior. And in order to increase the frequency of knowledge sharing, in addition to the habituation, appropriate benefits that can increase the continuance intention should be provided.
