Risks Incurred by Release of Animals into the Natural Ecosystem in Korea and Its Risk Management (국내 동물의 야생생태계 방출로 인한 위해성 및 위해성 관리방안)

  • Recently, a number of local governments as well as private organizations have spearheaded the release of animals into the natural ecosystem in Korea. In 2002, most of these animals released were mammals and birds, but the parameter was gradually expanded to include fish, amphibians, and invertebrates in addition to mammals and birds in 2007, with an increased overall number of animals released. Such increase has not only posed ecological, economic, and public health risks, but also yielded an increase in damages incurred by releasing animals historically or ecologically alien to a given region without thorough risk assessment. The most significant cause of such risks was a critical lack of risk management and regulatory schemes addressing the release of animals into the natural ecosystem. In stark contrast, developed countries long before established the requisite risk management and regulatory schemes either by complying with the IUCN/SSC's Guidelines for Re-Introductions or devising them independently. In this context, the current study has examined the release of animals into the natural ecosystem in Korea and, based on the investigation, asserted a strong need for proper risk management. Moreover, the study has presented systematic risk management and regulatory schemes suitable for the Korean milieu based on a comparative analysis of those employed in developed countries.

  • As a great earthquake hit east Japan recently, the interests for the necessity of earthquake resistant design and earthquake resistance ability of existent structures are much increased. The damage or collapse of a bridge, as a social overhead capital structure affects socially and economically. Thus the evaluation of earthquake resistance ability of these structures is very important. The reviewing methods for earthquake resistance ability are mostly deterministic. Although the deterministic methods are fit for the evaluation of safety of each member, they are not practical for the whole structure. For the evaluation of structural safety for earthquake, the method for the evaluation of fragility or damage is needed for some stages of damage. In this paper, fragility curves of steel box bridge using RFPB bearing for PGA, PGV, SA, SV, SI are constructed, and these are compared with the cases of FPB.

A Study on the Quality Assessment Using QFD & FMEA (QFD와 FMEA를 이용한 품질평가에 관한 연구)

  • Recently, the quality of a product or system has becoming increasingly important as it means customer satisfaction. The function, which is recognized as a nature of this quality, means how it functions well so it is the closest to the customer satisfaction. On the other hand, it is becoming more important as safety is closely related to destruction or human injury from accidents for engineers who handle large-scaled structures, such as ships. This study analyzed the function using quality function development (QFD) and considering the function and safety, which are being recognized as important in the structure. In addition, the safety and the quality analysis method based on the customers' needs was analyzed using failure mode and influence analysis (FMEA). In addition, the supplementary materials that are important in terms of the aspect of safety and function for the quality enhancement of a hatchway system were determined by applying a bulk carrier and hatchway. As a result, there are commonly understood items in important supplementary materials and parts, which are determined individually in terms of function and safety, because they can enhance both the function and safety simultaneously. This study shows that designers can improve the quality of products and systems by enhancing these supplementary materials and parts with greater interest.

Scientific Investigation and Conservation Treatment of the Three-story Stone Pagoda at Jangha-ri, Buyeo (부여 장하리 삼층석탑의 과학적 조사 및 보존처리)

  • This study examined the properties of the materials used in the three-story pagoda at Jangha-ri, Buyeo. It was performed in order to identify the objective condition of the pagoda and establish an appropriate plan for the conservation treatment of the pagoda. According to the study, the average total magnetic susceptibility was 3.71 (10-3 SI unit), and at least four types of granite with different origins were likely used in the production of the pagoda. The ultrasonic velocity averaged 1,519m/s, and the coefficient of weathering showed an average of grade 4. The thermal gradient between the cement (restoration materials) and original materials was identified through thermal imaging. In some areas, the cement restoration materials required replacement with new stone materials with properties similar to those of the original stone materials. Taking into account these results, a map of weathering damage was prepared and appropriate conservation treatment plans were established based on the findings of previous studies. Since the pagoda had suffered severe biological damage and discoloration, surface contaminants were removed through wet cleaning with distilled water and a brush. The exfoliated areas were reinforced on the site by mixing epoxy resin with powdered stone with the same properties as the original stone materials of the pagoda.

Quality Assessment of Hatchway Using QFD & FMEA (QFD와 FMEA를 이용한 화물창구의 품질 평가)

  • The quality of a product/system is getting more important concept nowadays. 'Performance', as one of the quality characteristics, means how well a product carries out its given functions and is the most adjacent characteristics to the customer satisfaction. To an engineer, however, who deals with large structures such as ships, 'Safety' is actually getting more important because of its direct relationship with failures of a product/system itself and human injuries when an accident occurs. In this study, therefore, we consider both performance and safety recognized the most important elements in dealing with structures and present a quality analysis method based on customer requirements by using QFD for performance analysis and FMEA for safety analysis respectively. Applying these methods to the hatchway of a bulk carrier, we could find 8 and 12 important parts based on performance and safety respectively. Among these, only 7 parts were pointed out commonly critical. From these, we can suggest that designers should pay more attention to these 7 parts and thus give a high priority of concerns to them when trying to improve the quality of system.

  • There are many facilities, such as facilities for high pressure gas storage and systems related to high pressure pipes, to handle hazardous materials in energy industries. Because the foundation of the proper risk analysis and management system has not been established, there is the possibility of an accident and Korea has met higher accident rate than developed countries. These accidents in energy facilities could cause great damage to facilities including the surrounding area, We have conducted the present research in order to systematize the emergency response system (ERS) using a lot of information on the degree of damage in an accident by consequence analysis.

  • The frequency of localized heavy rain is increasing due to the influence of abnormal climate that is rapidly increasing in recent years. As a result, the difficulty of safe water resource management is increasing and human and material damage is increasing. Various countermeasures are being established to reduce the damage caused by localized heavy rain, but small-scale mountain catchments are experiencing many difficulties due to the lack of a basic plan. Therefore in this study the risk of flooding was evaluated using the rainfall-runoff model in the Yu-pyeong catchment national park among national parks in Korea. As a result of the analysis, it was simulated that flooding occurred in the Yu-pyeong catchment of Mt. Jirisan when rainfall with a recurrence frequency of 50 years or more occurred, and it was confirmed that there was a high risk of structures, safety facilities and trails.

  • 선박에서는 화재안전목표를 달성하기 위해 선박을 방화구획화 함으로써 발화의 지점에서 화재를 차단하여 인근지역으로 확산 되지 않도록 하고 있다. 또한 방화구획을 관통하는 파이프, 덕트 및 전선관통부 등을 통하여 유독가스 및 화염이 순식간에 이동하게 되며, 한쪽 구역에서 발생한 화재의 영향이 다른 구역으로 영향을 미치게 되므로 화염에 의한 피해를 방지하고 불길을 차단하기 위하여 관통부재에 대하여 해당 방화구획과 동등한 성능을 요구하고 있다, 선박에 적용되고 있는 방화구획의 등급은 용도에 따라 일반 상선 등에는 "C ~ A"급, 해양플랜트에는 "C ~ H"급 등급이 요구되고 있다. 그러나 현재 국내 선박 기자재 제작 기술은 "A"급에 머물러 있고 최근 국내 조선소의 해양플랜트 수주 증가와 해양플랜트로의 사업전환으로 관련기자재기업에서 "H"급 기자재 개발에 많은 관심을 가지고 개발 시도를 하고 있다. 이에 본 논문에서는 "H" 급 방화구획에 적용되고 있는 탄화수소계(Hydrocarbon Fire) 내화시험기준과 "H"급 Fire Damper의 단열두께에 따른 탄화수소계(Hydrocarbon Fire) 내화성능실험을 통한 방화 댐퍼의 비 노출면에 대한 방열성능 확보방안에 대하여 언급하고자 한다.

Evaluation of Structural Performance for High Strength Rockfall Protection Fence according Reinforcement of H-Beam using Numerical Analysis (수치해석을 통한 지주 보강에 따른 고강도 낙석 방지울타리 구조성능 평가)

  • In Korea, the rockfall prevention fence is designed with 50kJ of rockfall kinetic energy in order to prevent damages such as falling rocks and landslides. In the case of rockfall kinetic energy, it is highly dependent on the shape of the slope on which it occurs. As a previous study, a fence performance evaluation was conducted for 100kJ rockfall impact energy using ETAG 27. However, previous studies have focused on newly installed rockfall prevention fences. In this study, a reinforcing materials was installed on the existing rockfall prevention fence through numerical analysis, and the structural performance of the high-strength rockfall prevention fence capable of defending against 120kJ of rockfall kinetic energy was evaluated.

A Study on the Variation of Strength and Color According to Heated Temperatures of Fire­Damaged Concrete (화재피해 콘크리트의 수열온도에 따른 강도 및 색상 변화 연구)

  • In the safety diagnosis of fire-damaged concrete structures, it is difficult to evaluate the strength and changes in materials due to high temperatures with the existing durability analysis method. In particular, the compressive strength of specimen with different damage levels by thickness is used as a representative value for reducing the compressive strength of the structural member. In this study, a heating experiment was performed with only top face heating and fully heating conditions at 400℃ to 800℃. After heating, splitting tensile test and color analysis were performed to sliced specimens with a thickness of 20mm accompanied by the compressive test of a fully heated specimen. As a result of the experiment, the compressive strength reduction rate calculated from the splitting tensile strength of every sliced specimen appeared to be within 10% of the fully heated specimen on aver age, and the hue value analysis showed consistent color values were observed by red at 400℃-600℃ and gray at 700℃ or above. It follows that the techniques proposed in this study are reasonably assessable to estimate heated temperature and residual compressive strength and damage depth of concrete.
