The Impact of Children's Education Level on Intergenerational Income Persistence (자녀의 학력이 부자간 소득계층 대물림에 미치는 영향)

  • Using Korea Labor and Income Panel Surveys data, this paper estimates the effect of schooling level on income over time and the effect of children's education level on intergenerational income persistence. The results show that the impact of education level on income decreased over time. Also, intergenerational income persistence, measured as a dummy variable that has value one if children's income percentile group is same as the father's, increased with children's educational attainment only when the father is in upper income percentile groups. These findings indicate that education fails to play a significant role of the economic ladder and does not much help in raising intergenerational income mobility. Rather, education may possibly function as a means of intergenerational transmission of wealth through parental investment in their children's private education.

기회균등할당제의 문제점 및 대안

  • 교육인적자원부는 2007년 6월 26일 '고등교육의 전략적 발전방안'을 발표하고, 그 일환으로 2009학년도부터 '기회균등할당제'의 도입을 발표하였다. 기회균등할당제는 '사회적 통합을 촉진하는 대학입학제도'로서 소외계층 자녀들에게 사회적 신분상승을 위한 고등교육의 기회를 실질적으로 제공하여 '학력의 대물림', '가난의 대물림' 악순환을 해소하기 위한 것으로 미국 하버드대학을 비롯한 선진국에서는 이미 실시되고 있다. 그러나 사회적 소외계층을 배려하는 대학입시제도의 개선이라는 정책추진방향의 정당성에도 불구하고 대학현장, 특히 지방대학에서는 동 제도의 도입에 따른 부작용에 대한 우려의 목소리가 높다. 이에 따라 "대학교육"에서는 교육부에서 발표한 '기회균등할당제' 도입방안에 대한 지방사립대의 입장과 향후 정책추진시에 고려해야 할 점에 대하여 논의해 보고자 한다.

A Study on the Role of Social Support for Low-Income Households of Youths or Adults with Disabilities that Devoid of Cultural Capital (문화자본 결핍 저소득 장애청소년과 장애가정청소년을 위한 두드림 프로그램의 효과성에 관한 연구)

  • This society faces problems from unequal access to quality education which eventually lead to unequal distribution on wealth. Specifically, those youths with disabilities have a higher risk of living in poverty and becoming marginalized. First established in 2009, the Dodream program has addressed the issue of poverty fixation by establishing long-term supports for households of youths or adults with disabilities through case management. This study analyzes the effectiveness of Dodream program for youths with or youths whose parents are with disabilities on low-income households. The results of the study indicate that the Dodream program leads to improvements in self-concepts and career consciousness among youth. The program was particularly effective in improving the career preparedness of those who were involved. By establishing connections and collaborating with regional case management base institutions and cooperation centers, the program secured various social support resources. Finally the study presents plans on vitalizing the youth support by thoroughly investigating the cases of each study and establishing the program as long-term Human Capital Investment Model.

A Case Study of Parenting Education Program for Students with School-Maladjustment (학교부적응 학생 대상 예비부모교육 수업 적용 사례 연구)

  • This study aims to explore the effects of the parenting education program for high-school maladjusted students. To this purpose, a parenting education program for adolescents developed by the Ministry of Gender Equality and Family(MOGEF) was applied to ten high-school maladjusted students in an alternative(Dae-an) class in Jeju. Findings from class observations and interviews with participants are as follows. First, students with school maladjustment recognized importance and necessity of positive self-concepts and had an opportunity for self-growth through parenting education program. Second, students with school maladjustment obtained understanding about their family of origin and confidence for forming their future families. Third, advance learning about meanings and roles of being a parent provided students with opportunities to know importance of responsible sexual behavior. Fourth, practices of basic care with a replica of a new-born baby enhanced participation and concentration level of students with school maladjustment which became extremely effective in obtaining necessary knowledge for the basic care. Fifth, information provision for parent roles according to children's different developmental levels let students recognize that parent's roles change as their children grow and opened a way to grasp the need of parent education. Sixth, education and repetitive practices on reflective listening helped students enhance communication skills which entailed expanding their human relations. Seventh, passing-down of emotion and understanding on child abuse allowed students recognize risks of child abuse as well as the importance and need of skills for controlling emotion. This study sheds lights on the feasibility and effectiveness of a parenting education program for maladjusted or vulnerable students as an effective program for school drop-out prevention.

The Analysis of the Relationship between Childbirth, Private Education Spending and Household Income (자녀출산 및 사교육비의 가구소득과의 관계분석)

  • In this paper, we describe the economic model of Becker's demand for child and examine whether the number of children and spending on private education in Korea can be explained by this model. The results show that household income has no significant effect on the number of children but has a significant positive effect on the spending on private education per child. These results suggest that the low fertility rate in Korea may increase the demand of parents for the quality of their children due to the increase of household income. And the higher the household income, the parents' education level and the child's age, the higher the spending on private education per child. These results show that there is a possibility of education and wealth transfer between parents and children through educational investment.
