The purpose of the study is to develop the indicator and scale for evaluating the service environments of archives and to assess the physical service environments of National Archives of Korea (NAK), and then to suggest the alternatives to improve the current service environments on the basis of the results of evaluation. To achieve the purpose, the study designed three research phases: first, to develop the indicator and scale to measure the current service environments by merging universal design indicators and various standards of NAK for establishing facilities and environments on the basis of the barrier-free authentication indicators; second, to evaluate the current service environments of NAK with the newly developed scale; finally to suggest alternatives to improve the current environments on the basis of the evaluation findings. The study found that current service environments of NAK have critical limits on the areas and facilities to provide direct archival information services to users such as reference service desks, showrooms, education rooms, seminar rooms, etc. On the basis of the results, the study suggested the alternatives and further studies for making barrier-free service environments of archives.

The accountability of cloud service which provides the cloud users with accountable services applies various technologies such as the compliance of service policy, monitoring and auditing, logging, and others. It ultimately intends to provide trustworthy cloud service by determining who is accountable for various problems happened during data processing and service offering. In this paper, we propose a cloud ecosystem formed from the chain of content and DRM Cloud service in order to offer secure and trust DRM cloud service when providing high value-added content service. Besides this, we analyse the requirements of cloud services for content owners and users and then propose some logging information to be recorded for trace of accountability and a structure of tool for monitoring.

PDM(Product Data Management)은 제품의 개념정의에서부터 연구개발, 생산, 서비스에 이르는 전 과정에 걸쳐 관련된 모든 제품 정보를 협업을 통해 생성, 관리, 사용하도록 지원하는 일련의 프로세스를 의미한다. PDM 시스템 구축의 일차적 목적은 제품 관련 데이터의 정합성을 확보하여 데이터 관리의 효율성을 제고하고, 업무프로세스의 개선 및 표준화로 부가가치 창출에 기여하는 것이다. 특히 제품의 연구 개발 프로세스 전반에 걸친 제품정보의 공유를 통해 연구개발 부서와 기타 업무부서간 협업적 업무 프로세스의 구축을 촉진함으로써 R&D 경쟁력 확보에 기여할 수 있다. 본 연구에서는 의료기기 제조업체의 PDM 구축사례를 소개함으로써 R&D 경쟁력 확보를 위한 PDM의 효용성에 대해 논의하고자 한다. 본 연구의 사례에서는 PDM 시스템 구축을 통해 BOM 관리, 도면 및 설계변경 관리, 문서 관리 등에 소요되는 시간의 $30\sim70%$ 가량을 단축하였으며, 연간 $3\sim5%$ 가량의 재료비 절감이라는 효과를 거두었다. 본 사례연구의 결과가 PDM 도입 시 실질적인 지침을 수립하는데 도움이 될 뿐만 아니라 효과적인 PDM 구축절차 수립에 기여할 것으로 기대한다.

There is a recognition that traditional resource sharing methods such as interlibrary lending and document delivery are now inadequate to meet user needs in the increasingly networked environment. The current study identifies barriers to resource sharing and provides analysis of stakeholders engaged in resource sharing. Focused interviews with six professional librarians were also carried out to seek out deeper understanding of perceptions of barriers among librarians. Results show that the size of the library was not necessarily result in active resource sharing. There was a wide gap among librarians in terms of their attitudinal and organizational orientations towards resource sharing. Barriers specifically identified in the study include the narrowly defined notion among librarians of what constitutes research and the untested fear of swamping where there is an imbalance of collections. Overall, while resource sharing is recognized as an integral part of library services, it seriously lacks funding and staff. The study recommends earnest efforts to build librarians' community to invigorate resource sharing among libraries.

ICT 기술이 급속하게 발전함에 따라 수없이 많은 기술이 등장하고 정착되고 안정화되고 있는 상황에서 빅데이터 이슈는 매우 중요하다. 이러한 변화에 빠르게 대응하는 개인이나 기업에게 엄청난 새로운 기회와 부가가치 창출을 제공을 부여해 주고 있다. 현재 방송분야에서는 빅데이터 기술이 콘텐츠 서비스 분야에서 활발히 적용되고 있으며 그 영역이 점차 확대되고 있는 추세이다. 이에 본 논문은 디지털 방송 시스템을 구성하고 있는 다양한 기기에서 발생되는 장애나 이벤트를 빅데이터 분석을 통해 통합관제 모니터링, 통계 및 분석을 통하여 처리할 수 있는 시스템을 제안한다. 제안한 시스템은 방송 인프라 통합 관리, 실시간 이벤트 검색, 장애 분석 및 리포팅 기능을 제공함으로써 문제점을 신속히 파악하여 안정적인 방송 운영을 지원하도록 한다. 또한 각종 방송 장비들의 로그 정보를 수집하여 서비스 상태 및 작업 통계를 통한 시스템의 가용성을 평가할 수 있도록 한다.

SI(System Integration)에 대해서 학문적으로 또는 실용적으로 다양한 개념정의와 분류체계가 사용되고 있으나 기술변화의 속도와 보편화되어 가는 정보통신기술의 사용 등으로 인해서 분류체계의 항목의 범위와 적용의 유연성에 있어서 문제를 드러내고 있으며 무엇보다도 신규 SI 사업자의 사업방식을 반영하는 분류체계를 필요로 하고 있다. 이에 본 논문에서는 SI 분야의 일반적인 특정과 부가가치 창출활동을 중심으로 SI의 개념을 확장하고 있다. 그리고 재정립된 개념을 바탕으로 국내 SI시장의 특징을 반영할 수 있는 새로운 SI산업 분류체계를 제시하고 있다.

본 논문은 자료포괄분석(Data Envelopment Analysis, DEA)을 이용하여 국내 SI회사를 대상으로 효율성을 측정하고 효율성의 연도별 추세를 분석하여 개별기업 및 산업차원에서 변화의 방향을 파악하였다. 기업집단의 소속여부에 따른 비효율성의 차이와 효율성에 영향을 미치는 주요 요인에 관해 실증적으로 분석하였다. 평균적으로 국내 SI회사의 기술적 효율성은 약간 하락하고 있으며, TE 및 PTE의 표준편차와 최대값-최소값의 범위는 상당히 증가하고 있어 양극화가 심화되고 있음을 확인하였다. 또한 기업집단 소속인 기업과 그렇지 않은 기업의 효율성을 분석한 결과 그 차이는 통계적으로 유의함을 검증하였다. 한편, 효율성에 영향을 미치는 각종 요인과 TE 및 PTE 간의 상관관계를 분석한 결과, 내부매출비중, 정보생산성, 인당매출, EBITDA율, 부가가치율, 투하자본 수익률(ROIC) 등과 TE 및 PTE 간에 모두 강한 상관계수를 보이고 있다. 이와 같은 효율성의 분석을 통해 SI산업의 지속 가능한 경쟁력을 확보하고 개별 기업의 효율성을 향상하기 위한 전략적 벤치마킹과 정책적 의사결정에 기여할 수 있다.

우리나라의 농업은 주곡의 지속적인 자급기반을 마련하고 이제 단순한 농사형태에서 벗어나 새로운 소득작목을 개발하고 합리적인 경영개선을 통하여 소득을 높이는 상업농시대에 접어들게 되었다. 따라서 상업농시대에는 농업도 새로운 기술을 바탕으로 질 높은 농산물을 안정적으로 생산공급할 수 있는 기술의 확보가 더욱 요구되고 있다. 최근 농산물수입개방 시대에 접어들게 되면서 우리 농산물도 국제경쟁력향상을 위한 품질향상 및 새로운 소득작물의 개발이 절실히 요구되는 시점에 와있다. 여러 지방지치단체에서 그 지방에 알맞은 소득작물을 개발하여 많은 소득을 올리고 있는 사례를 많이 볼 수 있다. 예로서 보성의 녹차, 무안의 무화과, 구례의 오이 등이 대표적인 예라고 할 수 있다. 여러 농업연구기관에서도 과학적인 토양연구로 세부정밀토양조사를 실시하고 작물재배의 부적지에 대해서는 토양개량방법을 연구하고 있으며 그에 따른 시비추천과 소득작물의 적지적작추천을 하고 있다. 국내에서도 GIS의 발전 및 RS의 발전과 더불어 친환경농업의 일환으로 정밀농업분야에 많은 관심이 집중되고 있다. 정밀농업은 농업생산기술 분야에서 아직 생소한 접근방법으로서 여기에서는 지구측위시스템(GPS)와 지리정보시스템(GIS), 원격탐사(RS)기법들이 많이 응용되고 있다. 또한 농업의 1차(식량생산)적인 목적에서 2차, 3차(소득증대 및 부가가치 증대)적인 목적으로 변화되고 있다. 각 지자체에서 그 지역에 적합한 농산물 재배를 위한 재배단지 확산방안 연구가 진행중에 있으며, 과거 토양속성인자를 가지고 재배적지 선정을 해왔으나, 본 연구에서는 GIS와 RS을 중첩하여 적지선정에 관한 최적의 시스템을 구현하였다. 이런 적지 선정을 통하여 유기농업의 실현을 도모하여 소비자의 욕구에 맞는 작물 생산 및 농촌관광단지 조성을 통해 부가가치증대 및 소득증대를 꾀함으로 농촌문제 해결에 도움이 될 것으로 기대된다. 본 연구를 통해 GIS 와 RS의 기술이 농촌분야에 더 효율적으로 적용될 것으로 기대되며, 농업기술센터를 통한 정보제공을 함으로써 대농민 서비스 및 농업기관의 위상이 제고 될 것으로 기대된다.

최근 국외의 전력회사들은 미래 디지털 사회의 기반이 되는 신전력시스템을 구현하는데 필요한 핵심기술중의 하나로서 IT(Information Technology)기반 전력부가서비스 기술의 중요성에 대해 강조하고 있으며, 이를 위해 원격검침 데이터를 기반으로 하는 다양한 전력부가서비스를 개발하여 적용하고 있다. 한편 국내의 경우 원격검침 데이터는 전력요금 산출용도로 활용되고 있는 수준이다. 전력회사는 원격검침 데이터가 고객과의 관계에서 부가가치를 높일 수 있는 무한한 잠재력을 지닌 전략적인 자산으로 보고, 원격검침 데이터 가공 및 활용기술의 선진화를 통하여 전력회사와 전력소비자 모두에게 필요한 전력부가서비스의 적용이 필요하다. 본 논문에서는 국내 전력산업 환경에 적합한 새로운 전력부가서비스 적용방안으로 제안한 전력 에너지 컨설팅 서비스에 대해 소개하고자 한다. 본 논문에서 제안한 전력부가서비스의 적용은 전력소비자 측면에서는 요금절감 효과가 전력회사 측면에서는 부하 수요관리 및 투자비 절감 효과가 예상된다.

In this paper, we study on making a use of value-added services using DTV closed caption data. Note that Closed-Captioning service helps to bridge "digital divide" through extending broadcasting accessibility of a neglected class such as hearing-impaired person and foreigner. In Korea, DTV Closed Captioning standard was developed in June 2007, and Closed Captioning service should be provided by an enforcing law in all broadcasting services in April 2008. Here, we describe the method of extracting a caption data from MPEG-2 Transport Stream of ATSC-based digital TV signal and generating a caption file using the extracted caption data and time information. In addition, we present the segmentation method of broadcasting content using caption file. Experimental results show that implemented S/W tool provides the feasibility of the proposed methods and the usability of closed caption for a variety of data application service.
