Developing a Program Performance Management Framework for Mixed-use Development in Urban Regeneration Projects (입체복합공간 개발사업의 프로그램 성과관리 체계 구축)

  • The market volume of urban regeneration projects has steadily increased, thereby mixed-use development also shows significant market growth. However, previous researches on urban regeneration mainly deduced suggestions and plans for institution improvement based on comparison between projects implemented the inside and outside of the country. Whereas, researches on project management closely related to project success were limited, particularly in performance management. Accordingly, this research aims at developing a program performance management framework for public clients so as to succeed mixed-use development projects. Through extensive literature review and expert interview, this research developed performance indices for diverse facilities, risk management framework and integrating method of program performance score. The proposed framework is able to consider total life cycle from basic planning to maintenance phase and to check real-time performance level. Moreover, risk management framework can periodically assess and control the level of inherent risks within performance indices. The results can contribute to improve existing performance management practices and be basis for a web-based system developed in future.

  • This study was to evaluate the impact of the wayfinding ability of the individual visitor attitudes. These wayfinding ability to analyze the preceding literature, were examined for the ability to determine whether any relationship and the attitude of the place for visitors. Firstly, the users' wayfinding abilities were identified as partially affecting the use satisfaction. Second, users' wayfinding abilities were identified as partially affecting revisit. Third, users' wayfinding abilities were identified as partially affecting recommendations. Finally, revisit and recommend to influence users' satisfaction were identified. Than the results of this study considering the structural characteristics of the space underground commercial facilities with the ground and the need for other forms of communication design, marketing strategy, especially considering the key aspects of complex commercial facility services space with the need for practical significance for can be said to have.

  • Efficiency and efficient management on maintenance/repair/operation (MRO) phase is getting important with advance in technologies and complex functionalities of building and facility. Using software systems as well as advanced hardware systems in MRO area is spreading along with this trend to take advantage of information technology. Information of building and facility for MRO phase is derived from engineering/procurement/construction (EPC) phase. But most current commercial software systems in EPC and MRO are focusing on their own phase, which arise lack of consistency of information from EPC to MRO phase. But, the information system now used at the MRO phase stop flowing the building and the facilities information and then newly create. Moreover, from all asset management point of view, asset particulars such as the structures and equipments are different the value fluctuation. In order to reflect these information rationally, the construction costs are correctly distributed and the initial price of the asset particulars have to be estimated. In this study, develop the information model which can apply the cost information at the EPC phase to the MRO phase.

  • Currently, in Korea, due to the rapid aging and deterioration of facilities, the minimum Maintenance Level and Performance Level' of facilities are required by the 'Facility Safety Act' or 'Infrastructure Management Act'. Since infrastructure assets have a long lifespan and the pattern of deterioration over time is complex, it is very difficult to maintain infrastructure as 'minimum maintenance state' or 'minimum performance state' by the current way of management. 'Asset Management' shall be performed not only by a technical perspective, but also by an accounting perspective such as cost and asset value. However, due to lack of awareness of 'asset management' among stakeholder, only technical perspective management is being carried out in practice. In order to effectively manage infrastructure assets, complex consideration of various asset value factors such as budget and service as well as safety and durability are required. In this paper, we presented a theory to evaluate and quantify the road network value for efficient asset management of the road network. We also presented a method of simulation to apply the theory presented in this paper. Through simulation and the results derived from this study, it is possible to specify the budget for the future national asset management, and to optimize the strategy for the management of old road facilities.

  • 응답면 기법을 활용하여 댐구조물과 같은 사회간접자본 시설물의 파괴확률을 구할 수 있다. 본 위험성 평가과정에서 응답면기법으로 구성한 한계상태 방정식을 유전자알고리즘의 적합도 방정식으로 사용하면, 핵심타입이나 지반종류, 지반다짐정도 등의 입력설계변수의 최적화 과정 속도를 더욱 신속화 시킬 수 있다. 제안된 응답면 기법과 유전자알고리즘의 복합해석기법은 신뢰성기반 최적화프로그램으로 기존의 유전자알고리즘의 수렴속도를 더욱 빠르게 하여주고, 특히 입력변수의 상하한계가 불확실한 경우에도 만족스러운 수렴성을 보장하여준다. 한계상태 방정식의 목표신뢰도 지수를 변화시켜면 해당하는 입력변수의 최적값을 출력하여주므로, 입력변수의 제약조건에 가격함수와 같은 가중치를 벌칙함수로 부여하면 가격최적화 프로그램으로 작용하게 되며, 시설물 운영자에게는 목표신뢰도에 대한 유지관리 기법과 정도를 의사결정 할 수 있도록 하여주는 기능을 가지게 된다. 조사된 많은 댐구조물의 파괴모드가 시간에 독립적으로 시공중 또는 시공완료 후 5년이내에 다수 발생하는바, 파괴모드를 조사하고 중요한 파괴모드인 파이핑 현상에 대해서 파괴확률을 계산하고 최적유지관리를 위한 개선된 유전자알고리즘 최적화 연산을 수행하였다. 기존 댐구조물과 같이 설계변수와 하중의 변동성을 알기가 어려운 경우에 유지관리비용 최소화를 위해서 본 제안 프로그램의 확장된 버젼은 중요한 기준을 제시하여줄 것으로 기대한다.

  • As high density of cities, construction project is getting to be high rise, large sized and multi purposed, whereas it has some difficulties due to disordering of classification and undeveloped management systems. In this study, it would be suggested that classification method for knowledge and constraint of temporary facility in order to efficient decision making of temporary facility planning with knowledge reorganization and establishment process.

  • 기후변화로 인한 집중호우 및 태풍의 발생빈도 증가로 인하여 댐 및 저수지 붕괴 우려가 증대되고 있으며, 이에 따른 주변지역 주민들의 불안감도 고조되고 있다. 특히 2017년 2월 미국에서 가장 높은 위치에 있는 캘리포니아주 오로빌 댐은 집중호우로 인해 범람할 가능성이 커지면서 지역민 19만여명을 대피하는 상황이 발생되었다. 국내에서는 기후변화와 댐 안전, 노후화된 댐 성능개선 및 재개발, 유지관리 효율화 증대 방안 등의 다양한 대비책 마련이 제시되고 있으나, 아직까지 기후변화에 따른 수문학적, 구조적 안전성 등 다양한 인자를 고려한 댐 재개발 평가에 대한 정량적 연구가 미흡한 실정이다. 따라서 본 연구에서는 기후변화의 영향과 댐 시설물의 고령화 등에 따른 복합적인 댐 안전성 문제 등에 대비하기 위하여 기후변화를 고려한 댐 재개발 평가 기준 개발/개선하였으며, 국내 다목적댐, 발전용댐, 농업용 저수지댐 1종 시설물을 대상으로 평가를 실시하였다. 또한, 유역경계, 댐, 저수지, 도로 등의 지형데이터베이스와 수자원이용율, 유역면적, 수질, 문화재수 등의 댐 재개발 평가항목들의 속성자료를 검색할 수 있으며, 댐 구역별 기후변화 영향과 수문학적 안전성 평가 정보를 확인 할 수 있는 댐 재개발 평가시스템을 개발하였다. 본 연구성과는 댐 재개발계획 수립을 위한 의사결정 도구로 객관적이고 정량적인 의사결정 판단자료를 제공할 것이며, 댐 붕괴로 발생하는 경제, 사회, 인명 손실을 사전에 예방할 수 있을 것으로 기대된다.

  • Large scale composition facility gives in commerce and space structure effect. therefore, this study will estimating locational value of the commercial facilities by separating space analyze to the topological property, predict a pattern and distribution of passenger's routes through the space syntax on the basis of analysis about the topological property which quantitatively using a estimating tool. Moreover, this study should suggest some of present issues at the aspects of inside city plan and design fitting the internalization of street for propelling efficient the locational strategy.

  • The total number of passengers on the KTX since its construction in 2004 surpassed 500 million in October, 2015. The operation of KTX made it possible to reach anywhere in a country in half a day, which subsequently altered people's lifestyle. As the KTX has become an important mode of transportation, there is a growing interest in the optimal size and location of its stations. Currently, the stations are constructed through public-private partnerships since a sufficient amount of budget is hard to secure only from the public sector; however, because railway stations are traditionally aimed at promoting public interests, an emphasis on the profitability of the private sector could compromise public interests. At this juncture, this study separately computes the number of users based on each of the two primary functions of the stations-as a railway station and as a sales facility-and estimates the numbers of people according to various transportation modes that are taken to access the stations. This estimation is applied to the case of Dongdaegu Station, which will open in 2016. Such an application helps to predict and respond to possible congestion as brought about by the expansion of the sales facility.
