Science & Technology (S&T) is the most important thing to attain competitiveness in the 21st century. Our traditional S&T policies have been focused on hardware infra structure. But, we should consider soft infra of S&T to enhance welfare development of S&T personnel. S&T should be had a correct understanding method of the creation for S&T culture. It implies that S&T policy in the 21st century should consider non-material factors which include social, human, environment and culture. Under this background. This paper defines the concept of welfare of S&T personnel. Also this paper deals with the change of S&T policy of Korea and analyzes the characteristic of each phase. This paper argues that all actors (for example S&T personnel, corporate using S&T, public) should participate in the process of S&T innovation since the 21st century is the generation of popularization of S&T. The purpose of this paper is to suggest a few methods of welfare improvement of S&T personnel to reinforce soft infra structure of S&T.

This study reviews the issue of public interests of technologies required in industrial technology policy as well as the demand for changes in industrial technology policy as result of the migration from catch-up to post catch-up innovation system. In fact, the importance of public interests which served as the rationale for government intervention in industrial technology policy have gradually faded, which invited controversies over the legitimacy and effectiveness of government intervention in promoting specific technologies or industries. Today, the existing policy framework has to change to correspond to the post catch-up environment which requires creative technology development. In this context, the Korean government needs to reduce direct support for certain companies or technologies, but increase R&D investment in energy, environment and health and welfare to enhance public interests of technology innovation activities.

본고에서는 인류문명의 탄생과 발전의 원동력을 커뮤니케이션 혁명에 두고, 인류역사를 언어문명, 문자문명, 인쇄문명 그리고 초연결 창조문명으로 구분한다. 이러한 전제하에서, 21세기 초엽에 우리가 목격하고 있는 '편재하는 인터넷 시대'를 초연결 창조문명 태동기로 본다. 본고의 목적은 이러한 창조문명 시대의 도래를 배경으로 미래창조국가의 프레임과 추진 전략을 고찰하는 데 있다. 이를 위해 초연결 융합창조망을 단계별로 구축하여 국가자원을 보다 잘 연결하고(Connected), 과학기술과 산업 그리고 인프라 등을 융합하여(Convergent), 새로운 성장동력과 국민복지를 창출하는(Creative) $C^3$ 기반 미래창조 선도국가(Advanced Korea for All: A-KOREA)의 방향성을 제시한다. 또한 'A-KOREA'를 실현하기 위해 기반 형성 단계, 도약 단계, 성숙 단계. 행성 단계로 구분한 후 각 단계별 추진 전략을 도출한다. 마지막으로 인류 신문명 시대의 미래창조 선도국가로 진입하기 위한 국가리더십의 표출 경로를 정리하여 보았다.

과학기술의 발전에도 불구하고, 장애인들이 정보통신 서비스를 이용하기는 힘들다. 특히 이러한 장애인을 대상으로 구현된 시스템은 미미한 실정하며, 그 혜택을 누리기 힘든 실정으로 이러한 문제들이 사회적인 문제로 대두되고 있다. 본 연구에서는 시각장애인을 대상으로 한 전자메일 음성 서비스와 설계 및 구현하여 보았다. 구현된 이 시스템은 안내음성에 다라 사용자의 선택에 의하여 수신된 메일정보를 들을수 있고 POP3를 사용하여 특정서버에 관계없이 메일을 확인할 수 있으며, 대중화 통신매체인 전화를 사용하여 외부에서도 그 내용을 확인할 수 있다. 이러한 시스템은, 사용자가 특별한 소프트웨어의 구입이나 설치가 필요 없는 장점이 있다. 이 시스템은 7bit, 8bit, base64, QP 등의 MIME 디코딩 방법을 지원하며, 구현된 시스템은 청주대학교 POP3 메일서버를 사용하여 성공적으로 테스트가 되었다. 이러한 시스템 개발은 복지시설 차원이나 시각장애인들의 정보통신 서비스를 사용한다는 측면에서도 중요한 의의를 갖는다고 본다.

This study examined the effect of bilingual bicultural home environment and mother's command of Korean language on their participation in child rearing as well as on children's developmental outcomes. We carried out Analysis of Covariance Structure using the 1st year(2011) data of Gyeonggi Education Welfare Panel, which consists of 459 matched pairs of immigrant women and their 5th~6th grade children living in Gyeonggi-do. The results indicated that when the immigrant mother has good command of Korean language and the children are exposed to their maternal culture and language, mothers tend to actively participate in child rearing and this in turn has positive effects on developmental outcomes of their children. These results demonstrate that Korean language programs targeting immigrant women by marriage are important not only for assisting their employment and adaptation but also for enhancing parenting behaviors in multicultural families. Moreover these findings suggest that we need to understand the bilingual bicultural home environment in these families as a significant resource that contribute to their children's developmental outcomes and not as a risk factor to their adaptation, as it has frequently been viewed.

Purpose: The purpose of this study was to compare universal goniometry (UG), which is commonly used in clinical practice to measure the range of motion (ROM) of finger joints with a wearable soft sensor glove, and to analyze the reliability to determine its usefulness. Methods: Ten healthy adults (6 males, 4 females) participated in this study. The metacarpophalangeal joint (MCP), interphalangeal joint (IP), and proximal interphalangeal joint (PIP) of both hands were measured using UG and Mollisen HAND soft sensor gloves during active flexion, according to the American Society for Hand Therapists' measurement criteria. Measurements were taken in triplicate and averaged. The mean and standard deviation of the two methods were calculated, and the 95% limits of agreement (LOA) of the measurements were calculated using the intraclass correlation coefficient (ICC) and Bland-Altman plot to examine the reliability and discrepancies between the measurements. Results: The results of the mean values of the flexion angles for the active range of motion (AROM) of the finger joints showed large angular differences in the finger joints, except for the MCP of the thumb. In the inter-rater reliability analysis according to the measurement method, the ICC (2, 1) value showed a low level close to 0, and the mean difference by the Bland-Altman plot showed a value greater than 0, showing a pattern of discrepancy. The 95% LOA had a wide range of differences. Conclusion: This study is a preliminary study investigating the usefulness of the soft sensor glove, and the reliability analysis showed a low level of reliability and inconsistency. However, if future studies can overcome the limitations of this study and the technical problems of the soft sensor glove in the development stage, it is suggested that the measurement instrument can show more accurate measurement and higher reliability when measuring ROM with UG.

This study was conducted for a systematic literature review according to the period, subject, and research method for 198 papers related to tattoo and semi-permanent makeup published from 1979 to 2022. By period, it was divided into the first period (1979-1994), the second period (1995-2005), the third period (2006-2012), and the fourth period (2013-2022). In the first period, research on health and medical aspects was the main focus, and in the second period, studies in various aspects such as art and culture began to appear. The 3rd period was characterized by increased research on semi-permanent makeup, and the 4th period was marked by a rapid increase in research on tattoos and semi-permanent makeup. By research topic, it was analyzed by dividing it into health and medical care, beauty, fashion and art, society and culture, law and system. As a result, cosmetic studies were most actively conducted to identify consumers' preferences and perceptions, and health and medical studies were the second most common. Recently, as the need for legalization has increased, studies related to laws and systems have increased rapidly, and studies on culture, history, and fashion have also been conducted. By research method, survey research were used the most, and various methods such as literature study and case studies were also used. This study is expected to further promote follow-up research in the future and contribute to the development of related industries.

Through the converging concept of 'an actor doctor,' this paper deals with an actor and its double, the emotional care giver. In the first place, actor doctors have appeared in the medical scene as hospice volunteers. But, as a developing project, the concept of 'an actor doctor' leads to a professional emotional specialist who works at hospitals during the day and performing at the stage at night. In our contemporary culture, our emotional life is threatened by various social and environmental stimuli. The role of 'an emotional specialist' in our everyday life and hospitals is very essential to our healthy life. Against the backgrounds of the high emotional intelligence and the systemic training, actors are qualified to embody this social vision. From the perspectives of performance studies and cognitive studies, this paper tries scientific explanations of the role, the function, and the techniques of an actor doctor. By doing so, this paper seeks to build a scientific foundation for an actor doctor as an emotional specialist.

The purpose of this study is to investigate the effect of marathon service quality on service value and participant satisfaction. For data analysis, a total of 350 questionnaires were distributed to participants in the marathon, and a total of 329 (94%) data were used as valid samples, excluding 21 unscrupulous responses. For data processing, frequency analysis, exploratory factor analysis, reliability analysis, and multiple regression analysis were performed using PASW 21.0. This resulted in the following results. First, marathon service quality has an effect on service value. Second, marathon service quality had an effect on satisfaction. Third, service value influenced participant satisfaction.

In this study, the impression formation according to the lip design of beauty makeup, preferred lips and its reasons have been empirically analyzed. The research method is a questionnaire survey using SPSS program. As a result of the study, it has been founded the significant influence of the color and shape of the lips on the impression formation, and the modern people's views on lip makeup could be identified. The most preferred lip color was red, and the preferred lip shape was the standard type. As a result of factor analysis, red color showed the highest capability factor, and pink color showed the highest sociability factor among lip colors. It hopefully is expected that this study will be utilized as basic data for beauty design.
