The aim of this study is to predict use behavior for social welfare service of the elderly mentally ill through means-end chain theory. Means-end chain theory explains cognitive structure related to the consumer's preference to various products and services. Although the elderly mentally ill begin to emerge as new client population, social welfare services for them do not seem to be enough in the community. Based on this awareness, this study tried to analyse service use behavior of the elderly mentally ill through means-end chain theory to develop new social welfare services. The data were collected from 15 elderly mentally ill and found 5 attributes, 10 consequences, and 11 values. Hierarchical Value Map was composed of 'disease management, rehabilitation preparation, hobby leisure ${\rightarrow}$ health maintenance, energy of life ${\rightarrow}$ social reintegration, life satisfaction, harmonious family life'. To activate the social service for the elderly mentally ill, it should be developed various programs such as disease management, rehabilitation preparation, hobby leisure for the elderly mentally ill. The ultimate value of these programs will be improve life satisfaction and integrated into society.

지난 사반세기 동안에 현저하게 성장해 온 우리나라 경제와 함께 국민들의 건강의료문제도 많은 변화가 있었다. 우선 국민들의 건강에 대한 관심이 많이 높아졌다. 국민들의 건강에 대한 관심의 고조는, 결국 국가가 보건의료사업을 중요시하고 강화해야 한다는 정책전환을 요구하게 되었으며 각종 보건제도를 개선하고 보건시설을 확충하며, 의료전달체계를 정립하고 또 인력을 개발하는 등 많은 국가의 투자를 유도해 왔다. 특히 제4차경제개발 5개년계획 부터는 보건의료사업을 사회개발정책의 중요한 과제의 하나로, 경제성장의 혜택을 모든 국민에게 균등하게 분배하고 국민들의 보건증진을 통해 복지사회를 구현한다는 목적에서 본격적으로 보건사업을 추진해 왔던 것이다.

정보전달매체가 발달된 오늘날에 있어서도 시각장애인은 각종 정보와 문화적 혜택으로부터 소외되고 있는것이 사실이다. 특히 도서관은 시각장애인에게도 주체적 삶의 의지, 공부할 권리, 알권리를 제공해 주어야 할 의무가 있다. 지금까지의 선행 연구들은 시각장애인 정보봉사를 도서관 쪽으로만 국한시키고 있으나 시각장애인 정보봉사는 국가와 사회의 관심하에 도서관, 매스미디어, 맹인복지기관, 특수맹학교 그리고 멀티미디어 신기술을 활용하여 전개되어야 하며 이를 위한 체계적인 연구가 필요하다.

농업협동중앙회는 ‘86년부터 공제 계약자에 대한 환원산업의 일환으로 계약자 건강검사를 실시해오고 있다. 간염, 자궁암 검사를 중심으로 건강검사를 실시해온 농협은 그 동안 많은 농민들에게 혜택을 주어왔다. 농협전남도지회의 경우 지난해에 간염 19,488명, 자궁암 11,070명, 소변검사 30,588명을 검사해 내고 자궁암의 경우, 유소견자가 발견되었을 때는 건협과 함께 치료를 받을 때까지 권유와 사후관리를 소홀히 하지 않았다. 뿐만 아니라 검사결과 전반을 분석 · 검토하여 농민의 건강상태, 건강에 관한 의식정도, 검사과정의 문제점, 개선 방안 등을 모색하여 농민복지에 기여해야 한다는 복지 환원사업을 성실히 이끌어 나가고 있다. 이러한 노력은 어느 곳에서나 마찬가지였지만 특히 전남농협도지회는 이성재도지회장을 비롯한 직원들 모두가 일심동체가 되어 농민 건강에 대한 각별한 관심을 가지고 일해 왔다. 그것은 이 건강검사를 받은 농민들 특히 질병을 발견해 치료를 받은 사람들이 농협공제사업에 대한 필요성과 고마움을 이야기하는 데서 충분히 느낄 수 있었다. 기자는 지난해에 있었던 전남도지회 검사에서 자궁암을 발견한 17명 중 몇 사람을 만나 이야기를 들어봤다.

이 논문은 지난 10년간(1986-1995)의 영국의 사건강보험(private health insurance) 시장의 전반적 추이를 관찰, 국민 의료 써비스(National Health Service)와의 관계 및 역할 변화를 고찰한 것이다. 가장 대표적인 PMI(private medical Insurance)와 PHI(permanent health Insurance), LTCI(long term care insurance)를 집중 연구하였으나 지면관계상 PMI를 중점적으로 다루고 PHI나 LTCI는 간략히 소개하였으며 관련도표는 모두 생략하였다. 영국의 사건강보험 시장은 1990년대 초의 정체기를 거친후 이제 서서히 가시적인 성장을 보이고 있다. 많은 영국 국민들은 정부가 기본적인 복지혜택 외에는 더 이상의 치료와 미래 간호를 보장할 수 없다는 사실을 이해하고 있으나 아직 대부분은 어떤 형태로든 NHS 외의 보호장치를 가지고 있지 못하다. 따라서 영국민의 사건강보험에 대한 관심은 점차 고조되고 있는 것이 현실이다. 사건강보험 시장의 성장은 몇가지 중요한 요소에 좌우된다 첫째, NHS의 capacity이다. 달리 말하면, NHS에 대한 정부의 각종 정책과 태도는 시장에 직접적인 영향을 미친다. 둘째, 경제성장은 상당히 결정적인 요소이다. 1990년대 초의 침체에서 이미 보았듯이 경기후퇴와 그와 동반된 높은 실업은 사적 의료써비스의 구매력을 감소시킨다. 셋째, 시장을 극대하려는 보험회사의 노력 또한 배놓을 수 없는 중요한 요소이다. 새로운 구매자를 위해서 또 시장에서의 치열한 경쟁에서 살아 남기 위해서 보험회사들은 폭넓은 범위의 상품을 개발하고 노동자들을 위한 값이 저렴한 상품들을 소개시켜 왔다. 비록 이런 종류의 저렴한 상품들은 커버하는 범위가 불충분하지만 총 인구의 보험 가입을 증가시킨다. 현 상황에서 PMI는 NHS에 대한 대안이 되지 못하고 단지 부분적 대용책일 뿐이다. 또한 시장을 극대시키려는 정부의 노력에도 불구하고 극소수의 사람들만이 PHI에 커버되고 있다. LTCI는 너무 비싸 지극히 부자들만이 구매할 수 있을 뿐, 평균임금 또는 그 이하의 사람들은 보험료를 감당할 수 없다. 한편. 영국의 사건강보험 시장에 대한 전망 또한 복합적이다. 즉 PMI 부문은 서서히 성장, PHI 부문은 계속적으로 꾸준히 증가, LTCI 부문은 제한적이기는 하나 발전하리라 보는 것이다. 따라서 미래시장을 예견하는 것은 그리 쉽지 아니하다. 결론적으로 영국국민은 질병, 또는 치료가 필요한 경우 전적으로 NHS에 의존하고 있으며 현재의 사건강보험은 다양한 질병위험에 대한 보호를 제공하기보다는 단순히 부가적인 혜택에 지나지 않을 뿐이다.

The purpose of this paper is to suggest the implications of volunteering's task design and the volunteer's placement that make the motive-benefit matching from the functional perspective of motivation. For this study, we conducted a multi-regression analysis to examine the impact of the volunteer motivation on task satisfaction and retention will. Results showed that first, volunteers' most important motive for volunteering was social motive, followed by enhancement, value. Secondly, each motive influenced the task satisfaction and retention will of volunteers differentially. The practical implications of these findings were discussed.

The aim of this study is to analyze the policy effects of child care leave focusing on the childbirth in South Korea. This instituion of child care leave orinignally seeks to harmonize the work and family. The instituion is increasingly fortified in the receipants and benefits. This study analyze the policy effect of the institution using difference-in-difference method and Korea Welfare Panel Data. The result of the analysis suggest that substantial expansion of child care leave and family-friendly labor environment rebuilding are important.

The purpose of this study is to suggest the criteria to public welfare service support for improving life quality of the haenyeo (female divers) through analyzing public welfare services and desires of the haenyeo in Jeju, Busan, and Tongyeong. Accordingly, research period was set from May 11 to June 21, 2010. The haenyeo in each region of Jeju, Yeongdo-gu (Busan), Tongyeong-si were selected as subjects. Recording of interviewing methods was used to recognize current status of public welfare. We analyzed by comparing desires of the haenyeo to public welfare services by dividing them economically, medically, educationally, and culturally. As a result of researching public welfare services to the haenyeo in each region, supports for protection of diving, growing area, public welfare service for aged diving haenyeo, and medical service were conducted. Tewak protecting net, Seonjinji visiting, and welfare facilities are supported in Busan-si but there is no support in Tongyeong-si. Therefore, desires of the haenyeo to such public welfare services are as followings: First, the desires of the haenyeo in Jeju to economic supports are indicated as supports for haenyeo experience spot, diving suit, and overseas visiting. To educational supports, it is indicated as supports for identity education, diving disease prevention education, and foreign language education. To cultural supports, it is indicated as supports for installation of welfare hall and exchange visit to foreign haenyeo culture. Second, in Busan, there were desires to establish changing room and fishery sales lot and to support diving suit as for economic supports, desires to support diving disease and medical benefits as for medical supports, desires to education of diving skill as for educational supports, and desires to establish welfare hall and haenyeo museum as for cultural supports. Third, in Tongyeong where public welfare services to the haenyeo are very poor, there were desires to support diving suit and to support changing room as for economic supports, as same as in Busan, desires to support diving disease and medical benefits as for medical supports.

This study deals with a comparative analysis on reverse mortgage loans and mortgage loans in order to pave a path for activation of real estate financing. The fact-revealing analysis was conducted through surveys based on theoretical consideration and advanced researches, which has drawn a range of findings. As the results of this study, the important findings concerning the improvement on the activation of practical housing reverse mortgages are applicable to all real estate, diversifying the tax benefits, and deregulation of 1 house, etc. and findings concerning the improvement to activate mortgage loans are diversifying types of interest rates, diversifying types of repayment, tax benefits for less than 15 years maturity period, and granting benefits(low interest rates, higher loan limits) to low-income households, etc. This study has a significance for providing basic materials in order to accomplish advanced finance policies along with social welfare services as suggesting measures to improve and activate real estate financing through the findings out of the fact-revealing analysis conducted as above.

The purpose of this study is to explore the enlightenment of the Korean long-term care insurance policy on Qingdao's long-term care insurance policy through policy comparison. China and Korea are very similar in terms of cultural background, living habits, and population structure. Therefore, the successful experience of Korean long-term care insurance has great implications for Qingdao even China to build a long-term care insurance system. Through the literature review, this article compares the long-term care insurance policy implemented by Qingdao City and Korea in Gilbert & Terrell's social welfare policy analysis framework. With the comparison this article discusses about the existing problems of the current pilot policy system in Qingdao, such as lack of legislation support and financial independence, assessment standards are not detailed, and human resources are insufficient. The author raises five suggestions to improve Qingdao's long-term care policy as the conclusion of this paper: legislation support, detailed assessment standard, expand categories of benefits, enrich delivery network, optimize financing sources.
