Mediating Effect of Corporate Welfare Satisfaction in the Relationship between Retirement Pension System's Income Security and Job Commitment (퇴직연금제도의 노후소득보장성과 직무몰입의 관계에서 기업복지만족도의 매개효과)

  • The purpose of this study is to investigate the effect of the retirement pension system on workers' retirement income security and job commitment, and to verify the mediating effect of corporate welfare satisfaction in the relationship between the retirement pension system's retirement income security and job commitment. Employees of domestic K-company, which have been implementing the retirement pension system since 2011, were surveyed, and 403 copies of the final data were analyzed using SPSS 22.0. The analysis results are as follows. First, as the sub-factors of the retirement income security, the guarantee of the retirement benefits right and the income replacement rate had a significant positive(+) effect on job commitment. Second, as sub-factors of the retirement income security, the income replacement rate and customized retirement design had a significant positive(+) effect on corporate welfare satisfaction. Third, corporate welfare satisfaction had a significant positive(+) effect on job commitment. Fourth, it was found that the relationship between the income replacement rate and job commitment, which are sub-factors of retirement income security, is mediated by diversity and the level of benefits, sub-factors of corporate welfare satisfaction. Based on the results of this study, it was confirmed that the implementation of the retirement pension system enhances the employee's job commitment and corporate welfare satisfaction, and is also important for corporate management.

Poverty Alleviation Effect for the Old Aged of Public Pension in Advanced Capitalist Countries : a Difference in Difference Approach (선진자본주의국가 공적연금의 노인 빈곤완화효과 : 이중차분접근)

  • There have been many studies on the relationship between welfare states and the poverty. Yet, only a few studies have been addressed the poverty alleviation effect of public pension using difference in difference(DID). This study aims to analyze poverty alleviation effect for the old aged of public pension in 10 OECD countries using DID considering welfare states regimes. The empirical analyses are based on panel data of individuals aged 50 and over from two sources: SHARE in Europe(wave I~II) and HRS in USA(2004~2006). As a result of simple DID, this study provides evidence that the poverty rate of the old aged who has not been received the pension is increased, while the poverty rate of pensioner is sharply decreased. The anti-poverty effect of public pension using DID is 45.6% which is bigger than that of pre/post approach. The policy impact used by pre/post approach in conservative welfare regime is underestimated while those in liberal and socialist regime are overestimated. In last, GDP growth rate has not significant while public pension contributes to poverty alleviation effects of the old aged. Poverty alleviation effects of public pension are also varied with welfare state regimes. The poverty alleviation effects of public pension in conservative welfare and social democratic welfare state regime are significantly bigger than that in liberal welfare state regime.

Italian Pension Reform Politics and Labor Unions since 1990's - Social Dialogue, or Mass Struggle? - (이탈리아 연금개혁의 정치와 노동조합의 역할 - 코포라티즘적 협의와 대중적 저항, 두 개의 경로를 중심으로 -)

  • This research examnied the roles, the strategies and the influence of labor unions on the pension reform. In Italia labor unions were important actors in pension reform politics during 1990s, but in 2004 labor union was excluded from the pension reform. This difference is not only related with diffusion of the leftist party but also the experience of pension benefit retrenchment of the pension reform in 1995 in which labor unions had initiatives. Labor unions choose their strategies, social dialogue or mass struggle, depending on the attitudes of government. After change of government following the failure of the pension reform in 1994 Italian government tried social dialogue. In Dini reform in 1995, laborunions had initiative in making pension reform plan. Labor unions obtained member's approval using membership vote. It had repressed opposition from militant sectors effectively. However Labor unions concentrated on the issues of transition measures and protecting vested rights in seniority pension ignoring problems of contribution evasion of small-firm workers and benefit adequacy of young workers. Even when labor unions leaded social concertation processes and pursued union democracy, labor unions' influences on the pension reform had fundamental limitations.

  • 공무원 연금제도는 노후생활보장과 복지 향상에 기여해 왔으나 현재 심각한 재정위기에 직면하고 있다. 본 연구에서는 향후의 공무원연금 재정전망을 새로운 시각에 의해 제시하는 것을 목적으로 한다. 현행제도하에서 장기적인 안정성을 갖는 전망결과를 얻기 위해, 보험 수리적 분석방법을 적용한 재정전망방법을 제안하였다.

  • 과학기술의 인력수급과 양성 못지않게 과학기술인의 복지 문제에 대한 개선의 목소리가 높아지고 있다. 과학기술인의 퇴직 후 복지 문제는 과학기술부 산하 정부출연연구기관(출연연)이 중심이 돼 지난 2004년 과학기술인공제회가 의욕적으로 출범했지만 아직도 지지부진한 것이 현실이다. 과학기술인 퇴직연금사업의 여건과 전망, 문제점 등을 짚어본다.

Old-Age Income Security System in Korea from the Pension Regime Perspective (연금 체제(Pension regime) 측면에서 본 한국 노후 소득보장 체계 - 갈림길에 선 한국 연금 체계 -)

  • Following the welfare state typology well known, the typology in terms of individual system in welfare state has been widely examined and, pension which is the biggest and most important in welfare state has been classified into Beveridge and Bismarckian types based on their pension system design. Such typology focused on benefit type or size of private pension has been recently refined to add a new type - 'Bismarckian Lite' type - in addition to traditional Beveridge and Bismarckian types. Whereas the pension reforms in the developed countries has been changes within their pension regimes, the Korean pension reform in 2007 seems to have changed the existing social insurance type into the 'Bismarckian Lite' type. However, considering the immaturity of Korean pension regime, it is difficult to conclude the existing status of the Korean pension regime and, the Korean one can be classified into a multi-pillar one. Over the last decades the developed countries have increased the size of private pension regardless of their original pension regimes, which tends to converge into multi-pillar schemes. Accordingly, there is recently a new typology focused on the degree of regulation in terms of private pensions, which seems to be the better perspective. It will be more important how to regulate the (immature) occupational pension as well as the National Pension in Korea. Considering that old age income security in countries where the public regulation regarding private pension was absent has been deteriorated, it would be necessary to strengthen the role of government to effectively regulate private pension.
