정당, 선거와 복지국가: 이론과 선진민주주의 국가의 경험

  • 이 논문은 선진민주주의 국가의 선거경쟁에서 제시되는 정당 매니페스토 자료와 사회정책 자료를 사용하여 국가별 정당 간 입장의 차이, 정부당파성과 복지국가의 관계, 그리고 복지국가 이슈에 관한 정당양극화의 문제에 대해 경험적 분석을 제시한다. 이 논문의 분석이 제시하는 바는 다음과 같다. 첫째, 선진민주주의 국가의 주요 좌우파 정당 간 사회정책 입장의 차이는 국가별로 편차를 보인다. 복지국가 이슈와 관련한 정당양극화의 정도는 기존 복지국가 체계의 특성, 선거제도, 또는 선거경쟁에서 나타나는 복지국가 이슈의 유형에 따라 다른 것으로 보인다. 둘째, 집권정당의 당파성이 복지국가에 미치는 영향을 확인할 수 있다. 셋째, 정당이 복지국가에 미치는 영향이 제한적이거나 혹은 제도적 맥락에 조건지어진다는 점을 고려할 필요가 있다. 어쩌면 정당 및 정부당파성이 복지국가에 미치는 영향은 협의제 민주주의(consensus democracies) 유형의 국가들보다는 다수제 민주주의(majoritarian democracies) 유형의 국가들에서 더 뚜렷하게 나타나는 것인지도 모른다. 넷째, 정당의 정책입장의 변화는 경쟁하는 주요정당의 정책변화에 영향을 받기도 한다. 또한 이슈유형에 따라 위치이슈와 합의이슈로 구분할 수 있는데, 각 국가별 선거경쟁과 복지국가 논의는 다양한 형태를 가지면서 진행된다.

Exploratory Measuring the Welfare State Change (복지국가의 변화 측정을 위한 새로운 시도)

  • This paper offers an alternative approach to measure the welfare state change by using fuzzy-set methodology. The fuzzy-set method is particularly useful for assessing change across a limited number of cases, and that it can help to translate interval fuzzy membership scores into verbal qualifiers. Applying the measurement of welfare state change, four sets(accessibility, generosity, activation, state's care responsibility) in two dimensions(old and new social risks) have been identified, which reflect theoretical importance. The analysis sets out fuzzy membership scores for 12 OECD countries in the 16 possible welfare state ideal types. This paper found that each country has its own strategies to deal with the changes, however, the changes are not dramatic or a qualitative one. This does not mean that there are no changes, but that are no paradigm shifts or path breaking in the welfare state changes.

A study of the Patriarchal Characteristics of Welfare States (복지국가의 가부장적 특성에 대한 연구)

  • This paper attempts to analyse the patriarchal characteristics of welfare states. Increasingly, debates on welfare states are explicitly focusing on the relationships between state, market and family. How these relationships are structured forms the core parts of the particular welfare states, that is they give shape to different welfare state regimes. Although welfare states have developed incresingly, there are some problems that sustain these states asymmetrical, unequal, even sexist. In this paper, I want to make these problems visible by the terms of gender division of labour, the model of male work and the changing characteristics of patriarchy. Firstly, from the feminist perspective, we can point the fact that the welfare states are structured by gender. Welfare states take it for granted that our socities are based on the assumption of gender division of labour, what is called male breadwinner/ female dependent. And the state takes this gendered family as the stereotype in our societies. Secondly, it is not sufficient condition for men and women to perform satisfactory life of work and family that welfare states provide childcare center on an extensive scale. This is because that our societies are runned by "the model of male work". Thirdly, we can find that the characteristics of patriarchy of welfare state are changing. These changes can be explained from the 'private patriarchy' to the 'public patriarchy', in other words, from the women's dependence to individual man to the dependence to the state/ public sectors. And also under these changes, we can find the potent possibilities for women to take economic activities and independent self-supports.

Pension Structure, Benefit Generosity and Pension Spending in the Retrenchment Period of Welfare States (복지국가 재편의 경로의존성 : 공적연금 제도 구조와 급여관대성 및 지출수준에 관한 비교연구)

  • This study investigated changes and determinants of public pension generosity and pension spending in welfare states during the last retrenchment period. Path-dependency thesis, industrialization theory and power resources model were examined with the twelve welfare states from 1980 to 2007. The main results are as follows. First, the developments of benefit generosity and pension spending have been differently presented according to pension structure. Second, the cross-national pooled-time series analysis confirmed that pension structure is the most significant factors to determine the level of benefit generosity and pension spending. Third, the positive effect of population ageing on pension spendings were proved even without any changes of pension generosity. New social risks, however, have restrained the pension spending. Fourth, the power of the left party and labor union did not affect the pension policy, which implies that power resources theory cannot explain the development of pension policy in this retrenchment period.

The Study on an analysis method for the research on the transformation of welfare states - focusing on the analysis of the transformation of social security systems (복지국가 재편 분석을 위한 연구방법에 관한 고찰 - 사회보장제도 변화에 대한 분석을 중심으로 -)

  • This study aims to suggest an analysis method for the research on the transformation of welfare states. To this end, 'restucturization' and 'change inside the structure' were differentiated. The 'restucturization' indicates a fundamental change of the structure itself, while the 'change inside the structure' means the modification of elements inside the structure. If 'abolition', 'substitution'/'entrust' and 'introduction' occurred, the changes are considered the 'restucturization'. Then it is examined, how the competence of the public organizations for social security systems is changed after the 'restucturization'. On the basis of this evaluation measure, the changes of 'restucturization' are defined as 'public-oriented restucturization', 'private-oriented restucturization' or 'status quo'. For analyzing the 'change inside the structure', coverage, entitlement, the level and length of benefit, finance and delivery system were compared within each country. The current study applied this analysis method to the research on the transformations of social security systems of Great Britain, Sweden and Germany.

Digital Revolution and Welfare State Reforms: Revisiting Social Investment and Social Protection (기술혁명과 미래 복지국가 개혁의 논점: 다시 사회투자와 사회보호로)

  • The digital revolution has brought about both positive expectations and negative concerns. Many experts predict that the current technological revolution, so-called "Fourth Industrial Revolution", which is expected to increase productivity in a disruptive way, has significant implications on employment and the labor market. In subsequence, the possible demise of the traditional employment system could markedly undermine the comtemporary welfare state. As a result, basic income has emerged as an alternative. However, little welfare state research has conducted the systematic review on the impact of the present technological revolution on employment and welfare states. In this paper, we will start to review the gist of the digital revolution and critically review recent studies on its effects on employment and welfare states together with actual case studies. In particular, we will investigate the experiences of platform economies of Uber and Amazon Mechanical Turk, and the German experience from 'Work 4.0'. Finally, we will discuss key issues of future welfare state reforms. This research argues that the effects of the technological revolution on employment and welfare state policies would be enormous, but they will be most likely to be mediated by domestic political and policy institutions. It emphasizes the importance of high-quality social investment that would enable individuals to flexibly adapt technological changes and support creative human capital resource. But, high-quality social investment could not be sustained without the decent social protection system that universally provides security to people.

  • 영국과 같은 서구 복지국가들은 최근 공공복지분야에서 많은 변화를 경험하고 있다. 특히 ‘신관리주의’에 근거한 ‘자치위임(devolution)’은 변화하는 복지국가의 중요한 특징 중의 하나이다. 영국에서 자치위임은 교육분야에서 가장 잘 진행되고 있다. 1988년의 교육법 개정 이후 영국의 초등학교들은 이전에 가지지 못했던 자치권을 지역관할교육청(LEA)으로부터 위임받았다. 특히 LEA로 부터의 학교재정에 관한 자치위임은 매우 중요하게 인식되고 있다. 지리적인 관점에서 이와 같은 공공복지분야에서의 변화들이 공간적으로 불균등하게 진행되고 있다는 점을 인식하는 것은 매우 중요하며 ‘자치위임’의 공간적 특성도 예외는 아니다. 본 연구를 통하여 영국 남부 사우스햄톤시의 초등학교의 자치위임은 지역적으로 매우 불균등하게 진행되고 있다는 것을 알 수 있으며 특히 이러한 불균등한 진행은 지역의 사회경제적 특성에 의해 크게 영향받고 있는 것으로 나타났다.

Recent Trends of Social Security Expenditures in OECD Countries (1980년대 이후 OECD 국가의 사회보장비지출 변화추세)

  • This study explores the trends of social security expenditures after financial crisis in welfare states. For the purpose, this study analyzes changes in social expenditures during 1980~2003 in 22 OECD countries. The results show that average total social security expenditure(as a percentage of GDP) among the 22 countries increased from 18.0% in 1980 to 22.3% in 2003. Compared to sharp increases during the great expansion period of the welfare state before 1980s, the increase in social expenditures after 1980s is substantially weakened. The slowdown in the increases of social expenditures is remarkable in the social democratic welfare states where social expenditures have already reached a high level. On the other hand, social expenditures are considerably increased in the lagged welfare states such as South European countries and Japan. As a result, the cross-national difference in social expenditures has continuously decreased. These findings suggest that financial crisis is a key factor of welfare-state reorganization. Countries where social expenditures are in high level need more reforms under the pressure of financial deficits. Since 1980s, they have tried various reforms especially in pensions and unemployment benefits. Facing new and increasing demands for social security as well as financial limitations, the welfare state needs major reforms in the social security system to increase effectiveness/efficiency of existing programs and to iron out priorities among programs.

The Trajectories of Welfare States after Global Economic Crisis (세계 경제위기 이후 복지국가의 진로)

  • After global economic crisis, most countries increased the welfare expenditure as a part of stimulus package. As a However welfare expenditure was decreased radically as the crisis was transmitted into the financial crisis. Which turning point is the welfare state going through now? Although the need for the welfare and the role of the state to take responsibility of public welfare has increased because of poverty and polarization, responses of the state against the crisis had focused on the aid to the financial industry and cutting taxes and showed limitations in coordination. Financial limitation of welfare expenditure, political individualism, the change of class politics and the mixture of the welfare institutions and financial institutions make have a pessimistic prospect of the retrenchment to the minimalist welfare state. As neoliberal state is continued cash benefits mainly for the middle class is being decreased. As a result, the direction the welfare states pursue is prospected to win over the poor by strengthening selectivity in welfare provision rather than class coordination.

From Closed Community to Open Community -Weakening of Relation-Based Welfare and Searching for Alternatives- (닫힌 공동체로부터 열린 공동체로 -연복지의 쇠퇴와 그 대안의 모색-)

  • Since the 1960s, Korean welfare regime has been characterized by developmental welfare regime, of which invisible welfare programs like relation-based welfare are one of core elements. Developmental welfare regime of Korea has been dismantled after 1990s by the internal and external pressures. Focusing on the declines of relation-based welfare, this study examines the dismantle of developmental welfare regime of Korea. Since the late-1990s, the roles of inter-family income transfer and public income transfer are significant changed in terms of each share of total household income and each contribution of poverty alleviation. In other words, the role of public welfare has been growing while that of relation-based welfare has been decreased in the last twenty years. For the sake of a successful welfare regime transition in Korea, redistributional function of public welfare is quite important, but the development of reciprocal social economy and open community are also needed. Because, at this time and in this place, traditional welfare state building strategy is not proper in many aspects. However, it is impossible to achieve the development of reciprocal open community by restoration of relation-based welfare which has been already declined. This study regards enlargement of social economy or third sector as a development of reciprocal open community, and insists that cooperatives are especially worthy of notice.
