소규모의 사회복지 시설들은 대규모의 전문병원들이 갖춘 고 부가가치 전산 시스템들을 갖추고 있지 못하다. 그러므로 소규모의 사회복지시설들은 관리 및 서비스의 질적 향상을 기대할 수 없다. 이로 인해 경영관리와 서비스 차원에서 차이가 발생한다. 소규모에서 관리과 서비스의 향상을 위해 본 연구에서는 소규모 사회복지시설(Silver-town)에 적합한 통합 의료정보 데이터베이스시스템을 설계하여 제안하고자 한다.

Integrated Social Welfare Management System is an information system that comprehensively manages information and services regarding diverse welfare benefits provided by the government. It is designed to improve efficiency of social welfare administration and the service delivery system. The system is found to have significantly contributed to efficiency of the welfare delivery system by reducing the workload of public officials who are responsible for welfare administration in local governments and changing the way they work for the better. This study analyzes the costs and benefits of the Integrated Social Welfare Management System and describes what it has achieved for the provider and recipients. The system has enhanced efficiency of the welfare delivery system and enabled case management, the function social welfare public officials are supposed to do. Ultimately, the system will play a key role in building a consumer-centered welfare administration environment in the future.

보건복지부는 "보건복지 내부업무 포탈 및 EAM시스템 구축" 이라 명명된 Enterprise Portal 프로젝트를 공공기관 최초로 추진하여 기존의 정보시스템들이 업무 및 지식 기반 하에 유기적으로 상호 연계 및 연동되는 체계적이고 확장성이 뛰어난 포탈시스템으로 구축하였다. 본 논문에서는 보건복지부 정보화 비전 및 추진 현황에 대한 설명과 EP(Enterprise Portal)시스템 도입의 개념 및 장점에 대해 기술하고, 보건복지부가 Enterprise Portal 시스템을 도입하게 된 추진 배경과 기존 시스템(전자결재, 지식관리, 문서관리, 커뮤니티, 게시판, 검색)에 어떻게 적용하였는지에 대해 설명하고자 한다. 아울러 Enterprise Portal 시스템의 적용으로 인한 실제적 효과 및 고려해야 할 문제점에 대해 기술함으로써 향후 Enterprise Portal 시스템을 도입하고자 하는 공공기관/기업체에 추진 방안 및 대응 방안을 제시하고자 한다.

현재 많은 국가들이 복지를 위해 많은 투자와 지원을 하고 있으며, 이러한 시대의 배경을 바탕으로 복지에 많은 관심이 몰리고 있으며, 연구들이 이루어지고 있다. 전 세계적으로 의료가 발달하면서 인간의 수명은 늘어나게 되고, 노인들의 증가로 인하여, 노인에 대한 복지가 문제가 되고 있다. 이러한 문제를 해결하기 위해서 본 논문에서는 이동에 불편함을 느끼거나, 주기적인 관리나 보호가 필요한 노인들이 집에 있으면서 여러 가지 서비스들을 이용 가능하도록 도와주는 기능을 제공한다. 이 시스템을 사용하는 노인들은 기본적인 혈압이나 몸무게 등 측정과 관련된 서비스를 이용할 수 있고, 기초적인 집안일도 서비스로 이용 받을 수 있다. 또한, 관리자가 집을 방문하고, 관리자는 노인이 설정해 놓은 측정 및 서비스들을 확인할 수 있다.

While block chain technique usage is wide spread over many areas, volunteering system is another subject in use. In this paper, we propose reverse auction and block chain technique in volunteering matching system. Detailed process on each step of system are suggested. Pros and cons of our new system are also discussed.

Wireless sensor networks (WSN) based on low-power technologies become important portion of ubiquitous systems. In this paper, we introduce a WSN-based welfare management system as one of the WSN applications. Especially, we implement S-MAC (Sensor Medium Access control) protocol on our system that saves both cost and power consumption, and we evaluate system performances using the TOSSIM simulator. Sensors and a small database server are placed in the house of participant, which collects and stores some environment conditions of the house. The small servers are connected to each others by wireless ad-hoc network.

유비쿼터스 및 스마트 기반의 모바일 업무관리 소프트웨어의 개발은 정보화 수준이 미비한 국내 사회복지 기관의 현실을 감안하여 언제 어디서나 업무관리가 가능한 모바일용 그룹웨어 개발은 꼭 필요하다. 현재 국내 복지기관의 특성상 소규모 인력형태에서 업무관리를 위한 그룹웨어가 꼭 필요하지만 높은 단가와 도입에 대한 기회비용의 과다, 복지현장의 현실과 동떨어진 솔루션 구성 등이 문제가 되고 있는 실정이다. 이러한 현실을 감안하여 인터넷과 모바일을 통한 유비쿼터스 기반의 업무관리가 가능한 그룹웨어를 개발하여 제안한다.

급속하게 변화되는 IT서비스에 적극적으로 대응하고, 효율적인 IT서비스의 관리 운영을 위하여 정보화기관에 최적화된 통합 IT서비스관리 모델을 수립하여 운용할 필요가 있다. 이에 기술관리 중심의 IT운영에서 프로세스 중심으로의 새로운 IT서비스관리를 위한 정보화 업무 처리 및 관리 프로세스의 재정립이 필요하며, 운영조직과 정보시스템간의 유기적인 관리를 위해서 선진화된 국제 IT서비스 운영 모델인 ITIL(Information Technology Infrastructure Library)에 기반한 IT서비스의 체계적인 관리가 요구되고 있다. 본 연구에서는 K기관의 통합 IT서비스 관리 모델 수립 사례를 통해서 정보화기관을 대상으로 효과적인 정보서비스 제공 및 고객만족을 위한 IT서비스 관리 규정, 지침에 따른 베스트프랙티스 적용 및 프로세스 개선, ITSM(Information Technology Service Management, IT 서비스 관리) 구축 과정에 대한 사례 연구를 진행함으로써 향후 ITSM 시스템 구축 시 가이드라인으로 활용할 수 있는 이론적 기반을 제시한다.

Our society is showing rapid growth throughout the industry, but it is in the era of nuclear family and aging. Due to the elderly, the demand for social welfare services such as medical treatment services tends to increase sharply. However, duties of senior citizens and social workers engaged in related medical care facilities are not clearly identified, and job stress has occurred and the degree of job satisfaction is extremely low. Therefore, in this paper, in relation to the social worker's duties of elderly nursing home care facilities, in practicing welfare services, knowledge base that was convergence with duties so that you can focus on service according to better environment and standardized procedures To provide a management system. Through the proposed system, social workers are expected to be able to improve work satisfaction by quickly grasping operations and escaping from job stress through their own development and information sharing.

사회복지 영역의 확대로 복지서비스 수혜자들의 사례관리가 매우 중요한 영역으로 자리매김하고 있다. 이는 사례관리를 이용하여 새로운 서비스를 발굴하고, 실행결과를 평가하여 중요한 패턴을 추출 후 다른 유사 대상자들에게 적용하는 것이 실패를 줄이는 방법이기 때문이다. 그러나 현재 대부분의 사례관리시스템은 서비스를 입력하여 저장/관리하는 측면만을 제공하여 체계적인 분석이 안되고 있다. 이에 본 논문에서는 사례자들의 상담 및 서비스 결과에 관한 오피니언을 분석하여 마음속에 내포하고 있는 사례(비유적 표현)에 관한 실제적인 평가와 오피니언을 추출하는 시스템을 제안한다. 제안하는 시스템을 실험하기 위해 자기의 오피니언을 외부로 노출하기 꺼려하는 장애인을 대상으로 한 상담 사례를 이용하여 실험하였다.
