Expectation-performance Analysis on Natural Landscape Review Program in Korea (자연경관심의제 도입의 기대-성과 분석)

  • 본 연구는 환경부 주관으로 2006년부터 시행되어 온 자연경관심의제도의 제도 도입 당시의 기대수준과 현재의 성과수준을 분석함으로써 발전방향을 모색하고자 진행되었다. 동 제도를 도입함으로써 얻고자 하였던 목표와 효과를 분석변수로 설정하고 당시의 기대수준과 제도도입 약 4년이 지난 2010년도 시점의 기대치 달성 성과수준을 비교하였다. 자연경관심의위원 전원을 대상으로 설문조사를 시행하여 분석하였으며, 비교결과 도출된 기대와 성과의 불일치 수준을 분석하고 그 원인을 고찰하였다. 그 결과, 제도 도입시 기대수준은 3.79, 성과수준은 3.09으로 나타나 당초 기대에 비해 그 성과가 다소 낮은 것으로 평가되었다. 성과가 기대에 미치지 못한 주요 항목은 자연경관을 고려한 개발사업계획 수준 제고(-2.91), 경관개선 실천성 제고(-2.97), 자연경관자원 주변경관의 개선(-3.00)으로 나타났다. 이와 같은 결과를 고찰하여 동 제도의 발전방향으로 심의절차개선과 홍보강화, 자연경관심의위원 전문성 확보, 심의내용과 범위 개선, 심의기준 객관화, 전문가 참여 의무화를 단기적 발전과제로 도출하였다. 중장기적으로는 계획적 접근에 의한 경관관리 및 심의와 자연경관보전자원의 대상과 개념을 시각적 자원 뿐만 아니라 생태적 자원으로도 확장시켜야 함을 제안하였다.

An Experimental Study on IMO 2nd Generation Stability Assessment in Dead Ship Condition of 13K Chemical Tanker (13K Chemical Tanker의 기관 제어 불능상태 IMO 2세대 안정성 평가에 관한 실험적 연구)

  • The stability of the existing ships has been evaluated through numerical calculations in the steady-state, but recently the IMO proposed a new stability assessment criteria that the stability is evaluated in the state in which environmental loads from such as waves and wind act like the loads under actual ship operating conditions. In this study, IMO 2nd generation stability assessment method and procedure were summarized for the dead ship condition, and Direct Stability Assessment (DSA) was performed on 13K chemical tanker through basin model test. The model test is performed in the ocean engineering basin to implement wave and wind loads, and environmental conditions for waves were set height and period of the incident wave, considering the regular wave and wind generation range reproducible in the ocean engineering basin. In addition, to consider the effect of wind speed, the Beaufort Scale for wind speed was applied in the model test.

A Case Study on the Factors of Obstacles to Growth of Planted Trees in the Gimcheon Jakjumgogae of Baekdudaegan Ecological Axis Restoration Site (김천 작점고개 백두대간 마루금 복원사업지 내 식재수목의 생육 장애 요인에 관한 연구)

  • Soil and micro-climatic environmental monitoring was conducted to evaluate the factors causing tree growth impediments at the Baekdudaegan ecological axis restoration project site. As a result, it was found that the nutrient supply was insufficient in the restoration project site due to the lack of organic matter, total nitrogen and cation exchange capacity of the soil compared to the surrounding forest. After the completion of the restoration, the soil moisture in the autumn decreased more than 7 times faster than that of the surrounding forest, and it was evaluated that the soil moisture was significantly low due to the lack of silt and clay content. In the case of the restoration site, the annual potential evapotranspiration was analyzed to be 975mm, which is approximately two times higher than that of the surrounding forest. The soil moisture of the restoration site in the summer decreased rapidly during the daytime when the amount of insolation increased and this was found to be strongly influenced by the increase in potential evapotranspiration. In order to improve the above factors affecting the tree growth at the Baekdudaegan ecological axis restoration project site, it is necessary to induce the smooth supply of nutrients and water to plants by improving physical proprieties and cation exchange capacity, i.e., using litterfall, humus soil, soil conditioner and organic fertilizer. The results of this study are expected to serve as basic data for the design, construction, and management of ecological axis restoration projects in the future.

  • 하도 내 수역이 식생으로의 천이가 진행되고 최종적으로는 육상 식물들이 활착하게 되는 육역화 현상은 하도의 수리학적 문제 및 환경생태적 측면에서 큰 문제를 발생시킬 가능성을 내포하고 있다. 최근 하천복원의 필요성이 강조됨에 따라 물골공법 및 국부세굴 유도형 공법 등 실용성을 포함시킨 다양한 하천 복원공법이 제시되고 있다. 물골공법은 자연적인 물골형상에 의한 유사퇴적방지, 홍수시 유속저감 및 생물서식처를 조성하는 하상 생태복원 공법을 의미하며, 본 연구에서는 수리모형실험 및 3차원 수치모의를 이용하여 다양한 하도육역화 방지 공법 중 물골공법의 효과 및 적용성을 검토하였다. 물골공법의 특성 중 유사퇴적방지의 효율성 분석을 위해 부정류(unsteady state)상태에 대해 연구를 수행하였으며 홍수 이후 수위하강시 고수부지 및 물골 주변에서의 흐름특성을 재현하였다. 수위하강 모의를 위해 임의의 수위하강시간을 선정하여, 수위하강이 진행되는 시간( )을 각각의 수위하강시간으로 무차원 화한 후 무차원된 시간(t/�� )에 따른 흐름특성을 비교 분석하였으며 모의 및 분석결과, 수위하강시간이 80초 이상일 경우 주요 지점에서의 유속의 변화는 무차원된 시간에 대하여 일치하였으며 수리모형실험 및 수치모의에 적용할 수위하강시간으로 선정할 수 있었다. 물골 전구간에 대한 부정류 실험을 위해 LSPIV(Large-Scale Particle Image Velocimetry)장치를 이용하여 수위하강에 따른 물골주변의 흐름특성을 관측하였으며 3차원 수치모의를 통해 검증하였다. 실험 분석결과, 수위하강에 따라 고수부지 위로 흐르는 유수가 물골 내부로 유입되어 물골을 따라 흘러 물골 합류부로 이동하는 것으로 나타났으며, 이는 홍수시 유수와 함께 떠다니는 부유사(suspended load)가 물골로 유입되어 물골 합류부로 이동하므로 물골의 유사배제 가능성을 판단할 수 있었다. 또한 물골의 유사배제능력을 평가를 위해 실험을 통하여 산정된 최대 및 최소 마찰속도(U )와 유사이동 한계곡선을 이용하여 물골의 통한 배제 가능한 유사의 입경을 분석하였다. 분석결과, 최소 2mm에서 최대 4mm로 나타났으며 이 입경 이하인 유사에 대해서는 퇴적되지 않고 물골을 통하여 배제될 수 있을 것으로 예상되었다. 본 연구 결과 물골공법 적용시 수위하강에 따라 물골에서 하도방향으로 유사의 수세(flushing)효과가 나타났으며 유사의 부상 및 이송이 효과적으로 발생하여 고수부지 내 유사퇴적 방지가 효과적인 것으로 판단되었다. 추후 다양한 형상의 물골에 대한 능력검토가 보완된다면 물골설계지침 제안을 위한 자료로 활용 가능할 것이다.

Development of Land Purchase System by Ecological Evaluation - Focusing on the Donggang Basin - (생태성 평가를 통한 토지매수시스템 개발 - 동강유역을 중심으로 -)

  • With the increasing attention of the international community on climate change and biodiversity promotion programmes, the Korean government and public agencies are trying to protect and restore the ecosystem of areas protected by law, such as waterfronts, by acquiring private land. However, the inadequate purchase system has caused various problems. In this study, an efficient and systematic land purchase system was developed through ecological evaluation, focusing on the ecological and landscape conservation areas of the Donggang basin. The ecological evaluation was developed by integrating parcel-level evaluation and regional-specific evaluation, and the overall level of ecological function was established and finalized through on-site verification. As a result of verifying the purchase land of 88 parcels, it showed a relatively high agreement of more than 85.2%, and the rest of parcels (non-agreement) were considered to have had an impact on vegetation, crop harvesting, etc. due to seasonal differences in ecological evaluation and field verification. The purchasing system was ranked according to the ecological evaluation grade based on the endangered species and the distance from the core ecosystem. As a result, the purchase priority was systematically drawn up to the 5th rank for a total of 68 parcels for the private lands of Geoeun-ri, Munsan-ri, Deokcheon-ri, Unchi-ri, Gumam-ri, and Suji-ri. This study is expected to contribute to the preservation, restoration and ecological management of purchased land in the protected area in the future by establishing and proposing a systematic land purchase system based on ecological evaluation.

Passive restoration under progress in wetland of National Institute of Ecology (국립생태원 습지에서 진행 중인 자발적 복원)

  • This study was carried out to evaluate restoration process of a few wetlands in the National Institute of Ecology (NIE). Wetlands were composed of the former rice paddies that passive restoration was led through only natural process and by creating waterway, and an ecological pond, a reservoir that restorative treatment was practiced. As the result of analysis on landscape change in the current wetland space, existing wetland in NIE was usually from the former rice field and some parts were from the residential area or forest. Change of species composition was progressed from crops or ruderals resistant to human interferences to plant species, which has removed artificially for cultivation and grow usually in the typical wetland. Both species diversity and occurrence of exotic plants were the highest when restoration project is in progress and stages after and before restoration were followed. In an ecological pond that restorative treatment was done, vegetation introduced as riparian buffer was established successfully and thereby it was expected that it could contribute to buffer environmental stress comming from the outside. Synthesized the above mentioned results, change of wetland vegetation established in NIE resembled the typical trend of early successional stage occurring in the abandoned rice paddy and consequently, it was estimated that successful restoration is under progress. Restoration under progress in an ecological pond where artificial aid in the least level was added, could be evaluated in successful as well. In particular, successful establishment of buffering vegetation, which can play diverse ecological functions, could be evaluated as significant restoration effect. But adaptive management to improve ecological quality for the section that buffering vegetation is insufficient, is required.

Assessment of Stand-alone Utilization of Sentinel-1 SAR for High Resolution Soil Moisture Retrieval Using Machine Learning (기계학습 기반 고해상도 토양수분 복원을 위한 Sentinel-1 SAR의 자립형 활용성 평가)

  • As the threat of natural disasters such as droughts, floods, forest fires, and landslides increases due to climate change, social demand for high-resolution soil moisture retrieval, such as Synthetic Aperture Radar (SAR), is also increasing. However, the domestic environment has a high proportion of mountainous topography, making it challenging to retrieve soil moisture from SAR data. This study evaluated the usability of Sentinel-1 SAR, which is applied with the Artificial Neural Network (ANN) technique, to retrieve soil moisture. It was confirmed that the backscattering coefficient obtained from Sentinel-1 significantly correlated with soil moisture behavior, and the possibility of stand-alone use to correct vegetation effects without using auxiliary data observed from other satellites or observatories. However, there was a large difference in the characteristics of each site and topographic group. In particular, when the model learned on the mountain and at flat land cross-applied, the soil moisture could not be properly simulated. In addition, when the number of learning points was increased to solve this problem, the soil moisture retrieval model was smoothed. As a result, the overall correlation coefficient of all sites improved, but errors at individual sites gradually increased. Therefore, systematic research must be conducted in order to widely apply high-resolution SAR soil moisture data. It is expected that it can be effectively used in various fields if the scope of learning sites and application targets are specifically limited.

A Case Study on Selecting Sites for Wetland Restoration - Focusing on the Research Survey of National Inland Wetlands Monitoring in 2016 - (복원대상습지 선정 사례 연구 - 2016년 전국내륙습지 모니터링 결과를 중심으로 -)

  • This study aims to provide basic data for the decision-making process in selecting sites for wetland restoration projects. To this end, the current list of demaged wetlands was identified based on the findings from the nationwide monitoring project in 2016 targeted at wetlands in inland areas. Then, to determine the necessity of restoration for these demaged sites, the cause of demage was investigated, and their conservation value was examined from an ecological and legal perspective. The 2016 monitoring project identified a total of 20 demaged wetlands, of which one site was deemed to have high conservation value through analysis of its ecological and legal values and on-site reviews. The results of this study are expected to support policymakers' decision-making in selecting wetlands for restoration projects since it identifies priority sites among demaged wetlands that require immediate restoration efforts. It should also be pointed out that wetlands in South Korea cannot benefit from legal protection despite their high conservation value unless they have a designated status as protected areas.

Material Scientific Properties and Effects on Atmospheric Environment of Copper Rust Pigments (동록안료의 재료과학적 특성 및 대기환경 영향 평가)

  • Atacamite and Verdigris were studied material scientific properties and durability that are used for traditional green pigment in traditional art painting work and Dancheong. As a result of ingrediant analysis, K-AA and K-VA identified Atacamite and Hoganite (or Verdigris) respectively. In order to find a factor of depressing the stability of pigment, we examined UV radiant exposure test, CO2/NO2 gas corrosion test and salt spray test. Salt spray test damaged both samples which were formed salt particle on the surface of the samples and it makes color disability. Furthermore, the results of gas corrosion test that both pigments change color enough to be perceived by the naked eyes showed that an air pollutant NO2 gas is also considered to be a major damage factor. In the case of K-VA, Hoganite that is main component of sample changes Tenorite with turn black after accelerated UV radiant exposure test. The consequences of the atmospheric environment effect test of the two pigments, K-VA showed relatetively weaker than K-AA.

Planning of Narrow-mouth Frog (Kaloula borealis) Habitat Restoration Using Habitat Suitability Index (HSI) (서식처 적합성 지수 (HSI)를 활용한 맹꽁이 서식처 복원 계획)

  • Narrow-mouth frog (Kaloula borealis) is the only amphibian species of genus Kaloula living in South Korea. They are designated and managed as endangered class II wildlife by the Ministry of Environment, Korea. Therefore, there is a desperate need of a habitat restoration study to prevent the extinction of narrow-mouth frog. This study is primarily for the purpose of presenting the direction and practical applications to restore damaged narrow-mouth frog habitats or to suggest alternative habitat options. The habitat suitability index (HSI) of narrow-mouth frog was applied to the research area in Mokpo City of Jeollanam-do Province, in order to present a new narrow-mouth frog habitat. We analyzed the research area based on historical contexts, ecological environment, ecology, and habitat requirements. The research area was divided into the core, buffer, and transition zones according to UNESCO MAB (Man and Biosphere) to establish local land-use plans. As for the foundation of the plan, we divided the habitat composition of the core, where narrow-mouth frog live in, into wetland (spawning area), grassland (shelter and feeding grounds), and forestland (feeding ground). We had a comparative analysis of habitat suitability in pre and post planning of narrow-mouth frog habitat restoration. For the validation study of habitat restoration plans, the future research should be on the composition of test-bed, continuous monitoring, and scientific habitat maintenance.
