Plans for Improvement of Laws and Systems to Promote Independent Living of Child Discharged from out-of-home Care (보호종료아동의 자립증진을 위한 법률 및 제도 개선방안)

  • The purpose of this study is first to analyze domestic laws and systems related to independent living of child discharged from out-of-home care, second to conduct and analyze a survey on current status of child discharged from out-of-home care, and third to present plans for improvement of laws and systems to promote independent living of child discharged from out-of-home care. In this study, first, laws and systems related to independent living of child discharged from out-of-home care in Korea were analyzed. Second, a survey was conducted on the status of child discharged from out-of-home care, and the results were analyzed. With cooperation of Korea Child Welfare Association, Korea Child and Youth Group Home Council, and the Central Foster Support Center, a survey was conducted on 251 children discharged from out-of-home care, and the results were analyzed. Third, plans for improvement of laws and systems to promote independent living of child discharged from out-of-home care were presented.

The Relation Between Length of Institutionalization and Sensory Modulation for Preschooler (취학 전 시설보호 아동의 수용기간과 감각조절기능과의 관계)

  • Objective : The purpose of the study is to examine the length of institutionalization and sensory modulation for preschooler without disabilities, and to investigate the relationship between the length of institutionalization and behavioral problem. Method : Mothers of preschoolers without disabilities between ages of 3 and 7 who attend D kindergarten was participated. Nursery school teacher of institutionalized children without disabilities between ages of 3 and 7 who attend child-welfare facilities was participated. We used Short Sensory Profile(SSP) and Children Behavior Check list. The results were analyzed with SPSS 11.0. Results : There was no significant difference between longer length of institutionalization and shorter length of institutionalization in sensory modulation and behavioral problem. Regarding the sensory modulation and behavior problem according to child-welfare facilities, means showed the statistically significant difference. Regarding sensory modulation of test items, movement sensitivity and low energy/weak showed the statistically significant difference in home-reared children than institutionalized children. Conclusions : The results of the study showed high correlation environmental effect in institutionalized children. Further research is needed to improve environmental for institutionalized children.

  • 최근 맞벌이 및 핵가족화 등으로 보호체계가 취약해짐에 따라 아동들을 대상으로 한 범죄가 늘고 있으며, 현재 아동범죄 처벌 강화 등 아동보호 대책들을 마련하고 있지만 예방을 위한 대책이 절실히 필요하다. 이러한 문제점을 해결하기 위하여 RTLS(Real Time Location System)를 이용하여 아동의 이동경로를 실시간으로 파악하여, 아동의 위험 상황을 인지하고 보호할 수 있는 아동보호 시스템을 개발하였다. 제안한 시스템은 보호자로 하여금 아동의 실시간 위치 정보를 확인하여 빠른 대처를 통해 아동을 범죄의 위험으로부터 조금이나마 벗어날 수 있게 해줄 것으로 기대된다.

Protecting Children's Online Privacy : Privacy Issues and Its Implications (아동 이용자에게 특화된 온라인 개인정보보호 이슈 : 사례연구를 중심으로)

  • As children's participation in online activities has recently increased, online services for children are also rapidly increasing, but children are not sufficiently guaranteed their rights. The purpose of this study is to classify and analyze issues related to the children's online privacy issues in Korea through the current status and case studies of application services mainly used by children. For this purpose, this research analyzed problems related to the children's online privacy protection according to the stage of using the application. As a result of the application content analysis, 1) issues of child identification, 2) effectiveness of notice and consent, and 3) issues of children's rights as subjects of information were derived. Based on the current status analysis, the policy implications were drawn based on the children's online privacy protection in the online environment, and suggestions were made for improvement.

The Effect of Group Art Therapy on Sociality of Children in Institutional Care -Focus on Anger and Empathy- (집단미술치료가 시설보호아동의 사회성에 미치는 영향 -분노 및 공감능력을 중심으로-)

  • This study analyzed the the effect of group art therapy on sociality of children in institutional care focus on anger and empathy. The study divided children into two groups, experimental group was treated group art therapy for twice a week(60 minutes, total 25) and control group was treated none. The study results showed that group art therapy had positive impact on improving sociality, anger conrol and emphatic ability of children in institutional care. Also, there had been positive change in their work in the aspect of form and content by HTP, KSD, DAS test. This study found that group art therapy helped improving institutionalized children's socility with anger control and empathic ability, so it is suggested that group art therapy studies for institutionalized children are of help to improve their sociality.

Characteristics of the Child Maltreatment at Day Care Centers and the Case Dispositions of Child Protective Services in Korea (한국 어린이집 아동학대의 학대 특성 및 아동보호서비스의 최종조치 관련 요인 분석)

  • This study examined the characteristics of child maltreatment cases which occurred recently at the Day Care Centers in Korea. The study utilized the case records system of the National Child Protection Agency (K-CPS) and analyzed all the cases reported to the K-CPS from 2010 to 2012 (n=462). Using the case records abstraction system developed for this study, based on the Maltreatment Case Records Abstraction System (MCRAI; Trickett et al., 2009), the detailed information on abuse cases as well as disposition outcomes was abstracted. The results showed the relatively low rate of abuse designation, low rate of reports from the mandatory reporters as well as overwhelmingly high rate of physical abuse. Diversity was detected in severity ratings in each type of abuse. Finally, determinants of dispositions differed for children, perpetrators and daycare centers. Based on the results, implications for practice and child maltreatment research were discussed.

Longitudinal Study on Care Satisfaction of Children in Out-of-Home - Comparison among Residential Care Centers, Group Homes, and Foster Homes - (가정외보호 아동의 보호 만족도에 관한 종단적 연구 - 양육시설, 그룹홈, 가정위탁 보호의 비교 -)

  • There has been no studies that compare services of residential care centers, group homes, and foster homes although out-of-home care services differ from each other depending on the types of out-of-home care. This study compared care satisfaction of 481 children in residential care centers, group homes, and foster homes for five years. Futhermore, factors that predict care satisfaction of the children were identified using multi-level modeling analyses. As results, this study found that care satisfaction of children in group homes was the higher than that in foster homes and residential care centers. In addition, self-esteem, social support, and types of out-of-home services were identified as significant predictors of changes in care satisfaction. Based on the study results, suggestions to help children adapt to out-of-home care and improve out-of-home care satisfaction were made.

Psychological well being and living conditions of children with working mothers depending on the type of after school care (초등학교 저학년의 방과후 보호형태에 따른 생활실태 및 심리적 복지에 관한 연구)

  • This study attempted to understand the living conditions of children after school, focusing on 437 children attending an elementary school with working parent. This investigation also analyzed socio-demographic variables, the forms of after school child-care and differences in psychological well-being of children. The major findings were as follows First, self-care children took up 42.3% as the result of the survey on living conditions after school of lower-grade children. It showed that children under the condition of self-caring for more than four hours a day on the average took up 2/3 of the child group. Second, the results of examining the differences of psychological well being of children secondary to socio-demographic variables, it showed significant differences in the area of anxiety with respect to children’s genders, Parental occupations in the area maternal educational levels. Third, the results of the findings on whether there were differences in the psychological well-eing of these children depending on the form of after school hour child care showed that there were significant differences between loneliness and self-perceives competence felt by children.

Analysis of Health and Welfare Support for Children Who Have Ended Protection in Korea - Focused on the case of Cheonan city - (국내 보호종료아동 보건복지 지원실태 분석 -천안시 사례를 중심으로-)

  • According to the 「Child Welfare Act, Article 16(1)」, when the age of a child reaches 18, he or she is discharged from prison. However, in order to prepare an effective support posture from the central government and local governments, a clear fact-finding survey on children who have completed protection is necessary. Therefore, in this study, the most basic questionnaire on housing, health, education, employment, and social relations of children living in Cheonan City after completion of protection is required. An investigation was conducted. As a result, the housing and social relationship of children living in Cheonan city were good compared to children living in Cheonan city compared to children who completed protection nationwide. Therefore, it was found that it is urgent to establish a close cooperation system with related organizations in this regard.

The Effect of Resiliency Training Program for Child Protection Agency Counselors to Prevent Secondary Traumatic Stress (아동보호전문기관 상담원을 대상으로 한 이차외상스트레스 예방을 위한 레질리언스 훈련 프로그램의 효과 연구)

  • The objective of this study is to find out the effect of the secondary traumatic stress prevention program for counselors at child protection agencies. The quasi-experiment design was used for pre-test, post-test, and for follow-up test, performed 3 months after the program. Experimental group consisted of 9 counselors, while the comparison group consisted of 10 counselors. As a result, it was revealed that secondary traumatic stress prevention program was effective in decreasing the secondary traumatic stress and depression of the counselors, and also effective in increasing stress coping even though it was not statistically significant. Follow-up test did not present statistically significant changes in secondary traumatic stress, depression, and stress coping. It was found that, to achieve continued effect of the program, much longer and sustained program is required. Based on these findings, the necessity and application of the secondary traumatic stress prevention program were suggested.
