Analysis on Installation Criteria for Scrambled Crosswalks Considering Vehicle and Pedestrian Traffic Volume (교통량과 보행량을 고려한 대각선 횡단보도 설치기준 정립 방안 연구)

  • Nowadays, interest in safety of pedestrians who are relatively weak when compared with vehicles increases. Also, concern for pedestrian accidents on crosswalks increases. For these reasons, scrambled crosswalks which are considered to contribute pedestrian safety by reducing conflicts between vehicles and pedestrians are actively discussed and there are also a few intersections where they are actually installed. However, scrambled crosswalks must include all-red phase for all vehicle traffic flows, which inevitably leads to increase of lost time per cycle. Therefore, evaluation in terms of efficiency should be done before installation of scrambled crosswalks. This research suggests installation criteria for scrambled crosswalks so that it is possible to judge whether installation of scrambled crosswalks is appropriate only by surveying vehicle traffic volume and pedestrian traffic volume. This research derives optimum cycle length from signal optimization models which considers both vehicle traffic volume and pedestrian traffic volume. From this optimum cycle length, this research compares total delay time before and after installation of scrambled crosswalks. From an analysis, two research results are derived. Firstly, there is critical traffic volume above which installation of scrambled crosswalks can not efficient. Secondly, appropriate areas for installation of scrambled crosswalks are different by each signal intersection or by each signal system and those difference vary. From these results, this research suggests installation criteria for scrambled crosswalks which consists of two steps. The delay time of the pedestrians may be increased after the diagonal crosswalk is installed, but it may be desirable to install in consideration of the appropriate traffic level to ensure safety.

  • An increase in number of vehicles owned by individuals worsens the conditions of parking in residential areas. So to speak, the pedestrians' safety is seriously threatened by illegally parked vehicles on the residential area roads. As a result, the number of vehicle-to-pedestrian accidents has been increasing annually. Also, illegal parking on arterial roads is increasingly becoming common, especially by cooommercial trucks. However, no solution has been found to reduce or eliminate accidents caused by vehicles illegally parked on readside. The result of this study provides the solutions to enhance the safety of residential area roads and arterial roads, from viewpoints of both long-term and short-term, by collecting data about the status of illegal parking and addressing critical problems.

A Study on the Cognitive Judgment of Pedestrian Risk Factors Using a Second-hand Mobile Phones (중고스마트폰 업사이클링을 통한 보행위험요인 인지판단 연구)

  • In order to secure pedestrians' right to walk, we have up-cycled second hand mobile phones to overcome limitations of the existing survey methods, analysis methods, and diagnosis to reduce pedestrian traffic accidents. Second hand mobile phones were up-cycled to produce mobile CCTVs and installed in areas where pedestrian deaths rate is high to secure image data sets for the period of more than 24 hours. It was analyzed by applying image visualization technology and clouding reporting technology, and more precise and accurate results were derived through modeling based on artificial intelligence learning and GIS-based diagnostic guidance. As a result, it was possible to analyze the risk factors and number of pedestrian safety, and even factors that were not known in the existing method could be derived. In addition, the traffic accident risk index was derived by converting data into one year to verify whether second hand mobile phone up-cycling mobile CCTV will be an objective tool for finding pedestrian risk factors. Up-cycling mobile CCTV of second hand mobile phones newly applied through research can be used as a new tool to find pedestrian risk factors, and it can be used as a service to protect the safety of the traffic vulnerable other than pedestrians.

Psychometric Analysis for Designing Elderly Customized Walking Assist Device (고령자 맞춤형 보행보조서비스 설계를 위한 심리측정 분석)

  • In accordance to rapid aging of population, the accidents of elderly pedestrian and pedestrian safety are becoming very important issues. In terms of smartphone technologies, older people are increasingly looking for useful and friendly ICT services that which can add a value on their silver life. This paper introduced a new IT-based service for elderly walking assist using a smart-phone accompanied by a wearable watch. We describe the functional requirements and a systems architecture model with an interface between a smart-phone and wearable watch. Moreover, this study attempted to verify what services are needed and to estimate elderly pedestrians' WTP (willingness to pay) for IT-based walking assistance device. A total of 189 elderly pedestrians were randomly surveyed through face-to-face interviews. The questionnaire consisted of 3 categories: (1) questions pertaining to socio-economic status, (2) 12 questions regarding walking attitudes, and (3) a question to measure WTP. With this gathered data, factor analysis and path model estimating were conducted. The results identified the elderly user requirements and the use-value of new innovative products for IT-based walking assistance services by two groups(latent elderly and elderly). The modeling result shows that elderly's service preference would increase the possibilities for the commercialization of IT-based walking device with improving their walking safety.

A Study on the Solution of School Zone Problems (어린이 보호구역의 문제점 및 대책에 관한 연구 - 광주광역시 남구를 중심으로 -)

  • 본 논문은 학교 권역의 도로 및 교통요건을 조사하여 어린이 보호구역의 지정 및 관리기준의 적용 실태와 문제점 등을 분서하며, 어린이 보호구역의 조성기준을 적정화하고 체계적인 대책을 수립하는데 목적이 있다. 먼저 어린이 보호구역의 이론적 고찰을 통해 어린이 보호구역이 지정·관리기준 및 외국의 School Zone 사례를 살펴보았다. 현재 어린이 보호구역으로 지정·관리되고 있는 광주시 남구의 14개 초등학교를 대상으로 어린이 보호구역별 도로 및 교통현황과 함께 적용되고 있는 어린이 보호구역의 지정 범위 및 교통규제, 중요안전 시설물의 설치현황 등을 조사하였다. 또 연도주민의 설문을 통해 보행의 안전성과 교통사고의 위험성 등을 조사·분석하였다. 그 결과 12m 이하의 이면도로가 전체대상 통학로의 64.6%에 해당되며, 2차로 이상의 도로는 35.4%로서 이면도로에 접하는 초등학교가 많은 것으로 나타났다. 또 교통규제방안으로 시행되고 잇는 것은 8개 초등학교의 시차별 주차규제와 4개 초등학교의 총 10개의 과속방지턱이 설치되어 있을 뿐이다. 또한 설문을 통해 보행환경의 위험성을 분석한 결과 차량의 속도와 주차차량에 의한 통행 방해나 사고위험을 가장 많이 인식함에 따라 그에 따른 안전시설의 추가 설치가 뒤따라야 하겠다. 이러한 어린이 보호구역에서의 어린이나 보행자의 안전성과 쾌적성을 증진시키기 위해서는 무엇보다도 안전시설의 설치에 따른 유지 및 관리가 중요하다.

Evaluation Index for the Supply Levels of Pedestrian Facilities in Residential Area Planning (택지개발지구에서 보행자도로 공급수준 평가지표 개발)

  • This paper presents an evaluation index for the supply levels of pedestrian facilities in residential area planning. The pedestrian facility supply levels reveal the quality of a residential area, and can be associated with the resident living standards and satisfaction, pedestrian safety levels, and the effectiveness of the construction cost. This research conducted multifaceted procedures for the index development, and these procedures start first by identifying dominant influencing factors on pedestrian travel demand by reviewing the final reports of site planning in more than eight already-completed residential development sites. Second, based on the Space Syntax model, which was initially developed in the UK by establishing statistical relationships among an integration index, population size (persons/day), and the total development area, this research formulated a set of pedestrian demand estimation models. Then these models were utilized in forming a pedestrian facility supply index by integrating the new models and their results with the available accepted practice in the residential planning sector. This was necessary because planners want to understand the total supply level of pedestrian facilities in a residential area during the initial design stage. Finally, to test the model validity in satisfying pedestrian satisfaction, the research included a resident satisfaction interview, and it was revealed that the evaluation index developed in this research could provide planners and engineers with more promising results. It is therefore anticipated that this research can be of service when designing pedestrian facilities in future residential area planning and design activities.

Medical Characteristics of the Elderly Pedestrian Inpatient in Traffic Accident (노인 보행자 운수사고 입원환자의 의료적 특성연구)

  • This study aims to analyze the factors affecting the length of stay in elderly pediatric inpatients in traffic accidents. We used Korean National Hospital Discharge In-depth Injury data on the discharged from 2012 to 2016. Statistically significant factors affecting the length of stay are admission route, Charlson Comorbidity Index(CCI), injury parts, operation, results, hospital area, and beds for hospitals. The length of stay was shorter in the case of the admission route of the outpatient department than the emergency room, the results were not improved or death rather than improved, and the bed size was 500-999 beds or over 1000 beds rather than 100-299 beds. However, the length of stay was longer in the case of CCI score was 1-2 or over 3 rather than 0, injury parts were other parts rather than head/neck, when the operation was yes, and when the hospital area was a province, metropolitan rather than Seoul. This study intends to understand the medical characteristics of inpatient to prevent pedestrian traffic accidents in accordance with the population aging. Based on this finding, we wish to be used as the basic data for the establishment of policies to effectively manage traffic safety and medical resources in consideration of the characteristics of the elderly people.

A Study on Time-Space Occupancy Exposure volume Index for the Mixed Traffic Streets (보차혼합도로에서 시공간노출량 지표에 관한 연구)

  • The pattern of traffic streams in residential streets is different from the ordinary roads separated by pedestrian and car lanes. Such fact makes it difficult to evaluate the new counter-measures with existing indices and methods. In this study, a unified, consistent new method is introduced as Time-Space Occupancy (TSO) concept. An application of TSO concept will suggest a TSO exposure volume index which can show the decree of danger in residential streets where vehicles, pedestrian and other traffic streams are interacted. The validity of TSO exposure volume index will be verified through the survey conducted in Seoul and the subjects will be the residents who live at various kinds of residential streets.

An Analysis of Road User Acceptance Factors for Fully Autonomous Vehicles : For Drivers and Pedestrians (완전 자율주행자동차에 대한 도로이용자 수용성 요인 분석 : 운전자 및 보행자를 대상으로)

  • The purpose of this study is to analyze factors that affect road users' acceptance of fully autonomous vehicles (level 4 or higher). A survey was done with drivers of general cars and pedestrians who share roads with fully autonomous vehicles. Five acceptability factors were selected: trust towards technology, compatibility, policy, perceived safety, and perceived usefulness. The effect on behavioral intention was analyzed using structural equation modeling (SEM). The perceived safety and trust towards technology were found to be very important in the acceptance of fully autonomous vehicles, regardless of the respondent, and policy was not influential. Compatibility and perceived usefulness were particularly influential factors for drivers. In order to improve the acceptance by road users, securing technical completeness of fully autonomous vehicles is important. Certification and evaluation of the safe driving ability of fully autonomous vehicles should be thoroughly performed, and based on the results, it is necessary to improve the perception by road users. It is necessary to positively recognize fully autonomous vehicles through education and publicity for road users and to support their smooth interaction.
