  • By the statistics of traffic safety public corporation as of Feb. 2009 year, in domestic 16,861,965 cars were registered and in this Gwangju is registered by 476,149 cars. Except Ulsan, compare to other metropolitan city, vehicles numbers are fewer. Then, as of 2009. 4. 9. by the announcement of National land and marine ministry, the operation distance of passenger cars of Gwangju metropolitan city is 40.9 km per 1 day and the most highest in the whole country. On the one hand, by the materials of traffic safety public corporation, from 2007. 1. 1 to 2007. 12. 31 for a year, traffic accidents of Korea were 211,662. By this, 6,166 people were death, 335,906 people were wounded. This mean about 17 people death and 920 people wounded per day. In Gwangju metropolitan city, last year 8,231 traffic accidents took place and 138 people were death and 13,533 people were wounded. This while government did various traffic policy to reduce traffic accidents and some degree were progressive. But still the actual circumstances is that disgrace of traffic undevelopment country can't take off. Moreover, the concern for the traffic safety of feeling of general people is very deficient. In this research, with the help of Gwangju province police station. analysed traffic accidents reality of 2009 year March and this is going to look around spring season traffic accidents prevention activities and spring season means from March to June.

An Experimental Evaluation and Economic Analysis for LED Traffic Signal (LED 교통신호등 현장적용성 평가 및 경제성 분석)

  • LED(Light Emitting Diodes)는 반도체를 이용한 발광소자로서 동화상 광고물이나 가변정보표지판(VMS)등에 주로 활용되고 있으며 최근 외국의 경우 LED 기술을 교통신호등에 적용하여 시범설치 및 확대 적용 설치하여 운영 중에 있으며 국내에서는 산업체, 학계, 연구소 등에서 연구 개발 중에 있다. 본 연구는 현재 이러한 산 학 연의 노력에 의해 개발된 LED 교통신호등을 현장에 적용하기에 앞서서 실내실험과 현장실험을 통하여 에너지 절감효과 및 현장적용성을 검증하고 경제성 분석을 통한 타당성을 제시하는 데 목적이 있다. 연구 내용으로써 기존 전구식 신호등과 LED 신호등의 발광원리 및 특징 비교 분석, 실내실험을 통한 에너지 절감효과 검증, LED 보행자 신호등 현장적용성 평가, LED 신호등으로 서울시의 기존 신호등을 연차적으로 교체하는 경우에 대한 경제적 분석이 실시되었다. 실내실험을 통해 LED 신호등의 에너지 절감효과가 평균 76% 임을 검증하였고 보행자 신호등에 대한 현장 실험에서 설문응답자의 83.7%가 LED 신호등의 시인성이 우월하다고 나타나 현장적용성은 긍정적인 것으로 나타났다. LED 신호등에 대한 경제성 분석결과 자본회수기간은 6년으로 나타났으며 향후 기존 신호등의 고장 및 유지 보수 등에 의한 차량정체 비용, 교통사고 비용 및 소자기술 발전을 고려하면 이보다 단축될 것으로 판단된다. 향후 차량등에 대한 운전자들의 반응 및 장기적인 안정성 등에 대한 종합적인 실험이 추가적으로 이뤄져야 할 것이며 이를 바탕으로 하여 LED 신호등에 대한 규격서 제정 등 법 제도 측면이 이루어진 후 LED 국내 기술 수준 등을 총체적으로 고려하여 LED 교통신호등에 대한 보급방안이 강구되어야 할 것이다.

A Study on the Implementation of Walking Environment Projects by Analyzing Characteristics of Pedestrian Accidents by Local Government Types (지방자치단체의 유형별 보행자사고 특성분석 및 보행환경조성사업 개선방안 연구)

  • In this study, nonhierarchical K-mean cluster analysis is used to classify the types of 230 local governments and the Mann-Whitney U test and Kruskal-Wallis analysis are used to analyze the characteristics of pedestrian accidents by region types. With empirical analysis of pedestrian accidents, this study suggests improvements of walking environments reflecting local characteristics. Type 1-A (relatively dominant urban commercial areas), Type 1-B (predominantly urban residence) and Type 2 (rural areas) have been classified using nonhierarchical K-mean cluster analysis. According to the results, pedestrian accident rate on community roads was more than 60% for all types and incidence rate in rural areas was higher than that in urban areas. In addition, pedestrian accidents of Type 1-B have been found to occur more frequently than Type 2 in intersections and crossings, while the number of roadside casualties for Type 2 was highest.

Estimation of Traffic Safety Improvement by Applying a Traffic Control Device (교통통제장치 적용에 따른 교통안전도 향상에 관한 연구)

  • Speeding is one of the major causes of traffic accidnets in urban areas. Driver feedback sign(DFS) is a traffic control device that can be used for many traffic environments including work zones, school zones, and roadways. In this paper, the effectiveness of DFS was evaluated through a field study using speed data collected from before and after study periods. In addition traffic safety improvement was also quantitatively estimated using the variance of speed data collected. Staistical test results showed that the speed difference was statistically significant, and the distribution of speed data was also shifted greatly. Therefore, it was concluded that installing the DFS in roadways might lead to unifomity of speed of traffic flow, thus, potential safety improvement might be expected.

A New Proposal of Pedestrian Signal Time (보행자 신호체계에 대한 새로운 제안)

  • The pedestrian signal systems operating presently could provide more time for the pedestrian to cross the street than the previous system, but it would increase the cycle length and cause longer delays at the signalized intersections. For instance, more than 80% of traffic signals would have to have the cycle length increased by 10sec in Daegu Metropolitan areas. Therefore. the purpose of this study is to propose a pedestrian traffic signal time that not only maintains the safety of the pedestrian but also reduces the traffic cycle length. The proposed pedestrian signal time is set to enable enough time for the elderly to cross and the flashing time is set low enough to deter the ordinary person. This new pedestrian signal time can reduce the traffic cycle length at intersections and prevent the Pedestrian crossing during flashing time. In addition to the flashing green should be changed to flashing red to warn the pedestrian he should not begin crossing as opposed to the flashing green which suggest he could cross. In this study, the speed of 1.1m/sec and 0.85m/sec are applied to the new proposed signal time for normal and elderly person respectively after analyzing data collected at Daegu Metropolitan area.

  • There is high probability of children's traffic accidents. Because their physical, mental attribute are weak. Major part of the accidents happen during walking. Above all, jaywalking is the biggest traffic accident reason. Many traffic accidents take place on the road to school or near the home area. So Ministry of Public Administration and Security legislated children safeguard zone since 1995. But a study are inadequate the safety facilities on the effectiveness verification in the school zone. Therefore, this study aims to analyze the effectiveness of safety facilities. The vehicle speed is a direct correlation traffic accident. So in this study, the MOE(Measure of Effectiveness) is average travel speed in the school zone. The results shows that hump, rised pedestrian crossing has an effect.

  • 최근 교통사고의 증가와 평균수명의 연장으로 인한 노인 인구의 급증으로 중추신경계의 기능에 손상을 초래하는 각종 질환들 즉 뇌졸중, 외상성 뇌손상, 뇌성마비 및 퇴행성 뇌질환 등이 더욱 많아지고 있다. 이러한 질환들은 뇌기능 장애로 인한 운동, 감각 및 인지능력 저하를 일으켜 보행과 일상생활 동작수행에 큰 장해를 초래하게 된다. 특히 보행능력의 장해는 일상생활 및 사회생활에 필요한 기동력을 제한하므로 결국 타인에 의존적이 되고 사회로부터 고립되는 심각한 기능장애를 일으키게 된다.(중략)

Study on the Appropriate Time for Leading Pedestrian Intervals (보행자 우선 출발신호의 적정 시간 산출 연구)

  • When pedestrians cross a pedestrian crossing during a pedestrian signal, there is a problem that pedestrians are exposed to the danger of traffic accidents due to permissive-left turning and right-turning vehicles. In order to solve this problem, there is an increasing demand to improve the traffic signal system to increase pedestrian safety at the signal crossing. This study aims to examine the feasibility of introducing a leading pedestrian interval(LPI) to prevent conflict between unprotected left and right turn vehicles and pedestrians. In this study, the need for LPI was surveyed by experts and the general public. As a result of the survey, many opinions indicated that the introduction of LPI was necessary. In addition, after selecting the non-protected left and right turn pilot operation targets, LPI was installed on two signal intersections. After installation, the speed analysis of the arrival vehicle in the pedestrian crossing and the violation rate of the pedestrian signal were analyzed. As a result of analysis, when the walking signal was equalized, the speed of the arriving vehicle in the pedestrian crossing was reduced, and the violation rate of the walking signal was improved.

  • In Korea, the number of elderly has been increasing rapidly. So it is also expected that the economic activity and the trip frequency of the elderly will increase. On the other hand, elderly related accidents such as falls during walking are steadily increasing and the satisfaction about pedestrian environment of elderly is very low. In this paper, we found one of the reasons for these dissatisfaction in pedestrian facility, which is not considering the walking ability (about 75% of non-elderly person) of the elderly. So, we analyze the kinematic walking characteristics of the elderly with the motion analysis system, when the elderly use stairs. As a result of analysis of various walking variables, the current standard for stairway height in Korean law (18cm) requires excessive force to elderly so it was difficult for elderly to keep the balance of the body in ascending and descending walk of stairs. In this paper, we propose the stair design criteria through the cluster analysis of walking parameters reflecting the gait characteristics of the elderly. This change is not a big for non-elderly person, but it can promote more socioeconomic activities for the elderly.

Safety Analysis on Pedestrian Crossings in Urban Corridors with Bus Rapid Transit System (중앙버스전용차로 횡단보도의 보행 안전도 평가)

  • Seoul metropolitan government has introduced Bus Rapid Transit (BRT) systems in some major urban corridors on July 1st, 2004, and has reported that it was successful on the ground that bus speed has been increased in the corridors with BRT system and that it has also resulted in the increase of bus patrons. However, there comes a negative claim that BRT has increased the number of fatalities in the same corridors. This study first aims at developing safety evaluation indicators of pedestrian crossings, then compares values of those indicators from pedestrian crossings with and without BRT systems. The safety evaluation indicators of pedestrian crossing are developed as: the number (or ratio) of conflicts between pedestrians and vehicles, the number (or ratio) of vehicles violating pedestrian signals, the number (or ratio) of pedestrians remaining crossings at red signals, and the number (ratio) of pedestrians walking beyond crossing areas. When we compare values of these indicators for both pedestrian crossings with and without BRT system, it has turned out that crossings with BRT systems has more number of conflicts than the crossings without BRT systems, but it cannot be said that the ratio of conflicts will be different between two crossing types. It means that the number of conflict will increase as the number of pedestrians and vehicles in the crossings. When we note that BRT system intrinsically attract more number of pedestrians who get-in or get-off bus stops, we cannot said that BRT system will be safer for pedestrians.
