The purpose of this study is to establish a quality assurance method and managerial standard through management practices and identification method of counterfeit items as measure to eradicate counterfeit items of weapon system. We have performed a study in three significant terms. First, a general study on counterfeit items. In this part, we have described the definition, cause and control need of counterfeit item. Second, management practice of foreign-purchased counterfeit items. Finally, quality assurance methods of counterfeit items. We have proposed the counterfeit items management method, building managerial standard and network, improvement of a system and strengthening quality assurance method.

Existing specifications of road pavement require contractors to meet only materials and construction conditions regardless of pavement life. There are limitation of developing road pavement technology and possibility causing dispute between ordering organization and contractor with this type of specification. Research efforts to introduce performance warranty contracting are in progress in the field of road pavement to improve the problems. The performance warranty contracting gives the contractors opportunity to select materials and construction methods as they like. But they should satisfy a certain level of performance during a given period. The performance indicator and threshold value of pavement which are main elements of the warranty specification should be defined first to introduce the performance warranty contracting successfully. In this study, the performance indicator, threshold value, and warranty duration of asphalt pavement were investigated by reviewing literatures on performance warranty contracting of some states of the US. Major distresses influencing the performance of the asphalt pavement were investigated at 24 national expressway lines and national highway lines in 16 regions, and the data were analyzed to be compared to the cases of the US. Development of rational performance warranty specification for domestic asphalt pavement is expected based on the research results.

The organization and company's effort to improve software qualify contributes to the increase of software productivity and quality in some sense. However, it has not been a solution of root causes. This result is caused not because of people or technology, but process in-stitutionalization. Recently SQA (Software Quality Assurance), which provide mechanism to make sure that the software development process and products follow the assigned requirements, plan and standards, is applied to achieve the quality improvements. Several standards and models are developed for SQA activities. However, those standards and mode]s are written in form and do not provide information related to the detailed procedures, methods and outputs. Therefore, the organizations that want to adopt those models or standards have to put a lot of effort to acquire the knowledge about the models and to set up SQA Process that is tailored to meet organization's goal and objectives. In this research, we developed SQA support package to support the organization to develop their SQA process in more convenient and systematic ways. With this package, the organizations can establish SQA Process by tailoring those features necessary to reflect organization's characteristics. We expect this package contribute the organizations in a way that it reduce the effort and cost for establishing SQA process.

The purpose of the study is to identify the flexibility of marketing effects which applies of practical service guarantee strategy over hotel service and methodological effects of practical service guarantee. And the detailed purposes were: first of all, how service guarantee strategy identified by previous theoretical researches influences on a service reliability and service value practically; second, how service reliability and service value influence on customer loyalty; third, how service guarantee influences on customer loyalty directly. According to the results, 5 hypotheses were selected from 5 research hypothesis proposed in this study. The concrete contents were; First, the study inspected how service guarantee strategy influences on service reliability and service value practically. The result was that service guarantee exerted positive influence on service reliability and service value. Second, the study inspected how service reliability and service value influence on customer loyalty. The result service reliability and service value exerted positive influence on customer loyalty. Third, the study inspected how service guarantee strategy influences on customer loyalty. The result service guarantee exerted positive influence on customer loyalty.

Korean government had used public 'credit guarantee schemes' (CGS) as a counter-cyclical measure. However, it is still controversial about the effectiveness of policy financing on the SMEs. Criticism on policy financing involves the argument that supporting enterprises hampers competition and innovation of SMEs by increasing their dependence on the government and delays the exit of marginal firms. In this paper, we investigate how to effectively build up the rationale of running public CGSs. At the same time, we propose the ways to coexist of public credit guarantee and market-based private finance system for SMEs. First, CGS, as a counter-cyclical function, must coexist with the private financial system by compensating the market failure caused by pro-cyclical behavior of the private financial market. Second, CGS has the comparative advantages, compared to both the interest rate policy of the central bank and fiscal policy of the government. The credit guarantee is the symptomatic treatment that could revitalize the economy shortly by providing liquidity. Also, knowing that CGS is provided based on the leverage ratio defined by outstanding guarantee divided by capital fund, public 'credit guarantee' (CG) has an advantage that is free from the risk of government deficit. Third, the reason for existence of the CGS should be founded in supporting services for SMEs, available only in a public sector that is difficult to expect from private banks. In this regard, it is desirable to strengthen the publicness of credit guarantee over the support for start-ups, growing companies, the improvement of productivity, increase of exports, a long-term investment in facilities, the employment-creating businesses, and innovative enterprises.

현재 국내에는 하천시설물의 인증과 관련한 제도와 법령이 마련되어 있지 않다. 하천시설물과 관련된 인증 제도는 효율적인 하천시설물의 유지관리를 가능하게 하고, 치수 안전성 증대에 기여할 수 있다. 본 연구는 미국의 제방 인증(levee accreditation) 제도를 분석하여 국내에 적용하는 방안에 관한 것이다. 미국의 연방 재난 관리국(Federal Emergency Management Agency; FEMA)은 국가 홍수 보험 프로그램(National Flood Insurance Program; NFIP)을 관리하고 있는데, 그의 일환으로 제방 인증 제도를 시행하고 있다. 제방의 인증은 제내지를 보호하는 제방 시스템이 100년 빈도의 홍수에 대한 방어 능력이 있는지를 기술적으로 검토하는 것이다. 여기서 제방 시스템이란, 제방, 홍수벽, 수문 장치, 펌프시설, 암거, 내수 배제 시설 등 홍수로부터 제내지를 보호하기 위한 모든 시설을 포함한다. 미국은 제방 인증을 위한 제도로서 연방 규정 조례(code of federal regulation; CFR)를 두어 제방 시스템의 설계, 운영, 유지관리의 기준을 마련하였다. 제방 인증을 신청하는 기관은 연방 규정 조례에서 정의된 제방 시스템의 운영 및 유지관리에 관한 문서를 갖추어야하고, 공학적인 설계 기준에 대하여 면밀히 검토되어야 한다. 운영 및 유지관리에 관한 사항은 수문과 내수배제 시스템을 포함한 제방 시스템의 홍수 시 운영 지침과 운영실적, 유지보수 지침과 점검 보고서 등이다. 공학적인 설계 기준에 대한 검토사항은 제방의 여유고, 수문, 호안, 제방과 기초의 안정성, 침하, 내수배제에 관한 분석 결과이다. 이러한 제방의 인증에 필요한 기술적인 검토 자료와 관련 문서는 등록된 전문 기술자나 제방의 설계와 시공능력을 갖춘 연방 기관을 통해 보증(certification) 되어야 한다. 현재, 미국에서 제방의 보증을 결정하는 대표적인 기관은 미 공병단(U.S. Army Corps of Engineers; USACE)이다. 제방 보증의 유효기간은 최대 10년이지만 검사와 평가가 지속되고, 유효 기간 만료 전이라도 언제든지 재검토될 수도 있다. 또한, 제방 시스템 전체에 대하여 보증 여부를 결정하고, 개별 시설에 대한 보증이나 조건부 보증은 수행하지 않는다. 국내에 제방 인증 제도를 도입하기 위해서는 제방 인증에 관한 절차, 수행 기관, 수행 방법 등에 대한 규정과 제도가 마련되어야 하고, 현재 국내에서 수행되고 있는 하천시설물의 안전도 검사 방법을 포함한 평가 지표와 평가 기술에 대한 인증 표준화가 요구된다.

In China, the commercial bank credit financing is the most important external financing channel for SMEs. However, the lack of credit guarantee significantly deters commercial banks to finance SMEs. which may generate a negative impact on the trade activities of SME in China. In this paper we examine the risk of credit guarantee for SMEs financing and the factors affecting this risk through a VAR (Value-at-Risk) model. Our analysis shows that the scale of enterprises' impact on the VAR (risk of financing guarantee) is not much relevant. We also find that the certainty of financing for SMEs, such as the fixed asset ratio, has a significant and negative effect on the VAR of Chinese credit guarantee institutions. The product uniqueness is positively correlated with the VAR, and operation risk is also positively related to the credit risk of Chinese credit guarantee institutions.

Space agencies such as NASA, ESA, and the US military provide guidelines and standards for PA(product assurance) requirements and plans. In recent years, major satellite manufacturers around the world have been mitigating PA requirements and processes by tailoring. PA tailoring has been implemented to improve the cost and schedule efficiency. PA tailoring can be accomplished based on various factors such as mission, classification of mission risk, complexity, development cost, life cycle, etc. In this study, PA tasks according to the mission risk classification proposed by NASA are investigated, and the tailoring method is suggested for the optimization of the development cost and schedule. In particular, the classification of mission risk for the satellites under development or operation in Korea is performed, and PA characteristics in accordance with mission risk are analyzed.

We have more risks in international trade market than in the domestic business market because economic activities are going on with business transactions in different countries. K-sure's Refund Guarantee System is the most important system for Korean Small and Middle Shipbuilding Industries' business, but Korean exporters of Shipbuilding Industries are more interested in export financing through K-sure rather than its financial supporting services. The export insurance becomes more important service for international trade business and it its count as the only one indirect way of supporting export business because export insurance is accepted internationally under the WTO system. Also, it is the only measure that can cover emergency risk, credit risk, exchange risk which cannot be covered by private insurance. As the major risk manager for Korean exporters, the K-sure needs to provide an integrated risk management service for customers. Korean exporters can take more challenges in ever competitive international trade market and we can witness promotion of export in the future which is essential to Korea's economic growth.

This study evaluated the process of software quality assurance about the initial product in a weapon system. The software quality assurance of the initial product was insufficient before this study. Therefore, the process of the software quality assurance about the initial product in a weapon system is suggested. The process has three parts. First, the completeness of computer files, such as source code and execute files, were checked. Second, the suitability of the software technical data was checked. Finally, the connectivity of software technical data and the Korean defense specification were assessed. Overall, there is a need to toughen the software quality assurance in the research and development step and achieve early stabilization of mass production by preventing the problems that prevent the production of a product due to the insufficient software technical data.
