Credit Guarantee scheme is one of the most effective tools for the small business policy. The performance analysis on domestic institution level is relevant in terms of various factors of assisting tools factor. This study measured comparative global efficiency by DEA model and Super-efficiency model among 70 credit guarantee institutions in Japan, Taiwan, and Korea who are operating the schemes. At the result of the analysis, Korean credit guarantee institutions are comparatively efficient than Japanese institutions, and the DMU shows moderate in operation efficiency. The Super-efficiency ranked by Hiroshima, Taiwan SMEG, Pusan, Chiba, Shizuoka, Ulsan, and KOTEC. Most of the Credit Guarantee Institutions showed increasing returns to scale, and it indicates increasing input strategy. The statistical difference of efficiency level in Japan and Korea shows very meaning numbers. This research suggest that (1)Periodical Analysis are needed on Japanese Schemes, (2)The analysis on the impact of credit guarantee scale to the national economy and SME policy, (3) Analysis on the conclusive factors of the efficiency, (4)The policy direction has to be made by inefficient factor analysis, (5) The measurement tools of efficiency of the schemes in various aspects.

For the restoration of construction industry, the government have offered the policy since the end of 1990. It has offered to develop the world-class technology and establish the effective production structure. In the government policy, the delivery and contracting method has improved so that construction industry could be recognized. Foreign countries have conducted the R&D and application of Innovative Contracting for improvement of facilities, reduction of LCC and innovation of contractor. Among the Innovative Contracting, 'Performance Warranty Contracting' is defined that A guarantee of the integrity of a product and of the makers responsibility for the replacement or repair of deficiencies. Performance Warranty Contracting is used for technology developments of contractor, improvement of quality, reduction of LCC, prevention of early deficiencies and reduction of owner's inspection works. This paper analyzes concept and effects of Performance Warranty Contracting and presents considerations according to the introduction.

품질보증 활동은 제품의 품질등급을 그 규격기준에 따라 규정하고, 발주자가 지정하는 품질의 제품을 실현하는 것이지만, 압력용기 등의 특정 제품에 대해서는 공적인 제3자가 기관에 의한 검사 인증제도가 요구되는 경우가 있다. 미국에서는 압력용기 등의 규격체계는 민간 Base의 ASME Code를 중심으로 하고, 운용에 있어서의 품질보증제도는 ASME Stamp에 의한 제작공장 인증과 적검사기관을 대행하는 보험회사와의 협조에 의한 개별제품인증이 행해진다. 소위 체제 지향의 품질 관리방식을 채택하고 있다. 미국 외의 구라파제국의 이와는 상대적으로 제품지향의 제품질관리를 하였다고 할 수가 있다. 그러나 87년에 제정되어 세계적으로 확산되고 있는 ISO-9000 시리즈는 미국식의 체제지향의 품질관리로서 양자간 접근방식이 대동소이하다. 그러므로 ASME Code의 품질관리에 대하여 그 본질과 구조 및 활동 내역 등을 고찰해 보는 것은 품질관리의 시대적 조류 파악에 도움이 될 것이다.

This article is concerned with cost analysis in product warranty policy. The warranty cost can be different according to warranty rate and warranty renewal policy. In this paper the stepdown warranty is used. The warranty renewal policy is considered when the warranty is received upon free replacement period as item failing. Assuming the non repairable item as one item is sold, investigated manufacturer's cost in stepdown warranty policy. Also manufacturer's cost is calculated in the free replacement. pro-rata. hybrid policy. Numerical example is given over Weibull time to failure distribution, comparing stepdown warranty policy with free replacement, pro-rata, hybrid one in the manufacturer's point of view. The sensitivity analysis of warranty cost according to the number of warranty period step is included.

기업의 구조조정을 통한 국가경쟁력 향상을 위하여 최근 결합재무제표의 도입, 지배구조의 선진화, 외국인에 대한 적대적 M&A 허용 등이 진행됨에 따라 출자총액제한제도를 폐지하고 계열회사간의 채무보증을 조기에 해소하기 위해 신규채무보증을 금지하고 기존 채무보증은 2000년 3월말까지 완전해소토록 하는 내용을 주요 골자로 하는 공정거래법 제6차 개정안이 지난 1998년 2월 15일 제188회 임시국회에서 통과됐다. 이번에 개정된 공정거래법은 공시한 날부터 시행되는 출자총액의 제한 부분을 제외하고는 1998년 4월 1일부터 시행된다.
