This study suggests the level of guaranteed reserves that should be accumulated in order to provide guaranteed interest contracts to pension members. To calculate the guaranteed reserve, this study employs the method using variable insurance contracts with guaranteed interest options. The average return of three major pensions (national pension, private teacher's pension, civil servants pension) funds, from 2010 to 2018, is set as the target rate of return and then we establish 0%, 1.0%, 1.5% and 2.0% each as our minimum guaranteed returns for their respective guaranteed reserves. Our results firstly show that gaps between each guaranteed reserves are increasing as times goes on. Second, the probability of shortfall reserve is on the decrease as the pension fund is mature. Conclusively, a long-term conservative balance between risk and return is one of the best investing strategies in pension funds providing the guaranteed interest.

After several collapse accidents of large structures in the early 1990s in Korea, the government enacted a law that architectural, engineering and construction firms are obliged to have insurance for projects over a certain size. Particularly, with regard to insurance in design and construction supervision works (i.e. engineering insurance), although several operation-based problems were pointed out from practitioners, still little research has been done on analyzing current regnlartory and operational state and suggesting policy alternatives. Hence, this study applies Delphi technique to solicit current operational problems and propose a series of improvements on engineering insurance based on interview surveys targeting major market participants: municipalities, engineering firms, and insurance companies. Key findings culminate in adopting guarantee limits based on credit evaluation, abrogating joint surety, covering a loss of life, increasing insurance entrance fee, extending time covered, and etc. Reaching a consensus on the proposed alternatives between the market participants will form the foundation for sound developments of construction design and engineering industry.

This study is a basic research on looking onto bringing performance warranty contract into the country, to consider the usage in architecture which it is usually used on road pavement in developed countries. The study will also apply performance warranty contracts on public private partnerships through examination and analysis of various matters which will lead to globalization of the korean architecture industry, the increase of quality of result, better convenience for the orderer, the decrease of cost, and the acceleration on research for technical development.

The purpose of this study is to investigate the effects of service guarantees of tourist hotels on employees' perception of role clarity and customer orientation. Specifically, this study analyzed how the employees' perception of role clarity as a parameter, with the employees' reliability, guarantee-related communication, guarantee limitation, and organizational support as independent variables, affected the dependent variable, customer orientation. As a result of empirical analysis of employees in the first grade hotel in Seoul, it was analyzed that the higher the reliability of employees in service guarantee, the higher the communication and organizational support in the organization related to guarantee work, the higher the role clarity and perception level of employees. The higher the reliability, guarantee limitation and organizational support level of guarantee, the higher the customer orientation, but the guarantee-related communication did not show significant influence. The perception degree of role clarity of employees has a significant effect on customer orientation. According to those results of this analysis, this study examined the influence of each configuration of service guarantee of tourist hotel employees on customer orientation, and presented various academic and practical implications.

Recently, researches to introduce the performance warranty contract are in progress for quality improvement of road pavements. The performance warranty contract is a type of contract in which contractors guarantee to maintain certain level of performance during a period from completion of construction. The contract use in Europe and the U.S is being increased because it has been known to contribute to improvement of structure quality, reduction of life cycle cost, development of construction techniques, and etc. The research on performance indicators, threshold values, and warranty durations is essential to effectively introduce the contract in Korea. In this study, literatures on the performance warranty contract for concrete pavements of the Minnesota, Indiana, and Florida of the U.S. were reviewed. Major distresses influencing the pavement performance were investigated and analyzed in the jointed concrete pavement sections of 21 Korean expressway routes to be compared to the performance indicators, threshold values, and warranty durations of the states. More accurate comparison is expected by investigation in planned sections for a long time.

현재 국내에는 하천시설물의 인증과 관련한 제도와 법령이 마련되어 있지 않다. 하천시설물과 관련된 인증 제도는 효율적인 하천시설물의 유지관리를 가능하게 하고, 치수 안전성 증대에 기여할 수 있다. 본 연구는 미국의 제방 인증(levee accreditation) 제도를 분석하여 국내에 적용하는 방안에 관한 것이다. 미국의 연방 재난 관리국(Federal Emergency Management Agency; FEMA)은 국가 홍수 보험 프로그램(National Flood Insurance Program; NFIP)을 관리하고 있는데, 그의 일환으로 제방 인증 제도를 시행하고 있다. 제방의 인증은 제내지를 보호하는 제방 시스템이 100년 빈도의 홍수에 대한 방어 능력이 있는지를 기술적으로 검토하는 것이다. 여기서 제방 시스템이란, 제방, 홍수벽, 수문 장치, 펌프시설, 암거, 내수 배제 시설 등 홍수로부터 제내지를 보호하기 위한 모든 시설을 포함한다. 미국은 제방 인증을 위한 제도로서 연방 규정 조례(code of federal regulation; CFR)를 두어 제방 시스템의 설계, 운영, 유지관리의 기준을 마련하였다. 제방 인증을 신청하는 기관은 연방 규정 조례에서 정의된 제방 시스템의 운영 및 유지관리에 관한 문서를 갖추어야하고, 공학적인 설계 기준에 대하여 면밀히 검토되어야 한다. 운영 및 유지관리에 관한 사항은 수문과 내수배제 시스템을 포함한 제방 시스템의 홍수 시 운영 지침과 운영실적, 유지보수 지침과 점검 보고서 등이다. 공학적인 설계 기준에 대한 검토사항은 제방의 여유고, 수문, 호안, 제방과 기초의 안정성, 침하, 내수배제에 관한 분석 결과이다. 이러한 제방의 인증에 필요한 기술적인 검토 자료와 관련 문서는 등록된 전문 기술자나 제방의 설계와 시공능력을 갖춘 연방 기관을 통해 보증(certification) 되어야 한다. 현재, 미국에서 제방의 보증을 결정하는 대표적인 기관은 미 공병단(U.S. Army Corps of Engineers; USACE)이다. 제방 보증의 유효기간은 최대 10년이지만 검사와 평가가 지속되고, 유효 기간 만료 전이라도 언제든지 재검토될 수도 있다. 또한, 제방 시스템 전체에 대하여 보증 여부를 결정하고, 개별 시설에 대한 보증이나 조건부 보증은 수행하지 않는다. 국내에 제방 인증 제도를 도입하기 위해서는 제방 인증에 관한 절차, 수행 기관, 수행 방법 등에 대한 규정과 제도가 마련되어야 하고, 현재 국내에서 수행되고 있는 하천시설물의 안전도 검사 방법을 포함한 평가 지표와 평가 기술에 대한 인증 표준화가 요구된다.

In this study has been suggested on the basis of the Court of Audit's report on trade insurance issues presented and the Export Credit Guarantee Insurance Improvement. First, the improvement insurance underwriting standards and come up with measures to improve the soundness of the insurance fund trading. In order to do this, (1) warranty for a lower credit companies strengthen underwriting standards, (2) raise short-term solvency and the accuracy of financial statements Review criteria Borrowings calculated based, (3) trustee companies Warranty Terms for improvement, (4) for closure of businesses quickly take measures of bond conservation measures. Second, through improved risk management measures to strengthen risk management for export credit guarantees are to be provided.

4차 산업혁명의 도래로 산업 유형은 어느 한 종류로 단정하기 어려운 융복합적 형태로 변화를 거듭하고 있다. 뿐만 아니라, 과거 성장 중심 경제발전 모델이 저성장과 함께 양극화, 고용불안과 같은 다양한 사회문제를 야기함에 따라 새로운 발전 패러다임에 대한 관심과 요구도 그 어느 때보다 높아지고 있다. 이러한 일련의 환경 변화는 과거 제조업 중심의 경제성장을 주도해왔던 한국 공적보증제도에도 혁신을 촉구하고 있다. 신용보증기금은 2018년 현재 총 보증잔액 50.5조원을 보유한, 한국에서 가장 큰 규모의 공적보증기관이으로 지난 1976년 설립 후 40여 년간 산업육성과 시장안정이라는 두 가지 정책적 목표를 달성하기 위해 다양한 산업 분야와 기업에 신용보증을 제공해왔다. 1997년 IMF 외환위기, 2008년 글로벌 금융위기 등 국가적 위기 때마다 시장안전판 역할을 성공적으로 수행하며 한국경제가 신속히 위기에서 벗어나는데 공헌하기도 했다. 그러나 이제 신용보증기금은 과거의 성과와 역할에 얽매이지 않고, 급변하고 있는 경제 기술환경 속에서 또 다른 역할을 모색하고 있다. 구체적으로는 중소기업에 대한 보증지원이라는 기존 역할에서 한발 나아가, 혁신생태계 조성, 데이터뱅크 플랫폼 구축, 사회적가치 확산을 위한 전사적 사업구조 혁신을 단행하고 있다. 본 보고서에는 환경변화에 부응해 새로운 역할을 수행하고자 노력하는 신용보증기금의 활동과 성과를 담았다. 여기에 제시된 신용보증기금의 사례들은 벤처캐피탈이 활성화된 서양 국가들과 달리, 정책금융 역할이 상대적으로 중요한 아시아 지역의 중소기업 금융 활성화에 효과적인 정책적 시사점을 제공할 수 있을 것으로 기대한다.
