The study aims at providing alternative strategies for ongoing issues concerning presidential records. It reviews a history of legislation about presidential records management and discusses issues on protection and disclosure of access-restricted presidential records. Four major issues-presidential records' category, management authority, designated representative, and production control-are argued. As a result, this study proposes solutions to guarantee the independence of presidential records management agency and to innovate a presidential records management process.

This study aims to diagnose the issues arising from the relationship between the out-of-pocket maximum in health insurance and private indemnity health insurance and propose policy tasks for institutional improvement. Through literature research, the study analyzed the damage to consumers caused by the non-payment of refunds exceeding the out-of-pocket maximum and the changing role of indemnity insurance due to the strengthening of health insurance coverage. The results confirmed that unilateral interpretation of insurance clauses and incomplete sales practices infringe upon consumer rights, and that insurance premiums do not decrease despite the reduction in coverage of indemnity insurance. Therefore, the study emphasized the urgency of institutional improvements such as rationalization of product structure, transparency of risk rate calculation, and reinforcement of consumer information provision, as well as the need for social consensus on the rational division of roles between health insurance and private insurance. This study is significant in that it provides policy implications for the developmental reorganization of the healthcare system.

자원봉사활동은 지역사회 공동체와 연대의식 강화 등 지역사회를 지탱해 주는 주요한 토대로서 지방정부의 입장에서는 지역주민의 직 간접자원을 활용할 수 있는 계기되고 개인적 입장에서는 지역사회에 기여를 통한 만족감 제고라는 상호이익이 보장되는 중요한 활동이다. 따라서 자원봉사활성화를 위해 과감한 재정 및 제도적 뒷받침을 마련해 주는 동시에 민간중심의 활동이 될 수 있도록 자율성과 창의성을 최대한 보장해 주어야 한다.

차세대 이동통신 시스템의 이용자와 네트워크간 이용자 익명성을 보장하고, 이용자와 네트워크가 상대 실체를 안전하게 상호 인증할 수 있는 공개키 암호 방식에 기반한 개선된 인증 및 키합의 프로토콜을 제안한다. 이 프로토콜은 이용자와 네트워크는 이용자의 고유신분과 세션별로 변하는 랜덤수를 입력으로 하여 임시신분 정보를 생성 및 상호 공유하고, 네트워크는 초기에 이용자의 신분을 확인하며, 임시신분 정보는 이용자와 네트워크가 상호 선택한 랜덤 수에 따라 세션별로 갱신되므로 무선 접속 구간 상에 익명성을 보장하고 기존의 방식에 비교하여 보다 강화된 안전성을 보장한다.

사물 인터넷 시스템에서 서버와 클라이언트의 신뢰성 확보는 매우 중요하다. 대부분의 IoT 시스템에서 신뢰성 확보를 위해 인증서 기법이 사용되고 있다. 인증서 기법을 사용하는 IoT 시스템은 데이터(인증서,공개키) 탈취 및 분실 취약점이 있다. 이러한 취약점을 강화하기 위해 서버와 클라이언트는 서로 주고받는 데이터의 무결성과 신뢰성을 보장할 수 있는 환경이 구축되어야 한다. 본 논문에서는 이러한 취약점을 보완하기 위하여 IPFS와 블록체인을 결합한 인증 강화 기법을 제시한다. 제시한 기법의 기본 개념은 IPFS를 이용하여 CA와 서버의 인증서와 공개키를 분산 저장하고, IPFS에 저장한 인증서와 공개키의 Content-Address를 블록체인에 보관한다. 마지막으로 제시한 기법의 타당성을 검토하기 위하여 Mobius, nCube, Ethereum, IPFS를 결합한 IoT 시스템을 구축하고 SSL을 사용한 인증 과정을 실험한다.

In the background of rapidly increasing domestic cloud service demand, worries about security and privacy incidents can hinder the promotion of cloud service industry. Thus, it is crucial that the independent 3rd party assures the reliability for using the cloud service. This paper compares several external and internal cloud service certification cases, for example CSA certification, FedRAMP certification, KCSA certification, and concludes that insufficient security and privacy controls are prevailing. As a consequence, several enhanced countermeasures by using ISO/IEC 27017, KISA's ISMS considering manageability and expertise are proposed in the cloud service certification system.

우리 군은 미래전을 대비하기 위해 각종 전술 응용정보체계의 막힘없는 전송과 통신망간 연동 요구를 충족시키고 미래 전장을 주도할 통신체계 구축을 목표로 전술정보통신체계(TICN) 개발을 추진 중이다. Ad-hoc 네트워크 기술을 사용하는 전술정보통신체계의 부체계인 전투무선체계는 전장 환경에서 운영되는 특수성으로 인해 기존의 전통적인 플랫한 Ad-hoc 네트워크와는 차별화된 계층형 Ad-hoc 네트워크 구조를 가진다. 또한 Ad-hoc 네트워크를 운용하는 환경이 보안성이 극도로 요구되는 전장 환경임을 고려할 때 군 작전의 성공적인 목표 달성을 위한 보안대책은 반드시 필요하다. 특히 전장상황 하에서 유통될 각종 민감 정보들에 대한 기밀성, 무결성 등을 보장하기 위해 정당한 권한을 가진 노드들만이 네트워크에 참여할 수 있는 보안 매커니즘이 적용되어야 하며, 이를 위해선 효율적인 키 관리 기법을 적용해야 한다. 본 논문에서는 비밀키, 노드위치, 해시인증 등의 정보를 이용한 3단계 인증절차 적용으로 Ad-hoc 네트워크 참여 노드의 인증을 강화하고, 통신환경에 따라 3가지 비밀키를 구분 사용하여 계층형 Ad-hoc 네트워크 구조에서 기밀성 보장을 강화하기 위한 키 관리 기법을 제안한다.

Even in the marine industry was required the looser positioning performance as compared to other application domain, a high-quality positioning performance and reliability are becoming ever more important. The high-quality performance includes not only accuracy but also integrity, continuity, and availability. However, current DGPS service is not satisfying the minimum positioning performance requirements for maritime user proposed by IMO. Especially, no one can guarantee the required integrity performance by DGPS service. This paper presents the advanced monitoring concept to strengthen the performance of current DGPS through the enhanced monitoring, guarantee and notice functions. To this, the limitations of the integrity monitoring function of current DGPS are analyzed, and a countermeasure is prepared to improve the limitations of the current integrity monitoring function. This paper can be applied as basis research to improvement of the DGPS service.

이제 우리 나라도 경쟁당국이 거래의 공정화를 경쟁촉진 개념으로 전환하여 경쟁질서에 파급영향이 큰 카르텔, 독과점, 기업결합 등에 가용자원을 집중 투입하도록 하고, 또한 정부내에서의 경쟁제한적인 규제의 개혁 등 경쟁주창 노력을 강화하며, 법집행에 있어서는 경제분석기능 및 법률전문가 보강과 사적소송의 활성화를 통하여 경쟁을 획기적으로 제고함과 아울러 공정거래위원회의 독립성이 실질적으로 보장되도록 관련 제도를 보완해야 할 것이다.
